WE'VE GOT ANDREW CHRISTMANN AND RUSS CUNNINGHAM FROM SERGEANT TOWN PLANNING WHO'VE BEEN WORKING ON OUR LAND USE PLANNING EFFORTS. AND WE HAVE DAVID BERGMAN AND JADEN FRIEDBERG FROM LISA WISE CONSULTING, WHO ARE OUR ECONOMIC DEVELOPMENT STRATEGY EXPERTS. SO WE KIND OF HAVE A THREE PART PRESENTATION FOR YOU TONIGHT. THANK YOU. BUT WE ARE STARTING TO DRAW TOWARDS A CONCLUSION. SO WE'RE EXCITED TO GIVE YOU THIS UPDATE ON WHAT WE'VE BEEN DOING RECENTLY, WHAT'S COMING OUT OF THIS AND SOME OF THE NEXT STEPS. SO PLEASE FEEL FREE TO ASK QUESTIONS AS WE GO ALONG. I'LL BE COVERING, YOU KNOW, JUST A LITTLE BIT OF OVERVIEW, JUST FOR CONTEXT, TALKING ABOUT THE STATION DESIGN, THEN PIVOTING OVER TO THE THE LAND USE SIDE, WE'VE COMPLETED A FULL STATION AREA PLAN FOR THE DOWNTOWN AREA, AS WELL AS AN ECONOMIC DEVELOPMENT STRATEGY ALSO FOR COACHELLA'S DOWNTOWN. SO THIS PROJECT, THE PURPOSES OF THIS PROJECT ARE TO SELECT STATION LOCATION FOR THE FUTURE COACHELLA VALLEY RAIL LINE, WHICH IS PROPOSED TO CONNECT LOS ANGELES WITH THE COACHELLA VALLEY. WITH SEVERAL STATIONS IN THE COACHELLA VALLEY ENDING IN THE CITY OF COACHELLA. SO WE WERE TASKED WITH WORKING WITH THE COMMUNITY AND TO SELECT THE AN OPTIMAL PROPOSED PREFERRED STATION LOCATION AND DEVELOP ENGINEERING PLANS AND DESIGNS FOR THAT STATION ITSELF, AS WELL AS FOR THE SURROUNDING AREA. SO THIS STUDY REALLY BRINGS TOGETHER RAIL INFRASTRUCTURE, ARCHITECTURE, LAND USE PLANNING AND ECONOMIC DEVELOPMENT ALL TOGETHER. SO THIS PROJECT IS GOING TO FEED INTO THE BROADER COACHELLA RAIL COACHELLA VALLEY RAIL PROCESS. OUR CTC IS GOING TO BE KICKING OFF THE ENVIRONMENTAL AND PRELIMINARY DESIGN PROCESSES FOR THE BROADER CV RAIL EFFORT, STARTING PROBABLY AS SOON AS MARCH. SO IT'S GOOD TIMING FOR THIS STUDY TO BE WRAPPING UP AND TO FEED INTO THAT PROCESS. THAT STUDY WILL FORMALLY SELECT THE STATION LOCATIONS, BUT THIS STUDY WILL BECOME A STRONG INPUT INTO THAT. AND ALL THE ANALYSIS AND CONCLUSIONS THAT

WE'VE DRAWN WILL FEED INTO THAT PROCESS. WE HAVE DONE A LOT OF COMMUNITY ENGAGEMENT FOR THIS EFFORT. I BELIEVE SEVERAL OF YOU HAVE BEEN AT OUR MEETINGS, WHICH HAVE BEEN REALLY LIVELY.

AND ONE OF THE GREAT THINGS ABOUT OUR COMMUNITY ENGAGEMENT IS IT'S ACTUALLY GOTTEN WE'VE GOTTEN MORE AND MORE PEOPLE COMING TO OUR EVENTS AS WE'VE GONE ON OUR LAST SET OF COMMUNITY MEETINGS IN OCTOBER, WE HAD OUR LARGEST CROWD YET, AND WE'VE BEEN OUT TO SEVERAL POP UP EVENTS TOO, INCLUDING MOST RECENTLY AT FIESTA AZUL. AND THEN IN A COUPLE OF DAYS, WE'LL BE AT THE DRD HEALTH RESOURCE FAIR. THAT WILL BE OUR FINAL POP UP EVENT. SO WE'VE GOTTEN A LOT OF GREAT INPUT FROM THE COMMUNITY AND JUST A LOT OF EXCITEMENT. SO WE'RE EXCITED TO KEEP WORKING ON THAT AND BUILDING ON WHAT WE'VE HEARD. OKAY, SO STATION LAYOUT AND DESIGN. SO THESE ARE THE THE LATEST CONCEPTS. WE SHARED SOME PRELIMINARY DESIGN CONCEPTS WITH THE COMMUNITY BACK IN BACK IN OCTOBER. WE GOT SOME FEEDBACK FROM THEM. AND WE'VE UPDATED OUR DESIGNS IN RESPONSE TO COMMUNITY FEEDBACK. SO AS A REMINDER THE PROPOSED STATION SITE IS IN THE DOWNTOWN DOWNTOWN PUEBLO VIEJO AREA BETWEEN APPROXIMATELY FOURTH AND SIXTH STREET, NEAR THE PROPOSED THE FUTURE COMMUNITY RESILIENCE CENTER. THERE WILL ALSO BE A LAYOVER FACILITY ASSOCIATED WITH THIS PROJECT. COACHELLA IS THE END OF THE LINE. WE'VE ALSO SELECTED WHAT YOU KNOW BASED ON OUR CURRENT UNDERSTANDING OF OF THE LAYOUTS AND THE THE LAND USES AND THE THE RAIL NEEDS. WE'VE SELECTED A PROPOSED LOCATION FOR RAIL LAYOVER FACILITY AS WELL, SOUTH OF AVENUE 52, WHERE WE THINK IT WOULD HAVE THE FEWEST IMPACTS AND THERE'S ENOUGH SPACE TO ACCOMMODATE THOSE USES. SO THIS IS AN OVERHEAD VIEW OF THE STATION LAYOUT. SO YOU CAN SEE THE STATION IS IN THE PLATFORMS ARE KIND OF CENTERED THERE ON FOURTH STREET WHERE WE WOULD HAVE A PEDESTRIAN OVERCROSSING WHICH WOULD BE ABLE TO NOT ONLY SERVE TO GET PEOPLE TO THE PLATFORMS, BUT CAN ACTUALLY CONNECT THE TWO SIDES OF THE CITY ACROSS THE RAILROAD TRACKS AND PROVIDE DIRECT ACCESS TO THE FUTURE COMMUNITY RESILIENCE CENTER. SO IT'S SORT OF SERVING THAT DUAL PURPOSE. WE HAVE THE ENTRANCE TO THE STATION PARKING ON SIXTH STREET. SO RIGHT THERE ON KIND OF THAT COMMERCIAL CORRIDOR, PEOPLE CAN ENTER INTO THE STATION AREA. WE HAVE ACCOMMODATIONS FOR BUS DROP OFF, INTEGRATION WITH BIKE NETWORK.

SO DIFFERENT ACCESS ELEMENTS HERE. AND THEN IN TERMS OF THE STATION ITSELF, WE HAVE A PROPOSED STATION BUILDING A SHELTER. WE HAVE RAMPS, ELEVATOR, PEDESTRIAN OVERCROSSING WHICH WOULD CONNECT OVER TO THE CRC. SO THIS IS AN UPDATED STATION DESIGN. IF YOU'VE SEEN OUR EARLIER, IF YOU SAW OUR EARLIER DESIGNS, THE STRUCTURE WAS A LITTLE IT WAS LESS COLORFUL, IT WAS MORE WHITE. AND THE THE TILES ON THE BOTTOM, THE PAVING ON THE BOTTOM OF THE STATION WAS WASN'T AS COLORFUL. SO WE ADDED A GOOD AMOUNT OF OF COLOR HERE. AND ONE OF THE THINGS THAT WE'VE ADDED IN RESPONSE TO COMMUNITY FEEDBACK WAS MORE PUBLIC ART. SO WE WERE SUGGESTING INCORPORATING MORE MURALS ON THE TOP OF OF THE RAMPS. SO A GREAT WAY TO SHOWCASE LOCAL ART, A LITTLE MORE VIBRANCY THERE AND ALSO PROVIDE SHADE AT THE SAME TIME. SO INSTEAD OF INSTEAD OF LOOKING THROUGH A BUNCH OF PICTURES, I'M JUST GOING TO PLAY A A WALK THROUGH OF THE UPDATED STATION DESIGN. SO THIS IS CROSSING FROM FOURTH STREET. THE THE STATION SHELTER WOULD BE OPEN AND HAVE DECORATIVE FENCING. WE'RE TRYING TO MINIMIZE THE AMOUNT OF THICK WALLS THAT PEOPLE CAN HIDE BEHIND, OR MAY BECOME TARGETS FOR THINGS LIKE VANDALISM. SO KEEPING IT OPEN BUT SHADY AND USING PHOTOVOLTAIC PANELS TO PROVIDE ENERGY CAPTURE. AND THEN WE HAVE A RAMP. AND ONE OF THE THINGS WE RECENTLY ADDED WAS SHADE SHADED STRUCTURES OVER THE RAMPS, SO THAT THERE'S A LITTLE MORE PROTECTION FROM THE ELEMENTS FOR FOLKS WHO ARE WALKING UP THE RAMP. THAT'S ANOTHER THING THAT WE HEARD REPEATEDLY FROM FOLKS AT THE COMMUNITY IS THAT, YOU KNOW, WE NEED MORE CLIMATE PROTECTION. IT DOESN'T SHADE IT 100% DEPENDING ON WHERE THE SUN IS,

BUT IT DOES PROVIDE EXTRA PROTECTION. AND WE AGREE THAT THAT'S NEEDED IN THE CLIMATE.

SO AND THESE ARE THOSE DECORATIVE CIRCULAR RAMPS WHICH ARE VERY NOTICEABLE ICONIC. AND WE DO NEED TO GO UP QUITE A WAYS TO GET THOSE TRAIN CLEARANCES. SO HERE WE HAVE THE THE MURALS COMING INTO COMING INTO VIEW. YOU KNOW. AND THE AMOUNT OF MURALS CAN BE TAILORED DEPENDING ON NEEDS AND HOW THAT GOES. OR THEY CAN BE PHASED IN OVER TIME. SO THEY'RE INTENDED TO BE PANELS WHICH CAN BE PLACED UP AND REMOVED. AND WE HAVE ELEVATORS FOR EACH OF THE PLATFORMS. SO FOLKS REALLY HAVE A CHOICE. THEY CAN USE THE STAIRS, THE ELEVATORS OR THE RAMPS. SO LOOK OVER WITH THE TRAIN THERE. COME DOWN THE OTHER SIDE. THIS TIME WE WILL TAKE THE ELEVATOR DOWN. OPEN ELEVATORS ARE ANOTHER GOOD WAY TO DISCOURAGE ANY KIND OF UNSAVORY ACTIVITIES AS WELL. AND THEN WE EXIT WITHIN CLOSE PROXIMITY TO THE ENTRANCE TO THE COMMUNITY RESILIENCE CENTER. OOPS, SORRY. WE'RE GOING TO BROADEN THE LENS TO TAKE IN THE ENTIRETY OF THE STATION AREA ENCOMPASSING PUEBLO VIEJO AND THE DOWNTOWN EXPANSION AREA. THESE CORNERS OF COACHELLA ARE NEARLY IDENTICAL IN SIZE AND SHAPE, BUT OF COURSE, THEY'RE THEY'RE VERY DIFFERENT IN TERMS OF EXISTING CONDITIONS AND THE STRATEGIES REQUIRED TO BRING ABOUT UNINTENDED OUTCOMES, AS DEPICTED IN THE CITY'S GENERAL PLAN AND THE PUEBLO VIEJO REVITALIZATION PLAN. MY COLLEAGUE ANDREW AND I WILL WALK YOU THROUGH THE STRUCTURE AND THE CONTENT OF THE STATION AREA PLAN WITH AN UNDERSTANDING THAT ALL OF YOU WILL PLAY AN IMPORTANT ROLE IN APPOINTING THE COMMUNITY WITH THE PLAN AND GATHERING THE SUPPORT AND THE, EXCUSE ME, THE RESOURCES NECESSARY TO IMPLEMENT IT. THE STATIONARY PLAN HAS FOUR CHAPTERS, ALONG WITH APPENDICES THAT ADDRESS COMMUNITY ENGAGEMENT AND ECONOMIC DEVELOPMENT. CHAPTER ONE ANNOUNCES THE PURPOSE OF THE PLAN. IT PROVIDES CONTEXT, ESTABLISHES THE VISION FOR THE STATION AREA WHICH YOU HAVE SEEN AND OUTLINED GUIDING PRINCIPLES AND GOALS THAT TOGETHER CHART A PATH TOWARD FULFILLMENT OF THAT VISION. NEXT, CHAPTER TWO ILLUSTRATES THE VISION WITH DIAGRAMS AND RENDERINGS THAT SHOW HOW DESIRED OUTCOMES CAN BE REALIZED THROUGH THE CONSCIENTIOUS COORDINATION OF PRIVATE DEVELOPMENT AND PUBLIC REALM IMPROVEMENTS. ANDREW WILL TAKE YOU ON A VISUAL TOUR OF PUEBLO VIEJO IN THE DOWNTOWN EXPANSION AREA AS THEY ARE ENVISIONED TO LOOK, FEEL AND FUNCTION IN THE FUTURE. CHAPTER THREE PRESENTS A TOOLKIT OF LAND USE AND URBAN DESIGN STRATEGIES THAT PROVIDE A COMPLEMENTARY MIX OF LAND USES AND AN ACTIVATED PUBLIC REALM WITHIN THE STATION AREA. HOW WE'VE APPROACHED IT. ESSENTIALLY, THE PLAN SEEKS TO PREPARE THE STATION AREA FOR THE RETURN OF PASSENGER RAIL SERVICE AND LEVERAGE THE PROSPECT OF PASSENGER RAIL SERVICE TO FURTHER BOTH THE REVITALIZATION OF PUEBLO VIEJO AND THE REPURPOSING OF THE DOWNTOWN EXPANSION AREA. THE PLAN BUILDS UPON AND REFINES THE VISION EXPRESSED IN BOTH THE CITY'S GENERAL PLAN AND THE REVITALIZATION PLAN, AND MOVES THIS VISION CLOSER TO IMPLEMENTATION. THE PLAN ALSO ACKNOWLEDGES THE TANGIBLE PROGRESS THE CITY HAS MADE IN RECENT YEARS IN REVITALIZING PUEBLO VIEJO AND POSITIONING THE AREA AS A CIVIC, AS THE CIVIC AND CULTURAL HEART OF COACHELLA. IMPROVEMENTS TO GRAPEFRUIT BOULEVARD AND SIXTH STREET, THE LIBRARY AND COMMUNITY CENTER COMPLEX, THE UPGRADING OF VIETNAM VETERANS PARK, THE RENOVATION OF PALMVIEW ELEMENTARY, THE SUNLINE BUS HUB AT FOURTH STREET, AND CESAR CHAVEZ, NEW HOUSING PROJECTS, NEW COUNTY FACILITIES. ALL OF THESE MARKERS OF PROGRESS HAVE INFORMED THE STATION AREA PLAN AND HELPED US DETERMINE WHAT IS BOTH POSSIBLE AND NECESSARY AS WE AS WE GO FORWARD. NEXT SLIDE PLEASE. SO THE VISION FOR THE STATION AREA IS SUPPORTED BY SEVERAL GUIDING PRINCIPLES THAT ARE ROOTED IN THE PRACTICE OF PLACEMAKING. AND BY THAT WE MEAN PLANNING AND DESIGN AND PROGRAMING STRATEGIES THAT CREATE PLACES WE WANT TO INHABIT, PLACES WE FEEL AN ATTACHMENT TO, THAT SUMMON UP POSITIVE THOUGHTS AND FEELINGS AND THAT SPUR OUR INTEREST AND CURIOSITY. YOU MIGHT THINK OF SOME OF THE SPACES THAT EVOKE THOSE KINDS OF FEELINGS AND MEMORIES FOR YOU. TYPICALLY, THESE ARE SPACES THAT ARE SAFE AND COMFORTABLE, THAT ARE INCLUSIVE, THAT ARE CONNECTED, THAT ARE ENGAGING, SUSTAINABLE AND DISTINCT. THESE ARE THE PRINCIPLES THAT WE'VE ESTABLISHED AND THAT WE OUTLINE WITH DESCRIPTIVE LANGUAGE AND ILLUSTRATIONS IN TERMS OF, YOU KNOW, WHAT CONSTITUTES A SAFE AND COMFORTABLE SPACE, AN INCLUSIVE SPACE, A CONNECTED SPACE, ETC. SO THOSE INVOLVED IN THIS PLANNING EFFORT HAVE SAID THEY WANT A VIBRANT, MIXED USE ENVIRONMENT THAT EXPANDS EAST OF THE RAILROAD, THAT INCLUDES SHOPS AND RESTAURANTS AND CIVIC FACILITIES, ALONG WITH HOUSING THAT PROVIDES A SAFE AND COMFORTABLE AND ATTRACTIVE PUBLIC REALM THAT CELEBRATES COACHELLA'S HISTORY AND CULTURE, PROVIDES FOR EFFECTIVE RAIL SERVICE BOTH FREIGHT AND PASSENGER, AND SERVES AS A MOBILITY HUB WHERE ALL MODES OF TRANSPORTATION COME TOGETHER TO PROVIDE RESIDENTS AND VISITORS WITH A RANGE OF OPTIONS FOR MOVING INTO AND THROUGH AND BEYOND THE STATION AREA. SO WITH THAT, I'LL TURN IT OVER TO ANDREW TO SPEAK TO CHAPTERS TWO AND THREE. GOOD EVENING. AND SO STARTING ON THE PUEBLO VIEJO SIDE, WE PROVIDE A VISION THAT ENCAPSULATES A LOT OF WHAT WE'VE BEEN HEARING FROM THE COMMUNITY. IT ALSO PROVIDES A VISION FOR AN EAST ANCHOR TO DOWNTOWN AT SIXTH AND AND CESAR CHAVEZ. YOU HAVE A NEW HOUSING AND COMMUNITY SERVICES ANCHOR HERE, BRANCHING FROM SIXTH STREET TO THE POTENTIAL STATION SITE. THERE'S OPPORTUNITY FOR INFILL AND ACTIVATION. WE DESCRIBE TACTICAL ACTIVATION ALONG SIXTH STREET, BUILDING ON WHAT YOU'VE DONE AND IF AND WHEN NEW BUILDINGS COME INTO THESE BLOCKS THAT THEY ACTIVATE THE SIDEWALKS WITH, WITH RESTAURANTS AND OTHER ACTIVE USES AND ALSO PROVIDE SHADE AND ACCESSIBILITY TO THE STATION, WHICH THE COMMUNITY CONTINUOUSLY EMPHASIZED NEXT.
