THE INITIAL STUDY CONCLUDED THAT THE PROJECT WOULD RESULT IN A LESS THAN SIGNIFICANT IMPACT, WITH MITIGATION INCORPORATED TO BIOLOGICAL RESOURCES, CULTURAL RESOURCES, TRANSPORTATION, AND TRIBAL CULTURAL RESOURCES. DURING THE CIRCULATION PERIOD, THREE COMMENT LETTERS WERE RECEIVED FROM THE DEPARTMENT OF TOXIC SUBSTANCE CONTROL, US FISH AND WILDLIFE SERVICE, AND CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE. THE LETTER FROM THE DEPARTMENT OF TOXIC SUBSTANCE CONTROL WAS FOCUSING LARGELY ON ENSURING THAT THE FILL THAT WAS BROUGHT IN OR OUT OF THE PROJECT SITE WAS CLEAN. THAT IS SOMETHING THAT THE CITY OF COACHELLA HAS AS A STANDARD. SO THAT WAS A COMMENT THAT WAS RESPONDED TO. THEY ALSO REQUESTED THAT SOIL TESTING BE COMPLETED. AND THAT IS SOMETHING THAT'S GOING THAT HAS BEEN ADDED AS A CONDITION OF APPROVAL FOR THE PROJECT PRIOR TO THE APPLICANT BEGINNING GRADING. THE US FISH AND WILDLIFE SERVICE AND THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE HAD OVERLAPPING COMMENTS LARGELY PERTAINING TO NESTING BIRDS, BURROWING OWL AND THE YELLOW BAT. THESE MITIGATION MEASURES WERE ALREADY PUT IN PLACE FOR THE PROPOSED PROJECT AS IT RELATES TO THOSE BIOLOGICAL RESOURCES, AND PRE-CONSTRUCTION SURVEYS WILL BE REQUIRED. AS MENTIONED IN THE MITIGATION MONITORING PORT TO HELP SATISFY THE COMMENTS THAT WERE MADE BY US FISH AND WILDLIFE AND THE DEPARTMENT OF THE CALIFORNIA DEPARTMENT OF FISH AND WILDLIFE. SO THE PROJECT TEAM HAS DEVELOPED APPROPRIATE, APPROPRIATE MITIGATION MEASURES TO ADDRESS THE POTENTIALLY SIGNIFICANT IMPACTS. AND WITH THE IMPLEMENTATION AND ADHERENCE TO THE MITIGATION MEASURES, THE PROJECT WILL HAVE A LESS THAN SIGNIFICANT IMPACT ON BIOLOGICAL RESOURCES, CULTURAL RESOURCES, TRANSPORTATION AND TRIBAL CULTURAL RESOURCES.
