RYAN. MOVING ON TO THE PRESENTATION FOR THE COACHELLA RAIL STATION RAIL STATION FEASIBILITY STUDY. GOOD EVENING KENDRA. GOOD EVENING, MAYOR PRO TEM DELGADO, MEMBERS OF THE CITY COUNCIL. TONIGHT, MR. JOEL IS GOING TO BE PRESENTING ON THE RAIL STATION FEASIBILITY STUDY.

SO I'M GOING TO TURN IT OVER TO HIM. THANK YOU. HELLO. MY NAME IS JOEL SARKISIAN I'M WITH HDR, THE CONSULTING FIRM CONDUCTING THE STUDY I'M THE DEPUTY PROJECT MANAGER. THIS IS OUR SECOND PRESENTATION REGARDING THE STUDY. SO OUR FIRST TIME WAS BACK IN FEBRUARY PM MURRAY LOUIS ADAMS CAME AND PRESENTED. SO AS A REMINDER, THE PURPOSE OF THIS STUDY IS REALLY TO SELECT A PREFERRED STATION SITE AND DEVELOP PRELIMINARY DESIGNS AND LAND USE PLANS FOR THE SURROUNDING AREA. SO WE PREVIOUSLY PRESENTED THE PREFERRED SITE JUST DOWN THE STREET HERE IN PUEBLO VIEJO. AND THEN IN THIS PRESENTATION WE'RE GOING TO FOCUS MORE ON THE DESIGN OF THE STATION ITSELF AND THEN THE LAND USE VISION AROUND IT. SO OUR PROCESS BEGAN IN FALL OF 2024. AND THE FIRST, FIRST PHASE OF THE STUDY WAS REALLY LOOKING AT THREE DIFFERENT SITES. WE ANALYZED VARIOUS FACTORS AND RECOMMENDED THE SITE AND IN PUEBLO VIEJO, AND THEN WE MOVED INTO REFINING THE DESIGN OF THAT SITE AND VISIONING FOR THE SURROUNDING COMMUNITY. SO

THEN IN AT THIS STAGE, WE HAVE SOME SOME CONCEPTS TO SHARE AND WE'RE GOING TO BE COLLECTING FEEDBACK. WE ACTUALLY HAVE A PUBLIC MEETING TOMORROW ACROSS THE STREET IN THE LIBRARY. AND THEN WE'RE GOING TO BE TAKING THAT FEEDBACK, REFINING THOSE STATIONARY PLANS, STATION DESIGNS, AND THEN FINALIZING OUR PLAN IN FALL OF THIS YEAR. SO OVERALL, SO THIS IS ONE STATION THAT'S PART OF A BROADER PROJECT, THE COACHELLA VALLEY RAIL PROJECT, WHICH IS BEING LED BY RCTC, THE RIVERSIDE COUNTY TRANSPORTATION COMMISSION, AND THAT THE GOAL OF THAT IS TO INSTITUTE DAILY PASSENGER SERVICE FROM LA TO THE COACHELLA VALLEY, ENDING HERE IN COACHELLA. SO WE'RE LOOKING AT THE STATION AND THEN ALSO LAYOVER FACILITY WHERE TRAINS WOULD GET STORED OVERNIGHT AND THEN MAKE THEIR WAY BACK INTO LA THROUGH ORANGE COUNTY. THIS PROJECT HAS BEEN IN THE WORKS FOR MANY YEARS, AND WE DON'T HAVE A SPECIFIC TIME FRAME OF WHEN THAT WOULD COME, BUT WE'RE LAYING THE GROUNDWORK FOR THE FUTURE, SO OUR OUR STUDY, LIKE I SAID, YOU KNOW, FALLS INTO THIS BROADER EFFORT. WE DID RECOMMEND A PREFERRED SITE, BUT THAT'S NOT THE OFFICIAL FINAL SELECTION. THAT'S GOING TO HAVE TO FOLLOW THE ENVIRONMENTAL PROCESS THAT'S BEING LED BY OUR CTC. THERE'S A LEGAL REQUIREMENTS TO THAT. BUT WE DO FEEL THAT THIS IS THE A GOOD SITE AND. THIS THE FINDINGS OF OUR STUDY WILL FEED INTO THAT FUTURE WORK. SO ON THE FOLLOWING SLIDE, THIS IS THE SITE THAT WE RECOMMENDED. IT'S JUST DOWN THE STREET, AS I MENTIONED, BETWEEN ROUGHLY SECOND STREET AND FIFTH STREET ALONG THE RAILROAD. AND THEN RIGHT ON THE OTHER SIDE OF THE SITE IS THE COMMUNITY RESILIENCE CENTER, WHICH IS ANOTHER CITY PROJECT TO REHABILITATE THAT OR REDESIGN THAT, THAT BUILDING THAT EXISTS INTO A CIVIC USE. SO, SO FAR WE'VE HAD TWO PUBLIC WORKSHOPS, THREE POP UP EVENTS, AND HELD THREE TECHNICAL ADVISORY COMMITTEE MEETINGS WITH STAKEHOLDERS. AND WE HAVE AN ADDITIONAL THIRD PUBLIC WORKSHOP, AS I MENTIONED, TOMORROW, ACROSS THE STREET AT THE LAST PUBLIC WORKSHOP, WE ASKED ABOUT WHAT PRIORITIES THE PUBLIC HAD FOR THE STATION AND THE SURROUNDING AREA. AND SO THINGS THAT WE HEARD THAT FOR THE AREA, PEOPLE ARE REALLY THEY WANT A VIBRANT SPACE WITH A MIX OF USES, COFFEE SHOPS, RESTAURANTS, MIXED USE RESIDENTIAL THAT HAS HOUSING ON THE UPPER LEVELS, RETAIL OR SOMETHING ON THE GROUND LEVEL. THAT'S SORT OF A SPACE THAT THEY WANT AND THAT REALLY ALIGNS, YOU KNOW, IT'S BUILDING OFF OF WHAT'S ALREADY HERE AND WHAT'S IN THE EXISTING PLANS ALREADY. AND THEN FOR THE STATION ITSELF, PEOPLE ARE REALLY INTERESTED IN COMFORT AND SECURITY FEATURES, LIGHTING, SHADE, SECURITY CAMERAS. YOU KNOW, IT'S REALLY HOT OUT TODAY. SO THE SHADE IS A BIG DEAL FOR COMFORT. AND THEN ANOTHER THEME THAT WE'VE REPEATEDLY HEARD IS THAT THE PUBLIC WANT US TO, YOU KNOW, ACKNOWLEDGE THE HISTORICAL AND CULTURAL BACKGROUND OF THE CITY, PARTICULARLY WITH REGARD TO AGRICULTURE AND THE HISPANIC AND INDIGENOUS ROOTS HERE, AND THE WAYS THAT WE CAN INCORPORATE THAT INTO THE DESIGN OF THE STATION AND BE SORT OF AN ICONIC, VERY COACHELLA LOOK, RATHER THAN JUST ANOTHER STATION IN ANOTHER PLACE. SO THIS THIS SLIDE SHOWS THE, THE POTENTIAL STATION LAYOUT. SO WE'RE ASSUMING THERE ARE CURRENTLY TWO EXISTING TRACKS. WE'RE ASSUMING THAT AS PART OF THE BROADER PROJECT, THERE WOULD NEED TO BE A THIRD TRACK TO SERVE ALL THREE OF THOSE TRACKS. WE WOULD HAVE TWO PLATFORMS, ONE ON THE WEST SIDE SERVING ONE OF THOSE TRACKS AND ANOTHER BETWEEN THE OTHER TWO TRACKS, AND THEN THESE WOULD BE CONNECTED WITH A PEDESTRIAN BRIDGE, AND THEN THAT THAT BRIDGE WOULD ALSO NOT NOT JUST PROVIDE ACCESS TO THE PLATFORMS, BUT ALSO SERVE AS A AS A WAY TO CROSS OVER THE RAILROAD THAT DOESN'T CURRENTLY EXIST FOR PEOPLE IN PUEBLO VIEJO, WANT TO ACCESS THAT COMMUNITY RESILIENCE CENTER ACROSS THE WAY. THEY CAN USE THAT BRIDGE ANY TIME OF DAY, WHETHER THERE'S, YOU KNOW, TRAIN THERE OR NOT. SO IT'S NOT JUST ABOUT THE STATION AND THE TRAINS. IT ALSO CONNECTS THE TWO HALVES OF THE, THE CITY. AND THEN WE WOULD HAVE THE PARKING APPROXIMATELY BETWEEN FOURTH STREET AND SIXTH STREET, THE ENTRANCE WOULD BE ON STICKS AND THEN EXIT WOULD BE COMING OUT ON FOURTH, AND THEN WE'D HAVE OUR STATION BUILDING REALLY AROUND

FOURTH STREET, KIND OF CREATING A NODE THERE, AND THEN POTENTIALLY DOWN AT SIXTH STREET, THERE COULD BE SOME OTHER, OTHER USE IN THAT SPACE BETWEEN THE, THE TRACKS AND THE GRAPEFRUIT BOULEVARD. THERE'S LITTLE STRIP OF LAND THERE. THERE'S ALREADY THINGS OUT THERE AND THAT THOSE COULD CONTINUE TO BE USED. SO HERE WE HAVE JUST SOME CONCEPTS THAT WE WANT TO SHARE. THEIR PRELIMINARY IT COULD CHANGE. BUT THIS KIND OF SHOWS HOW THE STATION COULD REALLY INTEGRATE WITH THE COMMUNITY. AND SO IT'S ON THE OTHER SIDE OF GRAPEFRUIT BOULEVARD. BUT YOU KNOW, THE DEVELOPMENT OF THAT STATION CAN KIND OF MAKE IT FEEL LIKE WHEN YOU'RE COMING DOWN GRAPEFRUIT BOULEVARD THAT YOU'RE DRIVING, YOU'RE IN A PLACE RATHER THAN, YOU KNOW, BESIDE OR GOING GOING PAST DOWNTOWN, YOU'RE ACTUALLY IN DOWNTOWN. SO THAT'S JUST SOME CONCEPTS PRELIMINARILY. SO BEYOND THE STATION, WE'RE ALSO LOOKING AT, YOU KNOW, VISIONING FOR THIS WHOLE WHOLE AREA AROUND IT. SO THIS IS A MOBILITY FRAMEWORK FOR THAT AREA ON THE EAST SIDE THAT'S NOT REALLY DEVELOPED AT THE MOMENT. REALLY AGRICULTURAL USES DOWN THE LINE WE SEE THAT GETTING DEVELOPED, YOU KNOW, NOT NOT RIGHT AWAY BUT EVENTUALLY. AND SO THIS IS JUST A FRAMEWORK OF HOW THE STREET NETWORK COULD DEVELOP ON THAT SIDE AND HAVE MULTIMODAL, YOU KNOW, PATHWAYS THAT REALLY LINK UP AT THE STATION WHERE THAT CROSSING POINT, AS I MENTIONED, IS IT CONNECTS THE TWO SIDES OF THE COMMUNITY. YOU KNOW, IF YOU'RE A PEDESTRIAN, YOU DON'T HAVE TO WALK ALL THE WAY DOWN TO 48TH STREET OR 50TH STREET OR AVENUE AND CROSS OVER. YOU CAN WALK RIGHT ACROSS THAT, THAT BRIDGE AND, YOU KNOW, YOU CAN GET COFFEE ON THIS SIDE. GO OVER TO THE COMMUNITY RESILIENCE CENTER, JUST A SHORT, SHORT WALK WITHOUT HAVING TO GO ALL THE WAY AROUND THE RAILROAD. ONE OF THOSE BIG OVERPASSES. SO HERE WE HAVE SOME SOME CONCEPTS FOR THE LAND USES ON THE WEST SIDE OF THE STATION. REALLY, LIKE I WAS MENTIONING EARLIER, BUILDING ON WHAT'S ALREADY HERE, WHAT THE COMMUNITY WANTS, THAT VIBRANT URBAN CENTER WITH LOTS OF USES, WHERE IT'S A DESTINATION THAT YOU COME TO, NOT JUST A PLACE YOU GET ON THE TRAIN TO GO SOMEWHERE ELSE, A PLACE THAT PEOPLE MIGHT TAKE THE TRAIN HERE, RIGHT? COFFEE SHOPS, BOUTIQUES, MIXED USE RESIDENTIAL GROUND FLOOR ACTIVATED RESTAURANTS, THAT SORT OF VIBRANT SPACE. SO FOR THE EAST SIDE, WE LIKE I SAID, YOU KNOW, WE DON'T SEE THIS DEVELOPING RIGHT AWAY. BUT OVER THE LONGER TERM, YOU KNOW, EVENTUALLY THINGS COULD GET DEVELOPED OVER THERE. AND WE WANT TO WE WANT TO LEAN INTO THE HISTORY OF THE CITY AND THE AGRICULTURAL USES.

WE SEE OPPORTUNITIES FOR ADAPTIVE REUSE AND DEVELOPING, YOU KNOW, ATTRACTIONS THAT KIND OF LEAD INTO THAT. LIKE A LIKE MARKETS AND RESTAURANTS TO HAVE A THEME, THE LOOK AND THE FEEDS INTO THAT AGRICULTURAL HISTORY. AND THEN FOR THE SO THAT WOULD THOSE WE IMAGINED YOU KNOW CLOSER TO THE STATION AND THEN FOR THE REST OF THE TO THE AS YOU GET A LITTLE BIT FURTHER AWAY, WE FORESEE, YOU KNOW, MORE HIGH INTENSITY IN THE LONGER TERM RESIDENTIAL OFFICE, MIXED USE THAT WOULD PROVIDE BOTH HOUSING OPPORTUNITIES AND EMPLOYMENT OPPORTUNITIES. AND THIS REALLY ALIGNS WITH THE CITY'S EXISTING GENERAL PLAN AND DESIGNATION OF THAT LAND AS URBAN EMPLOYMENT. SO THEN WE ALSO WANTED TO GIVE YOU GUYS A SNEAK PEEK OF SOME SOME RENDERINGS OF WHAT THIS STATION COULD LOOK LIKE. AGAIN, THESE ARE ALL JUST CONCEPTUAL. WE'RE GOING TO BE REFINING THESE BASED ON THE FEEDBACK THAT WE'VE THAT WE'RE GOING TO COLLECT. AS THE PROJECT CONTINUES. SO THIS SLIDE JUST SHOWS AN OVERHEAD VIEW OF THE STATION, KIND OF LIKE THE ONE I SHOWED BEFORE, BUT A LITTLE LESS ENGINEERY AND MORE THIS IS WHAT IT WOULD ACTUALLY LOOK LIKE. RIGHT. ON MAY 15TH, HCD REVIEWED AND APPROVED THE PROPOSED CHANGES AND PROVIDED A LETTER TO THE CITY STATING THAT ALL PROPOSED CHANGES ARE IN COMPLIANCE WITH STATE HOUSING LAW AND MEET THE STATUTORY REQUIREMENTS RELATED TO REZONING TO ACCOMMODATE RHNA. ON JULY 2ND, THE PLANNING COMMISSION RECOMMENDED APPROVAL OF THE UPDATED SIX CYCLE HOUSING ELEMENT TO THE CITY COUNCIL. SO SOME SOME OF THESE NEXT FEW CHANGES THAT YOU'RE GOING TO SEE, THERE'S FIVE IN TOTAL.

THREE OF THE FIVE CONTAIN THE SAME VERBIAGE AND LANGUAGE. THAT LANGUAGE IS JUST GOING TO BE ADDED INTO THREE DIFFERENT ZONING DESIGNATIONS WITHIN THE MUNICIPAL CODE. SO THIS LANGUAGE STATES THAT FOR SITES THAT ARE IDENTIFIED TO ACCOMMODATE THE LOWER INCOME REGIONAL HOUSING NEED ALLOCATION, MULTIFAMILY USE SHALL BE A USE BY RIGHT AND PERMITTED WITHOUT DISCRETIONARY ACTION FOR DEVELOPMENT, IN WHICH AT LEAST 20% OF THE UNITS ARE AFFORDABLE TO LOWER INCOME HOUSEHOLDS AND SHALL MEET ALL THE REQUIREMENTS PURSUANT TO GOVERNMENT CODE SECTION 65583.2.
