SOME OF THE STATION DESIGNS, THE STATION AREA PLAN AND THE ECONOMIC DEVELOPMENT STRATEGY, AS WELL AS WHERE THE CITY CAN GO FROM HERE. A REALLY BRIEF OVERVIEW OF THIS STUDY, WHICH MANY OF YOU, IF NOT ALL OF YOU, ARE VERY FAMILIAR WITH. THE PURPOSE OF THIS STUDY IS TO EVALUATE POTENTIAL LOCATIONS WITHIN THE CITY OF COACHELLA FOR RAIL STATION ASSOCIATED [00:05:02] WITH THE COACHELLA VALLEY RAIL LINE, COACHELLA IS IDENTIFIED AS THAT LINE'S TERMINUS, AND SO THE CITY PARTNERED WITH CTC AND SCAG TO GET A GRANT FOR THIS STUDY TO IDENTIFY THAT THAT PREFERRED STATION LOCATION, DEVELOP PRELIMINARY ENGINEERING PLANS FOR THE STATION ITSELF, AS WELL AS DEVELOP TRANSIT ORIENTED DEVELOPMENT FOR THE SURROUNDING AREA AND CONNECTIVITY PLANS. SO THIS STUDY IS NOT THE FINAL WORD IN TERMS OF THE STATION LOCATION AND DESIGN. THIS STUDY WILL BECOME AN INPUT INTO OUR CTC'S ENVIRONMENTAL PROCESS FOR THE OVERALL CV RAIL PROJECT, WHICH WILL OFFICIALLY SELECT THE STATION LOCATIONS, TAKE THEM THROUGH CEQA AND NEPA CLEARANCE, AND THEN EVENTUALLY, YOU KNOW, WITH LUCK, BE ABLE TO CONSTRUCT AND OPERATE THE RAIL SYSTEM. SO WHILE THIS STUDY ISN'T THE FINAL WORD, IT WILL BECOME PART OF THAT ENVIRONMENTAL PROCESS. SO WE'VE BEEN FORTUNATE ENOUGH TO DO A GOOD AMOUNT OF COMMUNITY OUTREACH THROUGHOUT THIS PROJECT. WE STARTED IN FALL OF 2024, SO WE'VE HELD FOUR ROUNDS OF COMMUNITY WORKSHOPS AT THE DOWNTOWN LIBRARY, WHICH HAVE ALL HAD ONLINE SURVEYS ASSOCIATED WITH THEM. WE'VE ATTENDED A NUMBER OF LOCAL POP UP EVENTS TO TALK WITH FOLKS ABOUT THE STUDY, AND WE'VE HELD A SERIES OF FIVE TECHNICAL ADVISORY COMMITTEE MEETINGS WITH SOME KEY STAKEHOLDERS. SO WE'VE GOTTEN A LOT OF GREAT FEEDBACK THROUGHOUT THE PROCESS. WE'VE REFINED OUR DESIGNS SEVERAL TIMES IN RESPONSE TO COMMUNITY FEEDBACK. SO I THINK THAT WE'VE DEVELOPED SOMETHING THAT THAT REFLECTS THE COMMUNITY'S WISHES FOR THE NEW RAIL STATION. AND WE'VE HEARD A TREMENDOUS AMOUNT OF EXCITEMENT ON THE WHOLE ABOUT FUTURE RAIL SERVICE. SO I'M GOING TO TALK A LITTLE BIT ABOUT THE STATION LAYOUT AND THE PROPOSED ENGINEERING PLANS. SO THIS THE PREFERRED STATION SITE WAS RECOMMENDED AS A LOCATION IN THE PUEBLO VIEJO AREA. WE EVALUATED A FEW SITES AND THIS IS THE ONE THAT WAS RECOMMENDED. IT WAS MORE CENTRAL, IT HAD GOOD ACCESSIBILITY, AND IT DIDN'T HAVE AS MANY ENGINEERING CONSTRAINTS AS OTHER SITES. ALSO, AS PART OF THIS PROJECT, WE IDENTIFIED A SITE FOR A LAYOVER FACILITY. AS THIS IS THE END OF THE LINE, THE TRAINS WOULD TERMINATE. A SITE SOUTH OF AVENUE 52 SEEMED TO BE THE BEST OPTION FOR THIS, AND WE'VE DEVELOPED PRELIMINARY ENGINEERING PLANS FOR THE LAYOVER FACILITY AS WELL. SO THE PROPOSED STATION IS ROUGHLY LOCATED BETWEEN ABOUT SIXTH STREET AND FOURTH STREET, WITH A PEDESTRIAN OVERCROSSING CENTERED ROUGHLY AT FOURTH STREET. SO WE HAVE PARKING, BUS ACCESS, DROP OFF PICKUP ZONES, AND ACCOMMODATIONS FOR BICYCLISTS AND PEDESTRIANS. THE NICE THING ABOUT THIS LOCATION IS IT'S DIRECTLY ADJACENT TO THE PROPOSED COMMUNITY RESILIENCE CENTER, SO THERE CAN BE AN ADDED BENEFIT FROM THE NEW OVERCROSSING IS THAT IT CAN SERVE BOTH AS A WAY TO ACCESS THE STATION PLATFORMS, BUT ALSO AS A WAY FOR PEOPLE TO GET ACROSS THE RAILROAD TRACKS EASILY AND SAFELY. TO ACCESS THE NEW COMMUNITY RESILIENCE CENTER. A LITTLE MORE ON THE ELEMENTS OF THE STATION ITSELF. WE HAVE A STATION BUILDING CENTERED AT FOURTH STREET. WE HAVE PROPOSED BOTH STAIRS AND AN ELEVATOR AND RAMPS. SO WE HAVE A NUMBER OF ACCESS OPTIONS FOR FOLKS AND ACCESS AGAIN DIRECTLY TO THE THE CRC. THE STATION DESIGN ITSELF HAS GONE THROUGH A COUPLE OF ITERATIONS, AND WE REALLY THANK THE COMMUNITY FOR THEIR INPUT ON THIS. WE'VE UPDATED SOME OF THE DESIGNS, THE COLOR SCHEMES. WE'VE ADDED MORE COLOR, MORE OPPORTUNITIES FOR LOCAL ARTISTS. SO THE LAST TIME WE SHOWED THIS TO THE COMMUNITY IN THE TAC, THEY WERE WERE PLEASED WITH SOME OF THAT. WE'VE ALSO ADDED MORE SHADE OVER THE RAMPS. SO WHAT I'M GOING TO DO ON THE NEXT SLIDE IS SHOW A A WALK [00:10:03] THROUGH OF THE STATION. AND I CAN KIND OF TALK THROUGH SOME OF THE ELEMENTS WHILE I'M DOING THAT. SO THIS IS CROSSING ACROSS GRAPEFRUIT FROM ALONG FOURTH STREET. WE HAVE THE STATION BUILDING AHEAD OF US. THE STATION BUILDING IS OPEN. WE DON'T WANT TO HAVE A LOT OF HEAVY WALLS WHERE PEOPLE CAN HIDE, OR LARGE SURFACES THAT PEOPLE MIGHT BE ABLE TO GRAFFITI. SO THE OPEN DESIGN IS INTENTIONAL TO BE VERY SAFE, OPEN AND WELCOMING. WE'RE MOVING UP THE RAMP. WE CAN HAVE SIGNAGE AND ALSO SOME OF THE TEXTURE TO DISCOURAGE PEOPLE RIDING BIKES OR SKATEBOARDING UP THESE RAMPS. AND WE DID ADD THE SHADE STRUCTURE OVER THE RAMP. OF COURSE, IT DOESN'T PROVIDE FULL SHADE DEPENDING ON THE TIME OF DAY, BUT IT WILL PROVIDE MORE COVERAGE THAN THAN JUST HAVING AN OPEN RAMP. AND THAT WAS REALLY IMPORTANT TO SOME OF THE COMMUNITY MEMBERS THAT WE TALKED TO. THIS SPIRAL DESIGN ON THE RAMP IS MEANT TO JUST ADD VISUAL INTEREST AND BECOME KIND OF AN ICONIC FEATURE OF THE CITY. WE DO HAVE TO GO UP QUITE A WAYS IN ORDER TO GET THE THE REQUIRED CLEARANCE OVER THE TRAIN, BUT THESE ROOFS REALLY PROVIDE AN OPPORTUNITY FOR MURALS, AN OPPORTUNITY TO SHOWCASE LOCAL ARTISTS IN AN ENVIRONMENT WHERE THEY'RE KIND OF PANELS THAT CAN BE ADDED UP, DOESN'T HAVE TO BE ALL THE WAY, YOU KNOW, YOU CAN CHOOSE HOW MUCH COVERAGE WE WANT, BUT IT AGAIN, PROVIDES A LOT OF THAT VISUAL INTEREST AND SHADE AT THE SAME TIME. SO HERE WE ARE LOOKING ACROSS THE TRAIN, CONTINUING ALL THE WAY ACROSS THE RAMP. THE INTENTION IS FOR THIS STRUCTURE TO BE OPEN 24 OVER SEVEN. THE THE THE ACTUAL BRIDGE ACROSS THE TRACKS SO PEOPLE CAN ACCESS IT AT ALL TIMES OF DAY WITH LIGHTING AT NIGHT FOR SAFETY, THERE WILL BE AN OPPORTUNITY TO CLOSE OFF ACCESS TO THE PLATFORMS THEMSELVES AT NIGHT FOR SAFETY PURPOSES, BUT WE WANT THIS BRIDGE TO FUNCTION MORE AS PART OF A RAIL, MORE THAN PART OF THE RAIL STATION, BUT PART OF THE CITY. THESE CORNERS OF COACHELLA ARE NEARLY IDENTICAL IN SIZE AND SHAPE, BUT OF COURSE, THEY'RE VERY DIFFERENT IN TERMS OF THE EXISTING CONDITIONS AND THE STRATEGIES REQUIRED TO BRING ABOUT INTENDED OUTCOMES AS DEPICTED IN THE CITY'S GENERAL PLAN AND IN THE PUEBLO VIEJO REVITALIZATION PLAN. MY COLLEAGUE ANDREW AND I WILL QUICKLY WALK YOU THROUGH THE STRUCTURE AND CONTENT OF THE STATION AREA PLAN, RECOGNIZING THAT ALL OF YOU IN THE ROOM WILL PLAY A KEY ROLE IN APPOINTING THE COMMUNITY WITH THE PLAN AND GATHERING THE SUPPORT AND THE RESOURCES NECESSARY TO TO IMPLEMENT THIS PLAN. THE PLAN HAS FOUR CHAPTERS, ALONG WITH APPENDICES THAT ADDRESS COMMUNITY ENGAGEMENT AND ECONOMIC DEVELOPMENT. CHAPTER ONE ANNOUNCES THE PURPOSE OF THE PLAN. IT PROVIDES CONTEXT. THE LIBRARY AND COMMUNITY CENTER COMPLEX, THE UPGRADING OF VIETNAM VETERANS PARK, THE RENOVATION OF PALMVIEW ELEMENTARY, THE SUNLINE BUS HUB AT FOURTH AND CESAR CHAVEZ, RECENT HOUSING PROJECTS, NEW COUNTY FACILITIES. ALL OF THESE MARKERS OF PROGRESS HAVE INFORMED THE STATIONARY PLAN AND HELPED US DETERMINE WHAT IS BOTH POSSIBLE AND NECESSARY GOING FORWARD. NEXT SLIDE PLEASE.
