FOR THE PROJECT FOR THE PROPOSAL OF FIVE HUNDRED SQUAREFOOT MINIMUM. AND LOTS OF WHICH WOULD HAVE HAD AN ATTACHED. PROPOSED PROJECT APPROXIMATELY HUNDRED AND NINETY SINGLE FAMILY HOMES AND ASSOCIATED SITE IMPROVEMENTS ON A CURRENTLY NINE POINT PROPERTY PROJECTS IS LOCATED WEST END STREET IN BETWEEN FIFTY FIRST AND FIFTY SECOND AVENUE. THE DEVELOPMENT PROPOSED TWENTY FIVE HUNDRED SQUARE ROOT MINIMUM SIZES AND INCLUDES A COMMON PARK INTERNAL ROADS ONSITE LANDSCAPING AND RETENTION AND COMMON OPEN SPACE AND AGAIN. IT'S INCREASING THE SINGLE FAMILY HOME COUNTS TO A HUNDRED AND LOTS. SO THE APPLICANT IS PROPOSING THREE DIFFERENT ELEVATIONS FOR THE PROJECT THOSE CAN BE SEEN BELOW AND THE PROJECT IS CURRENTLY SCHEDULED TO GO FOR THE PLANNING COMMISSION ON NOVEMBER NINETEENTH. SO THAT YOU'RE READY PROJECT RECEIVED SB TWENTY FIVE MINISTERIAL REVIEW APPROVAL AND FEBRUARY OF TWENTY TWENTY THE PROJECT IS BEING DEVELOPED IN PARTNERSHIP WITH RIVERSIDE COUNTY HOUSING AUTHORITY ON NINE POINT FOR HACKERS OF THE LAND. THE PROJECT IS LOCATED IN SOUTH AVENUE AND EAST OF STREET ART EIGHT FOUR, FOUR KEYBOARD. PROJECT WILL CONSTRUCT A MULTI-FAMILY HOUSING PROJECT SYSTEM OF A HUNDRED AND FIFTY TWO STORY UNITS BEDROOM BEDROOM THREE BEDROOM APARTMENT UNITS WITH A PROPERTY MANAGEMENT AND SERVICES OFFICE AND COMMUNITY ROOM LAUNDRY FACILITIES AND COMMON OPEN SPACE SPACES, SPREAD OVER FIVE AREAS. THE PROJECT RECEIVED WILL SERVE LETTER FROM TWENTY, TWENTY ONE AND AFTER THEY WERE NOTIFIED.

THERE IS NO ELECTRONIC CAPACITY TO SERVE THE PROJECT. UM, BILL LINCOLN AND I WILL BE MEETING WITH ID ON TUESDAY. THE NEXT WEEK TO DISCUSS JPA AND THE CAPACITY ISSUES IN THE CITY AND THIS IS GOING TO BE ONE OF THE PROJECTS THAT WE BRING UP SPECIFICALLY TO DISCUSS WITH THEM FOR SOME REASON IT IS NOW INSTEAD OF INTERFACING WITH THE APPLICANTS THAT ARE ASKING FOR WILL SERVICE. THERE ARE SENDING THEM DIRECTLY TO THE CITY AND TELLING THEM TO WORK DIRECTLY WITH THE CITY NOW NOW UM, BECAUSE THEY'RE APPROACHED NOT LONG AGO WAS VERY DIFFERENT. I KNOW. AND UM, GOT TO TALK TO YOU A LITTLE BIT TOO AND GET SOME INSIGHT FROM RIGHT OVER THERE ABOUT THEY'RE THEY'RE DOING A STUDY RIGHT NOW ON CHARGE FOR INFRASTRUCTURE. SO I ASKED THEM WHO THEY WERE USING AND COME TO FIND OUT THAT THEY'RE USING IT TO GET ALL THE INFORMATION AND IT MAKES SENSE WHEN WE TALKED ABOUT BECAUSE THEY KNOW WHAT THE NEEDS ARE RIGHT AND THEY SEEM TO BE FORTHCOMING BEFORE TRYING TO GET INFORMATION OF IT WAS LIKE PULLING THAT KIND OF STUFF, BUT THERE ARE MORE WILLING TO DISCUSS THINGS NOW. AND THEN WE GO TO THEM TO SAY. HEY, THIS PROJECTS BIBLE THEY'RE REQUESTING WHERE WE ARE REQUESTING ON THEIR BEHALF. SO THE STUDY CURRENTLY HAS THREE SUBMITTED DEVELOPMENT AGREEMENTS THOSE ARE FOR THE AIRPORT BUSINESS PARK. THE IMPERIAL BATTERY STORAGE PROJECT AND COVE KNOWN AS THE RANCH AND WE ARE AWAITING THE MIDDLE OF DEVELOPMENT AGREEMENT FOR KPC. AIRPORT BUSINESS PARK IS LOCATED AT THE NORTHWEST CORNER OF THE INTERSECTION OF SIX AIRPORT BOULEVARD IN THE PROJECT PROPOSING TO DEVELOP FOUR THOUSAND FOUR THOUSAND SQUAREFOOT CONVENIENCE STORE FUEL STATION SMALL BUSINESS BUILDINGS FOUR STRUCTURES FOR STORING PERSONAL VEHICLES SO SELF STORAGE BUILDINGS FIVE SMALL WAREHOUSES AND SIX LARGE WAREHOUSES WERE ABOUT HALF WAY THROUGH THIS PROCESS WITH THE DETAILS OF THE DEVELOPMENT AGREEMENT. THE PROJECT APPLICANT TEAM SUBMITTED THEIR UM DEVELOPMENT AGREEMENT THIS WEEK AND IT'S FOR THEIR REVIEW SO WE'RE ANTICIPATING THIS ONE HOPING TO BE FINISHED UP BY THE END OF THE YEAR. FOR IMPERIAL BATTERY STORAGE. JUST FOR THE PROPOSED DEVELOPMENT AND FIFTY MEGAWATT UNMANNED BATTERY ENERGY STORAGE SYSTEM FACILITY AND ASSOCIATED SIDE IMPROVEMENTS ON POINT. NINE LOCATED EAST SIX NORTH OF TWO IMMEDIATELY WEST OF THE EXISTING HID SUBSTATION APPROXIMATELY NINE TO FIVE. HACKERS WILL BE DESIGNATED FOR THE FIFTY MEGAWATT. UM VSS WE ARE WAITING FOR THEM TO COMPLETE THEIR PHYSICAL ANALYSIS BEFORE WE GET THAT FIRST DRAFT FOR THEIR DEVELOPMENT AGREEMENT. UM BUILD YOU HAVE A TIMELINE ON WHEN THEY'RE GOING TO BE DONE WITH THAT WITHIN THE NEXT THREE WEEKS. DAVID TASKS WORKING ON THAT ONE ALSO THAT'S THE DEVELOPER. WELL, THE CONSULTANT THAT WAS USED ALSO ON THE ANNEXATION THE SEVEN THEY'RE VERY FAMILIAR WITH WHAT GOES ON HERE. UM WITHIN THIS DEVELOPMENT AGREEMENT. THERE'S GOING TO BE SOME ONE TIME MONEY. THAT'S BEING PROPOSED FIVE HUNDRED THOUSAND ONE HUNDRED AT FIRST AND THEN AS THEY GO THROUGH THEIR ENTITLEMENTS ANOTHER HUNDRED THOUSAND PER YEAR. UH, THE BIGGER THING IS I WHEN WE'RE LOOKING INTO WHETHER OR NOT THIS WAS WITHIN A PROJECT AREA OR NOT BECAUSE IF IT'S NOT WITHIN A PROJECT AREA THERE WILL BE SOME SIZEABLE PROPERTY TAX GENERATED BECAUSE BECAUSE OF THE ASSETS THAT ARE SITTING ON THAT BECAUSE THEY'RE GOING TO PUT APPROXIMATELY A HUNDRED AND SIXTY FIVE MILLION DOLLARS IN EQUIPMENT ON THE SITE ALSO WITHIN THE AGREEMENT. THERE'S GOING TO BE SOME ONE TIME MONEY COMING TO THE CITY WHERE THE TRANSACTION WHEN IT'S WHEN IT'S PROCESSED IN THE BATTERIES ARE DELIVERED TO THE SITE THE SALES TAX FROM THAT HUNDRED AND SIXTY FIVE MILLION DOLLAR PURCHASE WILL BE COMING TO THE CITY. SO THERE'S UP TO ABOUT FIFTEEN MILLION DOLLARS OF ONE TIME MONEY. THAT'S ANTICIPATED THROUGH THIS AS WELL, SO AT ONE TIME, BUT IT'S

WELL, YEAH, IF THEY'RE OKAY, SO IF IF WE'RE CLOSING OUT WITH THE DEVELOPMENT AGREEMENT SOON. WE DIDN'T WE ADD THE HUNDRED AND FIFTY THOUSAND DOLLARS TO THE BUDGET ON THIS. THEY HAVEN'T EVEN SUBMITTED PLANS YET. SO WE ARE GOING. YEAH, WE'RE ALWAYS OUT ON THIS, BUT THE DEVELOPMENT WE WANT THEM TO RUN PARALLEL BECAUSE 11 THEY GET IN AND THEY GET THEIR ENTITLEMENTS COMING BACK AND TRYING TO GET SOMETHING FROM THEM AFTER THE FACT AS MUCH THOUGH SO WE'RE TRYING TO RUN AT PARALLEL. HOME STYLE RESORT COMMUNITIES INCLUDE A LAGUNA BEACH ACCESS A FULL SERVICE FAW WALKING AND JOGGING TRAILS FOOLS AND. THE PROJECT ALSO INCLUDES A PUBLIC BEACH CLUB ON THE SOUTHWEST CORNER OF AVENUE AND CALHOON THAT RESTAURANTS A PARKING TOURIST SEATING AND ANOTHER ONE SO THEY HAVE UM SUBMITTED FOR THEIR ENTITLEMENT APPROVALS, BUT THEY HAVE NOT SUBMITTED THEIR FIRST DRAFT OF THEIR DEVELOPMENT AGREEMENT YET SO WE'RE STILL WAITING THAT FROM THEM SO FOR THESE PROJECTS BEFORE BEFORE THEY EVEN YOU KNOW. GET COMMENTS FROM FROM THE DEPARTMENTS. YOU'RE YOU GUYS ARE WORKING ON THE DAY FOR ALL OF THEM. WE'RE WORKING ON IT, CONCURRENTLY. OKAY? YEAH. SO UM LIKE FOR UM. WE'LL GO BACK TO THIS PROJECT. ARE YOU ATTACHING ANY TYPE OF LIKE COMMUNITY BENEFIT FOR ANY OF THESE LIKE I KNOW YOU TALKED ABOUT ONE TIME MONEY IS THAT WHERE YOU GUYS ARE KIND OF CONSIDERING LIKE THIS WOULD BE THE COMMUNITY BENEFIT. THERE. THIS IS WHAT SOMETHING THAT WE WOULD ASK FOR DO WE TYPICALLY ATTACH THAT TO ANY OF OUR PROJECTS FOR THE DAYS. THEY ALL HAVE TO HAVE COMMUNITY BENEFITS AND THAT'S A REQUIREMENT FOR THE AND IT ALL KIND OF VERY DEPENDING ON THE PROJECT RIGHT DEPENDING ON THE BRIDGE. UM, PROBABLY THE TEST UM COST SHARING WHAT THEY WOULD BE LOOKING FOR BECAUSE THIS ISN'T A TYPICAL RESIDENTIAL AND WE LIMIT STEERS WITHIN YOU KNOW DEVELOPERS THEY'RE GOING TO ASK TO BE ABLE TO HAVE AN STR THROUGHOUT THIS BECAUSE THERE'S IT'S ALMOST THEY'VE THEY CALL IT FRACTIONAL OWNERSHIP TIME SHARE. YEAH, SO WE NEED TO MAKE SURE THAT WE'RE ALLOWING THEM TO DO THIS THAT THEY'RE GETTING ENTITLED TO BE ABLE TO DO THAT. AND THEN BY DOING THAT THEN THEY'RE GOING TO PAY US TO THEM. AND THEN WE'LL WE'LL ASK FOR OTHER THINGS. THAT'S A NEGOTIATION BECAUSE THEY'RE GOING TO HAVE TO PUT IN INFRASTRUCTURE. THERE MAY BE SOME COST SHARING AGREEMENTS. THEY ALSO HAVE TO HAVE ELECTRIC HERE. THERE'S A LOT OF STUFF THAT'S GOING TO GO INTO THIS THAT WE DON'T KNOW EXACTLY WHAT WE'RE UP AGAINST, ESPECIALLY WHEN WE WANT IT. ALL RIGHT. YES IS THE REQUIREMENTS COME THROUGH WHEN WHEN THEY'RE PUT THEM WHEN THEY'RE TRYING TO GET THEIR ENTITLEMENTS. WE'RE SEEING YOU NEED TO DO THIS. YOU NEED TO DO THAT? THAT'S WHERE A NEGOTIATIONS AND ALSO HAPPENS WHERE WE CAN DELAY SOME IMPROVEMENTS OR WE HAVE THEM PUT THEM IN A FRONT. AND THEN WE DO A SHARE AGREEMENT WITH THEM WHEN SOMEBODY COMES ACROSS THE STREET. THEY REVERSE THEM FOR WHAT THEY HAVE DONE IT.

IT'S JUST A TIMING THING, BUT WE NEED TO MAKE SURE THAT THEY WANT TO PROTECT THEIR ABILITY TO MAKE SURE THAT THEY HAVE STRS AND IT'S LOCKED IN FOR 30 YEARS. SAY THEY THEY DON'T WANT IT TO CHANGE AND SO THEY'RE GOING TO GIVE US SOMETHING FOR THAT. SO THERE COULD BE SOME ONE TIME MONEY. WE COULD ASK THEM FOR A FIRE ENGINE. WE COULD HAVE ANY NUMBER OF THINGS CAN ASK FOR SO I WOULD JUST SAY WITH LIKE PROJECTS LIKE THIS. UM LIKE ONE OF THE THINGS THAT I THINK WE NEED TO KEEP IN MIND. IS LIKE THIS IS SOME KIND OF HOUSING RIGHT. IT'S SINGLE

SO I WOULD JUST SAY WHEN WE HAVE PROJECTS LIKE THESE AND YOU KNOW MY MINDSETS NEVER GOING TO BE LIKE WE TRY TO GET EVERYTHING FROM ONE PROJECT. WE CAN'T DO THAT WE CAN'T ASK. THAT'S NOT FAIR, BUT IF WE CAN, MAYBE HAVE A PLAN AS TO WHAT WE'RE GOING TO ASK FOR FROM DIFFERENT DEVELOPERS AND PROJECTS AND ENSURE THAT WE'RE ABLE TO USE. MAYBE SOME OF THAT FUNDING OR LAND. I DON'T KNOW WHATEVER IT IS THAT WE AGREE AND NEGOTIATE ON, BUT THAT WE COULD ALSO USE IT FOR OUR RESIDENCE TO BUILD AFFORDABLE HOUSING PARKS. UM, WHATEVER IT IS THAT WE NEED WHICH IS IT'S A LOT OF DIFFERENT THINGS THAT THEY CAN. UM, YOU KNOW GIVE THE CITY. SO I WOULD JUST THINK ABOUT LIKE IT'S GREAT. THEY'RE BRINGING A HUNDRED AND SIXTY SINGLE FAMILY HOMES, BUT I DON'T THINK THAT THEY'RE GOING TO BE AFFORDABLE IN ANY WAY. THEY'RE PROBABLY GOING TO BE OR NOT PROBABLY MORE EXPENSIVE. SO JUST IT BE GREAT TO JUST KIND OF KEEP THAT IN MIND. WHENEVER WE'RE THINKING ABOUT WHAT ARE WE GOING TO ASK WITH CERTAIN PROJECTS. YOU KNOW SOME COMMERCIAL ZONING AND OTHER COMMERCIAL ZONING AND SO WE GOT TO LOOK AT THE ZONING MAP AS WELL, UH, AND THE GENERAL PLAN IS TO WHERE WE WANT TO FOCUS EFFORTS ON COMMERCIAL BECAUSE THAT'S THAT'S CRITICAL. UM, AND I KNOW THAT WE HAVE TO BE VERY STRATEGIC WHEN IT COMES TO THE CITY OF COACHELLA. AND WHERE WE THINK THAT WE'RE GOING TO BE GETTING THE MOST COMMERCIAL AT YOU KNOW FROM FROM.
