COMMENTS FOR THE CONSENT CALENDAR? YES, WE HAVE PUBLIC COMMENTS ON NON AGENDIZED ITEMS AS WELL. THANK YOU. SO I CAN START CALLING THEM UP. WE CAN START WITH CESAR TALAMANTES.GOOD AFTERNOON CITY OF COACHELLA COUNCIL MEMBERS. MY NAME IS STEVE TALAMANTES. I WORK FOR THE CITY OF COACHELLA. I'M YOUR FLEET SERVICE COORDINATOR FOR THE CITY. AS A FLEET SERVICE COORDINATOR, I'M IN CHARGE OF MAINTAINING THE CITY'S VEHICLES IN GOOD WORKING ORDER, ALONG WITH ALL THE EQUIPMENT THAT THE CITY OWNS. I ALSO PERFORM REPAIRS THAT REQUIRE WELDING AND FABRICATION, SUCH AS PARK FENCING, GATES, AIR CONDITIONING, SECURITY CAGES, ALONG WITH A LOT OF OTHER TASKS. ALSO MAINTAIN ALL COUNTY AND STATE REPORTS. CURRENTLY, I AM IN CHARGE OF PURCHASING AND SELLING CITY VEHICLES. MY JOB IS ESSENTIAL TO THE CITY AND IT MAKES THE CITY LOOK GOOD BY HAVING FULL SITES, CLEAN AND MODERN VEHICLES JUST LIKE MYSELF. THE CITY OF COACHELLA EMPLOYS MANY PERSONNEL THAT ARE VERY IMPORTANT AND ESSENTIAL TO THE CITY. THEY MAINTAIN PARKS LOOKING GREAT. THEY MAINTAIN STREETS IN GOOD STANDING. THEY DO CLERICAL WORK. THEY PAINT OVER GRAFFITI IN YOUR NEIGHBORHOODS. THEY KEEP YOUR CLEAN WATER RUNNING THROUGH YOUR PIPES AND YOUR SEWAGE FLOWING. THESE ARE THE SAME EMPLOYEES THAT WORK EXTRA HOURS TO PUT ON A SUCCESSFUL EVENT LIKE THE 4TH OF JULY, THE CHRISTMAS PARADE, AND MANY OTHERS. ALL OF THESE EMPLOYEES ARE VITAL IN ORDER TO KEEP THE CITY RUNNING SMOOTHLY.
THESE EMPLOYEES GO ABOVE AND BEYOND WHEN ASKED TO WORK ANY AND ALL CITY EVENTS AND EMERGENCIES. I COME TO YOU ON BEHALF OF ALL MY COWORKERS TO PLEASE RECONSIDER EMPLOYEE CUTBACKS AND TO FIND AN ALTERNATE RESOLUTION THAT DOES NOT AFFECT OUR ESSENTIAL EMPLOYEES AND THEIR FAMILIES. THANK YOU, THANK YOU, THANK YOU, THANK YOU SIR. NEXT UP WE HAVE ERICA ARIOLA OR ERICA ARIOLA. IT'S OKAY. WELL HELLO. GOOD EVENING. MY NAME IS ERICA ARIOLA. IT'S MY FIRST TIME HERE. SO ALL I CAME TO ASK WAS ABOUT CODE ENFORCEMENT BECAUSE I HAVE A TRUCK AND A TRAILER THAT'S ATTACHED THAT I USE OFTEN TO PROVIDE FOR MY FAMILY. AND TODAY I WAS GOING TO GET CITED AND I SPEAK TO ONE OF THE ENFORCEMENT PERSONNEL AND, WELL, THEY TOLD ME TO COME HERE AND, AND. TO ASK ABOUT THAT, I GUESS. AND ALSO A PIECE OF LAND THAT BELONGS TO MY COUSIN AND THE FRONT THAT I CLEANED TO MAINTAIN IT CLEAN. THAT WAY HE WOULDN'T GET A FINE.
AND HE GAVE ME A CHANCE TO PARK A SMALL MOTORHOME AND A TRAILER, MY TRAILER THERE TO NOT HAVE IT
[00:05:07]
IN THE STREET, BUT. WE GOT FINES, SO I HAD TO REMOVE THEM. SO I JUST CAME TO ASK ABOUT THAT. ERIC, DO YOU MIND? SO IF YOU WANT TO LEAVE YOUR INFORMATION SO WE CAN REACH OUT TO YOU OR ALSO IF YOU I THINK IT'S GOING TO BE A VERY SHORT MEETING IF YOU ALL. NO, NO NO PROBLEM. YEAH I JUST I MY ALL MY INFORMATION IS IN THE PAPERS. I JUST CAME TO SEE WHAT THE MEETING WAS ABOUT. YEAH. AND IF YOU. WELL WE CAN TALK TO YOU RIGHT AFTER THE MEETING IF YOU'D LIKE. ALL RIGHT. YEAH. THANK YOU, THANK YOU, THANK YOU. NEXT UP, WE HAVE CARLOS GONZALEZ.GOOD EVENING, CITY COUNCIL. MY NAME IS CARLOS GONZALEZ. I REPRESENT TEAMSTERS LOCAL 1932, AND I'M THE BUSINESS AGENT FOR THE EMPLOYEES HERE WITHIN THE MISCELLANEOUS GROUP OF THE CITY.
I WANT TO KIND OF JUST PIGGYBACK ON WHAT MY BROTHER, CESAR TALAMANTEZ SAID IN REGARDS TO CITY EMPLOYEES AS ELECTEDS. YOU GUYS ARE THE VOICE OF THE CITY. THEY'VE ELECTED YOU TO BE THEIR VOICE. THE UNSUNG HEROES ARE THE CITY OR THE EMPLOYEES. YOU KNOW, WATER FLOWS THROUGH, CLEAN WATER COMES OUT, AND WE DON'T EVEN THINK OF HOW THAT HAPPENS. BUT THERE'S PEOPLE UP AT FIVE IN THE MORNING MAKING IT HAPPEN. THERE'S THE PARKS LOOK BEAUTIFUL. THERE'S A REASON FOR THAT. IT'S BECAUSE IT'S THESE CITY WORKERS THAT PROVIDE THAT SERVICE. THE ROADS GET FIXED, GRAFFITI GETS CLEANED. EVERYONE IS IMPORTANT PART OF THE WHEEL TO MAKE CITY OF COACHELLA OF WHAT IT IS. AND BEHIND THAT, AS THESE WORKERS DO THEIR JOB EVERY DAY, ARE THEIR FAMILIES THAT RELY ON THEIR SALARIES FOR FOOD OR A ROOF OVER THEIR HEAD TO BE IN BASEBALL. FOR ALL THE FUN THINGS THAT WE ENJOYED AS KIDS GROWING UP, THAT'S BEHIND THAT. AND AS I TRAVEL THROUGH THE CITY AND LOVE YOUR BEAUTIFUL DOWNTOWN, AND I LOOK AT THE MURAL OF DELORES HUERTA OVER THERE, AND TO ME, THAT'S NOT JUST A MURAL, BUT THAT'S LIKE THE SPIRIT OF COACHELLA. AND THAT MURAL REPRESENTS WORKING PEOPLE AND WORKING FAMILIES AND FINDING ALTERNATIVE SOLUTIONS TO MAKE SURE THAT THOSE THINGS STAY IN PLACE, NOT JUST FOR THEM, BUT FOR THE RESIDENTS AS WELL.
BECAUSE AS THEY TRAVEL THROUGH THE CITY AND YOU GUYS ARE THEIR VOICE, THEY SEE THEM AND THEY'RE ALSO THE FACE OF THE CITY OF COACHELLA, AND THEY REPRESENT THE BEST OF THE CITY AS FAR AS JUST INTERACTING WITH THE PUBLIC AND THE SERVICES THEY THEY DO. ONE, I WANT TO THANK YOU GUYS FOR TAKING THE TIME AND ACTUALLY DISSECTING SOME OF THESE CONVERSATIONS THAT WE'VE HAD IN REGARDS TO THE BUDGET. BUT MOST IMPORTANTLY, I JUST WANT TO EMPHASIZE TO KEEP THE SERVICES AS IS, TO TAKE CARE OF NOT JUST THE EMPLOYEES, BUT THEIR FAMILIES AS WELL THAT RELY ON THOSE SALARIES SO THEY CAN LIVE THE BEST POSSIBLE LIFE. SO I JUST WANT TO SAY THANK YOU VERY MUCH. THANKS. THANK YOU. NEXT UP WE HAVE JESUS GONZALEZ. HE'S A HE'S AN INFORMATION FOR THE COUNCIL. GOOD EVENING. COUNCIL. MY NAME IS JESUS. I'M THE PUBLIC POLICY LEAD FOR BLUE ZONES COACHELLA. IT'S AN HONOR TO BE HERE IN FRONT OF YOU TODAY. I'M HERE TODAY TO URGE THE COUNCIL TO SUPPORT. TO RESTORE A BUS STOP. A BUS STOP AT THE COACHELLA SENIOR CENTER, THE ABSENCE OF A BUS STOP AT THE SENIOR CENTER RAISES URGENT CONCERNS. FIRST OF ALL, WE HAVE SENIORS WALKING 20 MINUTES FROM THE TRANSIT CENTER TO THE BUS STOP WITH LIMITED MOBILITY AND WALKERS. THIS IS AN URGENT PUBLIC HEALTH CRISIS. I RECENTLY WENT IN AND SPOKE WITH MANUELA AT THE SENIOR CENTER, WHO I JUST MADE THE TRIP. SHE TALKED ABOUT THE FACT THAT SHE ONLY COMES TO THE SENIOR CENTER ONCE A WEEK BECAUSE OF LIMITED TRANSIT ACCESS, AND SHE TALKED ABOUT THE NEED FOR TRANSIT ACCESS. SECOND OF ALL, THIS IS AN EQUITY ISSUE. WE HAVE BUS STOPS AT SENIOR CENTERS ACROSS THE COACHELLA VALLEY. COACHELLA TAXPAYERS PAYING TO SUNLINE'S TAX BASE.
AND THEY TOO DESERVE EQUAL TRANSIT ACCESS. AND THIRD OF ALL, RESTORING A BUS STOP AT THE COACHELLA SENIOR CENTER IS NOT JUST THE RIGHT THING TO DO. IT'S REQUIRED BY FEDERAL LAW UNDER CIVIL RIGHTS ACT, AMERICANS WITH DISABILITIES ACT, ENVIRONMENTAL JUSTICE, EXECUTIVE ORDER 12 898, AND FEDERAL TRANSIT ADMINISTRATION REGULATIONS. THIS IS ULTIMATELY A MATTER OF LACK OF FEDERAL COMPLIANCE. AND ALSO WE HAVE WIDESPREAD COMMUNITY SUPPORT HERE. IN LESS THAN A MONTH, 600 COMMUNITY MEMBERS HAVE SIGNED A PETITION TO RESTORE SUNSHINE BUS STOP AT THE SENIOR CENTER. MOST OF THOSE SIGNATURES ARE COMING DIRECTLY OUT OF THE SENIOR CENTER. WE AND THE SENIOR CENTER STAFF MET WITH SUNSHINE PLANNING STAFF ON MONDAY, AND THEY SHARED THAT THEY WOULD TAKE THIS REQUEST BACK TO SUNLINE LEADERSHIP TO EXPLORE ITS FEASIBILITY. SUNLINE CONDUCTS SERVICE CHANGES THREE TIMES A YEAR, WITH THE FINAL REROUTE SCHEDULED FOR SEPTEMBER.
WE HAVE A FOLLOW UP MEETING WITH THE STAFF AT THE END OF THE MONTH, AND ARE HOPEFUL THAT THIS STOP CAN BE INCLUDED IN THE UPCOMING CYCLE COUNCIL. THIS IS A COMMON SENSE, GOOD GOVERNANCE
[00:10:01]
ISSUE THAT ENSURES ACCESS TO BASIC, VITAL SERVICES FOR SOME OF OUR MOST VULNERABLE COMMUNITY MEMBERS. WE AND COACHELLA SENIORS RESPECTFULLY URGE THIS BODY TO ACTIVELY ADVOCATE WITH SUNLINE LEADERSHIP AND HELP US MAKE THIS HAPPEN. THANK YOU, THANK YOU, THANK YOU, THANK YOU.THOSE ARE ALL THE SLIPS THAT I HAVE FOR TODAY. IS THERE ANYONE ON ZOOM? NO ONE ON ZOOM. NO.
[Consent Calendar]
HANDS RAISED ONLINE. OKAY. THANK YOU. ARE THERE ANY QUESTIONS, COMMENTS OVER ANY OF THE ITEMS ON THE CONSENT CALENDAR? IF NOT THERE, IF THERE A MOTION TO APPROVE THE CONSENT CALENDAR.CALENDAR AS IS. MOTION TO APPROVE THE CONSENT CALENDAR AS PRESENTED. IS THERE A SECOND? IS THERE A SECOND? I HAVE SOME QUESTIONS ON FOR ON ITEM FOUR OKAY. ITEM FOUR. BILL. THAT'S YOU. SO ON ON ITEM FOUR I READ IT. AND THERE'S A LOT OF GOOD THINGS THAT WE NEED IN REGARDS TO FEDERAL ASSISTANCE. MY CONCERN IS HAVE WE REACHED OUT TO OUR LOCAL CONGRESSMAN AND SEE WHAT KIND OF ASSISTANCE WE CAN WE CAN RECEIVE AS WELL. WE WELL THROUGH COUNCIL MEMBER FOR FIGUEROA, THOSE THOSE CONNECTIONS WERE MADE WITH THIS INDIVIDUAL THAT WERE SUGGESTING HAVING A CONTRACT WITH JASON BRODY. HE'S ALSO HELPED US WITH THE EPA. HE'S GOING TO HELP US GET ACCESS TO OUR FEDERAL LEGISLATORS AS WELL. HE'S DONE A LOT OF PRO BONO WORK FOR US WHERE HE HASN'T CHARGED US FOR IT, AND HE'S BEEN SUCCESSFUL. AND IN FACT, WITH. ADAM SCHIFF, HE WAS ABLE TO GET AN APPROPRIATION OF 2.5 MILLION ON THEIR LIST TO BE CONSIDERED LATER ON. SO HE'S DONE SOME GOOD WORK FOR US. THAT'S WHY I'M RECOMMENDING IT. I WANTED TO BRING IT BEFORE THE COUNCIL, SO COUNCIL KNEW ABOUT IT, EVEN THOUGH IT WAS UNDER MY SIGNING AUTHORITY. I WANTED TO MAKE SURE THAT COUNCIL KNEW WHAT I WAS DOING AND THAT THERE WAS ACCEPTANCE BY THE COUNCIL. SO HE'S HE'S WORKED WELL FOR US. COUNCIL MEMBER FIGUEROA CAN MAYBE SPEAK TO SOME OF THE STUFF THAT HE'S DONE AS WELL, WORKING WITH HIM WITH DOCTOR REESE. ONE CONVERSATION THAT DIALOGED, BUT I DON'T REALLY DO MUCH WITH IT, BUT I DON'T KNOW WHAT CONVERSATION WENT FROM IT FROM. OKAY. SO STAFF IS RECOMMENDING THAT WE MOVE FORWARD WITH HIM.
BILL, DID WE DO AN RFP FOR IT? NO, WE DID NOT DO AN RFP. AND THEN IS THERE A REASON WHY WE DIDN'T EXPEDIENCY TIME. AND THEN ALSO THE FACT THAT WE'VE WORKED WITH HIM WE'RE FAMILIAR WITH HIM. BUT I ALSO JUST DID IT FOR SIX MONTHS. IT'S ALMOST LIKE A TRIAL RUN WITH HIM. SO IN 2021, I PUSHED FOR A PROCUREMENT PROCESS. AND THE REASON I DID IT IS BECAUSE I DIDN'T LIKE THE FACT IT MADE ME UNCOMFORTABLE TO JUST AWARD FOLKS CONTRACTS WITHOUT OPENING IT UP TO THE PUBLIC AND ALLOWING OTHERS TO BE ABLE TO MAKE A PROPOSAL ANYTIME THAT WE'RE GIVING OR AWARDING MONEY. THAT. AND THAT'S WHAT WHAT INITIATED THAT PROCUREMENT PROCESS. AND SO IN THERE, DO YOU KNOW, IF WE HAVE TO DO AN RFP FOR NEW BUSINESS ITEMS? NOT THAT I'M AWARE OF. NO. I CHECKED OUR CODE TODAY. IN FACT, I ASKED OUR AP CLERK AS WELL FOR THE THAT THAT WE DO NOT HAVE TO KNOW.
IT'S A PROFESSIONAL SERVICE SO WE CAN GET BIDS. WE CAN DO AN RFP, WE CAN DO WHATEVER COUNCIL WOULD LIKE TO DO. WE I CAN SEND OUT AN RFP IF THAT'S WHAT THE COUNCIL WOULD WISH ME TO DO.
YEAH, I THINK, YOU KNOW, AND THAT WAS ONE OF THE CONVERSATIONS. AND WHEN WE DID THE PROCUREMENT PROCESS, IT TOOK A WHILE BECAUSE IT WENT TO EVERY EXECUTIVE TO SEE WHAT CAN BE EXPEDITED, WHAT THEY NEEDED. AND THEN BUT ALSO KEEPING IN MIND THAT WE WANTED TO BE TRANSPARENT AND FAIR. AND SO I KNOW FOR PROFESSIONAL SERVICES THAT WE CAN AWARD A CONTRACTOR. AND THEN I KNOW THAT THANK YOU FOR BRINGING IT UP, BECAUSE I KNOW THAT IT IS WITHIN YOUR PURCHASING POWER TO BE ABLE TO JUST ASSIGN IT. BUT IF WE CAN GET INTO THE HABIT OF EVEN IF IT'S PROFESSIONAL ITEMS AND WE DON'T HAVE TO PUT PROPOSALS THAT WE GET IN THE HABIT OF PUTTING PROPOSALS OUT JUST TO MAKE IT FAIR AND TRANSPARENT, AND OUR RESIDENTS KNOW WHERE OUR MONEYS ARE GOING TO. OKAY. THANK YOU. AND THEN ALSO IS ONE MORE THING, BILL IS, IS THERE ARE A LOT OF THESE ITEMS HERE THAT I THINK THAT OUR CONGRESSMAN IS WORKING A GREAT DEAL ON. THERE'S A LOT
[00:15:01]
OF IMMIGRATION POLICIES THAT ARE HERE BEING REFERRED TO, I THINK ARE PRESENTED IN THE PLAN BY KILEY AND ASSOCIATES. AND THEN SO I WOULD ADDITIONALLY LIKE TO REACH OUT TO THE CONGRESSMAN SPECIFICALLY ABOUT IMMIGRATION POLICIES AND ANY BILLS THAT WE NEED TO BE WATCHING OUT FOR THAT IMPACT OUR COMMUNITIES. YES. OKAY. THANK YOU. THANK YOU. IS THERE A SECOND? I'LL SECOND THE CONSENT CALENDAR. CAN YOU DO A ROLL CALL? YES, I'LL TAKE ROLL. COUNCIL MEMBER PEREZ. YES.COUNCIL MEMBER. FIGUEROA. AYE. COUNCIL MEMBER. AYE. MAYOR PRO TEM DELGADO. YES. THANK YOU. NOW
[New Business Calendar (Legislative and Administrative)]
GOING ON TO AGENDA ITEM NINE. WHO'S THAT ON CAMERA? OH. GOOD EVENING KENDRA. GOOD EVENING, MAYOR PRO TEM DELGADO, MEMBERS OF THE CITY COUNCIL TONIGHT, RON GOLDMAN, IS GOING TO BE PRESENTING THE WILLIAMSON ACT CONTRACT PARCELS FOR P SEVEN AND MESQUITE, THE ANNEXATION AREA.SO RON IS GOING TO BE AVAILABLE VIA ZOOM AND PRESENTING THIS ITEM. GOOD EVENING. MEMBERS OF THE CITY COUNCIL, THIS IS RON GOLDMAN I AM A. COUNCIL. GOOD EVENING. MEMBERS OF THE CITY COUNCIL. THIS IS RON GOLDMAN. I AM A CONSULTANT FOR THE CITY. I'VE BEEN WORKING ON THE P SEVEN MESQUITE ANNEXATION FOR CLOSE TO A YEAR. AND I'M HAPPY TO SAY THAT WE'RE GOING TO THE LAFCO HEARING ON JULY 24TH. ONE OF THE ITEMS THAT CAME UP AT THE LAST MINUTE WITH LAFCO WAS THAT THEY WANT THE CITY TO AFFIRM THAT THEY WILL BASICALLY SUCCEED IN THE AGRICULTURAL PRESERVES THAT ARE WITHIN THE ANNEXATION AREA. I PREPARED A POWERPOINT, KENDRA, CAN THAT BE PLAYED ON THE SCREEN? HI, RON. YES, SO THE IT DEPARTMENT IS BRINGING IT UP NOW. OKAY. THANK YOU. SO AGAIN THIS IS PART OF THE P SEVEN MESQUITE ANNEXATION. AND WITHIN THE ANNEXATION AREA THERE ARE FOUR PARCELS THAT ARE UNDER CONTRACT THAT HAVE BEEN UNDER CONTRACT SINCE 1972.
THEY'RE LOCATED. IF YOU COULD CHANGE THE SCREEN, PLEASE. NEXT SLIDE. SO YEAH WITHIN THE ANNEXATION AREA THERE IS THIS COACHELLA VALLEY AG PRESERVE NUMBER 29. IT'S LOCATED ON THE EAST SIDE OF JACKSON. IT'S NORTH OF AVENUE 52. IT'S WEST OF CALHOUN STREET, AND IT'S MADE UP OF FOUR PARCELS OWNED BY TWO DIFFERENT ENTITIES. IT WAS ESTABLISHED AGAIN ON JANUARY 18TH, 1972. NEXT SLIDE PLEASE. SO WITHIN THE AREA THESE ARE THE FOUR PARCELS THAT ARE WITHIN THE ANNEXATION AREA WITHIN THE PRESERVE. AGAIN THE BOTTOM THREE THAT ARE ADJACENT TO AVENUE 52 ARE OWNED BY ONE ENTITY. AND THEN THE TOP 20 ACRES IS OWNED BY ANOTHER ENTITY. NEXT SLIDE PLEASE. YOU CAN SEE FROM THE AERIAL PHOTOGRAPH THAT THE 27 ACRES LOCATED ADJACENT TO AVENUE 52 ARE FALLOW AT THIS TIME, BUT THE NORTHERN 20 ACRES IS PLANTED IN CITRUS. IT'S UNDER THE NAME OF WONDER VIEW FARMS, AND THEY GROW ORGANIC CITRUS ON THAT PROPERTY. NEXT SLIDE PLEASE.
WE'RE ALSO ASKING THE CITY COUNCIL TO ADOPT PROPOSED AGRICULTURAL RULES AND REGULATIONS THAT WILL GOVERN THE AND THE AGRICULTURAL PRESERVES WITHIN THE CITY. THIS IS IDENTICAL TO THE RULES AND REGULATIONS THAT ARE WITHIN THE COUNTY THAT THEY'VE BEEN USING SINCE 1988. I SHOULD MENTION THAT ACCORDING TO THE STATE DEPARTMENT OF CONSERVATION, THERE'S ONLY ONE ACT PRESERVE WITHIN THE CITY LIMITS AT THIS TIME, AND IT CONSISTS OF A 41 ACRE PARCEL LOCATED NORTH OF AVENUE 50, IS WEST OF THE ALL-AMERICAN CANAL. SO WITH THAT, THE RECOMMENDATION NEXT SLIDE, PLEASE, IS FOR THE CITY COUNCIL TO ADOPT RESOLUTION 20 2539, ACCEPTING UPON ANNEXATION OF THE LAFCO P7 MESQUITE AREA WILLIAMSON ACT CONTRACTS ON THE FOUR PARCELS WITHIN COACHELLA AG PRESERVE NUMBER 29 AND ADOPTING UNIFORM LOCAL RULES AND
[00:20:01]
REGULATIONS WITHIN THE CITY FOR AG PRESERVES. THANK YOU AND I'M AVAILABLE FOR ANY QUESTIONS.THANK YOU. RON. MEMBERS OF COUNCIL, IS THERE ANY COMMENTS OR QUESTIONS REGARDING ITEM NUMBER NINE? SO THIS JUST ENSURES THEY'RE THEY'RE GOING TO BE STILL LABELED UNDER THAT WILLIAMS ACT. AND SO THAT WE HAVE CONSISTENT ZONING CONSISTENT ZONING. SO IT WILL HAVE TO GO. WE'LL HAVE OUR GENERAL PLAN ZONING HAVE TO GET UPDATED, AMENDED OR ADDED.
KENDRA. OR IS IT JUST GOING TO KNOW EVERYTHING WILL REMAIN THE SAME. THEY'RE JUST STAYING WITHIN THAT WILLIAMSON ACT TAX DESIGNATION. IT'S THE TAX THAT'S THE BIG PIECE RIGHT. THE TAX DESIGNATION OKAY. ARE THERE ANY QUESTIONS OR COMMENTS REGARDING THIS ITEM FROM MEMBERS OF THE AUDIENCE OR ANYONE ONLINE? ANGELA DO WE HAVE ANYONE? OH NO, WE DO NOT. OH THANK YOU. OKAY.
SO THIS TAKES CARE OF WHAT THE COUNTY WAS CONCERNED ABOUT. RIGHT. AND THEN SO WE'RE MOVING FORWARD AND THE REST OF IT STILL STAYS WITH THE REZONING OR OVERLAY ZONING THAT WE ALLOWED.
CORRECT. YEAH. OKAY. THANK YOU. IS THERE A MOTION TO MOVE THE ITEM FORWARD? MOTION. IS THERE A SECOND. I'LL SECOND I'LL TAKE ROLL. THANK YOU. COUNCIL MEMBER PEREZ. YES. COUNCIL MEMBER.
FIGUEROA. AYE. COUNCIL MEMBER. AYE. MAYOR PRO TEM DELGADO. YES. THANK YOU, THANK YOU, THANK YOU.
KENDRA. NOW WE'RE MOVING ON TO ITEM NUMBER TEN. GOOD EVENING SELENA. GOOD EVENING. GOOD EVENING. VICE MAYOR AND COUNCIL MEMBERS. THIS ITEM IS REQUESTING APPROVAL OF A SPONSORSHIP REQUEST FROM THE CODEX CREATION COMMITTEE FOR THE 2025 RUN WITH LOS MUERTOS EVENT IN THE AMOUNT OF $45,000. AND TO AUTHORIZE THE OPERATION OF A BEER GARDEN ON NOVEMBER 1ST, 2025, IN DOWNTOWN SIXTH STREET FROM 4 TO 12 P.M. SO YES. SO LET ME GO OVER THE EVENT. THIS WAS PUT TOGETHER BY TIZOC DE AZTLAN. SO THE RUN WITH LOS MUERTOS EVENT INCLUDES HEALTH AND WELLNESS ELEMENTS. IT HAS THE FIVE K WALK RUN. MORE THAN 900 RUNNERS HAVE PARTICIPATED IN THE PAST, WITH PEOPLE YOUNG AND OLD PARTICIPATING, LITTLE CHILDREN AS YOUNG AS THREE YEARS OLD AND THE OLDEST RUNNER 78 YEARS OLD, AND THEY HAVE A HEALTH PROGRAM THAT THEY HAVE EMBEDDED INTO THE HIGH SCHOOLS. AND SO THEY HAVE LIKE YEAR ROUND PARTICIPANTS FROM STUDENTS THAT ARE INTERESTED IN RUNNING. THERE'S ELEMENTS OF ART AND CULTURE. THEY HAVE A PROCESSION AND ENTERTAINMENT. LIKE LAST YEAR, I GUESS THEY HAD 13 PERFORMANCES THROUGHOUT THE EVENT. THEY HAVE A CAR AND BIKE SHOW AND THEN A BUSINESS DEVELOPMENT WITH 26 LOCAL VENDORS THAT ATTENDED LAST YEAR. ALL OF THEIR FOOD SOLD OUT. THEN THEY HAVE TRAVELING RUNNERS THAT COME FROM ALL OVER THE US, CANADA AND MEXICO, AND THEY HAVE ALSO ENGAGED THE MEDIA, TV, RADIO, PRINT, SOCIAL MEDIA AND BILLBOARDS. AND THEN HERE'S A LISTING OF THEIR SPONSORS AND PARTNERS. SO MANY PARTNERS, INCLUDING ARMTEC AND BURRTEC AND FIRST BANK AND SO ON AND SO FORTH AND SO AND THEN THEY HAVE, I GUESS, 35 PAID STAFF MEMBERS THAT STAFF THE EVENT THE DAY OF. SO LOTS OF TEAM SUPPORT. AND SO FOR THIS YEAR'S 12TH ANNUAL RUN WITH LOS MUERTOS EVENT ON NOVEMBER 1ST, 2025, THEY ARE REQUESTING 45,000 TO SUPPORT THE FIVE K RUN AND WALK THE PROCESSION, THE BLOCK PARTY, THE VENDOR VILLAGE, THE ART WALK, THE BEER GARDEN AND THE THREE STAGES. MISTER AZTLAN IS ILL THIS EVENING AND HE COULDN'T BE HERE TO PERSONALLY PRESENT. BUT HE DID WANT. HE ASKED ME TO CONVEY TO YOU THAT THEY'RE NOT ABLE TO HAVE THE EVENT WITHOUT THE COUNCIL SUPPORT. I MEAN, WITHOUT THE CITY'S SPONSORSHIP SUPPORT. AND THEN HERE THEY JUST KIND OF CREATED A SITE AND A RACE ROUTE. IT'S BASICALLY, I THINK, THE SAME RACE ROUTE AS IN YEARS PAST. AND THEN SOME OF THE INSTALLATIONS THAT THEY DO, YOU KNOW, I THINK IF YOU GUYS HAVE ATTENDED THE EVENT, YOU ARE VERY FAMILIAR WITH THEIR INSTALLATIONS. THEY HAVE A MAIN STAGE, THE SEVENTH STREET STAGE, AND THEN THE CAR SHOW STAGE. THEY HAVE YOUTH INVOLVEMENT.
LAST YEAR THEY HAD 84 STUDENTS RUN. THEY HAD 84 STUDENT RUN SCHOLARSHIPS AND THEN 20 STUDENT TEAM PERFORMANCES. AND THEN AND SO HERE THIS IS THE CONCLUSION. AND AGAIN THEIR REQUEST IS FOR
[00:25:03]
$45,000. AND BUT I DO WANT TO INDICATE THAT THEY GAVE US A BUDGET THAT WAS INCLUDED IN THE STAFF REPORT. AND THEY'RE ANTICIPATING EXPENSES TO BE ABOUT $160,000. AND SO THE CITY WOULD BE HELPING WITH 45,000. AND THEN THE IN-KIND WITH THE STAFF PROVIDING THE TRAFFIC CONTROL. AND THAT VALUE IS ABOUT 18,000. THANK YOU. SELENA, ARE THERE ANY QUESTIONS OR COMMENTS FROM MEMBERS OF COUNCIL? LOOKING AT THE CIRCUMSTANCES? THAT NOT JUST NOT JUST THE CITY IS GOING THROUGH, BUT BUT THE WHOLE UNITED STATES? I'D LIKE TO BRING IT BACK ONLY BECAUSE WE DON'T KNOW WHAT'S GOING TO HAPPEN. WE'RE ALSO GOING TO HAVE A SECOND REVIEW ON ON THE BUDGET AND EVERYTHING. AND I THINK THAT WE SHOULD TAKE THAT INTO CONSIDERATION, BUT MAINLY BECAUSE WE DON'T KNOW WHAT THE CIRCUMSTANCES ARE GOING TO BE IN THE NEXT COMING WEEKS. SO I WOULD LIKE TO BRING IT BACK. IT'S NOT A NO. IT'S I WOULD LIKE TO BRING IT BACK BECAUSE IT IS A GOOD EVENT AND I'VE WORKED IT FOR SEVERAL YEARS AND IT DOES ATTRACT A LOT OF PEOPLE, NOT JUST OUR COMMUNITY, BUT PEOPLE OUTSIDE, OUTSIDE THE STATE OF CALIFORNIA. AND IT IS A GOOD EVENT. BUT I WANT TO MAKE SURE THAT IF WE MOVE FORWARD, THAT WE ARE GOING TO HAVE AN ATTENDANCE AND THAT PEOPLE ARE NOT GOING TO BE AFRAID TO ACTUALLY SHOW UP. ARE THERE ANY OTHER COMMENTS? JUST REALLY QUICKLY, IF WE DO BRING IT BACK, IS THERE AN OPPORTUNITY TO MAKE SURE THAT IT'S SCHEDULED FOR THE NEXT MEETING OR SELENA, CAN YOU LET US KNOW HOW MUCH TIME THEY NEED? WE'RE IN JULY AND THIS EVENT IS NOVEMBER 1ST, SO I JUST WANT TO MAKE SURE THAT THE COMMITTEE THAT IS REQUESTING THE SPONSORSHIP, THAT THEY HAVE ENOUGH TIME TO BE ABLE TO MOBILIZE AND EITHER PROVIDE US ADDITIONAL INFORMATION. I DON'T KNOW WHAT OUR COUNCIL IS GOING TO ASK FOR, IF THEY'RE GOING TO ASK FOR ADDITIONAL INFORMATION, IF THEY'RE GOING TO ASK FOR A SPECIFIC INFO OR WHAT EXACTLY THAT WE WANT TO WAIT FOR, BUT JUST SO THAT THEY HAVE A BETTER UNDERSTANDING OF WHAT IT IS THAT THEY NEED. AND THEN ALSO, IF SO, THAT THEY HAVE TIME TO PREPARE.AND IF WE DON'T SUPPORT IT, WHERE ARE THEY GOING TO GO? SO I WOULD JUST ASK THAT WE MAKE SURE THAT YOU HAVE A CONVERSATION WITH THEM. OUR CITY MANAGER HAS A CONVERSATION WITH THEM AND ENSURE THAT THEY ARE AWARE THE CONVERSATION THAT THE COUNCIL IS HAVING SO THAT THEY KNOW HOW TO PLAN AND HOW TO PREPARE, AND THEN SO THAT THEY CAN ANSWER QUESTIONS IF THERE'S ANY ADDITIONAL QUESTIONS. SURE THING. AND MR. CITY MANAGER, DID YOU WANT TO INDICATE WHEN WE WOULD BRING IT BACK? I THINK I THOUGHT WE WERE GOING TO BRING IT BACK THROUGH THE BUDGET PROCESS AT THE AT THE NEXT MEETING. TWO COUNCIL MEMBERS ARE NOT GOING TO BE PRESENT. SO I DON'T KNOW THAT WE'RE GOING TO HAVE THOSE ANSWERS AS FAR AS YOU KNOW, WHAT'S GOING ON NATIONALLY WITH, YOU KNOW, ACTIONS. WE'RE GOING TO HAVE A SPECIAL MEETING ON AUGUST 6TH WHERE WE'LL BE DISCUSSING THE BUDGET. I THINK I'D LIKE TO BRING IT BACK THEN, AND MAYBE WE'LL HAVE A BETTER IDEA AS TO WHAT'S GOING ON NATIONALLY AS WELL. SO I THINK THAT'S A GOOD POINT. WHEN WE LOOK AT THE BUDGET. YEAH. AND WE CAN JUST MAKE SURE THAT, YOU KNOW, TONIGHT WE LET THEM KNOW SO THAT THEY'RE SO THAT THEY'RE AWARE SO THAT THEY'RE PREPARED. PERSONALLY I, I THINK THIS IS A GREAT EVENT. IT'S A STAPLE IN THE CITY OF COACHELLA. I CAN'T IMAGINE IT HAPPENING ANYWHERE ELSE. BUT WE ARE AWARE OF EVERYTHING THAT'S HAPPENING. AND IT'S, IT'S THERE'S A LOT GOING ON NATIONALLY. THERE'S A LOT GOING ON IN IN CITIES. THERE'S A LOT OF RACIAL PROFILING GOING ON. IT'S BRUTAL. IT IS. BUT IF IN HOPES THAT, YOU KNOW, WE'RE ABLE TO BE ABLE TO CONTINUE THIS EVENT, I'M VERY SUPPORTIVE OF IT. I THINK IT DOES A GREAT JOB TO LIFT OUR SMALL BUSINESS COMMUNITY. I ALWAYS SEE THIS ONE INDIVIDUAL THAT SELLS EARRINGS OUT OF HER HOME, AND WHEN SHE COMES TO THIS EVENT, SHE PRACTICALLY SELLS OUT. I THINK I ALWAYS PICK UP ABOUT SIX PAIRS, BUT A LOT OF SMALL BUSINESS COMMUNITY DOES DEPEND ON EVENTS LIKE THESE. AND, YOU KNOW, WHEN FOLKS HAVE THE OPPORTUNITY TO COME TO THE CITY OF COACHELLA AND THE DOWNTOWN AREA, A LOT OF TIMES THEY END UP COMING BACK FOR THE TACOS OVER HERE, THE BIRRIA, THE COFFEE SHOP. AND I'VE HAD THE OPPORTUNITY TO TALK TO SOME OF THE CUSTOMERS. AND THEY'LL SAY, THE FIRST TIME I CAME HERE WAS FOR RUN WITH LOS MUERTOS. AND SO WE DEFINITELY WANT TO MAKE SURE THAT, YOU KNOW, WE CAN DO WHATEVER WE CAN, BUT ALSO BEING MINDFUL OF THE SITUATION THAT WE'RE DEFINITELY ALL GOING THROUGH. SO JUST MAKE SURE THAT YOU LET THEM KNOW. THANK YOU. YES THANK YOU. AND THEN I'LL SECOND ON WHAT COUNCIL MEMBER RYAN SAID, CAN WE GET A DATE TO MAKE SURE THAT THEY'RE NOT RUNNING SHORT ON TIME? OKAY. YES, I CAN ASK. AND I BELIEVE I THINK MR. ASLAN TOLD ME I COULD CALL HIM IMMEDIATELY AND, YOU KNOW, GET INFO, BUT WE CAN GET A DATE. ARE THERE ANY OTHER
[00:30:06]
COMMENTS REGARDING THE ITEM? NO. I CONCUR WITH MY COLLEAGUES COMMENTS, SO I DO WANT TO TOUCH A BIT ON. AND SO I DON'T THINK THAT THERE'S ANY ANYONE SAYING THAT IT'S GOING TO BE CANCELED.I THINK COUNCIL MEMBER PEREZ IS JUST SAYING, HEY, LET'S LOOK AT THE BUDGET FIRST. I DO WHAT I WOULD LIKE TO SEE. SELENA IS ALL THE EVENTS COME BACK WITH THE NUMBERS, AND I SAY IT BECAUSE WE HAVE A LOT OF OUR TEAMSTERS UNION REPS HERE AND WE HAVE MID-MANAGEMENT. AND THEN WE ALSO HAVE A REPRESENTATIVE FOR EMPLOYEES. AND WHAT THEY'RE SAYING IS, HEY, WE WANT TO MAKE SURE THAT OUR EMPLOYEES ARE BEING TAKEN CARE OF AND THAT THEIR FAMILIES WHO ARE DEPENDENT ON THEM. SO I THINK IT WOULD BE IRRESPONSIBLE IF WE WEREN'T LOOKING AT THE BREAKDOWN OF ALL THE MONIES. SO AND THEN WE CAN GET OBVIOUSLY A TALLY AND A GOOD IDEA USUALLY. AND THANK YOU, SELENA, FOR MENTIONING HOW MUCH IT COSTS ON THE STAFF PART, BECAUSE USUALLY WHEN WE SEE THESE ITEMS, LIKE WE SEE THE 45,000, BUT YOU DON'T SEE ALL THE OTHER COSTS THAT COME WITH THAT. AND SO THE 45,000 IS THE SPONSORSHIP. AND THEN WE COVER WHAT, 20,000 FOR PUBLIC SAFETY AND LIGHTING. SO WE HAVE ANOTHER 18,000, AND THEN WE HAVE ANOTHER 20,000. THAT RAISES ALSO REQUIRED. THAT'S PART OF THE EVENT. SO WE'RE LOOKING AT 105,000 ALREADY. SO AND I SAY THIS BECAUSE IT'S IMPORTANT YOU KNOW AND I SEE THE FACES BY SOME OF OUR FOLKS IN THE AUDIENCE.
IT'S CRITICAL THAT WHEN WE BRING IN THESE ITEMS THAT WE'RE DISCUSSING WHAT THE TOTALS ARE OUTSIDE OF WHAT THE REQUEST IS. SO WE'RE LOOKING AT 105,000 ALREADY, BUT THEN ALSO IS WHAT I WANT TO GET IN THE HABIT OF. AND IT'S SOMETHING THAT I RECALL AND SHOULD BE COMING BACK IS HOW WE THE INFORMATION THAT WE'RE REQUESTING WHEN WE GET A GRANT OR A SCHOLARSHIP. AND I SAY THIS BECAUSE THE SPONSORSHIP IS 45 K, THERE ISN'T ANY INVOICES THAT ARE BEING PROVIDED TO US AS TO WHERE THAT MONEY IS GOING. SO WHAT WE'VE DONE IN THE PAST IS, HEY, THERE'S A SPONSORSHIP, THERE'S A GRANT REQUEST, 25 K, 35 K, 45 K, BUT WE DON'T REQUIRE INVOICES. WE JUST BASICALLY CUT THE CHECK. AND IT'S LIKE HERE IT IS. AND I SAID IT MANY TIMES IN THE PAST WHERE IT MAKES ME UNCOMFORTABLE. I NEED TO KNOW WHERE THAT MONEY IS GOING. AND IT'S A PRACTICE THAT EVERY OTHER CITY HAS WHEN IT COMES TO MONIES, IS THAT WE'RE GETTING THE PAPERWORK NEEDED TO BE ABLE TO KNOW WHERE THIS MONEY IS GOING TO AND WHERE IT'S NEEDED. NOW, WHEN YOU'RE LOOKING AT THE WHEN YOU'RE LOOKING AT THE EVENT THAT'S COSTING 165,000, IT'S REALLY YOU'RE LOOKING AT MORE.
IT'S 165,000. AND THEN YOU ADD THE 20 K AND THEN YOU ADD THE OTHER 20 K FOR EMPLOYEES. SO YOU'RE NOW LOOKING AT 200 K. THAT EVENT IS $200,000, 200,000. RIGHT. AND THEN WHAT THE CITY IS COVERING, WE'RE COVERING WELL FOR JUST THE LOS MUERTOS. WE'RE COVERING 85,000. SO 80,000 OFF OF WHAT THEY'RE SAYING IS THE EVENT IS 165. WE'RE PAYING ALMOST 50% OF WHAT THAT EVENT IS. SO SOME OF THE CRITERIA THAT I'VE ALSO REQUESTED AND MANY CITIES HAVE THIS, IS THAT THE REQUEST THAT'S BEING MADE FOR THAT EVENT, THAT IT NOT PASS A THRESHOLD, A PERCENTAGE OF IT.
SO WHEN YOU BRING IT BACK, IF, IF YOU CAN, IF IT'S POSSIBLE, I KNOW IT'S A SHORT WINDOW, BUT IF YOU CAN ALSO DO A BREAKDOWN OF WHAT SOME OF THE UPCOMING EVENTS ARE COSTING. AND THEN ALSO IS THAT WE START REQUIRING INVOICES GOING FORWARD. AND THEN I THANK YOU FOR PROVIDING THE BREAKDOWN IS ALSO, AS THOSE WHO ARE REQUESTING MONEY WE DO. IT'S A BREAKDOWN, YOU KNOW, ENTERTAINMENT 35,000. YOU KNOW STAGE 25,000. BUT I REALLY DON'T KNOW IF THAT REALLY IS THE MONEY. AND IT'S NOT THAT I'M QUESTIONING ANYBODY'S MOTIVES OR NOT AT ALL. I JUST WANT TO MAKE SURE THAT WE'RE REQUESTING THE INVOICES SO WE KNOW WHAT THEY'RE WANTING US TO, TO COVER. WOULD
[00:35:07]
YOU LIKE ME TO REQUEST QUOTES IN ADVANCE OF THE AUGUST 6TH DATE? WOULD THAT HELP IF I GOT QUOTES? YOU KNOW, BECAUSE I'M PRETTY SURE THAT HE PROBABLY HAS QUOTES. AND THEN, YOU KNOW, IF, IF, IF THE COUNCIL APPROVES, THEN WE BRING BACK THE WE MAKE SURE WE COLLECT THE INVOICES AND BACKUP DOCUMENTATION OF THE WAY THEY USE THE GRANT FUNDS. YEAH. GOOD IDEA, GOOD IDEA. SO WE'RE BRINGING IT BACK ON THE AUGUST 6TH MEETING. AND ACTUALLY ON THE NEXT ITEM, I'D RECOMMEND DOING THE SAME THING BECAUSE THEY GO TOGETHER. YEAH. SO, RYAN, CAN WE MAKE A VOTE? CAN WE CAN WE ADD BOTH ITEMS TOGETHER OR DO WE HAVE TO DO EACH ONE OF THEM INDIVIDUALLY? DO WE? WE HAVE COUNCIL CONSENSUS. IT SOUNDS LIKE TO CONTINUE THIS ITEM TEN IS THE QUESTION. WE'RE GOING TO CONTINUE ITEM 11 AS WELL IF THAT'S PART OF THE SAME EVENT. YEAH. IF THAT'S WHAT COUNCIL WANTS TO DO. IF THERE'S YOU DON'T EVEN NEED A FORMAL VOTE OKAY. SO IS THERE ANY COMMENTS FROM FROM THE AUDIENCE OR ANYONE ONLINE WHO HAS QUESTIONS ABOUT THIS EVENT. IF ANYONE ON ZOOM HAS QUESTIONS, PLEASE RAISE YOUR HAND. WE HAVE ONE HAND RAISED. HI EVERYONE. MY NAME IS CARLA. I DO HAVE A FEW CONCERNS. JUST LIKE COUNCIL MEMBER DELGADO MENTIONED. I DO BELIEVE THAT IT IS VERY IMPORTANT FOR US TO KNOW WHERE THIS MONEY IS GOING, ESPECIALLY WHEN IT COMES TO LIKE BIG AMOUNTS LIKE THIS. WE'RE NOT TALKING ABOUT $1000 OR $2000. WE'RE TALKING ABOUT $80,000 MORE THAN $80,000. AND SHE MADE AN EXCELLENT POINT WHEN IT CAME TO SAYING THAT THIS IS ALMOST COVERING HALF OF THEIR WHOLE EVENT. AND I DON'T THINK THAT MAYBE WITH $1,000 WE SHOULD BE THAT CRITICAL. BUT WE DO WANT TO MAKE SURE THAT THIS MONEY IS BEING WELL SPENT AND THAT THIS MONEY IS ACTUALLY GOING TOWARDS WHAT IS BEING SAID, ESPECIALLY WHEN IT'S A HUGE EVENT LIKE THIS THAT IS SUPPOSED TO BE BENEFITING THE COMMUNITY. AND I, I MYSELF HAVE ATTENDED THE EVENT. IT IS A GREAT EVENT. I DO KNOW THAT IT DOES TAKE A LOT OF MONEY TO BE ABLE TO FORM THIS TYPE OF EVENT AND IT'S JUST, YOU KNOW, HOLDING OURSELVES ACCOUNTABLE WHEN IT COMES TO SEEING WHERE THESE THINGS ARE GOING. I'M NOT SURE IF YOU GUYS NEED ME TO SAY IT IN SPANISH OR IF IT'S OKAY LIKE THAT JUST IN ENGLISH. JUST A REMINDER THAT THE CAMERA SHOULD BE ON, PLEASE.OH, I APOLOGIZE, I DID NOT NOTICE. THANK YOU. I'M SORRY I DIDN'T LET ME PUT IT ON. THANK YOU THOUGH. THAT'S OKAY. THANK YOU. CARLA, DID YOU. DOES ANYONE WANT HER TO? MAYBE. CARLA, CAN YOU PLEASE SHARE IT IN SPANISH TOO? WE HAVE SOME RESIDENTS HERE WHO ARE ONLY SPANISH SPEAKING.
OUR SENIOR OF THE YEAR. YEAH, SORRY. IT JUST GAVE ME ACCESS. LET ME JUST MAKE SURE I PUT MY CAMERA ON. I APOLOGIZE ABOUT THAT. CAN WE HELP HER TURN ON HER CAMERA? NO. CARLA, IF YOU CAN'T TURN ON YOUR YOUR YOUR CAMERA, THAT'S THAT'S FINE. FOR NOW, FOR I KNOW YOU'RE HAVING CHALLENGES TURNING IT ON. OH MY GOODNESS. I DO APOLOGIZE FOR THAT. I HAVE NO IDEA HOW TO WORK THIS OUT. IT CHANGES BACK AND FORTH. BUENAS TARDES A TODOS. MI NOMBRE ES CARLA. I'M ESTABA COMENTANDO ES YO ESTOY EN ACUERDO CON LA SENORITA DELGADO. PORQUE YO PIENSO. QUÉ ES MUY IMPORTANTE. EL DINERO. SI ES UN GRAN EVENTO. SI TOMA MUCHO ESFUERZO DINERO PARA PODER. CREAR ESTE EVENTO. PERO A LA VEZ Y NO SABEMOS DONDE VAMOS QUANDO SI SI SI SI SI SE UTILIZA EL DINERO ADECUADAMENTE PUEDE SER ALGO PREOCUPANTE SABER EL DINERO. TAL VEZ NO SE ESTA UTILIZANDO PARA SE DICE Y NO SE UTILICE PORQUE YO SÉ QUÉ SI SE UTILIZA. PERO ES MAS FACIL SER TRANSPARENTES EL PRINCIPIO PARA TODOS. ESTAMOS ACUERDO Q OKAY. SI SE ESTE DINERO. DONDE SE VA A UTILIZAR Y TODOS. ESTAMOS CONTENTOS DE SABER. QUÉ ESTE EVENTO. PUEDE SEGUIR CONTINUANDO SE PUEDEN SEGUIR UTILIZANDO ESTE DINERO PARA LA COMUNIDAD. Y ESO ES LO PRIMORDIAL EL DINERO PARA LA COMUNIDAD. Y PUES ESTO LO COMENTA. GRACIAS. THANK YOU, THANK YOU. OKAY. THANK YOU
[00:40:06]
SELENA. THANK YOU IS THERE. AND I DO AGREE WITH EVERYONE. IT IS A BEAUTIFUL EVENT. WE JUST HAVE TO BE CONSCIENTIOUS, ESPECIALLY WHEN WE, YOU KNOW, WE'RE LOOKING AT POSSIBLY SOME CHALLENGES TO OUR BUDGET THAT WE JUST BE MINDFUL OF HOW MUCH WE'RE SPENDING. IS THERE A MOTION TO MOVE? MOVE BOTH ITEM TEN AND 11 TO THE AUGUST 6TH MEETING. CITY COUNCIL MEETING? I'LL GO AHEAD AND MOTION. IS THERE A SECOND? SECOND? OKAY, I'LL TAKE ROLL. COUNCIL MEMBER PEREZ. YES.COUNCIL MEMBER. COUNCIL MEMBER. VITTON. HI. MAYOR PRO TEM DELGADO. YES. THANK YOU. NOW,
[Public Hearing Calendar (Quasi-Judicial)]
MOVING ON TO ITEM NUMBER 12. GOOD EVENING AGAIN, COUNCIL MEMBERS. TONIGHT I'M GOING TO BE PRESENTING ITEM 12 REGARDING THE ANNUAL SPECIAL TAX FOR CFD NUMBER 2000 OH ONE, WHICH FUNDS OUR LAW ENFORCEMENT, FIRE AND PARAMEDIC SERVICES WITHIN THE CITY. SO THE CFD WAS ESTABLISHED BY THE CITY COUNCIL IN 2005 TO FUND ESSENTIAL PUBLIC SAFETY SERVICES WITHIN ITS SERVICE BOUNDARIES AS PART OF THE ANNUAL ADJUSTMENT PROCESS. THE SPECIAL TAX IS SUBJECT TO A CONSUMER PRICE INDEX. THE NEW CPI IS 2.6. THE ANNUAL ASSESSMENT PER PARCEL WILL INCREASE FROM. $1516.52 TO $1556.16. THE TOTAL ANTICIPATED LEVY WILL INCREASE FROM 3.2 MILLION TO ABOUT 3.3 MILLION, WHICH IS AN OVERALL INCREASE OF ALMOST $74,000. ADDITIONALLY, I WOULD LIKE TO NOTE THE NEW HOUSING DEVELOPMENTS WITHIN THE CFD BOUNDARIES FOR FISCAL YEAR 2024 2025. THERE ARE 93 NEW QUALIFYING SINGLE FAMILY UNITS IN PYRAMID RANCH AND RANCHO MARIPOSA. PYRAMID RANCH IS BUILT BY PULTE HOMES, AND RANCHO MARIPOSA IS BUILT BY MONTE VISTA HOMES FOR FISCAL YEAR 2023 AND 2024. HOUSING PERMITS ISSUED FOR SINGLE FAMILY HOMES WITHIN THE CFD 2000 AND 501 WERE 34 NEW QUALIFYING SINGLE HOMES IN BELLISSIMA, WHICH WAS BUILT BY PULTE HOMES. JUST FOR CONTEXT IN THIS AREA, IT NOTES THE NEW ASSESSED TRACKS ON THE SCREEN. STAFF IS RECOMMENDING APPROVAL FOR RESOLUTION NUMBER 20 2541, AUTHORIZING THE ESTABLISHMENT OF AN ANNUAL SPECIAL TAX FOR CITY.COACHELLA CFD DISTRICT NUMBER 2000 AND 501 AND ANNEXATION AREAS THERE TO FOR FISCAL YEAR 20 2526. AND I'M AVAILABLE FOR ANY QUESTIONS THAT YOU MAY HAVE. THANK YOU. KENDRA, ARE THERE ANY QUESTIONS OR COMMENTS FROM MEMBERS OF COUNCIL? THOSE 93. SO IT'S ALL THE IT'S NOT IT'S NOT THE FULL PYRAMID RANCH BUILD OUT HERE. RIGHT. IT'S JUST LIKE THAT FIRST PHASE. CORRECT. JUST THE FIRST PHASE PHASES. THE MONTE VISTA ARE THOSE THE THOSE ARE THE ONES WITH THE SEE CVC, THE COACHELLA VALLEY HOUSING COALITION OR IS THAT DIFFERENT? NO, THIS IS A DIFFERENT DEVELOPER THAT'S FINISHING THE BUILD OUT OF AN EXISTING TRACT IN THAT COMMUNITY. SO THERE'S 20 HOMES THAT WERE BEING BUILT IN THAT COMMUNITY. OH, THAT'S THE ONE OVER HERE ON AVENUE 50. YES.
THAT'S RIGHT. I WAS TRYING TO REMEMBER WHERE THAT WAS. OKAY. THERE'S A COUPLE OTHER ONES WITH THE SAME NAME. YES. SIMILAR NAME. YES. OKAY. THANK YOU. ARE THERE ANY OTHER COMMENTS OR STATEMENTS? QUESTIONS? I'M SORRY. WE NEED TO OPEN A PUBLIC HEARING. YEAH, I WAS JUST ASKING THE REST OF THE MEMBERS IF THEY HAD ANY QUESTIONS BEFORE I OPEN IT UP. NO, WE'LL OPEN UP THE ITEM TO THE PUBLIC. IF THERE IS ANYONE ONLINE OR IN PERSON THAT HAS QUESTIONS OR COMMENTS ABOUT THIS ITEM. ANYONE ON ZOOM HAS QUESTIONS, PLEASE RAISE YOUR HAND. THERE IS NO ONE HERE THAT SUBMITTED A SPEAKER SLIP FOR THIS ITEM. THANK YOU. ANGELA. NO HANDS RAISED ONLINE. THANK YOU.
WE'LL NOW CLOSE THE PUBLIC COMMENT TO OUR PUBLIC. I DON'T KNOW IF COUNCIL MEMBER PEREZ HAD TO STEP OUT FOR A SECOND. I THINK WE'LL JUST GIVE HER MAYBE A MINUTE OR TWO TO COME BACK IF SHE WANTS TO PARTICIPATE IN THE VOTE. QUICK QUESTION, KENDRA. WHEN PEOPLE ADD ADUS TO THAT, DOES THAT GET INCLUDED INTO. IT'S JUST A FLAT RATE FOR THE PARCEL,
[00:45:02]
RIGHT? OKAY. IS THERE A MOTION TO MOVE THE ITEM FORWARD? MOTION TO APPROVE RESOLUTION NUMBER 2020 DASH 41. IS THERE A SECOND? I'LL SECOND. THANK YOU. OKAY, I'LL TAKE ROLL. COUNCIL MEMBER FIGUEROA. AYE. COUNCIL MEMBER. MEAD. AYE. MAYOR PRO TEM DELGADO. YES. IF YOU WANT TO CALL FOR COUNCILMEMBER PEREZ TO. SHE'S RETURNING. COUNCILMEMBER PEREZ, WE ARE VOTING ON THE ITEM. THE LAST ITEM, AND WE JUST CALLED FOR A VOTE. YOU'RE THE ONLY ONE. THAT'S. YES. THANK YOU, THANK YOU, THANK YOU. KENDRA. NOW WE'RE MOVING ON TO COUNCIL COMMENTS. I'LL START TO[Reports and Requests]
MY RIGHT. BUSY LAST WEEK. ATTENDED A COUPLE DIFFERENT MEETINGS AND QUIET MONTH JULY.IT'S HOT OUT THERE. MANY PEOPLE TO STAY COOL AND, YOU KNOW, STAY HYDRATED AND DRINKING WATER. AND IF YOU GO OUTSIDE AND ACCESS TIMES, MAKE SURE YOU HAVE A COMFORTABLE SHADE. BECAUSE I THINK WHAT HAPPENS A LOT IN, YOU KNOW, OVERHEATING IS IT CAN OCCUR AND ENSURING THAT YOU KEEP YOURSELF SAFE AND YOUR FAMILY MEMBERS. DON'T HAVE TOO MANY ITEMS. HOPING FOR THE NEXT MEETING. WILL HAVE THE NEXT IN THE NEXT TWO MEETINGS, HAVE THE ANIMAL SHELTER BUDGET PRESENTATION SO PEOPLE CAN SEE KIND OF WHAT THE CITY PAYS FOR IN THE IN THE ANIMAL SHELTER AND THE SERVICES. AND JUST THAT'S PRETTY MUCH IT. THEY'RE NOT TOO MUCH STUFF THAT I HAD. AND THEN I ATTENDED THE CVAC GENERAL ASSEMBLY MEETING LAST WEEK AS WELL. SO. WITH THE CITY MANAGER AND THE MAYOR WERE THERE, AND MAYOR PRO TEM DELGADO WERE THERE AND WERE ABLE TO HEAR WHAT'S OCCURRING AND THE CV LINK FINISHING UP THE CV LINK HERE IN COACHELLA, YOU SEE THE BIG ONE ON AVENUE 52. AND SO THAT'S A BIG CONNECTOR BECAUSE WHEN THE TEMPERATURES AREN'T AS HOT, YOU CAN UTILIZE THAT AS A PUBLIC HOPING TO SEE A LOT OF PEOPLE GOING TO START USING THAT AS A WALKING PATH AND ABLE TO USE THAT. AND I THINK PEOPLE ARE GOING TO ENJOY THAT CV LINK AND CONNECTING. THE HARD PART IS GOING TO BE MAKING SURE THE ATV VEHICLES ARE NOT GOING TO BE USING IN ROAMING AROUND, BECAUSE, YOU KNOW, THAT'S A HAZARD FOR PEDESTRIANS AND ANY OTHER PEOPLE IN NON-MOTORIZED VEHICLES LIKE THAT. SO. THANK YOU, COUNCIL MEMBER FIGUEROA.
COUNCILMEMBER BEACON, JUST A COUPLE OF COMMENTS FOR THE FOLKS THAT ARE LISTENING, THE COMMUNITY AND THEN THE COMMUNITY MEMBERS THAT ARE HERE. WE DO HAVE A COOLING CENTER IN THE CITY OF COACHELLA. I DON'T KNOW IF WE HAVE MORE THAN ONE, BUT THE SENIOR CENTER FUNCTIONS AS A COOLING CENTER, SO IF ANYONE IS IN NEED OF, YOU KNOW, NEEDING SOME TIME TO STAY COOL. I DON'T KNOW THE EXACT HOURS, BUT I BELIEVE WE DO HAVE THAT ON OUR WEBSITE. SO WE HAVE THAT ACCESSIBLE AND THEN HOPEFULLY WE CONTINUE TO SHARE THAT ON SOCIAL MEDIA, WHICH I KNOW WE HAVE. BUT WE DO HAVE A COOLING CENTER IN THE CITY OF COACHELLA AND IT'S ACCESSIBLE TO EVERYONE. SO IF YOU NEED THAT, PLEASE, PLEASE ACCESS IT. AND THANK YOU TO STAFF FOR ALWAYS BEING HERE AND, YOU KNOW, SHOWING UP, DOING A GREAT JOB. WE APPRECIATE YOU. EVERYTHING THAT YOU DO AND YOUR HARD WORK DOES NOT GO UNNOTICED EVER. YOU GUYS LITERALLY MOVE THIS CITY FORWARD EVERY SINGLE DAY. AND SO WE ARE VERY GRATEFUL FOR ALL OF YOU AND FOR EVERYTHING THAT YOU DO FOR US AND THE COMMUNITY. THOSE ARE ALL MY COMMENTS. STAY COOL. STAY SAFE. IT'S REALLY HOT OUTSIDE RIGHT NOW. SO ONE MORE THING TOO IS DO NOT WALK YOUR DOGS IN THIS HEAT. I BEG YOU THEIR PAWS. I DON'T KNOW IF WE CAN ALWAYS TELL, BUT THEIR THEIR PAWS WILL LITERALLY BURN. THE SKIN WILL BURN. SO I'VE SEEN A COUPLE OF PEOPLE WALKING THEIR DOGS IN THE MIDDLE OF THE DAY. YOU SHOULDN'T BE WALKING IN THE MIDDLE OF THE DAY IF YOU IF YOU DON'T HAVE TO DO IT. I UNDERSTAND SOMETIMES WE NEED TO DO THAT, UNFORTUNATELY. BUT FOR THOSE FOLKS THAT ARE JUST DECIDING OR CHOOSING TO WALK, THEIR DOGS, DON'T DO IT. IT'S TOO HOT. WAIT UNTIL IT'S A LITTLE FRESHER OR EARLY IN THE MORNING JUST BECAUSE THEY CAN'T TELL US. BUT IT DOES HURT THEM AND IT HARMS THEM. SO THOSE ARE MY COMMENTS. THANK YOU. THANK YOU, COUNCILMEMBER. COUNCILMEMBER PEREZ. YES, I WAS ABLE TO ATTEND A ZOOM MEETING WITH THE LOCAL PROGRESS ORGANIZATIONS. I WANT TO THANK ELIZABETH ALCANTAR FOR REACHING OUT TO ME. I DID LEARN ABOUT OTHER RESOURCES THAT ARE
[00:50:03]
AVAILABLE TO OUR COMMUNITY, TO OUR UNDOCUMENTED IMMIGRANTS. THERE IS A RESPONSE, A RAPID RESPONSE LINE WHERE THEY CAN ACTUALLY GET ASSISTANCE WITH RENT, WITH FOOD, WITH RIDES, WITH LEGAL SERVICES. I KNOW THAT THE DECK DOES A LOT, BUT THE MORE RESOURCES THAT WE CAN HELP OUR COMMUNITY WITH, I BELIEVE IS BETTER. THERE WAS A LADY FROM DOJ, FROM THE CARE ORGANIZATION, WHICH IS COMMUNITY AWARENESS, RESPONSE AND ENGAGEMENT. SHE'S ALSO PART OF THE LOCAL PROGRESS.SO IT WAS REALLY GOOD INFORMATION THAT I OBTAINED THERE. I WILL BE GETTING WITH ROSETTE AND PROVIDING HER WITH THE NUMBERS THAT I HAVE. I KNOW THAT SHE'S PUTTING TOGETHER RESOURCE PAMPHLET FOR OUR COMMUNITY. SO THANK YOU ROSETTE FOR THAT. I WAS NOT ABLE TO ATTEND THE 4TH OF JULY EVENT, BUT I DO WANT TO THANK ALL OF OUR CITY STAFF FOR ALL THEIR HARD WORK DAY IN AND DAY OUT, FROM EXECUTIVE STAFF TO EVERYBODY BEHIND THEM. PUBLIC WORKS. THANK YOU GUYS. I KNOW YOU GUYS WORK HARD AND I THINK THAT'S THAT'S ALL I HAVE RIGHT NOW. SO THANK YOU GUYS. THANK YOU FOR ALL THE WORK YOU GUYS DO. THANK YOU. COUNCILMEMBER PEREZ. TODAY I STOPPED BY THE CITY BECAUSE I HAVE TO GET AN UPDATED PHONE. MY PHONE IS NOT WORKING WELL. AND I DID SEE A GENTLEMAN WHO WAS WAITING TO GET A PERMIT. AND THE REASON I BRING IT UP IS BECAUSE THE GENTLEMAN, HIS PANEL HAD BROKEN DOWN, OR SO HE HAD BEEN WITHOUT ELECTRICITY FOR ABOUT A WEEK, I THINK. AND THEN HE HAS YOUNG KIDS IN THE HOME. SO HE HAD FIXED AND CORRECTED THE PANEL, BUT HE WAS WAITING NOW TO GET AN INSPECTION SO THAT HE CAN HOOK UP BACK TO ID. SO I WANT TO MAKE SURE THAT WHEN WE HAVE THESE TYPE OF PRIORITIES, WHEN RESIDENTS ARE COMING THROUGH, WHETHER IT'S, YOU KNOW, THEIR THEIR OUT OF ELECTRICITY OR WATER AND THEY NEED INSPECTIONS OR THEIR WALL IS COLLAPSING. I MET ANOTHER RESIDENT THERE WHERE HIS WALL WAS COLLAPSING. SO THESE TYPES OF ISSUES ARE A PUBLIC SAFETY CONCERN. AND SO I WANT TO MAKE SURE THAT ONE WE'RE RESPONDING TO THESE PERMIT REQUESTS QUICKLY, QUICKLY, VERY VERY QUICKLY. BUT ALSO IS THAT WE HAVE SOMETHING IN PLACE WHEN WE HAVE RESIDENTS THAT HAVE PRIORITIES. SO FOR THAT GENTLEMAN THAT'S DOESN'T HAVE ANY ELECTRICITY IN HIS HOME AND THE TIME WHERE THE TEMPERATURE IS OVER 100, THEN HE SHOULD BE GETTING AN INSPECTION NO LATER THAN BY TOMORROW AFTERNOON BECAUSE HE HAS YOUNG KIDS IN THE HOME. AND SO I WANT TO MAKE SURE THAT AND I'VE ASKED FOR IT BEFORE, IS THAT WE ADOPT A CUSTOMER POLICY THAT IS QUICK TO RESPOND TO RESIDENTS NEEDS. IT'S CRITICAL. IT'S CRITICAL. AND I SAY THIS BECAUSE WE WORK FOR THEM, WE WORK FOR THEM, AND THESE ARE WORKING FAMILIES THAT THEY DON'T KNOW BETTER. THEY DON'T KNOW THE PROCESS. SO THE GENTLEMAN WAS SITTING DOWN WAITING TO GET TO GET SERVED.
BUT THERE WASN'T ANYONE THERE. THERE WAS NO ONE THERE. THERE WAS NO NEED FOR HIM TO SIT DOWN.
WHEN WE HAVE A FULL STAFF AND THERE'S NO ONE AT THE COUNTER, ESPECIALLY WHEN HIS ITEM IS SO URGENT. SO I JUST, YOU KNOW, I SAY THIS AND WITH THE UTMOST RESPECT IS THAT WE'RE JUST PRIORITIZING THESE TYPES OF ISSUES AND THAT WE HAVE QUICK TURNAROUNDS WHEN WE HAVE RESIDENTS THAT ARE COMING THROUGH. ADDITIONALLY, IS THAT THE GENTLEMAN WAS TALKING ABOUT, YOU KNOW, BILL BEING REALLY HIGH IN THE PLUS ALL THE COST TO CORRECT THE PANEL. SO I TALKED TO HIM ABOUT THE SOLAR PANEL PROGRAM THAT WE HAVE, WHICH I THINK THAT WE HAVE SOLAR PANELS FOR OVER 100 HOMES. AND I THINK, SELENA, WE HAVE MAYBE 3 OR 4 HOMES FOR THE SOLAR PANEL, 3 OR 4 HOMES THAT ARE THAT HAVE APPLIED TO THE PROGRAM. SO IN ADDITION, I ALSO TALKED TO HIM ABOUT THE PROGRAM THAT WE HAVE FOR THE SOLAR PANEL, IF THAT'S GOING TO ALSO ADDITIONALLY HELP HIM REDUCE HIS ELECTRICITY BILL. SO HAVING SAID THAT, I AM REQUESTING THAT IN THE ENTRANCES TO BOTH OF OUR BUILDINGS, IF WE CAN JUST PUT INFORMATIONAL ITEMS THAT NOT NECESSARILY OBVIOUSLY THEY DON'T FALL WITHIN THE CITY OF COACHELLA, BUT ANYTHING THAT MAKES IT EASIER FOR OUR RESIDENTS TO KNOW WHAT'S OUT THERE. SO I'D HAS A DISCOUNT PROGRAM. I DON'T KNOW IF OUR
[00:55:04]
WATER DEPARTMENT HAS A DISCOUNT PROGRAM AS WELL. THERE'S THE SOLAR PANEL PROGRAM. AND SO THIS IS JUST GREAT INFORMATION. WHEN OUR RESIDENTS ARE STOPPING BY THAT THEY CAN ALSO JUST STOP BY AND KNOW WHAT'S AVAILABLE OUT THERE. THANK YOU FOR THE IMMIGRATION RESOURCES THAT YOU PUT TOGETHER. IT WAS REALLY THOUGHTFUL. THANK YOU FOR PROVIDING THAT. ADDITIONALLY, WE'RE TALKING A GREAT DEAL ABOUT EVENTS IS THAT I WAS JUST TOLD BY CESAR THAT ONE OF OUR TEAMSTERS UNION REPS IS THAT IT HAS BEEN CANCELED. AND THAT'S, I THINK, FOR MANY REASONS. THAT'S BECAUSE I THINK I WAS HAVING A DIFFICULT TIME SECURING ARTIST AND MANY OTHER THINGS THAT THEY PROVIDE ON THEIR END. AND THAT'S A THAT'S AN EVENT THAT WE DO SPEND OVER 100,000, MAYBE 150, 160, $160,000. SO THIS IS WHY I'M ASKING, IS THAT WE JUST COME BACK AND BRING BACK THESE EVENTS, BECAUSE NOW I'M THINKING 165,000 PLUS 100,000, WE'RE ALREADY CLOSE TO 300,000 IN JUST TWO EVENTS. AND SO IT'S YOU KNOW, THAT'S WHY I'M ASKING FOR THE EVENTS TO BE BROUGHT UP WITH THAT. I'M THINKING THAT WE'RE GOING TO SAVE MAYBE ABOUT 100,000 ON THAT EVENT NOW THAT WE, WE NO LONGER HAVE TO USE OR PUT. YEAH, I'M GOING TO READ FROM FROM TELEMUNDO. THERE'S A MESSAGE THAT WAS SENT FROM CELESTE AND I'LL READ THAT. BUT THEY WANT TO STILL DO SOMETHING WITH THE COMMUNITY, BUT THERE SHOULD BE SIGNIFICANT SAVINGS OVER THAT EVENT. I KNOW THAT WE'VE APPROVED A STAGE AT THIS POINT, BUT IT CAN BE CANCELED. THANK YOU. BILL. YEAH, THAT CAME IN THE LAST MEETING. THANK YOU, COUNCIL MEMBER, FOR BRINGING UP THE COOLING CENTER. USUALLY LIBRARY SYSTEMS AND SERVICES ALSO ALLOWS THEIR LIBRARY FOR COOLING CENTERS. I DON'T KNOW IF THEY'RE DOING THAT STILL THIS YEAR, BUT THAT'S SOMETHING GOOD TO KNOW. THAT'S SOMETHING THAT THE COUNTY COVERS. AND ALSO IS THAT, YOU KNOW, JUST THAT WE'RE MAKING SURE THAT WE'RE KEEPING OUR EMPLOYEES HYDRATED OUT THERE, THOSE WHO ARE WORKING IN THE FIELD, I THINK WE PROVIDE WATER. I THINK WE PROVIDE GATORADE. AND JUST MAKING SURE THAT, YOU KNOW, WE'RE PROVIDING THAT TYPE OF RESOURCE TO YOU GUYS TO MAKE SURE THAT YOU'RE STAYING SAFE OUT THERE. AND WITH THAT, I'LL END MY COMMENTS. BILL. THANK YOU. COUNCIL, I'D LIKE TO THANK STAFF. THIS WAS THE FIRST EVENT THAT WE HAD PUT ON WITH OUT OUR LEADER, MARITZA. OUR STAFF LEADER STAFF DID A WONDERFUL JOB. EVERYBODY STEPPED UP. SELENA. JOANNE JANETH, EVERYBODY STEPPED UP. EVERYTHING WENT OFF WELL. ATTENDANCE WAS DOWN. I REMEMBER IN THE PAST WHEN I WAS HERE BACK IN 2019, THAT WE'D HAVE QUITE A FEW BLANKETS AND CHAIRS UP AND THINGS BEFORE, YOU KNOW, THE EVENT WOULD START. AND THERE WASN'T QUITE THAT. WHAT I FOUND INTERESTING, THOUGH, IS RIGHT BEFORE THE FIREWORKS WERE GOING OFF, I NOTICED THAT THE FOOD TRUCKS BACK ALONG FREDERICK WERE PACKED AND THERE WERE LINES COMING OUT OF THEM. I'M LIKE, WHERE ARE ALL THESE PEOPLE COMING FROM? SO WHEN THE FIREWORKS STARTED, I GOT OUT AND I DROVE AROUND TO SEE WHAT WAS GOING ON BECAUSE I KNEW PEOPLE WERE SOMEWHERE. WELL, THERE WERE A BUNCH OF PEOPLE PARKED IN PARKING LOTS AND ALONG THE SIDE OF THE ROAD, WATCHING THE FIREWORKS FROM INSIDE THEIR CARS. AND SO WE HAD A GOOD TURNOUT. WE JUST DIDN'T KNOW IT. AND I'VE ONLY HEARD GREAT THINGS ABOUT THE SHOW. AND SO I WANT TO THANK STAFF. STAFF, YOU CAME THROUGH. YOU DID A GREAT JOB. SO THANK YOU EVERYBODY. AND THEN WITH THAT, LIKE I SAID, WE'VE GOT A ME AND ANDREW BECAUSE ANDREW ORIGINALLY BROUGHT THE CONTRACT FORWARD FROM TELEMUNDO. AND SO CELESTE FROM TELEMUNDO HAD SENT THIS. AND I WANT TO READ THIS. SHE ASKED THAT I READ THIS TO COUNCIL SO THAT THEY KNOW WHAT THEY'RE GOING THROUGH AND WHAT THEY'RE THINKING, BUT. IT SAYS, I HOPE YOU BOTH ARE DOING WELL. SPEAKING ABOUT ME AND ANDREW, I WANT TO SHARE WITH YOU SOME THOUGHTS ABOUT THIS YEAR'S FIESTAS PATRIAS CELEBRATION. AFTER TALKING WITH OUR PARTNERS AND SOME LOCAL BUSINESS OWNERS, WE FEEL THAT HOSTING A LARGE PUBLIC EVENT MAY NOT BE THE BEST OPTION RIGHT NOW. THERE'S A LOT OF FEAR IN THE COMMUNITY DUE TO THE RECENT ICE RAIDS AND GROWING UNCERTAINTY ABOUT WHETHER MORE WILL HAPPEN. PEOPLE ARE SCARED TO ATTEND EVENTS, SHOP OR EVEN GO OUT. SOCIAL MEDIA HAS ONLY ADDED TO THAT ANXIETY. MANY PEOPLE FEEL UNSAFE AND IT'S SOMETHING THAT WE CANNOT IGNORE. FROM OUR STANDPOINT. WE'RE FACING CHALLENGES WITH BOOKING REGIONAL MEXICAN ARTISTS. SOME ARE STRUGGLING TO GET VISAS, OTHERS HAVE HAD THEM DENIED. AND ON TOP OF THAT, WE DON'T HAVE ANY CONFIRMATION SPONSORS YET AT THIS POINT, WHICH MAKES IT TOUGH TO COVER COSTS. LOCAL BUSINESSES HAVE SHARED THAT THEIR FOOT TRAFFIC IS DOWN, AND MANY ARE BEING VERY CAUTIOUS ABOUT SPENDING RIGHT NOW. OVERALL, THE SENSE OF UNCERTAINTY IS[01:00:02]
AFFECTING EVERYONE'S BUSINESSES, FAMILIES AND COMMUNITY MEMBERS ALIKE. INSTEAD OF A BIG EVENT LIKE WE NORMALLY HAVE, I'D LIKE TO SUGGEST A SHIFT IN FOCUS A LONGER TERM, COMMUNITY CENTERED CAMPAIGN. WE COULD WORK TOGETHER TO SHARE HELPFUL INFORMATION, SUPPORT LOCAL BUSINESSES, AND ENCOURAGE PEOPLE TO STAY SAFE WHILE CONNECTING DURING THESE TIMES. WITH HISPANIC HERITAGE MONTH COMING UP, IT'S A GREAT OPPORTUNITY TO CELEBRATE OUR CULTURE AND MORE MEANINGFUL AND SUPPORTIVE WAY. WE'RE STARTING TO WORK ON IDEAS FOR WHAT THIS MIGHT LOOK LIKE, AND WE'LL BE IN TOUCH SOON. IN THE MEANTIME, PLEASE FEEL FREE TO SHARE THIS INFORMATION WITH YOUR TEAM AND LET US KNOW WHAT THE FEEDBACK IS ON YOUR SIDE. THANK YOU FOR YOUR CONTINUED PARTNERSHIP AND WE LOOK FORWARD TO HEARING FROM YOU SOON. AND THAT WAS FROM CELESTE TELEMUNDO. THANK YOU. YES, AND THOSE ARE MY COMMENTS. THANK YOU COUNCIL. THANK YOU EVERY
