EVERYBODY TO THE AGENDA OF THE CITY COUNCIL. REGULAR MEETING OF THE CITY OF COACHELLA. THE COUNCIL SITTING AS THE COACHELLA SANITARY DISTRICT, COACHELLA FIRE PROTECTION DISTRICT, COACHELLA FINANCING AUTHORITY, COACHELLA EDUCATION AND GOVERNMENT ACCESS CABLE CHANNEL CORPORATION COACHELLA WATER AUTHORITY, SUCCESSOR AGENCY TO COACHELLA REDEVELOPMENT AGENCY AND THE COACHELLA PARKS AND RECREATION FOUNDATION. TODAY'S JUNE 11TH, 2025. I'M GOING TO GO AHEAD AND CALL THIS MEETING TO ORDER. I'M GOING TO ASK THE CLERK TO PLEASE NOTE FOR THE RECORD, THE ATTENDANCE. I HAVE NOT HEARD FROM MAYOR PRO TEM DELGADO NOR COUNCIL MEMBER PEREZ. WITH THAT, WE'LL MOVE ON TO OUR PLEDGE OF ALLEGIANCE. I'. ASK OUR CITY ATTORNEY IF YOU COULD LEAD US IN THE PLEDGE. PLEASE STAND. PUT YOUR RIGHT HAND OVER YOUR HEART. READY? BEGIN. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA. AND TO THE REPUBLIC FOR WHICH IT STANDS. ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.

[Approval of Agenda]

MOVE ON NOW TO A PRESENT, ACTUALLY. APPROVAL OF THE AGENDA. ARE THERE ANY CHANGES TO THE AGENDA? NO CHANGES TO THE AGENDA. IS THERE A MOTION TO APPROVE THE AGENDA? MOTION TO APPROVE THE AGENDA. THERE'S A MOTION. IS THERE A SECOND? SECOND. THERE'S A MOTION AND A

[Proclamations/Presentations/Direction]

SECOND. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE. AYE. MOTION CARRIES. WE'LL MOVE ON NOW TO THE PRESENTATION ON THE CHILDREN'S DISCOVERY MUSEUM OF THE DESERT. IS THERE ANYONE HERE? HI. WELCOME. JUST A CLICKER WORK. YEAH. ALL RIGHT. AWESOME. WELL, MAYOR HERNANDEZ, CITY COUNCIL, CITY STAFF AND EVERYBODY THAT'S HERE TODAY. THIS IS A PACKED HOUSE. I'M CINDY BURRIS, AND I'M THE PROUD CEO OF THE CHILDREN'S DISCOVERY MUSEUM OF THE DESERT. AND I'M HERE TODAY TO TELL YOU GUYS A LITTLE BIT ABOUT WHAT'S BEEN GOING ON AT THE MUSEUM AND THEN ALSO TELL YOU WAYS WE WOULD LOVE TO PARTNER WITH THE CITY OF COACHELLA. SO FIRST OF ALL, RAISE YOUR HAND IF YOU'VE BEEN TO THE CHILDREN'S DISCOVERY MUSEUM OF THE DESERT. YOU. THAT MAKES ME HAPPY. ALL RIGHT. GREAT. WELL, WE'VE UNDERGONE SOME CHANGES IN THE LAST COUPLE OF YEARS, BUT I'LL START WITH SORT OF OUR LEGACY. WE WERE STARTED BY THESE TWO TEACHERS HERE WHO UNDERSTOOD THE IMPORTANCE OF HANDS ON LEARNING, ESPECIALLY OUTSIDE OF THE CLASSROOM. WE HAVE SIX AND A HALF ACRES THAT WERE GIVEN TO US BY THE ANNENBERGS. THESE ARE OUR GUIDING PRINCIPLES. OUR MISSION STATEMENT IS TEACHING KIDS ABOUT THE JOY OF LEARNING ABOUT THEMSELVES IN THE WORLD AROUND THEM THROUGH HANDS ON LEARNING. SO EVERYTHING THAT WE DO, WHETHER IT'S OUR EXHIBITS OR OUR PROGRAMING, IS HANDS ON. GETTING THE KIDS RIGHT IN THERE IN THE MIDDLE OF EVERYTHING. DURING THE PANDEMIC, UNFORTUNATELY, WE CLOSED. THAT'S WHEN I CAME ON BOARD. I WAS ON THE BOARD IN 2020, OCTOBER 2020. THAT'S WHEN THEY HAD LET THE STAFF GO. WE HAD $12,000 TO OUR NAME, AND IT WAS IN THE NEWSPAPER THAT WE WERE CLOSING INDEFINITELY. AND WE'VE BEEN AROUND, MIND YOU, FOR ALMOST THREE DECADES. SO THIS REALLY HURT MY HEART. SO THEY WERE LOOKING FOR AN INTERIM CEO, AND I RAISED MY HAND AND SAID, I'M WORKING FROM HOME RIGHT NOW DURING THE PANDEMIC PART TIME, AND I WOULD BE HAPPY TO DO THAT AND FLUSH TOILETS, PAY THE BILLS AND FIGURE OUT WHAT WE'RE GOING TO DO. SO WHEN I GOT THERE, I REALIZED WE COULDN'T CLOSE.

THERE'S JUST NO WAY. WE'RE A TREASURE IN THE VALLEY. AND SO WE UNDERWENT A RE-IMAGINATION. I ASKED THE BOARD TO CONSIDER HIRING ME FULL TIME, AND PROMISED THEM THAT I WOULD FUNDRAISE AND REOPEN BETTER THAN EVER. SO THAT'S EXACTLY WHAT WE DID. WE REIMAGINED THE MUSEUM, OUR MAIN GALLERY. IF YOU HAVE BEEN THERE BEFORE, IT'S THE GALLERY RIGHT OFF OF THE LOBBY, AND WE CREATED THIS BRAND NEW EXPERIENCE WHERE BEFORE EVERYTHING WAS PURPLE AND SORT OF SUBDUED AND A LITTLE BIT INSTITUTIONAL, IF YOU ASK ME. NOW, IT'S THIS BEAUTIFUL, JOYFUL CHILDREN'S MUSEUM. SO THIS IS WHAT IT LOOKS LIKE NOW. THAT WAS THE RENDERING THAT YOU SAW BEFORE. AND THIS IS IN ACTUALITY, THE PINK BUNNY IS JOY. OUR AMBASSADOR BUNNY, WHO WELCOMES EVERY GUEST WHEN YOU COME IN. AND IT JUST THIS IS WHAT THE INSIDE OF MY BRAIN LOOKS LIKE. COLORFUL, JOYFUL, HAPPY. MAYBE A LITTLE MORE GLITTER. THESE ARE SOME PICTURES FROM INSIDE THE MUSEUM. AGAIN, HANDS ON LEARNING, EXPRESSING THEMSELVES. WE HAVE A TODDLER SPACE JUST FOR THE LITTLE ONES UNDER FOUR, AND A CRAWLER SPACE FOR THOSE UNDER TWO. THIS IS OUR SPACE UPSTAIRS CALLED DREAM. IT'S SORT OF A SUBDUED, VERY CALM SPACE. THIS WAS GOING TO BE OUR ORIGINAL SENSORY SPACE, BUT WE KIND OF WENT ON FROM THERE AND WENT BANANAS, WHICH I'LL TELL YOU ABOUT IN A MINUTE. THIS IS EXPERIMENT. IT'S ALL ABOUT SCIENCE AND BUILDING. INSTEAD OF JUST HAVING A LEGO SET OR A SET OF KIVA PLANKS, WE'VE GOT THOUSANDS OF THEM. SO REALLY, THE SKY'S THE LIMIT FOR KIDS. SOME OF THE EXHIBITS THAT WE HAD BEFORE, IF YOU'VE BEEN THERE BEFORE, EVEN IF IT WAS YEARS AGO, AGAIN, BEING THERE FOR ALMOST 30 YEARS, THIS WAS THE GROCERY STORE WHICH WE TURNED INTO A FARMERS MARKET. SO IT RECOGNIZES OUR AGRICULTURAL HISTORY HERE IN THE COACHELLA VALLEY, THE PIZZA PLACE. WE TURNED INTO A WORLD CUISINE RESTAURANT SO WE COULD CELEBRATE OTHER CULTURES AND FOODS. AND WE HAVE ALL OF OUR MATERIALS AND

[00:05:06]

BOOKS ARE ALL IN BOTH ENGLISH AND SPANISH, AND WE HAVE MANDARIN BOOKS AS WELL. WE HAVE A MUSICAL ISLAND SO THAT KIDS CAN PLAY MUSIC WHEN THEY'RE OUTDOORS. WE HAVE MULTIPLE CLASSROOMS. THIS IS A FLEX SPACE THAT WE USE FOR CAMPS AND FOR MY BOARD MEETINGS. THIS IS OUR THIRD BUILDING THAT WE'RE REALLY EXCITED ABOUT. WE'VE OBTAINED FUNDING TO CREATE A SPACE FOR TEENAGERS IN MIDDLE SCHOOL AND HIGH SCHOOL. THIS IS SOMETHING THAT'S NEEDED IN THE VALLEY, AND WE'RE GOING TO BE DOING THINGS LIKE 3D PRINTING, A MAKERSPACE, MUSIC CREATION, SEWING AND EMBROIDERY, TEACHING, ENTREPRENEURIAL ISM, AND LIFE SKILLS LIKE FINANCIAL LITERACY AND PUBLIC SPEAKING. OUR ATTENDANCE SINCE WE'VE REOPENED, WE REOPENED ABOUT A YEAR AGO. WE JUST CELEBRATED OUR ONE YEAR REOPENING ON MAY 24TH, AND OUR ATTENDANCE HAS BEEN JUST AS GREAT AS IT WAS BEFORE THE PANDEMIC, IF NOT BETTER. WE SEE ABOUT 85,000 GUESTS A YEAR. WE DO HAVE OUR MUSEUMS FOR ALL INITIATIVE. THIS IS A PROGRAM THAT ALLOWS EBT CARDHOLDERS TO COME TO THE MUSEUM AT A REDUCED RATE. SO INSTEAD OF BEING $20 PER PERSON, IT'S $5 PER PERSON.

SO FAMILY OF FOUR CAN COME FOR THE PRICE OF ONE ADULT. WE SEE 80 OVER 85,000 VISITORS A YEAR, AS I MENTIONED, AND WE REALIZE WE'RE AN ECONOMIC DRIVER IN THE VALLEY. A LOT OF THE RESORTS AND HOTELS IN THE VALLEY ARE CHANGING THEIR MARKETING STRATEGIES TO ATTRACT FAMILIES, AND WE ARE ONE OF THE PLACES THAT WILL PROVIDE A PLACE FOR THOSE FAMILIES TO GO. THIS IS AN EXAMPLE OF OUR PROGRAMING. WE HAVE DAILY PROGRAMING RIGHT NOW. WE HAVE TEN WEEKS OF SUMMER CAMP, BUT WE HAVE STORYTIME, MUSIC AND MOVEMENT SCIENCE, ALL KINDS OF DIFFERENT PROGRAMS. WE EVEN HAVE A YOGA LAWN. SO WE HAVE KIDS YOGA WHEN IT'S NOT 111 DEGREES, IT'S TIME FOR FIELD TRIPS. WE DO A LOT OF FIELD TRIPS. UNFORTUNATELY, THIS IS ONE OF THE ONLY WAYS A LOT OF YOUR COACHELLA KIDS ARE COMING TO THE MUSEUM. WE SEE THOUSANDS OF YOUR KIDS AND THEY COME FROM THE SCHOOLS OUT HERE. BUT IT IS A STRUGGLE. IT'S A STRUGGLE FOR THE FAMILIES WITH SOCIOECONOMIC BARRIERS, WHICH BREAKS MY HEART. IT'S A IT'S A STRUGGLE FOR THE SCHOOLS AS WELL. TRANSPORTATION IS EXPENSIVE AND GETTING TO THE MUSEUMS. SO THAT'S ONE WAY WE WOULD LOVE TO PARTNER WITH THE CITY OF COACHELLA, TO HAVE EITHER COACHELLA DAY FOR FAMILIES, OR TO SUBSIDIZE OUR MUSEUMS FOR ALL PROGRAM, OR TO HELP SUBSIDIZE FIELD TRIPS SO WE CAN GET AS MANY OF THE LITTLES TO THE MUSEUM AS POSSIBLE. MY BIG, HUGE IDEA I'LL SAVE TILL THE END. WE DO BIRTHDAY PARTIES AT THE MUSEUM. AS I MENTIONED, WE HAVE TEN WEEKS OF SUMMER CAMP. THEY ARE ALL THEMED.

THAT'S ANOTHER WAY WE COULD PARTNER IS TO HAVE SCHOLARSHIPS FOR KIDDOS TO COME TO CAMP, BECAUSE THAT CAN BE ANOTHER ISSUE WITH SOCIOECONOMIC BARRIERS. HERE'S SOME OF THE THEMES THAT WE HAVE FOR CAMP. WITH OUR REOPENING, WE DID SOME THINGS WE SHOULD HAVE DONE ALL ALONG FOR THE PAST 27 YEARS BEFORE I GOT THERE. SO WE INCREASED ACCESSIBILITY. WE HAVE AUTOMATIC DOORS. WE'RE BRINGING IN AMERICAN SIGN LANGUAGE INTERPRETER FOR SOME OF OUR STORYTIMES. WE HAVE ADAPTIVE BIKES FOR OUR TRIKE TRACK. AND AGAIN, WE HAVE EVERYTHING IN SPANISH. WE ARE ALSO A CERTIFIED AUTISM CENTER. WE DID THIS THROUGH VISIT GREATER PALM SPRINGS WHEN THEY MADE THE WHOLE VALLEY AN AUTISM READY DESTINATION. WE WERE THE FIRST ONES TO SIGN ON. IT WAS VERY IMPORTANT TO US. WE ALSO GOT FUNDING. I WON THE FAST PITCH COMPETITION AT THE WRAP FOUNDATION, AND WE CREATED A SERENITY ROOM THAT'S SPECIFICALLY FOR FAMILIES WHOSE LITTLE ONES HAVE A MELTDOWN SO THEY CAN HAVE A PRIVATE SPACE WHERE THEY CAN COME BACK TO A PLACE OF CALM. WE HAVE SENSORY BAGS. WE HAVE SENSORY SENSITIVITY GUIDES THAT TALK ABOUT THE TYPE AND LEVEL OF STIMULATION OF EACH OF OUR EXHIBITS, SO THOSE FAMILIES CAN PLAN THEIR BEST VISIT. THIS IS ANOTHER. THIS IS WHEN WE, THE DESTINATION, GOT THE CERTIFICATION. AND THOSE ARE SOME OF OUR TOOLS THAT WE HAVE.

WE HAVE A LOT OF DIFFERENT EVENTS. WE PARTNERED WITH DREAMWORKS FOR THIS MEET GABBY FROM GABBY'S DOLLHOUSE. I'M SURE YOU'VE ALL HEARD OF HER HUGE DAY, BIG SUCCESS. EVERYBODY LOVED GABBY. WE ALSO DID THIS MUSIC FESTIVAL WHEN WE HAD THE LA FIRES. WE WERE WE REALIZED THAT WE'RE NOT THE FIRST RESPONDERS. WE'RE NOT POLICE, WE'RE NOT FIRE, BUT WE'RE THE SECOND RESPONDERS. WE PROVIDE THE SAFE SPACE FOR FAMILIES TO COME AND BE TOGETHER IN TIMES OF TROUBLE LIKE THIS. AND WE HAD A LOT OF FAMILIES, KIDS COMING IN THEIR JAMMIES WITH THEIR TEDDY BEAR. SO WE TOOK IT SERIOUSLY. AND IN 24 HOURS WE CREATED THIS COACHELLA ISH EVENT. I KNOW I'M NOT SUPPOSED TO SAY THAT MUSIC FESTIVAL EVENT WITH A DJ, WITH A BUBBLE MACHINE, WITH TATTOOS, SELFIE STATION, ALL KINDS OF FUN THINGS. SO WE REALLY SERVE OUR COMMUNITY IN A LOT OF DIFFERENT WAYS. WE HAVE HAD OUR FIRST ANNUAL NEURODIVERGENT ART AND CRAFT FAIR, WHICH WE'RE GOING TO BE REDOING AGAIN THIS YEAR IN NOVEMBER. AND WE DO HAVE PAID CLASSES LIKE LITTLE CHEFS AND LITTLE SCIENTISTS AS WELL. WE WILL BE OFFERING, STARTING IN JULY, FREE SCIENCE NIGHTS AT THE MUSEUM. THAT'S SOMETHING THE CITY OF INDIAN WELLS HELPED US TO FUND FOR SIX MONTHS. WE WILL

[00:10:04]

HAVE THAT EVERY MONDAY NIGHT. AGAIN, I MENTIONED WE HAVE A ZEN LAWN WITH YOGA WHEN IT'S COOLER THIS SATURDAY. IF YOU GUYS ARE NOT BUSY, WE DO HAVE A FUNDRAISER AT THE CACHET ESTATE IN INDIO. WE'RE DOING IT IN CONJUNCTION WITH THE HANSEN HOUSE FOUNDATION BECAUSE WE BOTH SERVE KIDS AND FAMILIES. WE THOUGHT THIS WOULD BE A GREAT WAY TO SUPPORT BOTH ORGANIZATIONS. THIS IS MY WHY. IT ALWAYS GETS ME A LITTLE CHOKED UP, BUT WHEN I FIRST GOT TO THE MUSEUM, I DO ALL OF OUR SOCIAL MEDIA AND I NEEDED CUTE KIDS AND I NEEDED KIDS THAT I HAD PERMISSION. SO THESE ARE MY KIDS. I WENT THROUGH MY CAMERA ROLL AND I HAD OVER 800 PICTURES OF MY KIDS AT THE MUSEUM, AND THEY'RE NOW 13 AND 15. SO THIS KIND OF TELLS THE STORY OF THEM GROWING UP IN THE MUSEUM WITH MY HUSBAND AND MYSELF AND LEARNING AND CREATING THESE CORE MEMORIES. AND THIS IS WHAT I WANT FOR EVERY KID. SO MY BIG IDEA JUST PUT THIS IN YOUR POCKET AND THINK ABOUT IT. AND WHEN YOU'RE GOING THROUGH YOUR BUDGET, THINK ABOUT THIS. I WOULD LOVE TO HAVE A SATELLITE LOCATION OUT HERE, MAYBE A SMALLER EXPERIENCE, BUT NOT A LESSER EXPERIENCE. MAYBE HAVE A MUSEUM HERE THAT GETS RID OF THE TRANSPORTATION ISSUES. MAYBE IT REMOVES THE SOCIOECONOMIC BARRIERS SO THOSE KIDS CAN COME AND EXPERIENCE THE CHILDREN'S DISCOVERY MUSEUM. THIS IS OUR COLOR, OUR COURTYARD FUNDRAISER. IF THE CITY OF COACHELLA WOULD LOVE TO PARTNER IN ANY OF THOSE WAYS, YOU CAN SEE THE CITY ON ONE OF OUR CRAYONS AROUND THE COURTYARD, AND IF YOU HAVE QUESTIONS, I WOULD WELCOME THEM. THANK YOU COUNCIL. ANY QUESTIONS? LOOKS LIKE YOU LEFT US SPEECHLESS. WELL, GOOD. THAT'S THE POINT I THINK WE'RE ALL THINKING ABOUT WHEN WE WERE KIDS. YEAH. YOU KNOW, AND I'VE BEEN THERE AND IT'S A IT'S A BEAUTIFUL PLACE. IT IS A BEAUTIFUL. AND I REMEMBER GOING THERE WHEN I WAS A KID AND TAKING MY GIRLS THERE. AND SO IT'S SOMETHING THAT WE, WE SHOULD CONSIDER AND WE'LL PONDER THAT EVEN FURTHER AS WE HAVE OUR BUDGET CONVERSATION. SO THANK YOU FOR BEING HERE. THANK YOU I APPRECIATE IT. THANK YOU, THANK YOU. I HAVE A PROCLAMATION. THIS IS PRESENTED TO THE COACHELLA FOOTBALL CLUB PREMIER. ANY FOOTBALL PLAYERS IN THE HOUSE SOCCER, FOOTBALL, SOCCER.

COMMUNICATIONS. ANY WRITTEN COMMUNICATIONS. WE RECEIVED TWO WRITTEN COMMUNICATIONS. THEY WERE BOTH RECEIVED ON JUNE 10TH, ONE FROM LINDA AGUIRRE WITH THE SUBJECT LINE HIRING OF WILLIAM PATTERSON. THE SECOND WRITTEN COMMUNICATION ALSO RECEIVED JUNE 10TH FROM JAMES RODRIGUEZ WITH THE SUBJECT LINE OF FIRST AMENDMENT RIGHTS TO PROTEST. THESE WERE ALL FORWARDED TO COUNCIL AND THEY'RE AVAILABLE UPON REQUEST. THANK YOU. WE HAVE THOSE. FOR THE RECORD, PUBLIC

[Public Comments (Non-Agenda Items) (Limited to a maximum of 30 minutes. If additional time is required for public comments, they will be heard after Item No. 15. Public Hearing Calendar):]

COMMENTS LIMITED TO A MAXIMUM OF 30 MINUTES. AND IF ADDITIONAL TIME IS REQUIRED FOR PUBLIC COMMENTS, THEY WILL BE HEARD AFTER ITEM NUMBER 15. PUBLIC HEARING. THE PUBLIC MAY ADDRESS THE BOARD CORPORATION AUTHORITY ON ANY ITEM OF INTEREST TO THE PUBLIC THAT IS NOT ON THE AGENDA, BUT IS WITHIN SUBJECT MATTER JURISDICTION THEREOF. MADAM CLERK, ANY SPEAKERS? YES, AND THESE ARE FOR GENERAL PUBLIC COMMENTS, NON-AGENDA ITEMS. AGAIN, THE FIRST ONE IS ALAN CARR. GOOD EVENING. MY NAME IS ALAN CARVALHO. I RETURNED WITH RECEIPTS AS REQUESTED. THE LAST TIME I APPEARED BEFORE THE COUNCIL, I WAS ADDRESSING THE HYPOCRISY OF PEOPLE DEMANDING THAT COUNCIL MEMBER PEREZ RESIGN FROM HER POSITION BECAUSE SHE KNEW, OR SHOULD HAVE KNOWN THAT HER HUSBAND WAS IN THE UNITED STATES. UNAUTHORIZED PEOPLE WERE CALLING FOR HER RESIGNATION FROM THIS COUNCIL, MERELY FOR THE NOTION THAT SHE KNEW OF A POTENTIAL CRIME BY A FAMILY MEMBER. LAST TIME I QUESTIONED IF HAVING A CRIMINAL PAST OR HAVING A MEMBER WITH A CRIMINAL RECORD, SHOULD THAT DISQUALIFY ANYONE ELSE SERVING IN THE COUNCIL, AS THIS SEEMS TO BE THE NEW LITMUS TEST PEOPLE WERE DEMANDING AND THIS SANCTUARY CITY OF COACHELLA. MR. MAYOR, I QUESTION WHETHER OR NOT YOUR CRIMINAL PAST SHOULD HAVE MADE YOU INELIGIBLE UNDER THIS NEW LITMUS TEST. BASED ON THE INFORMATION I HAD FROM A 2023 RIVERSIDE COUNTY SUPERIOR COURT

[00:25:06]

CRIMINAL CASE, RECORD IT SHOW THAT YOU HAVE BEEN PREVIOUSLY CHARGED WITH THREE CRIMES, INCLUDING RECEIVING STOLEN PROPERTY, FILING A FALSE POLICE REPORT, APPROPRIATING LOST STOLEN PROPERTY VALUED AT MORE THAN $950, MAKING IT A FELONY. MR. MAYOR, THE INFORMATION FROM 2023 SHOWED THAT YOU PLED GUILTY TO A FELONY. NEW INFORMATION FROM RIVERSIDE COUNTY SUPERIOR COURT RECORDS HAVE BEEN UPDATED TO SHOW THAT YOUR CASE, THROUGH A PLEA AGREEMENT WITH YOUR ATTORNEY, WAS REDUCED FROM A FELONY TO A MISDEMEANOR. I BROUGHT RECEIPTS AS YOU REQUESTED. WITH THAT BEING SAID, MR. MAYOR, WERE YOU ANY LESS GUILTY OF THESE CRIMES? WAS A WARRANT FOR YOUR ARREST ANY LESS SERIOUS? WAS THE VALUE OF THE STOLEN PROPERTY YOU POSSESSED ANY LESS VALUABLE? WOULDN'T YOU AGREE THAT JUST BECAUSE YOU HAD A GOOD ATTORNEY WHO NEGOTIATED A PLEA BARGAIN, ALLOWING TWO OF THE CHARGES TO BE DROPPED AND THE FINAL CHARGE REDUCED TO A MISDEMEANOR, DOES THAT MAKE THIS ANY LESS A CRIMINAL? DOES THAT CHANGE THE FACT THAT YOU WERE ORIGINALLY CHARGED AS A FELON? AND WEREN'T THERE FINANCIAL CRIMES CHARGE AGAINST YOU AND ONE THAT YOU WILLFULLY PLED GUILTY TO? IS IT NOT TRUE THAT YOU REPRESENT YOU PRESENT? EXCUSE ME, PRESENTLY SERVE AS COUNTY SUPERVISOR MANNY PEREZ, CHIEF OF STAFF. IS IT STEPHANIE VIRGIN, ALSO YOUR STAFF MEMBER? AND DOESN'T HER JOB PERFORMANCE, POTENTIAL PAY INCREASE AND PROMOTIONS START WITH YOUR SUBJECTIVE POINT OF VIEW? DOES HER VOTING RECORD AT THIS DAIS AFFECT HER JOB PERFORMANCE AT SUPERVISOR PEREZ'S OFFICE, OR ARE YOU SKILLFULLY, SKILLFULLY ABLE TO SEPARATE THE TWO? IS. IT APPEARS THAT COUNCIL MEMBER VIRGIN SELDOMLY VOTES AGAINST YOU. AM I DONE? 30S OKAY, THANK YOU, IF AT ALL, IF SHE REQUIRED TO FOLLOW YOUR LEAD, HOW ARE YOU HANDLING THIS APPARENT CONFLICT OF INTEREST THAT INVOLVES NOT ONLY COUNCIL MEMBER VIRGIN'S PERSONAL FINANCES, BUT THE CITY'S FINANCES TOO? IS IT WRONG FOR ME TO ASK THESE QUESTIONS? IS IT WRONG FOR THE CONSTITUENTS TO KNOW THE TRUTH? I HAVE THE RECEIPTS, AND I'M MORE THAN HAPPY TO GIVE ALL COUNCIL MEMBERS YOUR POLICE RECORD. OKAY. THANK YOU VERY MUCH. THANK YOU. NEXT SPEAKER. THE NEXT SPEAKER IS JUAN ALVARADO. JUAN ALVARADO. HELLO, I'M JUAN ALVARADO, MEMBER OF THE COMMUNITY AND FUTURE RESIDENT OF COACHELLA. WITH THE. WHEN HOPEFULLY THE ANNEXATION OF P2 GOES THROUGH. AND I'M HERE REGARDING THE SOCCER LEAGUES, OBVIOUSLY, YOU KNOW, SOCCER IS VERY IMPORTANT. WE HAD COACHELLA FC HERE DOING GREAT THINGS IN THE SHORT AMOUNT OF TIME THAT THEY'VE BEEN AROUND, SO GOOD JOB TO THEM. JUST WANTED TO FOLLOW UP ON THE REQUEST FOR PROPOSALS. I KNOW THAT A COUPLE CANDIDATES SUBMITTED, SO I JUST WANTED TO FOLLOW UP ON THAT AND SEE WHEN A DECISION WAS GOING TO BE MADE OR HOW IT WAS GOING TO BE MADE. AND I KNOW THAT BOTH PRESIDENTS LEAGUES HAVE COME IN THE PAST TO MAKE PUBLIC COMMENTS SAYING THAT YOU GUYS SKIPPED STEPS AND, YOU KNOW, THE SAME OLD BLAH, BLAH, BLAH FROM THEM. AND I WANT TO THANK COUNCILMEMBER DENISE DELGADO FOR ASKING BILL TO SEND THEM THE VIDEO OF THE STUDY SESSION WHERE THEY AGREED TO ONE LEAGUE. SO THANK YOU FOR, YOU KNOW, HAVING THEM DO THAT SO THAT THEY CAN TO PRETTY MUCH FACT CHECK THEM AND THEY'RE MISLEADING THE COMMUNITY. SO AGAIN THANK YOU FOR FACT CHECKING THEM. AND AGAIN JUST WANT TO KNOW WHEN A DECISION IS GOING TO BE MADE AND WHAT ARE THE NEXT STEPS. THANK YOU THANK YOU THANK YOU MELISSA ROGER.

OKAY. HI MY NAME IS MELISSA ROJO. KIND OF FOLLOWING WHAT JOHNNY SAID, BUT I'M A RESIDENT HERE, A NEW RESIDENT HERE IN COACHELLA, AND I'M IN SUPPORT OF CHANGE TO HAVE ONE NEW LEAGUE, AS I WOULD LOVE FOR MY KIDS TO PLAY HERE. BUT I WOULD LIKE AN ORGANIZED LEAGUE. FOR INSTANCE, EVERY TIME I ASK MY SISTER WHEN MY NIECE AND NEPHEW PLAY, THERE'S NEVER A SCHEDULE, SO I CAN NEVER SEE THEM OR WATCH ANY OF THEIR GAMES. AND FOR INSTANCE, IF YOU LOOK ON THEIR WEBSITE NOW, BOTH LEAGUES STILL DON'T HAVE A SCHEDULE FOR THE WEEKEND GAMES. AND I HAVE A DAUGHTER. SHE'LL BE FOUR, SHE'LL BE FOUR IN THE NEXT YEAR. SO SHE'LL SHE'LL BE PLAYING SPORTS AS WELL. AND SO I WANT HER TO BE PART OF A LEAGUE. AND IF I AM LOOKING INTO AN ORGANIZED LEAGUE, THEN THAT WOULD MEAN I'D HAVE TO GO TO INDIO, LA QUINTA, PALM DESERT. AND I DON'T WANT TO DO THAT BECAUSE I AM A NEW RESIDENT HERE IN COACHELLA FOR THE LAST THREE YEARS NOW, SO I LOOK FORWARD TO TAKING HER TO A PARK THAT'S LESS THAN A MILE AWAY FROM MY HOUSE AND, YOU KNOW, ORGANIZE MY SCHEDULE AND WORK AROUND THAT. SO WE'RE READY FOR NEW IDEAS AND OPPORTUNITIES

[00:30:05]

THAT THEY'RE GOING TO BRING TO THE COMMUNITY AND FOR THE FUTURE OF MY CHILDREN. THANK YOU, THANK YOU, THANK YOU, THANK YOU. NEXT SPEAKER, EDUARDO CEJA. HI. GOOD AFTERNOON. MY NAME IS EDUARDO CEJA. SAME WITH JUAN. SAME THIN. BASICALLY LOOKING FOR AN ORGANIZED LEAGUE. MY SON, HE'S ALREADY EIGHT YEARS OLD. HE'S PLAYED BOTH LEAGUES IN THE COACHELLA AND IT'S JUST UNORGANIZED. AS A SINGLE FATHER, IT'S HARD FOR ME, YOU KNOW, TO HAVE SOMEBODY TAKE HIM BECAUSE HE HAS PRACTICE. AND THEN OUT OF NOWHERE, EVEN ON THE APP, THERE'S NOTHING SAYING WHEN THE NAMES ARE. NEXT THING YOU KNOW, YOU CHECK ON IT AND THERE'S A GAME. SO WITH THE LEAGUE THAT'S COMING UP, I FEEL IT'S GOING TO BE BETTER FOR HIM, FOR US TO HAVE EVERYTHING MORE ORGANIZED, PREPARED AND A FUTURE FOR OUR KIDS, YOU KNOW, MAKING SURE THEY'RE GOING TO SCHOOL, COLLEGE LIKE THE KIDS NOW, YOU KNOW, THEY WANT TO LOOK UP TO THEM. THAT'S IT. THANK YOU, THANK YOU, THANK YOU, CESAR WASANO. SO IT'S PRETTY MUCH THE SAME THING. YOU KNOW, MY SON'S BEEN PLAYING SOCCER HERE FOR A LONG TIME. WE'VE TRIED BOTH LEAGUES. WE ENDED UP IN THE RANCHO LAS FLORES AND IT'S JUST SUPER HARD. SUPER HARD. WE TRY REALLY HARD TO KEEP OUR KIDS HERE BECAUSE I DON'T WANT TO BE MOVING TO OTHER CITIES BECAUSE I WANT MY KIDS TO FLOURISH HERE IN COACHELLA, JUST JUST LIKE THE KIDS THAT ARE DOING NOW. AND THE THING IS, WE HAVE TO GIVE IT A CHANCE. WE HAVE TO DO SOMETHING ELSE, DO SOMETHING BETTER FOR OUR KIDS BECAUSE, YOU KNOW, THEY COULD BECOME FOOTBALL PLAYERS. JUST KIDDING. AND THAT'S IT. THANK YOU. THANK YOU. CLAUDIA ALVARADO. HELLO. MY NAME IS CLAUDIA ALVARADO. GOOD EVENING, CITY COUNCIL. LAST TIME WE WERE HERE ABOUT SIX MONTHS AGO, THE VOTE TO HAVE ONE LEAGUE WAS FIVE ZERO. ALL IN FAVOR TO HAVE ONE LEAGUE? EVEN THE PRESIDENT, MONTANO AND ALMA AGREED THAT THEY THEY WOULD BE OKAY TO HAVE ONE LEAGUE HERE SIX MONTHS LATER. LOOKING FORWARD FOR THIS CHANGE. I'M EXCITED BECAUSE I KNOW WHAT THE NEW LEAGUE IS GOING TO BRING. IT'S GOING TO BRING TRANSPARENCY. IT'S GOING TO BRING HONESTY, GROWTH, CONNECTIONS WITH UNIVERSITIES, A LOT OF OPPORTUNITIES. I'M EXCITED NOT ONLY TO BE A PART OF THIS CHANGE, BUT TO AS A MOTHER TO KNOW THAT THERE'S GOING TO BE A SIMPLE APP WHERE WE CAN SEE A SCHEDULE FOR THREE MONTHS. IT'S SOMETHING SO SIMPLE, BUT LIKE I SAID SIX MONTHS AGO, I CANNOT PLAN A CAMPING TRIP BECAUSE THERE'S NO ORGANIZATION. WE ALREADY GAVE THEM 15 YEARS. I DON'T KNOW ABOUT SEVEN YEARS, AND IF THEY CAN'T FIX IT IN THOSE YEARS, I DON'T THINK THEY'RE GOING TO FIX IT IN THE NEXT THREE MONTHS. IT HAS BEEN SAID THAT BY THE FALL OF 2025, THE NEW LEAGUE, WHOEVER ENDS UP BEING SELECTED WOULD HAVE THE OPPORTUNITY TO START. WELL, I WANT TO ASK YOU, CITY COUNCIL, LET'S HAVE CHANGE. LET'S GROW TOGETHER, GIVE AN OPPORTUNITY TO A NEW GROUP THAT HAS THAT WANTS TO GROW AND GIVE OTHER, OTHER THINGS TO OUR COMMUNITY. CONNECTIONS TO UNIVERSITY FIELD TRIPS, DIFFERENT THINGS THAT THEY HAVE NOT SEEN. WE ARE BUSY PEOPLE, BUT WE WANT TO HELP OUR COMMUNITY. WE DON'T DO IT FOR FUNDS. WE DON'T DO IT FOR NONE OF THAT. WE DO IT BECAUSE OUR HEART'S IN THE RIGHT PLACE. AND I'VE ALREADY BEEN THERE FOR SEVEN YEARS, AND IN SEVEN YEARS I DON'T KNOW WHAT'S GOING TO HAPPEN TOMORROW. I DON'T EVEN KNOW IF WE'RE GOING TO PLAY THIS WEEKEND, BECAUSE I'LL FIND OUT TWO HOURS BEFORE, MAYBE SEVEN HOURS BEFORE OR MAYBE 12 HOURS. BUT IT'S STILL NOT FAIR. I THINK THE CITY OF COACHELLA OFFERS A LOT, AND I THINK IN THIS, IN THIS DEPARTMENT, WE'RE LACKING.

SO I REALLY HOPE CITY COUNCIL MEMBERS, YOU HEAR US OUT. YOU HEAR MY HEART. WE'RE HERE TO HELP. WE'RE HERE TO MAKE A CHANGE. AND PLEASE UNDERSTAND THAT WE'RE DOING IT WITH THE RIGHT INTENTIONS. BUT IT'S TIME FOR CHANGE. THANK YOU. THANK YOU, JOSE VALENCIA. HELLO, MY NAME IS JOSE VALENCIA. I'M PRETTY MUCH HERE FOR THE SAME REASON. I WANTED TO THANK YOU GUYS FOR THE RFP THAT YOU GUYS PUT TOGETHER FOR THIS NEW LEAGUE. IT IS A BLUEPRINT FOR THE KIND OF LEAGUE THAT THE THAT THE CITY OF COACHELLA DESERVES, AND THE KIDS IN THE COMMUNITY DESERVE ONE THAT NOT ONLY CONTINUES THE HIGH LEVEL OF QUALITY SOCCER THAT YOU THAT THEY'RE CURRENTLY DOING, BUT ONE THAT WILL ALSO GIVE KIDS THAT ARE PLAYING FOR THE FIRST TIME A CHANCE TO BELONG TO A RECREATIONAL LEAGUE. SO EVERYBODY HAS A CHANCE TO PLAY ONE THAT CAN PROVIDE SCHEDULES FROM THE BEGINNING OF THE SEASON SO THAT, LIKE CLAUDIA SAYS, SO THEY CAN SO PARENTS CAN PLAN AND YOU CAN HAVE FAMILY MEMBERS COME ACTUALLY WATCH THE GAMES AND NOT WORRY ABOUT LAST MINUTE CALLS, ONE THAT WILL HAVE FULL TRANSPARENCY AND IS WORKING FOR

[00:35:07]

THE COMMUNITY, AN ORGANIZATION THAT'S WORKING FOR WORKING FOR THE COMMUNITY. WITH THAT IN MIND, WE'RE ANXIOUS TO SEE WHAT THE NEXT STEPS ARE. THE RFP WAS SUBMITTED ON MAY 19TH, AND THE RFP ALSO STATES THAT IN THE SUMMER, A DECISION WILL BE MADE SO THAT WHOEVER IS GOING TO BE OPERATING THE LEAGUE WILL BE ABLE TO START IT IN THE FALL. THE FIELDS ARE IN THE FALL OF 2025, THE FIELDS WILL BE AVAILABLE IF, IF, IF I REMEMBER CORRECTLY, MID SEPTEMBER. AND FOR MOST LEAGUES YOU WANT TO GIVE A 3 TO 4, 3 TO 4 WEEK REGISTRATION PERIOD. AND WITH IT BEING A NEW PROCESS, YOU'RE GOING TO WANT TIME TO BE ABLE TO DO ALL THAT KIND OF STUFF AND BE ABLE TO GIVE THE COMMUNITY THE EXPERIENCE THEY DESERVE. SO WE ARE EXCITED AND LOOK FORWARD TO HEARING WHAT THESE NEXT STEPS ARE SO THAT WE CAN ALL MOVE FORWARD. THANK YOU VERY MUCH.

NOW TO CONSIDERATION. TO FILL TWO VACANCIES. WE HAVE STAFF REPORT, PLEASE.

GOOD EVENING, COUNCIL MEMBERS. MY NAME IS KENDRA. INTERIM DEVELOPMENT SERVICES DIRECTOR.

TONIGHT WE ARE SEEKING YOUR RECOMMENDATIONS TO FILL TWO VACANCIES ON THE PLANNING COMMISSION. WE HAVE ONE VACANCY DUE TO COUNCILMEMBER PEREZ'S APPOINTMENT. AND THEN WE HAVE ANOTHER VACANCY DUE TO FORMER COMMISSIONER JAREMA. HER RESIGNATION IN APRIL. SO. ALL RIGHT. DO YOU GUYS WANT TO HANDLE THIS? SO I WOULD LIKE TO MOVE FORWARD WITH THE PERSON THAT I HAD SELECTED, MARGARITA LOPEZ, FOR PLANNING COMMISSION. IS THAT WAS SHE SELECTED THE LAST TIME? YES, SHE WAS. AND SHE DENIED IT RIGHT AT THE TIME, YES. ALL RIGHT. I DON'T ACCEPT HER NOMINATION. SHE HAD IT. AND THEN SHE WITHDRAW IT. AND SHE SAID SHE COULDN'T DO IT. AND WHY IS SHE BACK? I THINK THAT THE REASON WHY SHE WAS PROBABLY THINKING ABOUT GOING BACK WAS BECAUSE OF ALL THE ISSUES THAT I WENT THROUGH. MAYOR, AND SHE DID NOT KNOW IF I WAS GOING TO CONTINUE ON CITY COUNCIL OR NOT. AND I WOULD LIKE TO GIVE HER THE OPPORTUNITY TO BE ON THE PLANNING COMMISSION. SHE HAD IT, BUT SHE DID IT BECAUSE I WAS ASKING HER TO BE PART OF THE PLANNING COMMISSION IF SHE WAS INTERESTED. SHE DID NOT KNOW IF I WAS GOING TO CONTINUE ON CITY COUNCIL OR NOT. SHE WAS APPOINTED, WASN'T SHE? I DON'T KNOW IF SHE WAS APPOINTED. I WAS NOT HERE DURING SHE WAS APPOINTED. SHE WAS APPOINTED AND SHE RESIGNED. SO I WOULD LIKE TO SEE SOMEONE THAT WOULD LIKE TO TAKE THE POSITION AND NOT RESIGN. RYAN IS IT COUNCILMEMBER PEREZ'S NOMINATION? THAT HAS TO BE CONSIDERED. COUNCIL. ANY COUNCILMEMBER CAN MAKE THE NOMINATION UNDER THE MUNICIPAL CODE THE MAYOR MUST APPOINT, AND THEN COUNCIL AS A WHOLE MUST APPROVE THE APPOINTMENT. SO THE MAYOR NEEDS TO MAKE THE APPOINTMENT BASED UPON THE NOMINATION OF A COUNCIL MEMBER. SO DOES THE NOMINATION HAVE TO COME FROM FROM THE COUNCIL MEMBER? THAT SEAT IS VACANT. IT HAS TO COME FROM THAT COUNCIL MEMBER. UNLESS THAT COUNCIL MEMBER WOULD LIKE TO WAIVE THEIR ABILITY TO MAKE THE NOMINATION. SO THEN THAT'S COUNCIL MEMBER PEREZ'S. THAT'S CORRECT. SO, MAYOR, YOU'RE SAYING THAT YOU'RE NOT GOING TO APPROVE COUNCILMEMBER PEREZ'S RECOMMENDATION? COUNCIL MEMBERS? PEREZ RECOMMENDATION WAS APPROVED, AND THAT MEMBER WAS APPOINTED. THE MEMBER RESIGNED. NOW ALL OF A SUDDEN, THERE'S A CHANGE OF HEART. I'M SORRY. I THINK I'M GOING TO OFFER THAT POSITION TO SOMEONE THAT DOESN'T WANT TO HAVE A CHANGE OF HEART, AND IT'S GOING TO TAKE IT SERIOUS FROM THE GET GO. SO I WILL LOOK FOR ANOTHER RECOMMENDATION. SO AT THIS POINT, COUNCILMEMBER PEREZ CAN EITHER MAKE ANOTHER NOMINATION, SHE CAN WAIVE HER ABILITY TO MAKE THE NOMINATION AND DEFER TO

[00:45:03]

YOU, MAYOR. OR IF THERE'S NO OTHER ACTION THAN IT WOULD REMAIN VACANT UNTIL A TIME WHERE COUNCILMEMBER PEREZ WOULD MAKE A NOMINATION. ALL RIGHT, I'LL GO ON TO COUNCIL MEMBER. I WAS GOING TO APPOINT MISS AMBRIZ TO FOR THE VACANT POSITION. I DO NOT ACCEPT THAT NOMINATION, AND I'LL TELL YOU WHY. MISS AMBRIZ HAS GONE AROUND AND HAS BASICALLY DISCOURAGED THE CITY OF COACHELLA FROM ANNEXING INTO THE UNINCORPORATED COMMUNITIES. AND I DO NOT AGREE WITH ANYONE WHO DISCOURAGES THE CITY OF COACHELLA FROM MOVING FORWARD AND PURSUING ANNEXATIONS. MAYOR, I'M ASKING THAT YOU CONSIDER TO ALLOW THE COUNCIL MEMBERS TO MAKE THE RECOMMENDATIONS WE ALL HAVE. YOU HAVE COUNCIL MEMBER HAS. AND IN THE LAST TWO, THREE YEARS, WE HAVE ALSO STUCK TO THAT. I'M ASKING THAT YOU RECONSIDER AND ALLOW THE COUNCIL MEMBERS TO BE ABLE TO APPOINT SOMEONE TO THEIR VACANCIES. I'M I'M GOING TO. FOLLOW AND USE MY AUTHORITY. THAT IS BASICALLY WRITTEN WITHIN MUNICIPAL CODE THAT PROTECTS THE INTERESTS OF THE CITY OF COACHELLA AND IN THIS CASE, MEMBER AMBRIZ OR THE STEPHANIE. STEPHANIE AMBRIZ IS NOT SOMEONE WHO SPEAKS VERY HIGHLY AND FAVORABLE OF THE CITY OF COACHELLA AND ITS ANNEXATION PURSUITS. I'VE SEEN HER IN FRONT OF COMMUNITY COUNCILS. I'VE SEEN HER ON FACEBOOK. THAT'S SHE'S NOT IN FAVOR OF THE CITY OF COACHELLA PURSUING GROWTH. WHY DO WE WANT SOMEBODY ON THE COUNCIL OR TO BE MAKING DECISIONS FOR US? THAT'S NOT IN FAVOR OF ALLOWING THE CITY TO GROW. I DON'T THINK IT'S A HEALTHY CONVERSATION TO HAVE. SURE IT IS. WE'RE WE'RE HER NOMINATION IS BEING CONSIDERED, AND HER THE WAY SHE FEELS ABOUT THIS CITY NEEDS TO BE DISCUSSED. YOU PEOPLE SHOULD KNOW THAT IF THEY APPLY, IF THEY WANT TO BE PART OF THE CITY OF COACHELLA, IT'S GOING TO BE IN THE INTEREST OF THE FOR THE INTERESTS OF THE CITY OF COACHELLA. AND WHEN YOU HAVE SOMEBODY THAT'S ACTIVELY NOT SAYING THAT THEY WANT TO, THEY WANT TO MOVE THE COUNCIL'S INTEREST OR THEY'RE AGAINST THE COUNCIL'S INTEREST, WHY DO WE WANT THEM TO BE REPRESENTATIVE OF THAT? I'M SORRY, I DISAGREE.

I MAKE A MOTION TO BRING BACK THE ITEM AND THE NEXT REGULAR SCHEDULED MEETING SO THAT, AT THE VERY LEAST, BOTH COUNCIL MEMBERS CAN THEN SEE IF THEY WANT TO CONTINUE WITH THE THEIR THEIR PICKS, OR THEY'LL CONSIDER BRINGING SOMEONE ELSE. I'M OPEN TO OTHER CONSIDERATIONS. I'LL SECOND THAT. BUT WITH ALL DUE RESPECT, MAYOR, I DON'T AGREE WITH YOUR DECISION ON MINE. OR IF I WAS TO BRING SOMEBODY YOU DID NOT LIKE, YOU'RE GOING TO THEN DECIDE YOU DON'T WANT THEM ON THE PLANNING COMMISSION. THAT'S NOT TRUE. MARGARITA LOPEZ WAS APPOINTED AND I WENT OFF THAT THAT RECOMMENDATION. MARGARITA LOPEZ RESIGNED. NOW MARGARITA LOPEZ WANTS TO BE RECONSIDERED. I'M SAYING BRING SOMEBODY THAT DOESN'T RESIGN AND THEN HAS A CHANGE OF OPINION.

JUST BRING SOMEBODY THAT I WILL CONSIDER THAT. AND WHAT IS THE GUARANTEE THAT THE PERSON THAT I SELECT, YOU'RE GOING TO YOU'RE GOING TO SELECT THEM AND THAT YOU MIGHT NOT HAVE. WELL IF THEY'RE IF THEY'RE APPLYING THEY'RE APPLYING. YOU KNOW, AND THAT'S THAT'S SOMETHING THAT I GOT I HAVE THE, THE AUTHORITY TO EXACTLY. THAT'S WHAT I JUST SAID, THAT IF I BRING ANOTHER PERSON FORWARD AND YOU DON'T LIKE THAT PERSON, YOU HAVE THE RIGHT TO SAY NO, I DO, UNFORTUNATELY, AND I DON'T THINK THAT THAT'S FAIR. THAT'S HOW DEMOCRACY WORKS IN COACHELLA, UNFORTUNATELY. THANK YOU. SO WE HAVE A MOTION AND A SECOND TO BRING BACK THE ITEM AT THE NEXT.

ACTUALLY I DON'T NEED TO CONSIDER IT. IT'S UP TO THE, THE MAYOR'S CONSIDERATION AND HIS ABILITY TO CONSIDER. SO THAT'S TRUE. SO WE HAVE A MOTION ON THE FLOOR TO CONTINUE THIS ITEM TO THE NEXT COUNCIL MEETING, WHICH IS ON JUNE 25TH. WE HAVE A SECOND BY COUNCIL MEMBER PEREZ.

WE CAN DO A ROLL CALL VOTE UNLESS THERE'S FURTHER DISCUSSION. NOT FOR ME. OKAY, I'LL TAKE ROLL. COUNCIL MEMBER PEREZ. YES. COUNCIL MEMBER. FIGUEROA. HI. COUNCIL MEMBER.

BERGEN. AYE. MAYOR PRO TEM DELGADO. YES. MAYOR. HERNANDEZ. HI. MOVE FORWARD NOW TO ITEM NUMBER TEN. THIS IS APPROVED. CHANGE ORDER NUMBER ONE. REFERRAL OF ENGINEERING AND THE AMOUNT OF 80 $870,000, PLUS 10% CONTINGENCY. THE STAFF REPORT. GOOD EVENING. COUNCIL AND MAYOR.

I BRING IT TO YOU TONIGHT. THE RESOLUTION OR NOT A RESOLUTION. A CHANGE ORDER TO OUR STREET 139

[00:50:05]

PAVING PROJECT, IF YOU RECALL WHEN. WHEN I AWARDED THE ORIGINAL STREET 139 PROJECT TO ROVE ENGINEERING TO PAVE AVENUE 52, THE PROJECT BUDGET WAS WELL UNDER OUR ESTIMATE. SO IN THIS CURRENT FISCAL YEAR, WE HAD APPROPRIATED $3 MILLION TOWARDS PAVING PROJECTS. SO AT THAT TIME, WE HAD DISCUSSED THE ABILITY TO CONTINUE WITH THAT STREET APPROPRIATION AND IDENTIFY ANY OTHER COMMUNITIES THAT COULD BENEFIT FROM THE MONEY THAT HAD ALREADY BEEN APPROPRIATED. THIS IS THE PICTURE THAT I HAD HAD AT THE FIRST PRESENTATION. THIS IS OUR ATLAS PAVEMENT VIEW MANAGEMENT PROGRAM, AND IT SHOWS ALL THE COMMUNITIES WITHIN OUR CITY AND WHAT THEIR EXISTING PMI RATING IS. THIS STAFF LOOKED AT MULTIPLE COMMUNITIES AND TRIED TO EVALUATE WHICH COMMUNITY WE THOUGHT WOULD BE A BEST FIT FOR THE REMAINING $800,000 IN FUNDING. WE LOOKED AT AVENTINE KIND OF MECCA AREA, RANCHO CIELO AND PUEBLO VIEJO. AFTER DOING AN ANALYSIS, WE DID DECIDE THAT AVENTINE WAS THE COMMUNITY THAT WOULD FIT BEST WITH THIS FUNDING. THE OTHER COMMUNITIES WERE ACTUALLY GOING TO BE MORE EXPENSIVE THAN THE $800,000. SO THE AVENTINE COMMUNITY KIND OF WORKED OUT BEST. THE REASON IT WORKS WELL IS BECAUSE SOME IMPROVEMENTS WERE DONE IN AVENTINE A LITTLE MORE THAN FIVE YEARS AGO. AVENTINE ACTUALLY ONLY NEEDS HALF OF THE STREETS TO BE MILLED AND OVERLAID, AND THE OTHER HALF ARE ACTUALLY IN PRETTY GOOD SHAPE. SO HALF OF THE COMMUNITY WOULD JUST GET A SLURRY SEAL, AND THEN HALF THE COMMUNITY WOULD GET A MILL AND OVERLAY, AND THAT'S THE REASON WE CAN FIT IT WITHIN THE REMAINING BUDGET THAT'S CURRENTLY APPROPRIATED IN THE IN THIS YEAR'S FISCAL YEAR. SO YOU CAN SEE THIS, THE DARK AREAS ARE STREETS THAT WE WOULD MILL AND OVERLAY. THE LIGHTER AREAS ARE STREETS THAT WOULD HAVE A CRACK SEAL SLURRY SEAL. AND THAT'S KIND OF HARD TO READ. SO I ALSO HAVE THIS SUMMARY. SO LOOKING AT THE AVENTINE COMMUNITY, ALL OF THE DARK BLUE AREAS, THOSE ARE THE AREAS THAT WE'RE NOT SLURRY SEALED IN THE PREVIOUS RESTORATION. THE ORANGE AREAS ARE THE AREAS THAT WERE SLURRY SEALED, WITH THE EXCEPTION OF THE SMALL STREET THAT LEADS OUT TO VAN BUREN. AND BECAUSE THAT'S A MAIN ENTRANCE, THAT ONE ACTUALLY HAS TAKEN MORE DAMAGE.

SO WE ARE RECOMMENDING TO MILL AND OVERLAY THAT ONE AS WELL. WE ALSO LOOKED AT THE EXTERIOR STREETS WITH VAN BUREN IN 51ST. BUT BECAUSE THIS BUDGET, THIS CHANGE ORDER, WE ARE KIND OF RIGHT AT THE $800,000 THAT WE WERE TRYING TO TARGET, DOING ANY ADDITIONAL EXTERIOR STREETS WOULD GO OVER THE BUDGET. SO ANY CONSIDERATIONS FOR ANY EXTERIOR STREETS WOULD BE LOOKED AT IN NEXT YEAR'S FISCAL BUDGET FOR THE NEXT YEAR'S CYCLE. VAN BUREN IS ONE OF OUR LOWER RATED. AS FAR AS PCI RATINGS GO. IT IS ONE OF OUR LOWEST RATED COLLECTOR STREETS, SO VAN BUREN WILL GET VERY SERIOUS CONSIDERATION FOR PAVING IMPROVEMENTS WITH THE NEXT FISCAL YEAR BUDGET. LOOKING AT WHERE THAT BRINGS OUR ENTIRE PROJECT BUDGET TO OUR ORIGINAL CONTRACT, INCLUDING CONTINGENCY WITH ROVE ENGINEERING FOR THE AVENUE 52 PROJECT WAS 2.24 MILLION. THIS CHANGE ORDER COMES OUT TO 870,000 FOR THE AVENTINE COMMUNITY, AND WITH THE 10% CONTINGENCY THAT BRINGS THE TOTAL BUDGET FOR THE REMAINDER OF THIS YEAR'S PAVING PROJECTS, UP TO 3.197 MILLION. WE ARE NOT ASKING FOR ANY ADDITIONAL GENERAL FUNDS. WE'RE JUST ASKING TO SPEND THE GENERAL FUND DOLLARS THAT HAD PREVIOUSLY BEEN APPROPRIATED FOR FISCAL YEAR, AND THE REMAINDER, 197, WOULD COME OUT OF OUR SB ONE FUNDS. AS FAR AS HOW MUCH WORK IS GETTING DONE, WE WOULD BE DOING 216,860FT■!S OF ASPHALT, REHABILITATION, 115,700FT■!S OF SLURRY SEAL. AND WE WILL BE REPLACING FOUR EXISTING SPEED HUMPS IN THE AREAS THAT ARE GETTING THE OVERLAY. AND AS DISCUSSED IN PREVIOUS MEETINGS, WHEN WE DO A FULL REHAB AND WE DO THE MILL AND OVERLAY, WHEN WE PUT THE SPEED HUMPS BACK, WE WILL BE LOOKING TO PUT IN THE TYPE TWO SPEED BUMPS IN ACCORDANCE WITH WHAT THE FIRE MARSHAL RECOMMENDATIONS ARE THAT HAVE THE WHEEL GAPS FOR THE FIRE TRUCKS. SO RELATIVE TO FISCAL IMPACT, THERE IS NO NEW FISCAL IMPACT TO THE GENERAL FUND. WITH THIS ACTION. THE MONEY HAD ALREADY BEEN APPROPRIATED THIS FISCAL YEAR. WE WOULD BE ASKING

[00:55:03]

TO TRANSFER THE 197 627 FROM THE SB ONE FUND TO THE CIP PROJECT, AND THE STAFF IS RECOMMENDING TO AUTHORIZE THE CITY MANAGER TO EXECUTE CHANGE ORDER NUMBER ONE IN THE AMOUNT OF 870 ZERO 19 AND AUTHORIZE THE APPROPRIATION OF THE SB ONE FUNDS TO COMPLETE THIS PROJECT. IF YOU HAVE ANY QUESTIONS ABOUT THE PROJECT, THEN I'M OPEN TO ANY QUESTIONS AND COMMENTS. ANDREW. FORGIVE ME. CAN YOU BACK THE MAP WHERE WE HAD THE TWO DIFFERENT COLORS? YES, THE BLUE IS WHAT'S COMPLETED. THE BLUE WOULD BE THE MILL AND OVERLAY SECTIONS AND THE ORANGE WOULD BE THE SLURRY SEAL SECTIONS. IT'S NEEDED. I WAS JUST THERE IN THAT COMMUNITY THIS PAST WEEKEND, AND THAT BLUE AREA IS, IS THE OLDER PART OF THAT COMMUNITY THAT WAS BUILT IN THE FIRST PHASE. AND SO WHEN YOU GO THROUGH THERE, YOU DO NEED TO MILL IT DOWN AND KIND OF RE RE REDO IT. AND THEN THE, THE AREA THAT YOU'VE IN YELLOW, IT'S THE THAT'S THE NEWEST PART OF THAT LITTLE COMMUNITY. SO I'M GLAD YOU'RE PUTTING THAT PROJECT OR THAT MONEY. THE REMAINDER OF THE MONEY IN THAT IN THAT AREA. I WILL SAY THAT AVENUE 51 IS LOOKING A LITTLE ROUGH, TOO. YOU KNOW, OBVIOUSLY WITH THE NEW IMPROVEMENTS THAT HAPPEN ACROSS THE STREET AT PULTE, AT THE COMMUNITY CALLED PYRAMID RANCH, BUT PYRAMID RANCH. NO, NO, NO, NOT NOT THE NEW PYRAMID RANCH, THE VALENCIA. YES. IT'S NEEDED.

IT'S LIKE 51 IS JUST IT JUST NEEDS IT RIGHT IN THERE. OH ON THE ACROSS THE STREET ON 51 IS SEVILLA. SEVILLA. YEAH. THAT WHOLE LITTLE AREA IS JUST IT'S NEEDED. SO I'M GLAD THAT YOU YOU'VE YOU'VE PICKED THIS COMMUNITY. IT FITS THE BUDGET SCOPE AND IT WILL GET US TO WHERE WE NEED. AND MORE IMPORTANTLY, I'M GLAD 52 IS GETTING DONE BECAUSE MAN IT'S PRETTY ROUGH. AND NOW WITH ALL THE NEW BICYCLISTS ON THE CV LINK. YEAH, AND WE ACTUALLY HAVE THE PRE-CONSTRUCTION MEETING FOR AVENUE 52 TOMORROW. SO YOU SHOULD ANTICIPATE SEEING SOME ACTION STARTING NEXT WEEK. NICE. YEAH. MAKE SURE YOU GUYS, JUST FROM A PR STANDPOINT, THERE'S A LOT OF PEOPLE THAT HAVE ASKED ME ABOUT 52. YES. SO JUST LET PEOPLE KNOW IT'S COMING.

FINALLY. THANK YOU. SO I DROVE DOWN THERE TOO, AND I FOCUSED ON THE EAST SIDE BECAUSE I THINK THAT'S WHAT IT SAID ON THERE, THAT THE EAST SIDE OF AVENTINE WAS THE ONE THAT NEEDED REPAVING. I DO AGREE WITH THE ENTRANCE OF AVENTINE BEING REPAVED THERE. IT WAS PRETTY BAD, I THINK, BECAUSE IT'S THE MAIN ENTRANCE OFF OF 51. THERE'S MORE TRAFFIC. THE PORTION BETWEEN 51 AND JUST WEST WEST OF THE APARTMENT COMPLEX. WHEN THEY START, THAT PORTION ON 51, WHICH IS THE EASTBOUND LANE, IS PRETTY BAD. IS THERE ANY WAY THAT WE CAN FOCUS ON SOME OF THESE STREETS THAT CAN STILL RESIST AND NOT BE REPAVED, AND USE THAT MONEY TOWARDS THAT SECTION OF 51? WELL, BECAUSE THOSE STREETS ARE MULTIPLE LANES WIDE, THEY COST A LOT MORE PER LINEAR MILE.

SO THE RECOMMENDATION WOULD BE TO LOOK AT VAN BUREN AT 51 WITH NEXT YEAR'S BUDGET, JUST BECAUSE THAT WOULD TAKE ADDITIONAL GENERAL FUND APPROPRIATIONS, WHICH HAVEN'T BEEN BUDGETED IN THE EXISTING FISCAL YEAR. AND THE SPEED HUMPS, ARE THEY INCLUDED IN THAT 870,000? YES.

ALL ANCILLARY, ALL INCLUDED, ALL MANHOLES, ALL SPEED BUMPS. WE'RE ACTUALLY PUTTING NEW STOP SIGNS AT CAPITOLA AND OCEANA AS WELL, IN ORDER TO HELP SLOW DOWN THE TRAFFIC RIGHT THERE BY THE COMMUNITY PARK AS WELL. THAT'S ALL INCLUDED WITHIN THE BID. YES. THE COUNCIL MEMBER BRINGS UP A GOOD POINT, THOUGH, ABOUT I MEAN, THEY'RE NOT ARTERIALS, BUT BUT ARTERIAL ROADS. YEAH. SO SEMI ARTERIAL ROADS WOULD BE WHAT, 49 5153. YEAH THEY THEY DO NEED WORK. RIGHT. AND SO WHEN YOU'RE I MEAN RIGHT NOW IF YOU THINK ABOUT IT I MEAN YOU WENT WE'RE AT 50 I KNOW AND I KNOW 48 IS COMING BECAUSE OF THE ARTS AND MUSIC LANE, WHICH IS NOT A PROJECT WE'RE DOING, BUT IT'S COMING IN 26 THROUGH CVAG. AND THEN. AVENUE 50. THE MEDIUMS LOOK GREAT, BUT WHAT THEY DID IS, IS HIGHLIGHT THE ROADWORK THAT'S NEEDED ON BOTH BOTH SIDE. NOW, I MEAN, THAT'S SO JUST KIND OF KIND OF GIVE US A STRATEGY OF WHAT YOU'RE ANTICIPATING THERE FOR 48. AND THEN ALSO THE SEMI ARTERIAL ROADS HOW WE'RE APPROACHING IT. OBVIOUSLY YOU'RE AT 52 RIGHT NOW. BUT WHAT ARE YOU THINKING. WELL THE PORTION OF 48 I MEAN THAT'S GETTING REPAVED WITH ACTUALLY GLENROY WILL IS ON THE HOOK TO REPAVE ALL OF THAT WITH THEIR WIDENING PROJECT AND THE OTHER PORTIONS ARE COMPLETED. WE GET THE CAN WE GET THE PAGE WHERE WE HAVE THE FINAL RESULTS FROM THE STUDY WE DID. ARE YOU LOOKING FOR THIS ONE? THERE YOU GO. THANK YOU. OKAY. I'M SORRY. I MEAN TO

[01:00:04]

INTERRUPT YOU. THAT'S OKAY. AVENUE 50, THAT IS SCHEDULED TO GET CRACKED AND SEALED WITH THIS PROJECT. SO THAT WILL LOOK A LOT CLEANER WITHIN THE NEXT TWO WEEKS. I THINK THEY'VE ALREADY BEGUN THAT PROCESS OF GETTING THAT READY TO DO THE CRACKS AND SLURRY SEAL. SO THAT'S GETTING THAT HAS IMMEDIATE. SO IT'S PART OF THE SCOPE OF WHAT THAT'S PART OF THE CURRENT SCOPE IS TO CRACK AND SLURRY ALL OF THE EXISTING ASPHALT THAT'S OUT THERE. OKAY. GOOD. SO AVENUE 50 WILL LOOK A LOT CLEANER JUST WITHIN THE NEXT TWO WEEKS. AVENUE 54 IS ACTUALLY CURRENTLY SLURRY SEAL PROJECTS THAT'S BEEN APPROVED AS WELL. SO MOST OF OUR PRIMARY ARTERIALS BECAUSE 52 IS GETTING DONE, 54 IS GETTING DONE THIS YEAR. 50 GETS RESEALED NEXT WEEK AND 48 WILL BE FULLY IMPROVED. SO ALL OF OUR PRIMARY ARTERIALS, ALL THE EVEN NUMBERED STREETS ARE ALL SCHEDULED FOR REHABILITATION. YOU KNOW, WITHIN THIS SUMMER ACTUALLY. SO THE REST OF 49 AND 51, YOU'RE PROBABLY WITHIN THE NEXT COUPLE OF YEARS. IS THAT IS THAT WHAT YOU'RE THINKING? BECAUSE 49 IS BAD TOO? I MEAN, IT'S THAT'S THAT WHOLE AREA RIGHT THERE IN LAS FLORES HOLMES FROM LIKE THE, THE DUCK WASH ALL THE WAY TO VAN BUREN. RIGHT. LIKE THAT, THAT LITTLE AREA THERE IS A. YEAH. I MEAN, YOU CAN SEE ON THE MAP RIGHT THERE, IT'S THE FOR ALL YOUR EAST WEST STREETS. IT'S THE DARKEST RED ONE. SO 49 AND VAN BUREN ARE THE NEXT TWO STREETS OR THE TWO COLLECTOR STREETS THAT HAVE THE CURRENT LOWEST OVERALL RATING. SO THOSE WOULD DEFINITELY BE IN CONSIDERATION FOR PAVING WITH THIS NEXT FISCAL YEAR. OKAY. BECAUSE WE ALWAYS HAVE TO TRY TO BALANCE, YOU KNOW, OUR TOTAL BUDGET AND WHAT WE CAN DO IN THE RESIDENTIAL COMMUNITIES, AND THEN TRYING TO GET SOME OF OUR COLLECTOR STREETS AS WELL. JUST AS AN FYI, NEXT FISCAL YEAR STARTS JULY 1ST. YES. RIGHT. YES. JUST A COUPLE WEEKS AWAY, VAN BUREN AVENUE. THAT'S THAT'S PRETTY ROUGH AS WELL. IT IS. AND THEN I KNOW THERE'S A IT'S A LONG STRIP. IS THERE. I MEAN, IS THERE ANY POSSIBILITY TO BE ABLE TO FUND THAT? I KNOW IT'S A LONG IT'S A LONG STRIP. SO UNLIKE SOME OF THESE SHORTER, YOU KNOW, RENOVATIONS OR REPAYMENTS THAT NEED TO BE MADE, I MEAN, WHAT WOULD YOU MAYBE THINK THAT WE CAN HAVE IT DONE SOMETIME. SO NEXT FISCAL YEAR. RIGHT AS WHAT YOU SAID. YEAH. I MEAN, SO WE'LL BE PUTTING TOGETHER A LIST AS SOON AS OF THE NEW FISCAL YEAR HITS. WE GET ALL OF OUR, YOU KNOW, NEW ANNUAL FUNDING FROM SB ONE. I DON'T THINK WE CAN AFFORD ALL OF IT. I MEAN, WE'VE TALKED ABOUT 51. WE TALKED ABOUT 49, AND NOW IT'S VAN BUREN. LIKE, YEAH, I WILL SAY OUR PAVING BUDGET IS NOT ADEQUATE ENOUGH TO DO. 4951 VAN BUREN AND A RESIDENTIAL COMMUNITY. SO THAT'S WE ALSO NEED TO REMEMBER THAT WE HAVE A MATCH THAT WE HAVE ON THE 50 AND THE WHITEWATER CROSSING, THAT THERE'S A LOT OF MONEY THAT'S GOING TO GO INTO THAT. SO IT'S AFFECTING OUR ABILITY TO REHAB. ON 51. WE'RE TALKING ABOUT PARTNERING WITH PULTE TO BE ABLE TO REDO THAT SECTION. WE'LL PUT THAT IN THE BUDGET FOR NEXT YEAR. BUT WE HAVE SUPPLEMENTED PAVING PROJECTS IN THE PAST WITH GENERAL FUND, BUT NOW WITH GENERAL FUND RESERVES DWINDLING. WE HAVE TO TAKE A REALLY CLOSE LOOK AT THAT. HOW MUCH GENERAL FUND WE COMMIT TO ONE TIME PROJECTS NOW. GOT IT. ALL RIGHT. THANK YOU ANDREW. GOOD CONVERSATION. IS THERE A MOTION TO APPROVE? I'LL MOTION TO APPROVE. IS THERE A SECOND? I'LL SECOND. I'LL TAKE ROLL.

COUNCIL MEMBER. PEREZ. YES. COUNCIL MEMBER. FIGUEROA. AYE. COUNCIL MEMBER. MEAD. AYE. MAYOR PRO TEM DELGADO. YES. MAYOR HERNANDEZ, I MOVE ON TO ITEM NUMBER 11. THIS IS APPROVAL OF COOPERATIVE AGREEMENT BETWEEN THE CITY OF COACHELLA, TELEMUNDO, THE MEXICAN CONSULATE OF SAN BERNARDINO. APPROVAL OF AN OPEN BEER GARDEN WITH THE WISHES OF THE CITY COUNCIL.

AFTER YOU AGAIN, ANDREW. IT IS. YOU'RE DOING IT. YOU'RE LIKE A ONE MAN SHOW NOW, HERE IN THE CITY. YES. NO COMMENT. SO I HAVE A QUICK PRESENTATION UNLESS YOU WANT TO MOVE AHEAD OF TIME. BUT YES, THIS IS TO APPROVE OUR COOPERATIVE AGREEMENTS FOR THE EL CERRITO. YOU KNOW, EVERYTHING VERY SIMILAR TO WHAT WE'VE DONE OVER THE PAST SEVERAL YEARS. NOTHING MAJOR IS CHANGING. SO THE AGREE TO EVENT, IT'S DELIVERED AS A PARTNERSHIP WITH TELEMUNDO AND THE MEXICAN CONSULATE. AND WE HAVE MET WITH THEM AND WE HAVE STAFF IS RECOMMENDING THAT THE 2025 DATE BE HELD ON SUNDAY, SEPTEMBER 14TH. IT WOULD BE FROM 3 P.M. TO 10 OR 11 P.M. AT RANCHO PARK.

THIS IS THE HIGHEST ATTENDED EVENT THAT THE CITY HOSTS EVERY YEAR, WITH 15 TO 20,000 ATTENDEES. AND EACH YEAR WE ENTER INTO A COOPERATIVE AGREEMENT BETWEEN THE CITY OF

[01:05:03]

COACHELLA, TELEMUNDO AND THE MEXICAN CONSULATE FOR THE ORGANIZATION AND OPERATIONS OF THE EVENT. IT'S JUST A GOOD PICTURE THAT I TOOK FROM THE TELEMUNDO WEBSITE, KIND OF SHOWS THE EXTENSIVE CROWDS AND FAMILIES THAT SHOW UP FOR THE EVENT RELATIVE TO THE COOPERATIVE AGREEMENT. THE WAY IT'S WRITTEN IS TELEMUNDO PROVIDES ALL OF THE LIVE ENTERTAINMENT. THEY SOLICIT THE SPONSORSHIPS, THEY MANAGE ALL OF THE STAGED DAY EVENTS, THEY PROVIDE THE DJ, AND THEY PAY FOR THE ADVERTISING FOR THE EVENTS. IN TOTAL, THEIR CONTRIBUTIONS THAT THEY PROVIDE TO THE EVENT COME OUT TO ABOUT $120,000 WORTH OF CONTRIBUTIONS. THERE'S THIS NICE PICTURE OF SOME OF THE BANDS THAT THEY BRING TO OUR COMMUNITY. AND THE COOPERATIVE AGREEMENT ALSO STIPULATES THAT THE MEXICAN CONSULATE PROVIDE THE EL GRITO CEREMONY, AND THEY ALSO PERFORM THE MEXICAN ANTHEM. AND I PICKED THIS PICTURE BECAUSE THE ONLY ONE I COULD FIND THAT HAD ALL FOUR OF COUNCIL MEMBERS WHO ATTENDED LAST YEAR IN ONE SINGLE PICTURE, I TRIED TO GET A BETTER PICTURE WHERE YOU'RE ALL FRONT AND CENTER FOR NEXT YEAR. I MEAN, I THINK FRANK, FRANKIE AND I ARE LOOKING AT EACH OTHER AND SAYS, WHO'S GOING TO SPEAK SPANISH? SO WE WERE LOOKING AT. AND ALSO THE COOPERATIVE AGREEMENT ALSO SPECIFICALLY DETAILS WHAT THE RESPONSIBILITIES OF THE CITY ARE. WE PROVIDE THE VENUE WE COORDINATE AND SECURE FOOD VENDORS AND INFORMATION BOOTHS. WE SECURE THE BEER GARDEN OPERATOR. AND THEN ONE OF THE ACTIONS WE NEED TO TAKE TONIGHT IS WE HAVE TO APPROVE THE OPERATIONS OF THE BEER GARDEN AT THE PARK. WE DEVELOP ALL THE EVENT PASSES, WE MANAGE ALL OF THE PARKING. WE PROVIDE SECURITY OFFICERS, OFFICERS, AND IT'S REQUIRED THAT WE PROVIDE A MINIMUM OF 14 SECURITY OFFICERS.

WE PROVIDE THE UTILITIES, THE VIP AREA. WE PROVIDE THE FOOD FOR THE VIP AREA. WE PAY FOR THE STAGE. AND THAT IS ACTUALLY ONE OF THE ITEMS THAT IS RECOMMENDED FOR TONIGHT. WE'VE ALREADY RECEIVED OUR BIDS FOR THE STAGE, SO AWARDING THE STAGE IS KIND OF IMPORTANT TO GET DONE SOONER RATHER THAN LATER. AND THEN WE ALSO PROVIDE ALL OF THE ACTIVITIES IN THE YOUTH KIDS ZONE AREA. SO HERE'S A PICTURE OF OUR YOUTH KIDS ZONE. THIS IS KIND OF ONE OF THE BIGGER THINGS AT THE EVENT. A LOT OF EXCITEMENT THERE DURING THE EVENT. AND THE WHOLE STAGE. THIS IS SOMETHING THAT WE RENT. WE DID RECEIVE THREE BIDS AGAIN THIS YEAR FOR THE STAGE, AND WE ARE RECOMMENDING THAT THE CONTRACT GO TO RHYTHM TECH PRODUCTIONS FOR A TOTAL AMOUNT OF 30,564 AND $0.90. RHYTHM TECH PRODUCTIONS HAS DONE THE STAGE TWICE IN THE PAST. THEY DID NOT DO IT LAST YEAR, BUT THEY THEY'RE THE ONES WHO SET THE STAGE UP IN 23 AND 22. IS THAT THEIR STAGE THERE? YEAH, YEAH THAT'S ACTUALLY THE PICTURE FROM 23. SO THAT IS THE STAGE 23. ALL RIGHT. COOL. WHAT ARE THE WISHES OF CITY COUNCIL. A MOTION TO APPROVE. THERE'S A MOTION. IS THERE A SECOND. WE'RE GOING TO COUNCIL THE EVENT. IS THERE A SECOND I'LL SECOND. I'LL TAKE ROLL. COUNCIL MEMBER PEREZ. YES. COUNCIL MEMBER. FIGUEROA. AYE. COUNCIL MEMBER. MEAD. AYE.

MAYOR. PRO TEM DELGADO. MAYOR HERNANDEZ, I WILL MOVE ON TO ITEM NUMBER. IS THIS YOU AGAIN? NO, MAN. YOU WERE ON THE ROAD. THIS IS AN APPROVAL OF PROFESSIONAL SERVICE AGREEMENT BETWEEN THE CITY OF COACHELLA AND THE GREATER COACHELLA VALLEY CHAMBER OF COMMERCE. GOOD EVENING. HONORABLE MAYOR AND COUNCIL MEMBERS. SELENA JIMENEZ, DIRECTOR OF ECONOMIC DEVELOPMENT. THIS IS ITEM NUMBER 12. AND IT'S ACTUALLY. YEAH, I WANT TO PRESENT I WANT TO HAVE COUNCIL APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH THE GREATER COACHELLA VALLEY CHAMBER OF COMMERCE AND I, AND WE HAVE BRANDON MALI HERE THIS EVENING AS WELL. AND I JUST WE THOUGHT IT'D BE GREAT IF YOU GUYS WOULD JUST BE FAMILIAR WITH THEIR BOARD. THIS IS THE COACHELLA CHAMBER BOARD. WE HAVE CYNTHIA REYNA WITH SUN COMMUNITY FEDERAL CREDIT UNION. SHE'S THE CHAIR NOW, AND WE HAVE STEVE GARCIA WITH SIXTH STREET COFFEE. WE HAVE JOSE LAURA WITH NBC, NBC, PALM SPRINGS UNIVISION, MYRA PEREZ WITH INTEGRITY AGENTS INSURANCE SERVICES, AND MISS ANGELA PEREZ. EXCUSE ME, ANGELO PEREZ, CSI CEJA SECURITY, JESSICA ARROYO, ALTURA CREDIT UNION. AND THEN I'LL HAVE BRANDON PRESENT THIS SLIDE. EXCUSE ME. OKAY. THANK YOU. AND I WILL ALSO NOTE ON OUR REGIONAL BOARD, WE DID HAVE OSCAR GUTIERREZ WITH PLAZA GARIBALDI JOIN OUR REGIONAL BOARD AS THE REGIONAL LIAISON FOR COACHELLA AS WELL. ALL RIGHT, I COULDN'T

[01:10:06]

I'M SORRY, I COULDN'T HEAR. THAT'S A FACT. THAT'S A FACT. IF YOU REMEMBER PREVIOUSLY, HIS WIFE SERVED AS OUR COACHELLA CHAIR AS WELL. SO THEY'VE BEEN INVOLVED FOR QUITE A WHILE. SO A LITTLE BIT OF A BREAKDOWN ON SOME OF THE STATS AND STUFF FROM THIS YEAR. OUR WEEKLY NEWSLETTER GOES OUT TO MORE THAN 6500 SUBSCRIBERS. WITH THAT, WE DO GET IT OVER 50% OPEN RATE, SO WE GET A LOT OF ENGAGEMENT ON THOSE EVENTS AND NEWS. I ALWAYS LIKE TO NOTE WE ALLOW MEMBERS. IT'S A PERK WITH MEMBERSHIP TO SUBMIT NEWS, AND I ALWAYS GET A LITTLE ANNOYED BECAUSE THE MEMBER NEWS GETS MORE CLICKS THAN ANY OF OUR STUFF, SO THEY GET A LOT MORE KIND OF SHOUT OUT ON THAT SIDE.

SOCIAL MEDIA. ACROSS ALL OF OUR CHANNELS, WE HAVE A LITTLE OVER 25,000 FOLLOWERS. BUSINESS SUPPORT SERVICES. WE'VE DONE MULTIPLE RIBBON CUTTINGS THIS YEAR, MONTHLY BUSINESS WALKS, A LITTLE OVER A THOUSAND MEMBERS ACROSS THE REGION. 122 NEW MEMBERS HAVE JOINED THIS YEAR.

THE VISITOR CENTER AVERAGES ABOUT 3 TO 5 VISITORS DAILY. IT'S A COMBINATION OF STUFF THAT THEY COME IN FOR, WHETHER THEY'RE LOOKING FOR SOMEWHERE TO EAT OR SOMEWHERE TO VISIT OR, YOU KNOW, SOME OF THE ART IN THE CITY, OR THEY'RE LOOKING FOR THE CITY HALL, OR THEY'RE LOOKING FOR A MULTITUDE OF DIFFERENT THINGS. WE MAKE SURE WE SEND THEM IN THE RIGHT DIRECTION.

EVENTS. WE, YOU KNOW, STATE OF THE CITY. THIS PAST YEAR, IT HAD AN INCREASE IN ATTENDANCE. SO WE CONTINUE TO SEE THAT RISE, CONTINUE TO SEE THE ENGAGEMENT ON THAT EVENT GO UP. TACOS, TEQUILA AND CHEVELLES. THAT WAS GREAT. I REALLY DID ENJOY THE TRANSITION WE DID LAST YEAR WHERE WE KIND OF HAD IT OPEN. WE AREN'T POSITIVE ON THE AMOUNT OF PEOPLE THAT CAME BECAUSE PEOPLE WERE IN AND OUT, BUT TICKET SALES WERE STILL STEADY, SO WE DID ENJOY THAT AND GOT TO SEE A LOT MORE PEOPLE BE ABLE TO KIND OF MIX AND MINGLE AND ENJOY THE EVENT. AND THEN THE HOLIDAY PARADE, YOU KNOW, OUR BOARD AND EVERYTHING LOVES DRIVING IN THAT EVERY YEAR. SO IT'S AN ENJOYABLE EVENT. SO YOU WANT ME TO JUMP THE NEXT ONE? YES. AND SO FOR THIS YEAR, THE CHAMBER ACTUALLY HAS A LITTLE BIT OF A REDUCED SCOPE. BUT LET ME GO AHEAD AND EXPLAIN HOW WE'RE MAKING IT UP ACTUALLY IN A VERY BIG WAY. SO FOR 2526, THE CHAMBER WILL PROVIDE BUSINESS SUPPORT SERVICES IN THE AMOUNT OF $6,000. THEY'LL ALSO PROVIDE SUPPORT FOR STATE OF THE CITY SLASH THE BUSINESS AWARDS EVENT AT THE AMOUNT OF 12,000. THEY'LL ALSO HELP US WITH TACOS, TEQUILA AND FESTIVAL 15,000. FOR THAT, THE VISITOR CENTER WILL HAVE REDUCED HOURS OF OPERATION AND THAT AMOUNT IS 20,000. SO THEY WILL OPERATE THE VISITOR CENTER LIKE WEDNESDAY, THURSDAY, FRIDAY, 10 TO 3. AND THEN WE'LL HAVE THE BIANNUAL JOB AND EDUCATION FAIR. THE CHAMBER WILL BE HOSTING TWO FAIRS THIS YEAR AND THE VALUE IS 15,000. AND THIS FEE WILL BE WAIVED FOR THIS FISCAL YEAR. AND THEN WE'LL HAVE THE THEIR ASSISTANCE WITH THE HOLIDAY PARADE. AND THIS BRINGS US TO A CONTRACT TOTAL OF $53,500. AND THAT CONCLUDES OUR PRESENTATION. STAFF'S RECOMMENDATION IS THAT THE CITY COUNCIL CONSIDERS APPROVING A PROFESSIONAL SERVICES AGREEMENT IN THE AMOUNT OF 53,500 FOR THE CHAMBER. ANY QUESTIONS? THE 15,000 THAT SAID, IT'S WAIVED FOR 2025 AND 2026, WOULD THAT HAVE ADDED TO THE 53,000, OR IS IT GOING TO SUBTRACT FROM THAT? ACTUALLY, THE TOTAL WOULD HAVE BEEN HIGHER THAN 53,500 IF WE WOULD HAVE ADDED THE BIANNUAL JOB AND EDUCATION FAIR. THE CHAMBER'S WAIVING THAT BECAUSE THEY'RE GIVING US A CREDIT. SO WE'RE REALLY EXCITED ABOUT THAT. I BELIEVE BRANDON RECEIVED A GRANT FOR THE WORKFORCE TRAINING AND DEVELOPMENT. SO THAT'S ALSO ANOTHER REASON. AND SO WE'RE WE'RE JUST REALLY LUCKY THAT THEY WANT TO HOST, YOU KNOW, CO-HOST THESE EVENTS. AND THAT'S SUPPOSED TO BE HELD HERE IN THE CITY. YES OKAY. AND THEN OUR BUSINESSES OUR LOCAL BUSINESSES HERE IN COACHELLA, IT SAYS THE BUSINESS SUPPORT SERVICES, THEY THEY ALL GET INFORMATION ON THE CHAMBER COMMENTS. ALL BUSINESSES IN COACHELLA. YEAH I CAN CLARIFY. THERE'S MEMBERSHIP PERKS FOR BEING A MEMBER, BUT WE'RE NEVER NOT GOING TO HELP A BUSINESS FOR THAT. SO WHEN WE'RE DOING BUSINESS WALKS AND EVERYTHING, FOR INSTANCE, THE GRANT YOU WERE TALKING ABOUT, THE EMPLOYER CONNECT PROGRAM, A HANDFUL OF THE ONES THAT WE'VE HAD THAT HAVE WENT THROUGH THAT AND GOT THAT MONEY BACK, THEY'RE NOT MEMBERS. WE HOPE EVENTUALLY THEY'LL BECOME MEMBERS, BUT WE UNDERSTAND A LOT OF SMALL BUSINESSES JUST CAN'T AFFORD IT RIGHT NOW. SO OUR JOB AT THE END OF THE DAY, WE APPRECIATE OUR OUR MEMBERSHIP AND HOW THEY ENGAGE. WE TRY TO GIVE THEM A LITTLE EXTRA LOVE AND SOME THINGS WE'LL GIVE THEM, LIKE FREE EXPO BOOTHS AT CERTAIN EVENTS AND THINGS. BUT AT THE END OF THE DAY, WE'RE WE'RE HERE TO HELP THE ENTIRE BUSINESS COMMUNITY. BRANDON. NO, GO AHEAD SIR. THANK YOU. HAVE WE DONE THAT BIANNUAL JOB AND EDUCATION FAIR BEFORE? NO. RIGHT. NO, THAT'S SOMETHING NEW. IF YOU'VE SEEN IN THE PAST YEAR, YOU KNOW, WE'RE WORKING ON A SIGNIFICANT

[01:15:04]

PARTNERSHIP WITH COLLEGE OF THE DESERT AS WELL. WORKFORCE AND EDUCATION ARE THE BACKBONE OF THE BUSINESS COMMUNITY. SO WE WANT TO FIND MORE WAYS TO CONTINUE TO ENGAGE THAT AND THE COMMUNITY. COACHELLA FELT LIKE A REALLY GOOD FIT FOR THAT WITH WHAT WE'VE SEEN, SOME OF THE ENGAGEMENT, NOT JUST ON OUR EVENTS, SOME OF THE CITY EVENTS THAT WE'VE BEEN ABLE TO COME TO, AND IT JUST FELT LIKE A REALLY GOOD NEXT STEP FOR THAT EVOLUTION. THANK YOU. BRANDON, HOW HOW OFTEN DO WE HAVE THE MEETINGS? I KNOW THAT EVERY CITY HAS MEMBERS OF COUNCIL THAT ARE APPOINTED TO THE BOARD. IS IT THE BOARD. IT'S THE SO THAT THEY CAN HAVE THE MEETINGS AND I KNOW THEY COME AS IS. YEAH WE HAVE THEM ONCE A MONTH. I WOULD LOVE TO HAVE YOU GUYS COME ON. WHAT WE DO. AND WE KIND OF OFFER AN OPEN TO PRETTY MUCH ALL THE CITIES WITH THE LOCAL BOARDS IS FOR ONE OF YOU TO COME ON. YOU'RE WELCOME TO GIVE US THE GOOD, BAD AND UGLY ON THERE. ASK QUESTIONS. WE LOVE TO HEAR YOUR INPUT ON THINGS THAT ARE GOING ON IN THE CITY THAT MAYBE WE DON'T KNOW ABOUT. SO MAYBE WHEN WE'RE DOING OUR BUSINESS WALKS AND THINGS LIKE THAT, WE CAN HELP GET THAT INFORMATION OUT BETTER INTO THE COMMUNITY. BUT I WOULD LOVE TO HAVE 1 OR 2 OF YOU. I KNOW THERE'S REGULATIONS ON CERTAIN THINGS, BUT WE'D LOVE TO HAVE SOMEBODY ON THOSE MEETINGS TO BE ABLE TO ENGAGE. THANK YOU BRANDON, I SO IN THE CITY WE HAVE A LIST OF COMMISSIONS AND COMMITTEES AND BOARDS. AND I BELIEVE THAT WE HAVE APPOINTMENTS TO THE GREATER COACHELLA VALLEY CHAMBER OF COMMERCE. AND THEN SO I'M RIGHT. AND SO I'M TRYING TO UNDERSTAND BECAUSE THAT'S OUTSIDE OF WHAT THE BOARD OF DIRECTORS DO. SO THIS APPOINTMENT, I MEAN, I'M NOT SURE IF IT'S A COMMITTEE OR I THINK IT'S LISTED ON, ON AT LEAST ON OUR LIST AS A COMMITTEE. AND SO ARE YOU AWARE OF THAT COMMITTEE? NO, I DON'T I DON'T THINK WE HAVE ANYONE DIRECTLY APPOINTED TO OURS. I MEAN, WE'RE OPEN TO IT. YOU KNOW, MY LOCAL BUSINESS OWNER THAT SERVES ON OUR LOCAL COACHELLA BOARD, THE LOCAL BOARDS ARE MORE LIKE ADVISORY BOARD. THEY'RE KIND OF OUR BOOTS ON THE GROUND IN THE CITY AND REALLY HELP US. NOT THAT DISSIMILAR FROM A COMMISSION. YOU KNOW, YOU HAVE TO HAVE THAT EXPERTISE. BUT, YOU KNOW, WE'RE WE'RE KIND OF AN OPEN ROOM. SO WE'D LOVE TO HAVE YOU GUYS INVOLVED AND ENGAGED AS MUCH AS YOU'D LIKE TO. THANK YOU. AND THEN SO BILL, BECAUSE IT LOOKS LIKE THIS COMMITTEE DOESN'T EXIST, THEN DO WE GO BACK THEN AND LOOK AT THE LIST OF COMMITTEES AND COMMISSIONS AND THEN ELIMINATE THAT? I THINK THE POINT OF THAT APPOINTMENT IS FOR THE MEMBER TO ENGAGE WITH THE CHAMBER AND HELP FACILITATE ANY OF THEIR NEEDS AND AS WELL AS THE COUNCIL'S DESIRES. AND I THINK, DOCTOR FIGUEROA, YOU'RE THE APPOINTEE TO THE CHAMBER. THAT AND SO IT WOULD BE YOUR I'M NOT MISTAKEN, I BELIEVE THAT YOU HAVE THAT APPOINTMENT, THAT IT WOULD BE HIS RESPONSIBILITY TO ENGAGE WITH BRANDON, ENGAGE WITH THE CHAMBER BOARD. IT'S NOT LIMITED TO HIM. RIGHT. BUT THAT'S KIND OF THE IDEA THAT IF YOU HAVE IF WE HAVE SOMEBODY HERE THAT KIND OF REPORTS BACK SAY, HEY, I MET WITH THE CHAMBER X, Y, AND Z, THEY'RE ASKING FOR THIS. THEY'RE ASKING FOR THAT, THAT I THINK THAT'S THE INTENT OF THAT APPOINTMENT. AND IT'S NOT NECESSARILY FOR THE MEMBER TO BE PART OF THE ACTUAL BOARD. I DON'T KNOW THAT THAT WAS EVER AGREED TO. NO. SO AND THEN I'LL CLARIFY. SO I MEAN, OBVIOUSLY THERE'S A BOARD OF DIRECTORS AND THEN YOU GUYS GO THROUGH THE APPOINTMENT PROCESS. I DON'T THINK THAT IT WAS INTEGRATED INTO THAT. OR RATHER, I THOUGHT THAT THERE WAS A COMMITTEE THAT EXISTED WITH OTHER MEMBERS OF COUNCIL FROM OTHER CITIES. AND SO THAT WAS MY I GUESS THAT WAS WHAT I THOUGHT OF IT WHEN IT SAID COMMITTEE. IS THAT BECAUSE WHEN WE GET ALL THESE COMMITTEES, WE'RE USUALLY ON THERE, RIGHT WITH, WITH OTHER MEMBERS OF COUNCILS, FROM, FROM A VARIETY OF CITIES. OBVIOUSLY, THIS WOULD JUST BE WHERE THE GREATER COACHELLA VALLEY IS PROVIDING SERVICES TO. BUT SO THAT WAS THAT WAS WHY I ASKED BECAUSE THAT WAS MY IMPRESSION OF IT. BUT IT'S MORE OPEN ENDED WHERE IT'S REALLY KIND OF ANY MEMBER OF COUNCIL WHO WANTS TO ENGAGE AND INTERACT CAN REACH OUT TO THE BOARD OR ATTEND THE MEETINGS. ABSOLUTELY. YEAH. AND YOU'RE A LITTLE AHEAD OF ME THERE. ACTUALLY, WE ACTUALLY JUST DISCUSSED AND WE HAVE OUR REGIONAL BOARD RETREAT NEXT WEEK. WE ARE PLANNING ON FORMING IN SOME CAPACITY, KIND OF A STAKEHOLDERS MEETING WHERE WE WANT TO INVITE A MEMBER FROM EACH COUNCIL TO REALLY HEAR MORE ABOUT WHERE WE'RE WHERE WE'RE GOING, WHAT THE OTHER THINGS ARE THAT WE'RE TRYING TO GET TO WHEN WE'VE TALKED. I MEAN, WE'VE TALKED IN THE PAST AND WE STILL WOULD LOVE TO. IT'S JUST DOLLARS AND CENTS ALWAYS OF OPENING KIND OF A SHARED WORKSPACE SOMEWHERE HERE DOWNTOWN AND KIND OF TALK ABOUT THOSE THINGS AND GET Y'ALL'S INPUT ON IT A LITTLE BIT MORE ALONGSIDE OF OUR REGIONAL BOARD. SO YOU'RE AHEAD OF ME THERE. YEAH. THAT THAT'S SOMETHING WE'RE LOOKING AT AND PLANNING ON. WONDERFUL. THANK YOU BRANDON I YOU JUST SPARKED SOME INTEREST HERE. YOU YOU HAVE A VISITOR CENTER, $20,000 AND YOUR WORKFORCE HOURS. THERE ARE,

[01:20:01]

WHAT, TEN HOURS A WEEK? ARE YOU STAFFING THAT OFFICE WITH ONE PERSON? YEAH, RIGHT NOW WE STAFF THEM. IT'S EIGHT HOURS A DAY, FOUR HOURS A WEEK. WE'RE NOT GOING TO DO A FULL LIKE, SPLIT IN HALF REDUCTION. I THINK WE KIND OF TALKED ABOUT DOING LIKE LIKE A 10 TO 3, 3 TO 4 DAYS A WEEK SOMEWHERE IN THAT CAPACITY. BUT AGAIN, WE'RE OPEN AND FLEXIBLE. THAT'S NOT SET IN STONE. BUT YEAH, WE'RE OPEN. WOULDN'T THAT BE AN AREA WHERE YOU COULD DO A SHARED WORKSPACE? JUST SAYING IT DEPENDS ON CAPACITY INSURANCES AS I'VE LOOKED MORE INTO IT. AND AGAIN, I'M NOT GOING TO TRY TO DO ANYTHING ON MY OWN. I'M NOT SMART ENOUGH. SO BUT THERE'S A LOT OF REALLY GREAT CHAMBERS AROUND THE COUNTRY THAT ARE DOING SIMILAR THINGS. SO AS I'VE KIND OF STRIPPED OFF SOME OF THOSE THINGS, WE'RE STARTING TO GET AN IDEA OF WHAT THOSE COSTS WOULD BE. SO WE'RE LOOKING MORE INTO WHAT WHERE WE COULD GET FUNDING FOR SOME OF THOSE THINGS AND POTENTIALLY TRYING TO LAUNCH A 501 C3 FOUNDATION WHERE A C6 GRANTS DON'T LIKE US. SO WE RANDOMLY GOT ONE. BUT AS WE OPEN A C3, IT'LL OPEN MORE OF THOSE DOORS SO WE CAN KIND OF GET MORE INVOLVED ON THAT SIDE. YOU KNOW, WHERE THE DE FACTO SHARED WORKSPACE IS HAPPENING HERE IN DOWNTOWN? THE LIBRARY. YES, THAT'S THAT'S ACTUALLY WHERE WE'D LIKE TO START WITH THE HOSTING OF THE JOB FAIR. WE JUST HAD A REALLY GREAT MIXER THERE THAT HAD SOME GOOD FEEDBACK EVERY MORNING. I'M GONNA GO GET SOME COFFEE THERE. EVERY ONCE IN A WHILE, STEVE MAKES A GOOD CUP OF COFFEE OR MATCHA, RIGHT. LIKE THERE'S A BUNCH OF PEOPLE WORKING OUT OF THAT SPACE. AND SO IT'S KIND OF COOL. AND THAT'S THE IDEA, RIGHT? SO THANK YOU, BRANDON. THANK YOU. SO I'LL CONNECT WITH MYRA TO SEE IF WE CAN GET THOSE MEETINGS ON MY CALENDAR SO THAT I CAN ATTEND AS NEEDED I LOVE IT OKAY. ALL RIGHT. WHAT ARE THE WISHES OF THE CITY COUNCIL? IS THERE A MOTION TO APPROVE? I'LL MOTION TO APPROVE. IS THERE A SECOND? I'LL SECOND. I'LL TAKE ROLL.

COUNCIL MEMBER. PEREZ. YES. COUNCIL MEMBER. FIGUEROA. AYE. COUNCIL MEMBER. LEE. AYE. MAYOR PRO TEM DELGADO. YES. MAYOR. HERNANDEZ. YES. WE'LL MOVE ON NOW TO ITEM NUMBER 13. THIS IS A APPOINTMENT OF WILLIAM PATERSON, CITY MANAGER. I WILL SAY THAT WE DO HAVE SOME PUBLIC COMMENTS, SPEAKER CARDS ON ALL THE OTHER ITEMS. WE DIDN'T HAVE ANY. BUT ON THIS ONE WE DO. SO WE'LL GO AHEAD AND GET A PRESENTATION FROM OUR CITY ATTORNEY AND WE'LL GO FROM THERE. YES. THANK YOU, MAYOR AND COUNCIL, THIS ITEM BEFORE YOU IS FOR THE APPOINTMENT OF WILLIAM PATERSON AS THE NEXT CITY MANAGER FOR THE CITY OF COACHELLA. MR. PATERSON HAS OVER 30 YEARS OF CITY MANAGEMENT EXPERIENCE. HE SERVED AS THE CITY'S INTERIM FINANCE DIRECTOR AND HAS BEEN APPOINTED AS THE INTERIM CITY MANAGER ON MULTIPLE OCCASIONS, CURRENTLY HOLDING THAT POSITION SINCE FEBRUARY OF THIS YEAR. AFTER AN EXTENSIVE RECRUITMENT AND INTERVIEW PROCESS, THE CITY COUNCIL HAS DIRECTED THAT MR. PATERSON'S APPOINTMENT FOR CITY MANAGER BE BROUGHT BEFORE COUNCIL FOR CONSIDERATION AND APPROVAL. MR. PATERSON'S EMPLOYMENT AGREEMENT IS FOR AN INITIAL TERM OF ONE YEAR. HIS ANNUAL SALARY IS 299,000, WITH A $500 MONTHLY VEHICLE ALLOWANCE AND AN ANNUAL CONTRIBUTION TO A QUALIFYING PENSION PLAN, EQUAL TO 5% OF HIS APPLICABLE BASE SALARY. A RESOLUTION APPOINTING MR. PATERSON AS THE CITY MANAGER, ACCOMPANYING WITH HIS EMPLOYMENT AGREEMENT IS BEFORE YOU FOR CONSIDERATION AND ACTION. THAT CONCLUDES MY REPORT. I'M HAPPY TO ANSWER ANY QUESTIONS. THANK YOU, THANK YOU COUNCIL.

I'LL OPEN IT UP TO DISCUSSION. CITY WAS THERE A COMMITTEE THAT WORKED ON THIS? I WILL SAY THAT I'VE BEEN GONE FOR TWO MONTHS. AND SO YEAH, I MEAN COUNCILMEMBER PEREZ WERE APPOINTED THE LABOR NEGOTIATING WITH THE. CAN YOU SPEAK INTO THE MIC. OH YEAH. WITH THE CITY ATTORNEY. AND SO HE WORKED WITH THE CITY ATTORNEY TO DISCUSS THE CONTRACTING TERMS. WHAT WE'D LIKE TO OPEN IT UP FOR PUBLIC COMMENTS. THANK YOU. OKAY. WE HAVE A REQUEST TO SPEAK FROM ALEX EARL. HE SHOULD BE ON ZOOM. GOOD EVENING. COUNCIL MAYOR, CAN

[01:25:08]

YOU HEAR ME? YES, WE CAN HEAR YOU. ALEX WANTED YOU TO TURN ON YOUR VIDEO. OH, OKAY. HOPE YOU GUYS CAN SEE ME. GOOD EVENING, MAYOR AND COUNCIL. MY NAME IS ALEX EARL FROM CHELSEA INVESTMENT CORPORATION. I WANTED TO TAKE THE TIME TONIGHT TO EXPRESS MY SUPPORT FOR THE APPOINTMENT OF MR. PATERSON AS CITY MANAGER. AS MOST OF YOU KNOW, I'M THE PROJECT MANAGER FOR A FEW PROJECTS. THEIR PUEBLO VIEJO VILLAS, BUILT IN 2022, LOCATED ON THE CORNER OF SIXTH STREET AND CESAR CHAVEZ, AND THE ADJACENT CAVADA APARTMENTS TO THE SOUTH THAT JUST HAD ITS GRAND OPENING AND RIBBON CUTTING A COUPLE WEEKS AGO IN LATE MAY OF THIS YEAR, AND HOPEFULLY THE FUTURE SIXTH STREET SENIORS PROJECT LOCATED ADJACENT TO BOTH THOSE PROJECTS ON SIXTH STREET BETWEEN DATE AND TRIPOLI. I WORKED WITH MR. PATERSON AND CITY STAFF ON ALL THREE OF THESE DEVELOPMENTS, INCLUDING THE NEWLY CONSTRUCTED SUNLINE BUS HUB ON THE CORNER OF CESAR CHAVEZ AND FOURTH STREET THAT WAS FUNDED BY STATE GRANTS OBTAINED BY THE CITY IN PARTNERSHIP WITH CITY WITH CHELSEA INVESTMENT CORPORATION, MR. PATTERSON HAS HELPED CHELSEA INVESTMENT BRING THESE MUCH NEEDED AFFORDABLE HOUSING DEVELOPMENTS TO REALITY IN YOUR FINE CITY. IN HIS PREVIOUS CAPACITY AS CITY MANAGER AND ALSO INTERIM FINANCE DIRECTOR AND CURRENTLY INTERIM CITY MANAGER, MOST RECENTLY, UPON RETURNING AS THE APPOINTED INTERIM CITY MANAGER, HE IMMEDIATELY JUMPED RIGHT IN AND PLAYED A CRUCIAL ROLE IN HELPING US OBTAIN OUR CERTIFICATE OF OCCUPANCY BY COORDINATING MEETINGS WITH CITY STAFF, CITY INSPECTORS AND OFFICIALS, AND ALSO RIVERSIDE COUNTY FIRE INSPECTORS TO HELP MAKE SURE WE GOT FAMILIES MOVED INTO THOSE MUCH NEEDED NEW HOMES AS QUICKLY AS POSSIBLE. IN MY OPINION, BILL IS A PERFECT FIT FOR THE JOB GIVEN HIS EXPERIENCE IN THE CITY, AND I HOPE YOU ALL MAKE THE DECISION TO APPROVE HIS APPOINTMENT. THANK YOU. OKAY, OUR NEXT SPEAKER SLIP IS HERE IN PERSON. IT'S FOR FREEMAN SWANK. I APOLOGIZE IF YOU CAN CORRECT ME. MR. MAYOR. MAYOR PRO TEM COUNCIL MEMBERS, THANK YOU VERY MUCH. I'M FREEMAN SWANK. I'M THE SITE LEADER AT ARMTEC DEFENSE, A LONGTIME EMPLOYER HERE IN THE CITY. I WANTED TO SPEAK BRIEFLY ABOUT OUR EXPANSION, THE PROGRESS ON OUR EXPANSION, AND OUR EXPERIENCE WITH BILL PATTINSON AS OUR INTERIM CITY MANAGER ON THAT PROJECT. WE WERE RECENTLY ABLE TO GET OUR PLANNING COMMISSION APPROVAL FOR A PHASE TWO EXPANSION, WHICH INCLUDES SIGNIFICANT IMPROVEMENTS AROUND OUR FACILITY TO THE STREET, ON OUR SIDE OF THE STREET, AS WELL AS ACROSS THE STREET. WE HOPE TO BREAK GROUND ON THAT EFFORT VERY, VERY SOON. THIS SUPPORTS APPROXIMATELY 100 PEOPLE ADDITIONAL TO OUR FACILITY, WITH A MIDTERM POTENTIAL ADDITION OF 100 MORE. SO PRETTY SIGNIFICANT EXPANSION FOR US AND I BELIEVE FOR THE CITY AS WELL. IN THIS PROCESS, WE FOUND BILL TO BE VERY HIGHLY ENGAGED. SO THAT'S BEEN VERY APPRECIATIVE. HE PERSONALLY VISITED OUR SITE, HEARD OUR NEEDS, HEARD OUR CONCERNS. HE'S PARTICIPATED ON A MAJORITY OF OUR BIWEEKLY STATUS CALLS. SO HE'S ROUTINELY CHECKED IN TO SEE HOW THINGS ARE GOING. ARE WE GETTING WHAT WE NEED? ARE WE MAKING THE PROGRESS THAT WE NEED TO? HE'S HELPED TO RESOLVE CONCERNS, PROVIDE GUIDANCE TO US AS WELL AS OTHER CITY STAFF MEMBERS, AND COMMUNICATED THAT THAT VISION OF HOW WE'RE WORKING TOGETHER TO FIND SOLUTIONS ON THIS PROJECT HELPS THE CITY GROW AND HELPS US PROVIDE MORE JOBS FOR THE CITY. SO WHILE WE'RE DOING MORE IMPROVEMENTS ON THIS PROJECT THAN I THINK WE HAD BUDGETED FOR BILL'S HELP, WE'VE BEEN ABLE TO AVOID SLIPPING OUR SCHEDULE ANY FURTHER. SO FURTHER, WE'VE SEEN INCREASED COLLABORATION WITH THE CITY STAFF UNDER BILL, UNDER BILL'S WATCH, TO HELP US WORK THROUGH THOSE VARIOUS ISSUES THAT HAVE COME UP ON THE PROJECT. SO, FOR INSTANCE, DESIRED IMPROVEMENTS, INTERFERING WITH EASEMENTS, NEIGHBORING STRUCTURES, BEING IN THE RIGHT OF WAY FOR WHERE WE WANTED TO PUT THOSE IMPROVEMENTS, OR WHERE THE CITY WANTED TO PUT THOSE IMPROVEMENTS. AND WE BELIEVE WE'VE ABLE TO WE BELIEVE WE'VE BEEN ABLE TO REACH REASONABLE THREE PARTY AGREEMENTS AS A RESULT OF BILL'S LEADERSHIP, AS WELL AS THE EFFORTS OF CITY STAFF. SO OVERALL, WE'VE BEEN PLEASED WITH BILL'S COMMITMENT AND ENGAGEMENT TO HELP MOVE OUR PROJECTS ALONG. SO WE HOPE THIS FEEDBACK WILL HELP YOU AS YOU WEIGH YOUR DECISION. THANK YOU, THANK YOU. NEXT SPEAKER IS ROB BERNHEIMER. GOOD EVENING. MAYOR, MAYOR PRO TEM, COUNCIL INTERIM CITY MANAGER. MY NAME IS ROB BERNHEIMER, AND I'VE BEEN IN YOUR SHOES. I'VE BEEN A MAYOR AND COUNCIL MEMBER AND HAVE GONE THROUGH CITY MANAGER TRANSITION, HIRED CITY MANAGERS. AND I CAN TELL YOU, I DON'T KNOW WHAT YOUR CITY NEEDS AS A CITY MANAGER.

[01:30:01]

YOU GUYS KNOW THAT. AND SO I DON'T WANT TO PRETEND THAT I DO. BUT WHAT I CAN DO IS TELL YOU, AS SOMEBODY WHO'S REPRESENTED DEVELOPERS IN THIS CITY FOR A LONG TIME, BUT SPECIFICALLY OVER THE PAST FIVE MONTHS SINCE BILL'S BEEN HERE, WHAT MY EXPERIENCE HAS BEEN, AND MAYBE THAT INFORMATION HELPS YOU MAKE YOUR DECISION. FREEMAN JUST SPOKE ABOUT THE ARMTEC PROJECT, AND I WOULD JUST REITERATE SOME OF THOSE THINGS. THAT WAS REALLY ONE THAT HAD A DEADLINE. THEY HAD FUNDING COMING FROM THE FEDERAL GOVERNMENT, AND IF WE DIDN'T GET THIS THING FINISHED LAST WEEK BY THE PLANNING COMMISSION, IT REALLY WOULD HAVE MUCKED UP THE OPERATIONS OF ARMTEC, CERTAINLY SIX MONTHS DOWN THE LINE, IF THEY'RE NOT CLOSE TO HAVING A FACILITY BUILT AND EVERYTHING BILL DID TO STEP IN AND MAKE SURE HALL, HE DID. E NEGOTIATIONS ON SOME OF THE OFFSITE IMPROVEMENTS WERE DIFFICULT AT TIMES. YOU KNOW, THE CITY WANTED MORE THAN THAN ARMTEC NECESSARILY HAD BUDGETED. AND AM NOT SAYING THAT THE CITY LAID DOWN AT ALL UNDER BILL'S LEADERSHIP, BUT WE WERE ABLE TO WORK OUT A PHASING PLAN THAT MADE SENSE FOR EVERYONE. AND HIS COMMUNICATION WAS JUST STELLAR. I ALSO BROUGHT A POTENTIAL LARGE DEVELOPER TO THE CITY, AND BILL WAS ABLE TO ORGANIZE ALL THE KEY DEPARTMENT HEADS, WHICH AND STAFF FROM THE DEPARTMENT WHICH PROVIDED INVALUABLE INFORMATION TO MY CLIENT, WHO ULTIMATELY WAS NOT ABLE TO MOVE FORWARD WITH THAT PROJECT. BUT WE WERE ABLE TO GET TO THAT ANSWER SO QUICKLY BECAUSE OF A REALLY PRODUCTIVE MEETING THAT THAT THAT BILL SPEARHEADED. I ALSO HAVE A HOUSING PROJECT THAT'S MOVING FORWARD IN THE CITY THAT'S HAD SOME DIFFICULTIES, AND STAFF'S BEEN GREAT TO WORK WITH, AND I KNOW THAT THAT'S PART OF HIS LEADERSHIP. SO THAT'S BEEN MY EXPERIENCE. I HOPE THAT'S HELPFUL FOR YOU. AND I DON'T ENVY YOU IN HAVING TO MAKE THIS DECISION. AND I KNOW THE CITY MANAGER IS AN IMPORTANT PERSON TO HELP LEAD THE CITY. AND I WISH YOU THE BEST OF LUCK. THANK YOU, THANK YOU. NEXT IS MICHAEL SOLOMON. DID I CALL? YES. MICHAEL SOLOMON. GOOD EVENING, CITY COUNCIL. I'M MIKE SOLOMON, I'M THE OWNER OF ANTHEM AIR CONDITIONING AND PLUMBING HERE AT COACHELLA. I WAS BORN HERE IN 1979, IN COACHELLA, AND NOW I OWN A BUSINESS THAT'S HERE IN THE CITY OF COACHELLA. WE'VE WORKED WITH BILL ON SEVERAL ISSUES LATELY, AND HIS RESPONSIVENESS HAS BEEN GREAT. HE'S REALLY HELPED US OUT WITH HIM, HIS STAFF, EVERYTHING. SO I JUST WANT YOU TO CONSIDER HIS APPOINTMENT AND I'M IN SUPPORT OF THE BILL. SO THANK YOU. THANK YOU. OKAY. THANK YOU. THE LAST SPEAKER THAT I HAVE IS FOR PETER SOLOMON. PETER SOLOMON, 53, 800 POLK STREET, COACHELLA. MY FAMILY HAS BEEN HERE SINCE 1977. WE'VE HAD A BUSINESS HERE SINCE THEN CONTINUOUSLY. I'M A SEMI RETIRED BUILDER AND DEVELOPER AND I SAY SEMI BECAUSE FOR A LOT OF YEARS MY SON, MY SON MICHAEL WORKED FOR ME AND NOW I FEEL LIKE I'M WORKING FOR HIM. BILL HAS BEEN A BREATH OF FRESH AIR AND I CANNOT TELL YOU HOW GREAT IT IS TO FEEL LIKE YOU HAVE ACCESS TO THE CITY MANAGER, TO HIS STAFF, AND HE'S REALLY A PROBLEM SOLVER, AND WE SOMETIMES COME TO HIM WITH LOTS OF PROBLEMS. BUT I RECOMMEND THAT YOU VOTE IN HIS FAVOR. AND I'VE DEALT WITH A LOT OF CITY MANAGERS IN THIS COACHELLA VALLEY, AND HE'S ONE OF THE BEST. THANK YOU, THANK YOU, THANK YOU, THANK YOU. ARE THERE ANY OTHER SPEAKERS ON ZOOM? WE HAVE ONE HAND RAISED. AND IF YOU CAN PLEASE STATE YOUR NAME ON THE SCREEN. ALL WE SEE IS AND TURN YOUR CAMERA ON PLEASE. OH, WE'RE PROMOTING THEM RIGHT NOW. MY APOLOGIES. ACTUALLY, THEY DECLINED TO BE PROMOTED. OKAY. SECOND. OKAY. THERE WE GO. OKAY. YOU HEAR ME NOW? OH, YES. WE CAN HEAR YOU AND SEE YOU. HI, MY NAME IS REMO PACELLI. THANK YOU FOR ALLOWING ME TO SPEAK. I'M A NEW BUSINESS OWNER IN THE COMMUNITY. I'M THE CEO OF RESORT AMERICA, AND WE ARE WORKING ON A VERY LARGE DEVELOPMENT IN THE CITY. THAT'S GOING TO BE ANNOUNCED VERY SOON. AND I JUST WANT TO SAY ONE THING. IF I CAN EXPLAIN MY RELATIONSHIP WITH BILL, HE'S BEEN HUMBLE, CARING, HONEST, SINCERE, AND HE'S BEEN VERY HELPFUL. AND WITHOUT HIS ASSISTANCE. THE PROJECT THAT

[01:35:07]

I'VE BEEN WORKING ON FOR THE LAST EIGHT MONTHS WOULD NEVER HAVE HAPPENED. I KNOW HE'S ONLY BEEN THERE FIVE, BUT HE CAME IN, AS SOMEBODY SAID EARLIER WITH A BREATH OF FRESH AIR, HE MADE CONSUMMATING THIS TRANSACTION POSSIBLE BECAUSE IT WAS A VERY DIFFICULT ONE, AND WE'RE GOING TO BE EXCITED IN THE NEXT FEW MONTHS TO MAKE THE ANNOUNCEMENT. BUT IT'S BECAUSE OF BILL'S ASSISTING US THAT THIS IS BECOMING REALITY. AND I'LL JUST BE VERY BRIEF. I'VE DEALT WITH A LOT OF CITIES. I STILL DO A LOT OF CITY MANAGERS, BUT IT'S HARD TO FIND ONE THAT IS HONEST, SINCERE AND CARING AND THAT REALLY WANTS TO HELP. AND THAT EXPLAINS BILL PATTERSON TO ME.

THANK YOU, THANK YOU, THANK YOU. NO OTHER HANDS RAISED. ALL RIGHT. COUNCIL.

BILL, YOU LEFT US ALL SPEECHLESS. A MOTION TO MOVE FORWARD, TO APPROVE. SECOND. ALL DISCUSSION. DISCUSSION. NO DISCUSSION. COUNCIL DISCUSSION. I'M GOING TO HAVE SOMETHING TO SAY. I'VE WORKED WITH A LOT OF YOU, AND I'LL CONTINUE TO WORK WITH A LOT OF YOU. I'VE BEEN HERE AT THE CITY FOR 19 YEARS, AND A LOT OF YOU KNOW ME, AND WE'VE BEEN PART OF A LOT OF THE CHANGES THAT HAVE OCCURRED, AND I THINK THEY'VE BEEN VERY POSITIVE CHANGES THAT HAVE OCCURRED. I'VE WORKED FOR A NUMBER OF DIFFERENT CITY MANAGERS THROUGHOUT MY TENURE. I CAN NAME THEM ALL FROM JERRY SANTILLAN TO STEVE BROWN TO TIM BROWN TO JOHN GIRARDI, TO JEAN ROGERS TO DAVID GARCIA, BILL PATTERSON, GABRIEL MARTIN AND BILL PATTERSON. I THINK I GOT THEM ALL, YOU KNOW, AND I'VE KNOWN BILL FOR A LONG, LONG TIME. AND, YOU KNOW, I'VE KNOWN THE BILL PATTERSON THAT WAS THAT CAME ON ORIGINALLY WITH DAVID GARCIA AS THE FINANCE DIRECTOR.

AND I KNOW THE BILL PATTERSON AS THE INTERIM CITY MANAGER, AND I KNOW HIM AS A CITY MANAGER. AND THEN HE RETIRED, AND I KNOW HIM NOW AS THE AS THE CURRENT INTERIM CITY MANAGER. WHEN I LOOK OUT INTO THE AUDIENCE RIGHT NOW, WHAT I'M HEARING FROM IS, IS THE DEVELOPMENT COMMUNITY.

AND, YOU KNOW, WHEN WE THINK ABOUT STAKEHOLDERS IN THIS COMMUNITY, THERE ARE A LOT OF THEM. THERE ARE A LOT OF THEM. AND I'M GOING TO GO OVER THEM. THERE'S WE HEARD FROM THE CHAMBER OF COMMERCE. THERE'S THEY MAKE UP SMALL BUSINESSES. WE KNOW THAT THERE'S NONPROFITS OUT HERE THAT HAVE BEEN PART OF OUR GOVERNMENT AND HAVE BEEN WINNING WITH US. WE KNOW THAT THERE'S SCHOOL DISTRICTS, WE KNOW THAT THERE'S CITY STAFF, OUR UNIONS, OUR BARGAINING UNITS. WE KNOW THAT THERE'S BANKS, RIGHT? OUR BANKING COMMUNITY. I THINK IT'S KIND OF COOL THAT WE HAVE TWO BANKS RIGHT NOW THAT ARE PART OF OUR CHAMBER, AND WE GOT A BRAND NEW CREDIT UNION THAT'S BEING BUILT. AND THAT SAYS SOMETHING ABOUT, YOU KNOW, THE STRENGTH OF THIS COMMUNITY. THERE'S THE CLERGY, THERE'S THE CHURCH. RIGHT. THE CHURCH IS A BIG PART OF OUR COMMUNITY. AND THEN THE MOST IMPORTANT ONE IS THERE, THE RESIDENTS. THE RESIDENTS MAKE UP A BIG, BIG PART OF OUR STAKEHOLDERS. AND RIGHT NOW WE'RE JUST HEARING FROM ONE, ONE SECTOR. AND YOU KNOW, MY CONCERN RIGHT NOW WITH THIS CONTRACT. AND I'M GOING TO BE PRETTY HONEST, IS THAT IT'S THE LARGEST CONTRACT THAT WE'VE EVER GIVEN IN THE CITY OF COACHELLA'S HISTORY. THIS IS A THIS IS A CONTRACT. IF I CAN GO OVER THE NUMBERS. THAT'S A PACKAGE OF PROBABLY THREE, $325,000, WHICH IS PRETTY SIGNIFICANT. AND WHEN YOU THINK ABOUT AND THAT'S JUST IN PAY AND THAT'S NOT INCLUDING BENEFITS, THE BENEFITS ARE GOING TO AVERAGE SOMEWHERE ABOVE $400,000 A YEAR. AND IT'S GOT AN 18 MONTH SEVERANCE PACKAGE AS WELL. AND THAT PROBABLY EQUATES TO, YOU KNOW, FIVE, $600,000 AT THE END OF THE DAY. AND THAT'S JUST KEEP IN MIND THAT THE

[01:40:01]

COUNCIL MAJORITY HERE ALSO PAID OUT, YOU KNOW, 18 MONTHS SEVERANCE. SO ANOTHER, YOU KNOW, 340,000, $400,000 THAT WERE PAID. SO ALL IN ALL RIGHT, WE'RE LOOKING AT A CHANGE OF DOLLARS THAT'S VERY, VERY HIGH. AND I BRING ALL THIS UP BECAUSE AND I'VE BEEN KEEPING TABS OVER THE COURSE OF THE LAST FEW MONTHS BECAUSE WE'RE TALKING AUSTERITY, WE'RE TALKING BUDGET CUTS, WE'RE TALKING STAFF CUTS. AND SO, I DON'T KNOW, IT'S KIND OF WEIRD. I'M JUST LOOKING AT THE CITY COUNCIL MEMBERS WHO WERE PART OF THIS NEGOTIATION COMMISSION, WHICH WAS COUNCIL MEMBER PEREZ AND DOCTOR FIGUEROA. AND I DON'T KNOW, I'M JUST I'M KIND OF AT ODDS WHERE WHERE MAYBE WE'RE SPEAKING FROM BOTH SIDES OF OUR MOUTHS BECAUSE ON THE ONE HAND, WE'RE GIVING THE LARGEST CONTRACT IN THE CITY'S HISTORY. BUT YET, ON THE OTHER HAND, WE'RE TELLING OUR STAFF, PREPARE FOR LAYOFFS. I MEAN, FOR ME, IT WOULD BE SOMETHING THAT IF WE COULD MATCH THE PREVIOUS CITY MANAGER CONTRACT, WHICH WAS $286,000, THAT'S A PRETTY GOOD CONTRACT. I'M NOT HERE TO MAKE OUR CITY MANAGER EARN MORE DOLLARS THAN THE CITY MANAGER OF LA QUINTA, BECAUSE I BELIEVE AT THIS RATE, THEY'RE ACTUALLY GOING TO BE MAKING MORE. AND KEEP IN MIND THAT THE BUDGET AND THOSE COMMUNITIES ARE A LOT HIGHER, A LOT HIGHER BUDGETS OF, YOU KNOW, INDIAN WELLS, PALM DESERT, THEY'RE A LOT HIGHER. BUT YET WE'RE PROPOSING TO MAKE BILL, YOU KNOW, UP THERE LIKE WE'RE WE'RE GOING TO PUT THEM UP THERE LIKE NUMBER ONE AND TWO IN THE COACHELLA VALLEY. AND THAT'S HARD FOR ME TO DO, PARTICULARLY WHEN, YOU KNOW, THE AVERAGE FARM WORKER IN THE CITY MAKES $21,000 A YEAR. AND SO I JUST I'M A I'M A LITTLE BIT AT ODDS OR JUST A LITTLE BIT CONFUSED HERE ABOUT HOW MUCH WE'RE GOING TO PAY HIM. THE OTHER THING IS THAT. I DON'T I DON'T REALLY CARE HOW GOOD BILL THINKS HE IS OR HOW GOOD ANDREW IS, BUT. WE LACK SIGNIFICANT STAFF. OUR EXECUTIVE TEAM IS NO MORE. AND WHAT MADE COACHELLA VERY, VERY SUCCESSFUL WAS THE TEAM THAT WE HAD AROUND US. AND BILL WAS PART OF THAT TEAM. AND SO I UNDERSTAND THAT, YOU KNOW, SOME OF THE EXECUTIVE TEAM LEFT ON THEIR OWN AND OTHERS, FRANKLY, THEY WROTE THE LETTERS TO THE COUNCIL AND THEY'RE VERY PUBLIC THAT, YOU KNOW, THE MANAGEMENT STYLE IS ONE THAT DIDN'T WANT TO WORK WITH. AND MAYBE THE ARGUMENT FOR, FOR FOLKS IS LIKE, WELL, YOU KNOW, THERE WERE DISGRUNTLED OR THEY WEREN'T GOOD. BUT I KNOW NOW WHERE A LOT OF THEM HAVE GONE. CERTAINLY COMMUNITIES LIKE RANCHO CUCAMONGA ARE REALLY GOOD COMMUNITIES, AND OUR PUBLIC WORKS DIRECTOR IS NOW OUR FORMER PUBLIC WORKS DIRECTOR IS NOW THE LEAD OF THAT OF THAT ORGANIZATION. AND SHE RUNS NOW A DEPARTMENT THAT IS PROBABLY AS BIG AS THE STAFF OF THE CITY OF COACHELLA IN ITS ENTIRETY. SO THESE ARE FOLKS THAT WERE WITH US PREVIOUSLY AND NO LONGER HERE, GABE PEREZ NO LONGER HERE.

WE HAD A RETIREMENT AS WELL IN OUR HR DEPARTMENT, OUR FINANCE DIRECTOR, YOU KNOW, I MEAN, SO THERE'S SIGNIFICANT HOLES IN THE EXECUTIVE TEAM. AND, YOU KNOW, THE CITY MANAGER IS VERY IMPORTANT THAT THE CITY MANAGER BUILDS A CULTURE OF SUCCESS. IT BUILDS A CULTURE OF ONE IN WHICH HIS TEAM BELIEVES IN HIM. AND IT JUST I FIND IT A LITTLE BIT HARD RIGHT NOW. TO GIVE YOU A FULL VOTE OF CONFIDENCE. AND I DID BEFORE BILL, BECAUSE I WAS I WAS FOR ONE, YOU KNOW, AND WHAT I'VE SEEN RIGHT NOW IS JUST YOU DON'T HAVE AN EXECUTIVE TEAM. IT'S YOU. ANDREW, YOU KNOW, CASTELO SELENA. BUT THERE'S A WHOLE THERE'S MARITZA. WE GOT KENDRA AS AN INTERIM, YOU KNOW, AND THEN THERE'S A LOT OF THERE'S A LOT OF PEOPLE THAT ARE MISSING FROM THE TEAM. AND IT'S JUST IT'S FOR ME, IT'S LIKE, WHAT'S THE GAME PLAN? WHAT'S THE GAME PLAN? HOW ARE WE GOING TO REALLY GET BACK TO A POINT WHERE WHERE WE'RE ACHIEVING EXCELLENCE NOW, I'VE ALSO HEARD, YOU KNOW, THAT SEVERAL COUNCIL MEMBERS OR ONE COUNCIL MEMBER, OTHERS ARE TRYING TO PUSH AN AGENDA AND ARE TRYING TO GET BACK AT CERTAIN EMPLOYEES AND ASKING FOR CERTAIN PEOPLE TO BE DISMISSED AND OTHERS NOT. AND I JUST THINK I JUST CAUTION THE COUNCIL TO REALLY THINK ABOUT THEIR APPROACHES, TO REALLY THINK ABOUT CREATING THAT TYPE OF SPACE. YOU KNOW, IT'S FOR ONE,

[01:45:07]

IT'S SOMEWHAT OF A IT'S A QUID PRO QUO. IT'S ILLEGAL. IT CAN'T BE DOING THAT. AND ON THE OTHER HAND, IT JUST IT CREATES AN ATMOSPHERE IN WHICH IT'S NOT A GOOD ONE FOR THE CULTURE AND FOR THE STAFF. AND I'VE HEARD A LOT OF FEEDBACK FROM STAFF, EVEN THOUGH I'VE BEEN GONE, EVEN THOUGH I'VE BEEN GONE, PEOPLE HAVE BEEN COMING TO ME, YOU KNOW, I'VE BEEN GONE. OBVIOUSLY I HAD A DEATH IN MY FAMILY, BUT PEOPLE HAVE BEEN COMING TO ME AND IT JUST, IT JUST IT'S ROOM FOR CONCERN. IT'S ROOM FOR CONCERN, FOR CONCERN FOR ME. AN, AND THAT'S WHERE I'M AT RIGHT NOW I THINK I THINK. YOU KNOW, THIS IS A DECISION THAT HAS WEIGHED HEAVY ON ME. I TAKE IT VERY SERIOUS BECAUSE WE ONLY HIRE TWO PEOPLE, HIM AND HIM. AND AT THE END OF THE DAY JUST SAID, WHERE WE'RE AT RIGHT NOW, I'M NOT WILLING TO GIVE THE LARGEST CONTRACT IN THE CITY'S HISTORY. IT JUST DOESN'T MAKE SENSE, PARTICULARLY WITH THESE AUSTERE BUDGET TIMES. SO THAT'S WHERE I'M AT. COUNCIL, YOU'RE WELCOME TO VOTE IF WE WANT TO HEAR FROM ANYONE ELSE. I'LL JUST I'LL JUST SAY A FEW COMMENTS ON ON MY END AND I'LL BE BRIEF. BUT, YOU KNOW, I'VE HAD CONVERSATIONS WITH, YOU KNOW, WITH BILL PRIVATELY AND ALSO, YOU KNOW, WHILE BEING HERE ON THE DAIS AND SHARED MY CONCERNS. I THERE'S BEEN SO MUCH. CONCERN COMING FROM EVEN OUR, OUR CITY STAFF BUSINESS OWNERS TOO. AND IT DOESN'T JUST HAVE TO DO. I'LL BE HONEST. WITH THE CITY MANAGER, BUT ALSO THEIR CONCERN FROM SMALL BUSINESS OWNERS THAT NEED EITHER THE APPROVAL OR SOMETHING OF EVEN THE FOLKS THAT ARE UP HERE ON THE DAIS. AND THAT CONCERN BEGAN IN JANUARY OF THIS YEAR, AND IT'S JUST BEEN SOMETHING THAT HAS BEEN HAPPENING CONSISTENTLY OVER AND OVER AND OVER. AND IT DOESN'T END. AND IT'S UNFORTUNATE THAT, YOU KNOW, OUR SMALL BUSINESS COMMUNITY, NOT EVERYONE, BUT SOME OF OUR SMALL BUSINESS COMMUNITY MEMBERS. ARE ALREADY THINKING AND SAYING, YOU KNOW, I MIGHT LOOK AT A DIFFERENT CITY. THERE MIGHT BE AN OPPORTUNITY ELSEWHERE BECAUSE OF THE FEAR THAT THEY FEEL. AND SO I'VE, YOU KNOW, HAD VERY CANDID CONVERSATIONS WITH YOU, BILL, OF SOME OF MY CONCERNS AND THINGS AND THINGS THAT I'VE HEARD. AND I WON'T MENTION ANYTHING HERE BECAUSE I THINK I SHARED WITH YOU PRIVATELY. AND THAT'S THE IMPORTANT THING. BUT I CANNOT VOTE. FOR AN INDIVIDUAL THAT I THINK DOESN'T BRING A LOT OF POSITIVE. WORK INTO THE CITY. AND I HEARD, YOU KNOW, LOUD AND CLEAR FROM, YOU KNOW, SOME OF THE DEVELOPERS HERE AND THE BUSINESS COMMUNITY HERE. AND THEY SHARED GREAT THINGS ABOUT YOU, AND I BELIEVE THEM, I REALLY DO. I KNOW THAT ALL OF THAT IS TRUE, BUT THAT'S NOT EVERYTHING. THERE ARE THERE ARE SO MUCH MORE TO A LEADER. THERE IS SO MUCH MORE TO FOLKS THAT ARE IN LEADERSHIP POSITIONS. IT'S NOT JUST ABOUT THE POWER. I THINK THAT THE BIGGEST COMPONENT IS THAT LEADERSHIP CARES AND THAT PEOPLE CARE ABOUT THE COMMUNITY, ABOUT THE STAFF, AND THAT THEY SHOW IT. AND SO FOR THAT REASON, I, I, I SIMPLY CANNOT DO IT. AND, YOU KNOW, I'VE SHARED A LOT MORE WITH YOU AND SOME OF MY CONCERNS. IT'S UNFORTUNATE THAT THIS IS WHAT'S GOING ON IN OUR CITY. BUT THOSE ARE MY COMMENTS. I JUST WANTED TO SHARE AND MAKE SURE THAT, YOU KNOW, THE FOLKS THAT ARE HERE OR THOSE THAT ARE LISTENING, UNDERSTAND WHERE I'M COMING FROM AND WHY. THAT'S MY DECISION. THANK YOU. YOU HAVE A MOTION. I BELIEVE YOU HAVE A SECOND. I THINK THAT THIS IS A TIME THAT WE SHOULD TALK ABOUT SOME OF THESE CONCERNS. THERE'S A ONE YEAR CONTRACT ON THE, ON ON THE TABLE. AND SO LET'S DISCUSS THAT. I AGREE WITH THE LAYOFFS.

[01:50:04]

IT IS A LOT I AGREE WITH CONSIDERING BILLS. PACKAGE. I KNOW THAT THERE IS A LOT OF WELL NOT A LOT. BUT I KNOW THAT'S BEEN VERY VOCAL. YOU KNOW FROM OUR CITY MANAGER ABOUT WHERE WE'RE AT WITH WITH THE FINANCES. AND IT IS CONCERNING. IT IS CONCERNING WHEN, YOU KNOW, THERE IS DISCUSSION ABOUT POSSIBLY LOSING PEOPLE AND THEN HAVING TO AGREE TO A CONTRACT. SO I'M OPEN TO LISTENING TO THE MAYOR'S SUGGESTIONS. AND ALSO, AS YOU KNOW, THIS IS THIS IS WHY IT COMES BEFORE COUNCIL SO THAT WE CAN DISCUSS IT. AND IF THERE'S CONCERNS, YOU KNOW, THEN THEN LET'S TALK ABOUT THAT NOW BECAUSE YOU KNOW SO AND THEN ALSO JUST TO, YOU KNOW, SHARE A BIT IS THAT BILL CAME OUT OF RETIREMENT. SO THERE'S SIX MONTHS FROM WHAT I UNDERSTAND AS AN INTERIM. AND THEN YOU CAN'T WORK ANYMORE THAN THAT. SO THE ONE YEAR CONTRACT WAS ALSO TO CONTINUE TO ALLOW HIM TO MANAGE AND OPERATE THE CITY, BECAUSE YOU MAX OUT AT SIX MONTHS. AND SO I'M, I'M OPEN TO I DON'T THINK BILL HAS COME OUT OF RETIREMENT. HE'S STILL IN RETIREMENT. SURE. BUT WHAT I'M SAYING IS THAT HE'S AT THE SIX MONTHS. AND SO I FORGIVE ME. I GUESS HE'S I DON'T UNDERSTAND THAT THE RETIREMENT BENEFITS THAT WAY. I'M NOT THERE YET. BUT SO I'M UNDERSTANDING THAT IT'S SIX MONTHS. SO YOU'RE STILL IN RETIREMENT. BUT THEN TO CONTINUE TO EVEN MANAGE OR EVEN CONTINUE TO I MEAN, THE POSSIBILITY OF CONTINUING TO BEING THE INTERIM IS NOT THERE. THAT IS CORRECT. I RUN OUT OF HOURS IF MY CONTRACT IS NOT APPROVED TONIGHT, I WILL NOT. I WILL COME IN AND PICK UP MY STUFF TOMORROW. AND BILL, I DON'T KNOW THAT IT'S FAIR TO FOR YOU, FOR ANY OF US TO NEGOTIATE A CONTRACT RIGHT HERE. YOU KNOW, I DON'T THINK THAT'S THAT'S THAT'S GOOD. DO THAT IN PUBLIC. I DON'T I MEAN, NO, I DON'T THINK I DON'T THINK IT'S SO MUCH NEGOTIATING THERE. BUT THERE ARE SOME VALID CONCERNS HERE. AND SO, YOU KNOW, IF, IF, IF YOU DIDN'T WANT IT TO BE DISCUSSED OPENLY, THEN IT WOULDN'T HAVE BEEN PROVIDED OPENLY. WELL, WE COULD HAVE JUST TAKEN IT BACK TO CLOSE SESSION. I MEAN, BUT IF YOU'RE, YOU'RE SUGGESTING YOU DID MAKE A RECOMMENDATION TO, TO LOWER THE SALARY. SO, YOU KNOW, IS THAT WHAT YOU'RE RECOMMENDING? RYAN? HOW DOES THIS WORK TO THE EXTENT THAT COUNCIL IS GOING TO CHANGE THE TERMS OF THE EMPLOYMENT AGREEMENT, I WOULD ASK THAT WE TAKE A RECESS SO THAT I CAN SPEAK TO BILL BEFORE WE MOVE FORWARD. CORRECT. OKAY. LET'S TAKE A RECESS. AND RYAN, WHAT WAS THE FORMER? SEE, I'M GOING TO START RECEIVING. 287,000 287,000 WAS THE BASE SALARY AND THE PRIOR CITY MANAGER CONTRACT. THAT'S CORRECT. BUT THEN THERE WAS A RAISE THAT WAS APPROVED.

CORRECT? I IT WAS A 3% RAISE AT THE COUNCIL'S DISCRETION. I THINK IT WAS AT COUNCIL'S DISCRETION. THE COUNCIL NEVER APPROVED IT IN MAY AT THE COUNCIL'S DISCRETION, BUT WAS NEVER APPROVED BY COUNCIL. THAT'S CORRECT. SO IT WAS A BASE SALARY ADJUSTMENT ON AN ANNUAL BASIS AT COUNCIL'S DISCRETION, WHICH IS THE SAME TERMS IN THIS AGREEMENT AS WELL. ANY INCREASE IN BASE WOULD BE AT COUNCIL'S DISCRETION. I THINK YOU HAVE A MOTION AND YOU HAVE A SECOND IN FRONT OF YOU. WELL, NO, I THINK IT'S VALID HERE AND HERE. HERE'S THE REASON. THERE'S BECAUSE YOU BROUGHT UP VERY VALID POINTS AND YOU BROUGHT IT PUBLICLY FOR A REASON. AND THAT'S UNDERSTANDABLE. AND SO YOU'RE SAYING, HEY, I'M MORE COMFORTABLE WITH PUTTING IT AT THE SALARY OF THE PREVIOUS MANAGER. I UNDERSTAND THAT, BUT WE HAVE A MOTION AND A SECOND AND I'M GOING TO CALL FOR THE QUESTION. OKAY. I'LL TAKE ROLL. COUNCIL MEMBER PEREZ, ARE WE.

HOLD ON. ARE WE ABLE TO ARE YOU ABLE TO TALK TO BILL ABOUT THAT? ARE WE ABLE TO DO THAT? IF THAT'S THE DIRECTION OF COUNCIL, YES. I NEED TO HAVE IT IN OPEN SESSION. WE CAN TAKE A RECESS AND I CAN TALK TO BILL OFFLINE ABOUT THAT IF THAT'S THE COUNCIL'S DIRECTION. YEAH I DO I WOULD, I WOULD MOTION FOR THAT. YES. THE MAYOR HAS BROUGHT UP A GOOD POINT OKAY. AND WHAT IS THE DIRECTION AND THE WHAT IS THE WHAT ARE THE NEW TERMS. SO THE MAYOR WAS SAYING THAT HE WOULD FEEL MORE COMFORTABLE WITH THE 287,000, WHICH WAS WHAT THE FORMER MAYOR. RIGHT NOW I HAVE A

[01:55:06]

MOTION IN A SECOND. SO A MOTION IN A SECOND MOTION. EXCUSE ME. I RESEND MY MOTION SO THAT THEY CAN. NOW THERE'S A THERE'S A THERE, ROBERT. RULES OF ORDER. YEAH. THERE'S A THERE'S A RECONSIDERATION. RECONSIDERATION OF MY MOTION PULLS HIS MOTION. MY MOTION. THANK YOU SIR. OKAY.

SO NOW WE'RE ASKING FOR A RECESS. WE WILL CONVENE TO A RECESS. OKAY. AND JUST SO I'M CLEAR, THOUGH, THE IS THERE NEW IS COUNCIL DIRECTING OR OFFERING UP NEW TERMS FROM WHAT IS PROPOSED. AND I THINK IT'S IMPORTANT THAT THE COMMITTEE RIGHT. WHOEVER WAS PART OF THE COMMITTEE THEY IT'S THEIR DEAL. WELL MAYOR YOU'RE YOU'VE MADE THESE COMMENTS VERY PUBLIC. AND WHAT I'M SAYING IS THAT, HEY, THAT'S THAT'S UNDERSTANDABLE. I MADE THREE POINTS. ONE, THE COST, TWO THE STAKEHOLDERS AND THREE THE CULTURE. SO I THINK IT'S NOT JUST IF I CAN I CORRECT ME IF I'M WRONG, BUT I THINK THAT IT WAS PART OF THE REASON WHY NOT. THE ONLY REASON THAT'S CORRECT. I MADE THREE POINTS. SO WE DON'T HAVE A MOTION ON ON THE FLOOR ANY LONGER. SO IS THERE WE I'M I'M HAPPY TO TAKE A RECESS AND TALK TO BILL. IF THERE'S ANY OTHER DIRECTION THE COUNCIL WOULD LIKE TO GIVE. I'M ALL EARS. HOW WOULD YOU LIKE TO PROCEED? TAKE A RECESS AND HAVE YOU TALK ALL RIGHT. COUNCIL RECONVENES FROM RECESS. COUNCIL MEMBER DELGADO OR MAYOR PRO TEM DELGADO? I DON'T KNOW WHERE SHE'S AT. ALL RIGHT, WELL, WE'LL COME BACK NOW TO THE APPOINTMENT OF BILL PATTERSON AS A CITY MANAGER. SO I MOTION TO APPROVE THE APPOINTMENT AND EMPLOYMENT AGREEMENT, SUBJECT TO CHANGE, THAT THE BASE SALARY FROM 299 TO 287, AND WITH ALL OTHER TERMS REMAINING ON THE CONTRACT. ALSO, I WOULD LIKE CLARIFICATION ON THE CONTRACT AND THE SEVERANCE PAY, PLEASE. YES. THANK YOU, COUNCIL MEMBERS. SO UNDER THE CONTRACT BILL, SEVERANCE WOULD BE CAPPED AT 12 MONTHS OR THE LESSER OF THE UNEXPIRED TERM. SO HIS INITIAL TERM IS ONE YEAR. MAXIMUM SEVERANCE IS 12 MONTHS. IF YOU WORKED FOR SIX MONTHS, MAX EVANS WOULD THEN BE SIX MONTHS. THE REMAINDER OF WHAT IS ON THE TERM. AND IT WAS ALREADY 12 MONTHS. CORRECT, NOT 18 MONTHS. THAT'S CORRECT. AND THE AGREEMENT? MAXIMUM MAXIMUM SEVERANCE IS 12 MONTHS. I'LL SECOND THE MOTION. THERE'S A SECOND. ANY DISCUSSION? AND REAL QUICKLY I'LL JUST. LET'S GO. LET'S GO AHEAD AND DO THE VOTE. RYAN. SORRY. I'M GOING TO CLARIFY. YES, PLEASE. SURE. SO WE HAVE A MOTION BY COUNCIL MEMBER PEREZ, A SECOND BY DOCTOR FIGUEROA. IT'S TO APPOINT BILL PATTERSON AS THE NEXT CITY MANAGER AND APPROVE THE EMPLOYMENT AGREEMENT, SUBJECT TO ONE CHANGE. THAT ONE CHANGE IS BASE SALARY INSTEAD OF 299. IT'S PROPOSED AT 287. AND SORRY HAS SO THE CHANGES THE 287 AND THEN THE SEVERANCE IS THAT IT'S NOT A FULL YEAR. IT'S ONLY UP TO WHAT'S THE REMAINDER OF THE ONE YEAR. THAT'S CORRECT. AND THAT WAS IN THE ORIGINAL AGREEMENT. IT IS A MAXIMUM OF A 12 MONTH SEVERANCE. AND THAT WOULD ONLY OCCUR FOR A NO CAUSE TERMINATION. AND IT'S THE LESSER THAN EITHER 12 MONTHS OR WHAT'S REMAINING ON THE TERM. AND THEN, YOU KNOW, THE, THE MAYOR AND COUNCIL MEMBER BROUGHT UP GOOD POINTS TO, YOU KNOW, IN THE, IN THE ROOM THERE ARE, YOU KNOW, BUSINESS FOLKS, YOU KNOW, FOLKS WHO ARE IN THE BUSINESS OF INVESTING, REALLY ALMOST EVERYONE HERE. AND IT'S A GOOD POINT, YOU KNOW, IS THAT IT DOES NEED TO BE MORE DIVERSE. WE DO NEED TO HAVE MORE COMMUNITY ATTENDANCE, AND THERE HAS TO BE MORE INTERACTION AS WELL WITH THE COMMUNITY, WITH THE SMALL BUSINESSES, WITH THE NON-PROFITS, WITH THE LEAGUES. WE JUST HEARD ABOUT THE LEAGUES TODAY. IT ALL NEEDS TO BE. AS WELL AS IS COMMUNICATED, AND THERE HAS TO BE THAT

[02:00:08]

RELATIONSHIP. AND THAT IS THE CITY MANAGER'S JOB BILL, THAT IS YOUR JOB TO MAKE SURE THAT YOU'RE BUILDING THOSE RELATIONSHIPS AND YOU'VE HEARD THOSE CONCERNS HERE AND THEY'RE VALID. THEY'RE VALID CONCERNS THAT NEEDS TO BE DISCOVERED, NEEDS TO BE CONSIDERED AND DISCUSSED AS WELL. AND SO, YOU KNOW, IF THERE'S A ONE YEAR, THERE'S A ONE YEAR. AND AGAIN, FOR THOSE WHO ARE IN ATTENDANCE IS THAT HE CAN'T GO PAST HIS SIX MONTHS AND THEN HE FORFEITS HIS RETIREMENT. SO THE ONLY OTHER WAY AROUND IT WAS THE ONE YEAR CONTRACT. HE CAN'T DO NINE MONTHS OF BEING AN INTERIM CM, OR EVEN SEVEN MONTHS OR EIGHT MONTHS. AND SO THE ONE YEAR ALLOWS HIM TO CONTINUE TO MOVE THE CITY FORWARD. BUT IT ALSO NEEDS TO BE INCLUSIVE. AND, YOU KNOW, THERE'S ALSO A GOOD POINT ABOUT EXECUTIVE TEAM MEMBERS. AND THIS CITY DOESN'T OPERATE UNLESS ALL THE EXECUTIVE DEPARTMENT HEADS, YOU KNOW, ARE ARE WORKING IN COLLABORATION WITH THE CITY MANAGER. AND THAT STARTS WITH THE CITY MANAGER. IT REALLY IS. AND THERE THERE DOES NEED TO BE A CULTURE OF NOT ONLY INCLUSIVITY BUT ALSO OF ENCOURAGEMENT AND MOTIVATION AND EXCITEMENT ABOUT WHERE THE CITY OF COACHELLA IS GOING NEXT, AND TO SAY THAT EVERY PERSON OR EMPLOYEE YOU KNOW, EMPLOYED ANYWHERE IS DOING EVERYTHING THAT'S GREAT. IT'S JUST UNTRUE.

EVERYONE ALWAYS NEEDS AREAS TO IMPROVE ON, AND THEN AREAS WHERE THEY'RE STRONG AT IS JUST WHAT IT IS. AND SO NEW LEADERSHIP DOESN'T MEAN THAT THINGS ARE GOING TO COLLAPSE OR THAT THEY'RE NOT GOING TO MOVE FORWARD. IT'S AN OPPORTUNITY TO ALSO ADDRESS SOME OF THE ISSUES THAT WE HAD BEFORE AND MOVE IT FORWARD AND MAKE IT BIGGER AND BETTER. THAT'S WHAT IT IS. BUT IT STARTS FROM YOU, BILL, AND YOU HAVE TO LEAD WITH MOTIVATION. YOU KNOW, YOU HAVE TO BE SUPPORTIVE, SUPPORTIVE AND INCLUSIVE. YOU KNOW, THESE EXECUTIVE TEAM MEMBERS DID SPEAK BEFORE, AND WE ALSO HAVE TO HEAR THEM OUT. AND SO. AS WE MOVE FORWARD, YOU'VE HEARD THE CONCERNS HERE. YOU'VE HEARD THE CONCERNS. AND IT IS ABSOLUTELY YOUR RESPONSIBILITY TO MEND THOSE RELATIONSHIPS. IT REALLY IS. SO WE HAVE $287,000. THE MAYOR HAD MADE CONCERNS ABOUT THE 299. AND I AGREE. YOU KNOW, WE ARE IN A WE ARE IN A WE'RE HAVING SOME SOME FINANCES, SOME CHALLENGES. AND THE REASON IS BECAUSE OUR REVENUES ARE DIPPING. AND THAT'S THE REASON, GUYS, THEY'RE DIPPING. SO THE NEXT YEAR AND HOPEFULLY NOT THE YEAR AFTER THAT, THEY'RE DECREASING. AND SO EXPENDITURES ARE INCREASING. AND SO THAT'S WHAT WE SEE OURSELVES IN THE SITUATION THAT WE'RE IN. AND IF YOU LOOK OUT THERE THERE'S YOU KNOW COSTS ARE GOING UP FOR EVERYTHING. EMPLOYMENT SALARIES ARE GOING UP. AND SO IF WE'RE NOT ABLE TO MATCH THOSE REVENUES OR INCREASE THEM OR KEEP THEM CONSISTENT AS WHERE WE'RE AT NOW, IT'S AN ISSUE. IT REALLY IS. AND SO BILL, WHILE HE HAS. YOU KNOW, THE NEED TO BUILD THESE RELATIONSHIPS IS THAT, YOU KNOW, HE'S ALSO ADDRESSED A GOOD POINT ABOUT WHERE WE'RE GOING IN THE FOLLOWING YEAR, AND WE ARE GOING TO DIP UNDER AT LEAST THAT'S WHAT THE PROJECTION IS WITH THE THINGS GOING DOWN. AND THEN, YOU KNOW, SOME OF OUR SALARY. I THINK WHAT IS IT, SALES TAX AND EVERYTHING ELSE IS, IS DIPPING. SO THERE'S SOME CHALLENGES THAT WE HAVE TO MOVE FORWARD AS WELL. AND WE DO NEED SOMEONE WHO'S FINANCIALLY CAPABLE AND RESPONSIBLE AND KNOWLEDGEABLE WHEN IT COMES TO FINANCES. SO. BILL, DO YOU HAVE ANY COMMENTS? NO. I'M JUST SURPRISED. I'M WILLING TO SERVE

[02:05:02]

THE COUNCIL. I CAME OUT OF RETIREMENT. I PROMISED TO DO SOMETHING FOR YOU. I FOUND THE CITY WHEN I CAME HERE. QUITE A MESS. I KNOW WE'VE HAD A COUPLE OF RESIGNATIONS. THE CITY MANAGER WAS TERMINATED. PEOPLE DIDN'T WANT TO WORK WITH ME. AND THAT HAPPENS. I'VE BEEN IN THE CITY FOR OVER TEN YEARS. I HAD A VERY GOOD RUN THE FIRST GO AROUND. I WAS VERY SUCCESSFUL AND I KNOW I CAN BE SUCCESSFUL AGAIN. I UNDERSTAND THAT EVERYBODY'S VERY CONCERNED ABOUT WHAT'S GOING ON FINANCIALLY AND THAT LAYOFFS ARE COMING, AND WHETHER I'M HERE OR SOMEBODY ELSE IS HERE, THOSE THINGS ARE GOING TO HAPPEN BECAUSE WE HAVE A $2 MILLION DEFICIT. WE CANNOT CONTINUE TO OPERATE THE CITY THE WAY THE CITY WAS BEING RUN IN THE PAST. AND IT'S JUST UNFORTUNATE THAT I WALKED INTO A BIGGER MESS THAN I THOUGHT I WAS GOING INTO. AND WHEN I THINK I KNOW EXACTLY WHAT'S GOING ON, SOMETHING CHANGES. SO JUST LIKE TONIGHT, TONIGHT'S A MICROCOSM OF WHAT THE LAST SIX MONTHS HAVE BEEN. SO I WANT THE CITY TO MOVE FORWARD. I WAS HERE TO HELP BUILD IT AND HAVE BRIGHT TIMES WITH IT, AND I WANT TO COME BACK AND BRING IT BACK TO THAT SO THAT WHEN I RETIRE AGAIN, I LEAVE IT IN JUST AS GOOD A SHAPE AS WHEN I LEFT IT THE LAST TIME.

SO I'M SORRY I DON'T HAVE ALL OF COUNCIL SUPPORT, BUT OVER TIME I HOPE I WIN YOU OVER THE MAYOR.

WE'VE WORKED TOGETHER A LONG TIME. THINGS DON'T HAPPEN IN A VACUUM, SO. THANK YOU. I AGREE THINGS DON'T HAPPEN IN A VACUUM, AND I JUST HOPE THAT IN YOUR ONE YEAR TIME FRAME THAT YOU'RE UP TO MEETING WITH ALL THESE STAKEHOLDERS AND CREATING A, A COALITION OF THE WILLING OR CALL IT A COALITION FOR BILL, WHERE IT'S A LOT GREATER THAN JUST, YOU KNOW, ONE GROUP OF STAKEHOLDERS, BECAUSE THERE'S A LOT OF THEM THAT REQUIRES A LOT OF WORK, RIGHT? THAT REQUIRES A BIG TEAM THAT CAN BE BUILT AROUND YOU, THAT IS BUYING INTO THE CULTURE OF THE ORGANIZATION THAT YOU ARE GOING TO LEAD. IF YOU GET THE VOTES TONIGHT, THAT REQUIRES FOR YOUR TEAM TO BELIEVE IN YOU. AND THAT IS THAT'S THAT'S WHAT WE'RE TALKING ABOUT HERE. YOU KNOW, WE'RE TALKING ABOUT, YOU KNOW, HAVING A TEAM BELIEVE IN YOU AND HAVING A COMMUNITY BELIEVE IN YOU AND THE STAKEHOLDERS BELIEVE IN YOU. YOU KNOW, MY CONCERN I BROUGHT UP THREE THINGS, RIGHT? AND OBVIOUSLY THE DOLLARS I WANT TO MAKE SURE THAT WE'RE MATCHING, YOU KNOW WHAT WE'RE SAYING? THIS COUNCIL IS ACQUIESCING TO THAT RIGHT THAT WE'RE GOING TO MATCH THE FISCAL AUSTERITY AND THE FIDUCIARY RESPONSIBILITY. AND THEN, YOU KNOW, WE'RE MARCHING TO GIVING YOU THE LARGEST CONTRACT IN THE CITY'S HISTORY. LIKE THAT DOESN'T MAKE ANY SENSE. YOU KNOW, I'M SORRY THAT WE HAD TO EVEN ENTERTAIN IT. BUT, YOU KNOW, THE COMMITTEE GOT IT RIGHT, I GUESS, YOU KNOW, NOW. AND IT'S SOMETHING THAT THAT, YOU KNOW, IT'S A THESE ARE POINTS THAT ARE VALID, THAT ARE CONCERNING. IF I'M A RESIDENT OUT THERE AND I'M A TAXPAYER, YOU KNOW, I ASK THEM TO LOOK AT THEIR WALLETS, SEE HOW THEY'RE DOING, AND FOR THE COUNCIL TO VOTE AND GIVE YOU THE HIGHEST CONTRACT, THAT'LL MAKE A LOT OF SENSE. YOU KNOW, EVEN WHEN 286 RIGHT NOW IS PROBABLY TOO HIGH, PROBABLY SHOULD DROP IT TO, YOU KNOW, YOU WANT US TO DO ANOTHER RECESS. YEAH. THAT'S WHAT YOU GUYS WANT. DO ANOTHER RECESS. I, I JUST WANT TO MAKE SURE, MAYOR, IS THAT, YOU KNOW, WE'RE A FIVE MEMBER COUNCIL HERE, AND I WANT TO MAKE SURE THAT THIS IS THIS IS A BIG DECISION. AND I ALSO WANT TO MAKE SURE THAT NOT ONLY EVERYBODY HERE IS BEING HEARD, BUT EVERYBODY OUT THERE IS BEING HEARD AS WELL, INCLUDING THE EXECUTIVE TEAM MEMBERS. AND WE HEARD FROM THE EXECUTIVE TEAM MEMBERS, YOU KNOW, AS IT MAYBE FOUR MONTHS AGO. AND SO THE FACT THAT EXECUTIVE TEAM MEMBERS ARE STILL POSSIBLY FEELING THAT WAY, THAT'S SOMETHING THAT NEEDS TO BE ADDRESSED. AND THE FACT THAT THEY LEFT, AND THEN THAT KIND OF TELLS YOU A LOT. AND THEN THAT'S SOMETHING THAT'S SOMETHING THAT THAT WE THEN NEED TO HOLD THE CITY MANAGER RESPONSIBLE AND HOLD YOU ACCOUNTABLE TO THAT.

AND SO WHAT I AM ASKING, SO WE ADDRESSED ONE. THE MAYOR'S CONCERN WAS THE SALARY, WHICH I AGREE. AND THEN THE OTHER TWO WAS WAS THE CULTURE AND THEN THE STAKEHOLDERS. SO BILL, IF THIS GOES THROUGH, YOU KNOW, I WHEN I WANT TO DO A PERFORMANCE EVALUATION IN A MONTH, CAN WE DO IT IN A MONTH. YEAH. SO UNDER UNDER THE TERMS OF THE AGREEMENT A PERFORMANCE EVALUATION WILL BE

[02:10:01]

CALLED BY THE CITY MANAGER IN MAY OF EACH CALENDAR YEAR. OF COURSE, AT ANY POINT COUNCIL CAN CALL A PERFORMANCE EVALUATION IN CLOSED SESSION. YEAH. AND I AGAIN I THINK THAT'S VALID POINTS THAT MY COLLEAGUES BROUGHT UP. AND SO I'M ASKING THAT IN A MONTH THAT WE DO A PERFORMANCE EVALUATION AND THAT WE ADDRESS SOME OF THESE CONCERNS AND ISSUES. AND WHAT HAS BEEN DONE TO NOT ONLY REACH OUT OR WORK WITH OUR EXECUTIVE TEAM MEMBERS, BUT ALSO STAKEHOLDERS. AND, YOU KNOW, AND I'VE SAID THIS BEFORE, BUT OUR CITY NEEDS TO BE BEAUTIFIED. IT REALLY DOES. THERE'S AREAS WHERE, YOU KNOW, THE COMMERCIAL BUILDINGS ARE NOT THE SAME COLOR. YOU KNOW, YOU HAVE SIGNS THAT ARE, YOU KNOW, DON'T EVEN TURN ON OR, YOU KNOW, YOU HAVE DIFFERENT LETTERS, YOU KNOW, SOMETHING FROM THE OLD BUSINESS OR THE NEW BUSINESS. AND SO WE REALLY NEED TO TAKE IT BACK TO THE RESIDENTS. AND I SAY THAT WITH ALL HONESTY. AND I SAID THAT TO YOU TOO, BILL, IS THAT MY GOAL IS TO INCREASE QUALITY SERVICES TO RESIDENTS, TO RESIDENTS. AND I APPRECIATE ALL THE DEVELOPERS THAT CAME IN, THE BUSINESS OWNERS THAT CAME IN. I REALLY DO APPRECIATE, AND I KNOW MANY OF YOU HAVE BEEN HERE FOR 50 YEARS, AND SO IT IS APPRECIATIVE, APPRECIATED THAT YOU CAME IN, BUT I WANT TO HEAR FROM RESIDENTS. I JUST KEEP IN MIND WE HAD A FACADE PROGRAM THAT WAS COMING ON TO THE AGENDA, AND THEN IT GOT VOTED AGAINST OR IT WAS RECOMMENDED THAT WE CUT IT. I THINK THAT WAS ONE OF THE RECOMMENDATIONS THAT BILL HAD THAT TO CUT THE FACADE PROGRAM, WHICH WAS GOING TO DO EXACTLY WHAT YOU'RE ASKING FOR, FIX THE SIGNS AND FIX THE BUILDINGS AND PUT MONEY INTO HOUSES AND ALL THAT GOOD STUFF.

AND THAT'S NOT COMPLETELY ACCURATE, MAYOR. IT WAS THREE, THREE BUSINESSES. NO, IT WAS LIKE EIGHT. SELENA HOW MANY WAS IT? TEN FOR THE 500 K? THE SIX. IT WAS. WE WERE ONLY GOING TO UTILIZE ABOUT FIVE, 600,000. AND WE HAD SEVEN PEOPLE THAT APPLIED. SEVEN. SEVEN. SEVEN OH, THEY RANGE RIGHT FROM SOME WAS 100,000 AND THEN SOME. AND IT'S NOT COMPLETELY ACCURATE. IT'S JUST THAT IT'S ONLY SEVEN BUSINESSES. AND SO THEN YOU HAVE TO WAIT IN HOW MANY BUSINESSES WE HAVE. IT JUST TAKES A LARGER CONVERSATION. THAT'S IT. THAT'S THAT'S MY OPINION ON IT. BUT NONETHELESS HERE WE ARE. AND SO WE'RE ADDRESSING THE 208. WE ADDRESSED THE SALARY. WE ADDRESSED THE CULTURE. AND THEN WE ADDRESSED THE STAKEHOLDERS. YES. WE HAVEN'T DONE THAT YET. I MEAN, WE ADDRESSED THE SIDE, BUT THE REST IS JUST RHETORIC AT THIS POINT. THERE'S A THERE'S A MOTION. THERE'S A SECOND. YEAH. COUNCIL MEMBER PEREZ. YES. COUNCIL MEMBER FIGUEROA I.

COUNCIL MEMBER VIDICAN. NO. MAYOR PRO TEM. DELGADO. YES. MAYOR. HERNANDEZ. NO. ALL RIGHT.

[Public Hearing Calendar (Quasi-Judicial):]

WE'LL MOVE ON NOW TO OUR PUBLIC HEARING ITEMS. THIS IS PUBLIC HEARING ON THE ADOPTION OF RESOLUTION 2025, DASH 30, CONFIRMING THE ASSESSMENT AND DIAGRAM, AND ORDERING THE LEVY OF COLLECTION OF ASSESSMENTS TO THE CITY OF COACHELLA. LIGHTING AND LANDSCAPE DISTRICT MAINTENANCE OF NUMBER ONE THROUGH 40 FOR FISCAL YEAR 20 2526. IT'S YOU AGAIN, ANDREW.

WOULD YOU JUST READ WORD FOR WORD WHAT I WAS GOING TO SAY AS WELL? SO I WAS JUST GOING TO SAY THOSE EXACT SAME WORDS AND THEN ASK YOU TO PLEASE OPEN THE PUBLIC HEARING. ALL RIGHT. WE HAVE 40 LIGHTING AND LANDSCAPE DISTRICTS NOW, WHICH IS KIND OF COOL. SO ARE THERE ANY IS THERE ANYONE IN THE AUDIENCE THAT WOULD LIKE TO ADDRESS THE COUNCIL ON THE LIGHTING AND LANDSCAPE DISTRICTS? THIS IS THE COLLECTION OF IT. AND TO COLLECT THE REVENUE. I'VE SAID THIS IN THE PAST AND COUNCIL IN THE PAST DIDN'T AGREE. BUT YOU KNOW NOW WHAT AVENUE 50, IF YOU LOOK AT THE CORRIDOR, YOU KNOW, GOING FROM. ESSENTIALLY CALHOUN DOWN TO OUR BEAUTIFUL OR CESAR CHAVEZ PARK THERE, THERE'S A LITTLE COMMUNITY RIGHT ON THE RIGHT. I FORGET WHAT IT'S CALLED, BUT IT DOESN'T HAVE ANY, ANY, ANY TYPE OF LANDSCAPING. IT'S JUST A BIG BROWN WALL. AND WE COULD DO SOMETHING TO PUT LIKE SOME SHRUBS OR AT LEAST SOME SHRUBS, BUT PUT SOME BOULDERS AND GRASS OR DG OR THREE QUARTER INCH ROCK JUST TO LET IT BLEND IN WITH THE REST OF THAT AVENUE 50. EVEN IF WE HAVE TO USE THAT DOLLAR OR BRING IT FROM CDBG OR SOMETHING LIKE THAT, THAT'S, THAT MIGHT BE A GOOD LITTLE USE TO A LITTLE AREA LANDSCAPING OR A LITTLE AREA IMPROVEMENT. IT JUST STANDS OUT. ARE YOU TALKING ABOUT LIKE THE NUMBER 19 ON THE MAP, THE ONE RIGHT BEHIND THE CVS SHOPPING CENTER? IS THAT ONE AFTER CALHOUN? NO, IT'S ON FREDERICK. IT'S RIGHT. IT'S BETWEEN FREDERICK AND THE PARK. YEAH, YEAH, I WAS GOING TO ASK IF THAT'S A COMMUNITY YOU'RE

[02:15:03]

TALKING ABOUT, BECAUSE WE DO HAVE LAND THAT WAS ADDRESSED AND WE DO HAVE LANDSCAPING PLAN THERE IN PHASE TWO OF THE AVENUE 50 WIDENING AS WELL. YES. SO THOSE UGLY BROWN WALLS AND THAT AND THOSE STRIPS OF DIRT ARE ACTUALLY ADDRESSED IN PHASE TWO. PHASE TWO CURRENTLY IS ON HOLD DUE TO THE RIGHT OF WAY ACQUISITION NEGOTIATIONS AT AVENUE 50 AND CESAR CHAVEZ. SO, MAYOR, I MAY HAVE MISSED IT, BUT HAVE WE CLOSE THE PUBLIC HEARING? NO, I WAS JUST USING IT TO. OKAY, LET ME CLOSE THE PUBLIC HEARING. NOW WE CAN TALK. ANYHOW, IS THERE A MOTION IN A SECOND TO APPROVE TO CLARIFY? MAYOR, SORRY, WE DIDN'T ASK IF THERE WAS ANYONE ON ZOOM. IS THERE ANYONE ON ZOOM? NO HANDS RAISED, NO HANDS RAISED. IS THERE A MOTION IN A SECOND TO APPROVE? LIGHTING AND LANDSCAPE DISTRICTS ONE THROUGH 40 TO APPROVE MOTION. THERE'S A SECOND. IS THERE A SECOND? SECOND, SECOND. OKAY, I'LL TAKE ROLL. COUNCIL MEMBER. PEREZ.

YES. COUNCIL MEMBER. FIGUEROA. AYE. COUNCIL MEMBER. AYE. MAYOR PRO TEM DELGADO. YES. MAYOR HERNANDEZ, A MOVE ON TO ITEM NUMBER 15. THIS IS PUBLIC HEARING ON ADOPTION OF RESOLUTION 2005. DASH 31, AFFIRMING THE SOLID WASTE RATES FOR FISCAL YEAR 2025. DASH 26 AUTHORIZING THE COLLECTION OF RESIDENTIAL SOLID WASTE SERVICE CHARGES FOR FISCAL YEAR 2526.

THE COUNTY OF RIVERSIDE PROPERTY TAX. WHAT IS THE CPI INCREASE IN? PROBABLY GOING TO BE LIKE 2%. IT IS 2.94%. THANK YOU. IS THERE A MOTION TO APPROVE OR WE'LL NEED TO OPEN THE PUBLIC.

IS THERE ANYBODY IN THE PUBLIC THAT WOULD LIKE TO ADDRESS THE CITY COUNCIL ON THE COLLECTION AND LEVY OF, OR. I DON'T HAVE ANY SPEAKER SLIPS. IS THERE ANYONE ON ZOOM NO HANDS RAISED ONLINE? LET ME GO AHEAD AND CLOSE THE PUBLIC HEARING. 831 IS THERE A MOTION TO APPROVE? A MOTION TO APPROVE? SECOND, I'LL TAKE ROLL. COUNCIL MEMBER. PEREZ. YES. COUNCIL MEMBER.

FIGUEROA. AYE. COUNCIL MEMBER. MEAD. AYE. MAYOR PRO TEM. DELGADO. YES. MAYOR. HERNANDEZ.

[Reports and Requests:]

AYE. ALL RIGHT. WE'LL MOVE ON NOW TO COUNCIL COMMENTS. REPORTS ON MISCELLANEOUS ITEMS. START OFF TO MY RIGHT. MY TURN. I WENT THROUGH THE. BRIEFLY POPPED INTO THE TCC GRANT IMPLEMENTATION EVENT. THANK YOU SELENA AND HER TEAM AND STAFF ON ON THAT. I THINK IT WAS REALLY WELL ATTENDED AND I THINK COMMUNITY GOT A LOT OF GOOD INSIGHT ON WHAT THE TCC IS GOING TO HAVE.

SO I THINK THAT WAS A REALLY GOOD OUTREACH ON THAT COMPONENT AND REALLY LOOKING AT HOW WE INCORPORATE THE COMMUNITY AND ALL THE PARTNERS ARE THERE AND, AND REALLY GETTING THAT INFORMATION OUT THERE FOR FOLKS. I ATTENDED THE OPERATION SPLASH WITH DESERT RECREATION DISTRICT, WHERE DESERT RECREATION DISTRICT GOT ABOUT $42,000. THIS IS THE 17TH YEAR THEY'RE DOING OPERATION SPLASH, WITH KAISER PERMANENTE BEING THE SPONSOR. AND THAT MONEY GOES TOWARDS THE COACHELLA VALLEY TO DO. SWIM LESSONS FOR THE CHILDREN IN THE IN THE COACHELLA VALLEY. BUT ALSO, I DID LEARN THAT THE CITY DOES PROVIDE SWIM PASSES FOR TEN VISITS FOR UP TO 300. CHILDREN, OR FROM THE INFORMATION RIGHT, 300, 300, 300 PASSES FOR TEN, AND EACH PASSES FOR A TEN TIME VISIT TO THE POOL, WHICH IS, I THINK, REALLY GREAT THAT PEOPLE ARE ABLE TO USE IT. SO IT WAS A HOT DAY ON SATURDAY. THERE WAS LARRY, THE SHARK WAS THERE, AND THEY ALMOST CONVINCED ME TO JUMP INTO THE POOL, BUT I HAD TO GO TO SOMETHING ELSE SO I DON'T REALLY JUMP IN. IT WAS MY GRANDMA'S 94TH BIRTHDAY, SO I WENT TO THAT FOR THE SHORTS. BUT I SHOULD HAVE BROUGHT THE SWIM SHORTS AND I COULD HAVE CHANGED. I ALSO ATTENDED THE GREATER COACHELLA VALLEY CHAMBER OF COMMERCE, WHICH IS REALLY GREAT. YOU KNOW, WE'VE SEEN OUR TREASURER ON THERE AS WELL. AND, YOU KNOW, I'M LOOKING FORWARD TO CONNECTING WITH THE LOCAL BOARD AND SEEING HOW WE CAN MEET MORE AND REALLY CONNECT WITH THAT COMPONENT AS WELL. AND SO. LOOKING FORWARD, IT IS BEGINNING TO BE MOSQUITO SEASON. I DO NOT HAVE MOSQUITO BOARD MEETING THIS WEEK, BUT PEOPLE NEED TO MAKE SURE THEY'RE, YOU KNOW, YOUR USE YOUR RIGHT THINGS OR TURN OVER YOUR POTS AND PANS THAT YOU HAVE OUTSIDE, OR YOUR DOG BOWLS THAT YOU SOMETIMES LEAVE OUT THERE MAKING SURE WE DON'T, YOU KNOW, PREVENT THAT SPREAD AROUND THE AREA. AND I'M EXCITED TO SEE THAT, YOU KNOW, I WASN'T ABLE TO ATTEND THE LAST COACHELLA VALLEY ANIMAL CAMPUS COMMISSION, BUT I'M EXCITED TO SEE THAT THE COUNTY IS MOVING FORWARD FOR A NO KILL SHELTER. AND I THINK WHAT'S IMPORTANT TO NOTE IS THAT OUR OUR LOCAL. SHELTER ALREADY IS ONE OF THE MORE PROGRESSIVE WITH, YOU KNOW, BASED ON NUMBERS. AND I THINK THAT'S VERY IMPORTANT WITH THOSE. AND I THINK THIS PAST MONTH, IN MAY, THERE WAS A THERE WAS 1 OR 2 CLINICS FOR SPAY NEUTER THAT THE CITY HOSTED. AND I THINK THAT'S VERY IMPORTANT THAT WE CONTINUE TO ADVOCATE FOR SPAY AND NEUTER, BECAUSE IT LOWERS THE POPULATION

[02:20:04]

AND IT ALSO HELPS FAMILIES. I THINK THAT REALLY HELPS THEM WHEN THEIR DOGS GET OUT. AND SOMETIMES WHAT HAPPENS IS MICROCHIP ISN'T THERE. AND IN THOSE ITEMS THERE, YOU MEAN CONTINUE TO FUND IT BECAUSE WE'VE BEEN FUNDING THOSE? YES, CONTINUE TO FUND THOSE PROGRAMS. AND THEY'VE DONE A GREAT JOB AND CONTINUE TO FUNDING THOSE BECAUSE I THINK IT HELPS. I'VE BEEN TO A COUPLE AND SEEING THE COMMUNITY GO AND REALLY TRYING TO GET THEIR DOGS, YOU KNOW, THEY'RE PURPOSELY LOOKING FOR THOSE BECAUSE THEY WANT TO GET THEIR DOGS FIXED BECAUSE THEY KNOW THE IMPORTANCE OF IT, BECAUSE OF THE, THE POTENTIAL FOR UNWANTED PREGNANCIES OF THEIR ANIMALS AND MAKING SURE THAT THEY CAN HELP THERE. BUT IT ALSO CATCHES A LOT OF ITEMS. I HAD MY DOG FIXED, AND I DIDN'T KNOW THAT MY DOG HAD PYOMETRA, WHICH MY DOG COULD HAVE DIED FROM. SO I THINK THAT'S VERY IMPORTANT THAT KNOWING THAT FEMALE DOGS USUALLY GET THAT.

AND I THINK THAT'S IMPORTANT TO HIGHLIGHT, BECAUSE SOMETIMES PEOPLE WON'T KNOW AND THEIR ANIMAL WILL PASS AWAY BECAUSE IT HAS TO DO WITH THE REPRODUCTIVE SYSTEM OF THE ANIMAL. AND WITH THAT, I JUST WANT TO SAY WELCOME TO MR. WILLIAM PATTERSON AS YOUR CITY MANAGER. THANK YOU, MR. MAYOR. COUNCIL MEMBER PEREZ. YES, I ALSO ATTENDED COACHELLA. IT WAS VERY EDUCATIONAL. THERE WAS A LOT OF RESOURCES FOR COACHELLA RESIDENTS. I WANT TO THANK ALL THE EXECUTIVE STAFF MEMBERS, CITY FOR ALL THEIR HARD WORK, OTHER ORGANIZATIONS THAT WERE WILLING TO SHOW UP AND FOR ESPECIALLY ALIANZA, FOR ALL THE WORK THAT THEY DID. THEY ALSO HAD PARKS AND RECS THERE. THEY WERE TALKING ABOUT ALL THE CLASSES THAT THEY HAVE AT THE REC CENTER. SO WHAT I DID IS I DECIDED TO TAKE UP ZUMBA AND IT WAS ACTUALLY A REALLY GOOD CLASS. THEY HAD A GOOD, GOOD TURNOUT. SO IT SHOWS THAT PEOPLE ARE ACTUALLY USING OUR FACILITY. IT'S NOT BIG ENOUGH TO HAVE 20, 30 PEOPLE IN THERE, BUT WE HAD I THINK WE HAD 15 PEOPLE SHOW UP THAT DAY, SO IT WAS PRETTY GOOD.

I'M GLAD THAT PEOPLE ACTUALLY TOOK ADVANTAGE OF THAT. FOR RESIDENTS, IT'S LIKE $12.50.

IT'S A LOT CHEAPER THAN GOING TO THE GYM AND PAYING $40 $50 FOR A CLASS, OR EVEN MORE. I ALSO ATTENDED COACHELLA VALLEY ANIMAL CAMPUS COMMISSION MEETING, AND THEY ALSO ADVERTISED THAT THEY'RE GOING TO HAVE A LOW COST DOG AND CAT CLINIC ON JUNE 12TH AND 11TH, AND THE 12TH AT FANTASY SPRINGS, SO HOPEFULLY PEOPLE CAN ATTEND AND TAKE ADVANTAGE OF THOSE SERVICES BECAUSE THEY ARE LOW COST. I HAVE USED THEM IN THE PAST FOR MY DOGS AND IT IS VERY BENEFICIAL. I ALSO GOT THE INFORMATION FROM SUNLINE TRANSIT REGARDING THE TAXIS AND THE ISSUES THAT THEY WERE HAVING AS FAR AS BUSINESSES. SO SUNLINE HAS ISSUED A VOUCHER PROGRAM, WHICH THE PROGRAM PROVIDES SUBSIDIZED TAXI RIDES FOR ELIGIBLE RIDERS, INCLUDING SENIORS AND INDIVIDUALS WITH DISABILITIES, HELPING THEM REACH ESSENTIAL SERVICES SUCH AS THEIR MEDICAL APPOINTMENTS, GROCERIES AND TAKING THEM TO THE STORE AND OTHER DAILY NEEDS. I THINK THAT'S ALSO GOOD FOR SENIORS TO KNOW IF THE MEDICAL TRANSPORT IS NOT AVAILABLE, OR IF IT DOESN'T HAVE TO DO WITH THE MEDICAL NECESSITY THAT THEY CAN ACTUALLY CALL THE TAXIS AND GET A RIDE.

AND THEN THE FLY WILL APP IS A IT'S AN APP THAT ALLOWS RIDERS TO QUICKLY HAIL A TAXI USING THEIR SMARTPHONE, KIND OF LIKE UBER AND LYFT. IT'S USUALLY BENEFICIAL FOR PEOPLE WHO LIVE OUTSIDE, LIKE BUS ROUTES AND NEED SERVICES OUTSIDE TYPICAL TRANSIT HOURS, SO I THINK THAT'S GOOD. THEY ALSO SAID THAT THEY WOULD BE FORWARDING THAT INFORMATION TO OUR CITY, PIO, TO ADVERTISE AND HELP THE RESIDENTS. WITH THAT. I WOULD ALSO LIKE TO THANK FOR HAVING THE MEETING ON SUNDAY. THAT WAS VERY EDUCATIONAL TO A LOT OF OUR MIGRANTS, PEOPLE THAT ESPECIALLY THAT ARE SCARED OUT HERE RIGHT NOW WITH ALL THE ISSUES GOING ON WITH IMMIGRATION. WITH THAT SAID, I'D LIKE TO SAY THE FOLLOWING. AND I WILL ALSO SAY IT IN SPANISH TO ALL OUR RESIDENTS, ESPECIALLY TO OUR IMMIGRANT COMMUNITY. I WANT YOU TO KNOW I STAND WITH YOU. WE ARE BLESSED TO LIVE IN A COUNTRY RICH WITH DIVERSITY, STRENGTH AND A PLACE FOUNDED ON IDEAS OF LIBERTY, JUSTICE AND UNSHAKABLE BELIEF THAT ALL PEOPLE DESERVE DIGNITY AND RESPECT. OUR CONSTITUTION WAS WRITTEN BY VISIONARIES WHO GAVE US THE FIRST AMENDMENT, A RIGHT TO SPEAK FREELY, TO GATHER, TO PROTEST PEACEFULLY, AND FREEDOM OF PRESS TO BE HEARD. I CANNOT REMAIN SILENT WHEN CHILDREN, INCLUDING FOURTH GRADERS, ARE BEING DETAINED. I DON'T APPROVE OF THE SEPARATION OF FAMILIES. AT THE SAME TIME, I DON'T ACCEPT ANY FORM OF VIOLENCE, WHETHER AGAINST OUR LAW ENFORCEMENT OFFICIALS OR PEACEFUL PROTESTERS. THE ATTACKS ON LAW ENFORCEMENT OFFICIALS AND THE VANDALISM ARE UNACCEPTABLE AND DO NOT REFLECT THE VALUES OF OUR IMMIGRANT COMMUNITY. WE DO NOT STAND FOR THAT. WE STAND FOR RESPECT, DIGNITY, AND UNITY.

THIS NATION WAS BUILT BY IMMIGRANTS, AND TODAY THEY CONTINUE TO CONTRIBUTE IN WAYS BOTH SEEN AND UNSEEN, DOING THE ESSENTIAL WORK THAT KEEPS OUR COMMUNITIES STRIVING TO THOSE RAISING THEIR VOICES IN PROTEST. I ASK YOU TO DO SO PEACEFULLY, WITH COURAGE AND RESPECT, AS SO MANY HAVE DONE BEFORE YOU. I SEE YOUR PAIN. I HEAR YOUR FEAR, I SHARE YOUR FRUSTRATION AND GRIEF, AND I PRAY FOR BRIGHTER AND MORE COMPASSIONATE DAYS AHEAD. A TODOS LOS RESIDENTES

[02:25:02]

LA FORTALEZA DE FORTALEZA TODAS LAS FAMILIAS, POR FAVOR. RESPETO A NUESTROS OFICIALES TAMBIÉN. FRUSTRATION Y EL TEMA ESTA PASANDO. WITH THAT SAID, I'D ALSO LIKE TO THANK OUR LOCAL LAW ENFORCEMENT AGENCY FOR EVERYTHING THEY DO. I UNDERSTAND I WORKED THERE, I KNOW WHAT IT IS TO LEAVE YOUR HOUSE IN THE MORNING OR AT NIGHT AND NOT KNOW IF YOU'RE COMING BACK. I KNOW THAT THEY HAVE FAMILIES, SO MY RESPECT AND THANK YOU FOR THE SERVICE THAT YOU GUYS DO DAY IN AND DAY OUT. THANK YOU. COUNCIL MEMBER. THANK YOU. JUST A FEW COMMENTS. I ATTENDED THE COUNCIL MEMBER. PEREZ. YOUR COMMENTS WERE WERE MAGNIFICENT. I DON'T KNOW THAT I CAN I'M LIKE GOING BACK TO EVENTS, BUT I THANK YOU SO MUCH. THAT MEANS A LOT TO THE COMMUNITY. I KNOW I ATTENDED THE APARTMENTS RIBBON CUTTING EVENT. IT WAS REALLY GREAT TO TALK TO SOME OF THE COMMUNITY MEMBERS.

WE HAD OUR SENIOR COMMUNITY THERE. PER USUAL. THEY MAKE IT TO EVERY SINGLE EVENT. I THINK THEY HAPPEN TO BE LIKE THE CITY COUNCIL'S AND THE CITY'S JUST BIGGEST FANS. THEY GO TO EVERY SINGLE EVENT. THEY'RE HAPPY TO BE THERE. THEY KNOW ABOUT THE PROJECTS, THEY KNOW ABOUT THE DEVELOPMENT, AND THEY'RE EXCITED. THEY SHOW UP. THEY'RE LIKE, WHERE DO WE SIT? AND SO IT'S ALWAYS NICE TO BE SHARING THAT WITH THEM AND THEN ALSO HEARING FROM THEM WHEN THEY SAY, YOU KNOW, COACHELLA IS GROWING, COACHELLA IS BEAUTIFUL. I WOULD HAVE, YOU KNOW, LOVED TO HAVE SEEN THIS WHEN I WAS GROWING UP HERE OR ETC. SO IT'S NICE. IT'S SOMETHING REALLY HEARTWARMING TO JUST KIND OF HEAR AND BE ABLE TO SEE THAT. SO I WENT TO THAT EVENT. I ALSO BRIEFLY ATTENDED THE TCC GRANT EVENT, AND ALL OF OUR PARTNERS WERE THERE. SELENA, YOU DID A GREAT JOB. CITY STAFF DID A GREAT JOB. EVERYONE, EVERYBODY SHOWED UP. I THINK ALL OF THE STAKEHOLDERS WERE ARE REALLY EXCITED TO BE ABLE TO START THE WORK OR CONTINUE THE WORK. AND THE COMMUNITY AGAIN SHOWED UP. IT'S ALWAYS SOMETHING VERY EMPOWERING TO GO TO AN EVENT THAT IS REALLY COMMUNITY LED FOR THE COMMUNITY AND SEE THE COMMUNITY SHOW UP AND THEY'RE THERE, THEY'RE ASKING QUESTIONS, THEY'RE EXCITED, THEY'RE SEEING THE NEW PROGRAMING HAPPENING AND THEY'RE, YOU KNOW, READY. THEY'RE TRYING TO GET INVOLVED AS MUCH AS POSSIBLE. SO IT WAS IT WAS GREAT TO BE THERE AND TO JUST KIND OF HEAR FROM THEM A LITTLE BIT. I WENT TO THE CHAMBER ANNUAL BUSINESS AWARDS. BIG SHOUT OUT TO MR. CLAMATO, WHO WON FOR I THINK, BUSINESS AWARD OF THE YEAR. RIGHT. SO SHOUT OUT TO THEM. THEY'RE THEY'RE DOING A GREAT JOB. AND IF YOU HAVEN'T GONE TO MR. CLAMATOS, YOU NEED TO GO THERE. AGUA CHILI IS WOW JUST AMAZING.

THEY HAVE GREAT FOOD. YOU KNOW IF YOU'RE EVER IT'S THE WEEKEND AND YOU KNOW YOU HAD SOMETHING TO DRINK THE NEXT DAY. THOSE CHILIS COME IN CLUTCH. SO ANYWAYS, THEY'RE GREAT. BUT HE HAS GREAT FOOD. THEY REALLY DO. AND THEN JUST WANT TO BRIEFLY KIND OF GIVE AN UPDATE. I HAVEN'T I'VE MISSED A COUPLE OF MEETINGS. JUST A LOT OF THINGS THAT WERE HAPPENING. BUT I DID GET A COUPLE OF EMAILS FROM SOME OF OUR AG COMMUNITY MEMBERS AND THEIR QUESTIONS REGARDING THE

[02:30:03]

ACT SUMMIT, WHETHER IT WAS GOING TO HAPPEN OR NOT. AND I ALSO RECEIVED A CALL AND THE GROWING COACHELLA VALLEY, YOU KNOW, THEY MENTIONED THAT THEY WERE NOT INTERESTED AT THIS TIME TO BE A PART OF THE SUMMIT. AGAIN, I DON'T KNOW IF THAT'S SOMETHING THAT WE'VE ALREADY DISCUSSED HERE. I, I HAVEN'T YOU KNOW, I WASN'T HERE AT THE LAST MEETING, BUT ONE OF THEIR CONCERNS IS THEY WEREN'T ABLE TO NECESSARILY GET AN ANSWER FROM THE CITY RIGHT AWAY. AND ALSO WERE NOT ABLE TO GET A HOLD OF THE NEW COUNCIL MEMBER THAT WAS APPOINTED TO THIS COMMITTEE. AND SO THEY FELT THAT IT WAS JUST NOT GOING TO HAPPEN. SO I WOULD JUST SAY THAT IF THIS EVER HAPPENS AGAIN, WHERE WE'RE IN A SITUATION WHERE WE ARE NO LONGER INTERESTED IN DOING AN EVENT OR MOVING FORWARD WITH AN EVENT THAT WE JUST LET ALL STAKEHOLDERS KNOW AS SOON AS WE CAN SO THAT THEY KNOW AND THEY CAN MAKE OTHER PLANS OR STOP ATTENDING THE MEETINGS, WHATEVER IT MAY BE, JUST OUT OF COURTESY THAT THEY ARE INFORMED. SO IF IT EVER HAPPENS AGAIN, YOU KNOW, JUST SEND AN EMAIL, MAKE SOME CALLS, LET THEM KNOW WE'RE NOT WE'RE NO LONGER INTERESTED IN MOVING FORWARD. AND THAT WAY EVERYBODY JUST KIND OF KNOWS, OKAY, WE'RE EVERYBODY MOVES ON.

BUT I THINK IT WOULD BE IMPORTANT TO DO THAT. AND I BRIEFLY WANT TO TOUCH UP ON THE SITUATION THAT OUR COMMUNITY IS FACING AND A LOT OF COMMUNITIES ARE FACING WITH REGARDS TO ICE AND THESE RAIDS AND IMMIGRATION. I THINK THAT ALL OF US UP HERE UNDERSTAND WHAT IT'S LIKE WE'VE ALL HAD OR HAVE FAMILY MEMBERS THAT HAVE BEEN IN A SITUATION WHERE WHERE THEY'RE HERE, THEY'RE HARD WORKING PEOPLE. ALL THEY WANT TO DO IS BE ABLE TO GO TO WORK AND BE ABLE TO COME HOME AND FEEL SAFE. AND SO IT'S UNFORTUNATE ALL OF THESE THINGS THAT ARE HAPPENING IN, IN OUR STATE AND ACROSS THE NATION, BUT IT'S SEEN A LOT MORE HERE IN CALIFORNIA. AND I KNOW A LOT OF OUR COMMUNITY MEMBERS ARE ARE AFRAID. THEY'RE SCARED. I'VE SEEN SOME COMMUNITY MEMBERS FROM THE CITY OF COACHELLA THAT HAVE ACTUALLY POSTED ON THEIR SOCIAL MEDIA, WHICH I THINK IS VERY BRAVE. AND IT'S SOMETHING NICE, YOU KNOW, OFFERING TO DELIVER AND PICK UP GROCERIES FOR THOSE FAMILIES, THOSE INDIVIDUALS THAT ARE AFRAID TO GO OUT AND GO GROCERY SHOPPING AND GET WHATEVER NEEDS OR WHATEVER THINGS THAT THEY THEY NEED, AND THAT'S THAT'S THE CITY OF COACHELLA. THAT'S THE COMMUNITY OF COACHELLA. WE STICK UP FOR EACH OTHER. WE TRY TO DO THE BEST THAT WE CAN TO WORK TOGETHER AND BE THERE FOR ONE ANOTHER. AND SO BUT THAT JUST GOES ON TO TELL YOU HOW MUCH FEAR THERE IS AMONGST OUR FAMILIES AND OUR COMMUNITIES. SO WHATEVER WE CAN DO AS A CITY TO PROVIDE GUIDANCE, SUPPORT, WE HAVE GREAT PARTNERS ACROSS THE STREET WITH TODAK. IF YOU'RE NOT FAMILIAR WITH TODAK, I ENCOURAGE YOU TO LOOK THEM UP. OR WE CAN TALK AFTER THE MEETING OR, YOU KNOW, EMAIL BACK AND FORTH, WHATEVER THAT MAY BE. BUT TODAK PROVIDES A LOT OF GREAT RESOURCES. THEY HAVE ACCESS TO A LOT OF INFORMATION, AND THEY ARE DEFINITELY A GREAT, GREAT RESOURCE TO THE COMMUNITY. SO JUST WANT TO MAKE SURE THAT WE LET OUR COMMUNITY KNOW. AND THEN WITH REGARDS TO, YOU KNOW, SOMETHING IMPORTANT THAT COUNCIL MEMBER PEREZ BROUGHT UP IS ABOUT, YOU KNOW, THE PROTESTS AND VIOLENCE AND EVERYTHING THAT'S HAPPENING. I JUST WANT TO SAY THAT WHEN WE THINK ABOUT OUR FREEDOM OF SPEECH AND WE GO OUT THERE AND WE LET IT BE KNOWN WHAT WE FEEL AND WHAT WE DO AND ALL OF THAT, THAT WE TAKE INTO ACCOUNT THAT THIS IS OUR HOME, THAT IF WE COMMIT. I'M NOT SAYING WE ARE. I'M NOT SAYING WE'RE GOING TO. I'M JUST SAYING IF WE COMMIT ANY KIND OF VANDALISM OR THINK ABOUT COMMITTING ANY KIND OF VANDALISM IN OUR COMMUNITY, THAT'S ACTUALLY GOING TO HURT YOUR COMMUNITY MORE, DON'T DO IT. DON'T DO IT. IT'S NOT SAFE. IT'S NOT OKAY. DON'T THINK ABOUT VANDALIZING YOUR PARKS. THEY'RE YOUR PARKS. THEY COST MONEY AND THEY'RE YOURS. SMALL BUSINESSES, PLEASE DON'T. OUR SMALL BUSINESS COMMUNITY WOULD NOT BE ABLE TO AFFORD THAT. AND IT'S NOT OKAY.

A LOT OF PEOPLE, AS THEY SHOULD TAKE A LOT OF PRIDE IN THEIR SMALL BUSINESS. IT TAKES A LOT OF THEM USED UP ALL OF THEIR SAVINGS TO BE ABLE TO HAVE A BRICK AND MORTAR, AND THAT'S NOT OKAY. IF YOU WANT TO SPEAK YOUR MIND, IF YOU WANT TO GO OUT AND HELP, DO WHAT SOME OF THESE INDIVIDUALS ARE DOING, GO PICK UP GROCERIES FOR YOUR NEIGHBORS. GO PICK UP GROCERIES FOR YOUR

[02:35:04]

SENIOR COMMUNITY. GO AND DO THAT. GO AND HELP IN THAT WAY. KEEP PEOPLE INFORMED. TELL PEOPLE ABOUT RESOURCES, BUT DO NOT VANDALIZE ANYTHING. NOT IN THIS CITY, NOT ANYWHERE. BUT DEFINITELY NOT. NOT IN YOUR HOUSE. IT'S LIKE VANDALIZING YOUR OWN HOME AND IT'S NOT OKAY.

SO STAY SAFE, YOU KNOW? KEEP IN MIND WHAT YOU'RE DOING. BE SMART ABOUT THINGS. AND THERE'S NOTHING WRONG WITH EXERCISING YOUR RIGHTS. AND, YOU KNOW, SHARING YOUR THOUGHTS AND FREEDOM OF SPEECH. THERE'S NOTHING WRONG WITH THAT. BUT THERE ARE CERTAIN THINGS AND CERTAIN LIMITS. AND SO JUST BE MINDFUL, BE, BE, BE MINDFUL AND JUST BE SAFE. AND THOSE ARE ALL MY COMMENTS. AGAIN THANK YOU TO I ALWAYS SAY THIS, BUT THANK YOU TO STAFF FOR EVERYTHING THAT YOU DO AND FOR BEING HERE. AND WE APPRECIATE YOU AND THANK YOU, MAYOR PRO TEM. THANK YOU. I ALSO ATTENDED COACHELLA. PROSPERA, AND SO HOW MANY PARTNERS DO WE HAVE? SELENA. WE HAVE 12. 12 ONE OF THE REASONS WHY WE'RE SO SUCCESSFUL AT GETTING THESE, YOU KNOW, MILLIONS OF DOLLARS IS BECAUSE SELENA WORKS A LOT WITH MANY ORGANIZATIONS TO STRENGTHEN THE APPLICATION. SO 12 CO-APPLICANTS ENTER THE APPLICATION PROCESS WITH US AND EACH APPLICANT OR CO-APPLICANT THEN PROVIDES WHAT SERVICES THAT THEY'RE GOING TO BE PROVIDING TO THE CITY OF COACHELLA. AND IT RANGES FROM SUSTAINABILITY, WORKFORCE DEVELOPMENT, EVEN SOLAR PANELS. IT JUST ADDRESSES SO MANY WONDERFUL THINGS AND SO MANY MUCH NEEDED THINGS THAT THE CITY HAS. AND IT'S VERY EXCITING BECAUSE YOU HAVE A SMALL BUSINESS THERE THAT'S BEEN WAITING AND WAITING TO START HIS BUSINESS, AND THEY'RE HAVING TO LEARN HOW DIFFICULT AND TEDIOUS THE GRANT APPLICATION PROCESS IS, AND THAT THERE'S NOT JUST AN IMMEDIATE RELEASE OF FUNDS, YOU KNOW, THEN THEY GOT TO GO AND THEN PROVIDE MORE INFORMATION BEFORE THEY RELEASE THOSE FUNDS. AND THE REASON WE'VE BEEN VERY SUCCESSFUL AT RECEIVING GRANTS IS BECAUSE SELENA DOES A VERY GOOD JOB OF WORKING WITH ALL OF THOSE APPLICANTS. AND THEN THERE IS THE COMMUNITY INPUT PORTION OF IT. ON TOP OF THE CO-APPLICANTS IS THAT WE HAVE TO GO OUT TO THE COMMUNITY, YOU KNOW, AND THEY GO OUT THERE WITH ALL THEIR BOARDS AND, YOU KNOW, PEOPLE THEN PUT YELLOW DOTS AND RED DOTS ON, YOU KNOW, WHAT THEY WOULD LIKE TO SEE. AND THAT'S ALSO A CRITICAL PORTION OF US BEING SO SUCCESSFUL AT GETTING GRANTS. IT'S A LOT OF IT'S A LOT OF TIME, GUYS. IT'S A LOT OF A LOT OF WORK. I WOULD LIKE TO SEE THE ECONOMIC DEVELOPMENT STRATEGIC PLAN COME BACK. AND THEN I WANT TO SEE SELENA, YOUR.

WHAT YOU'RE GOING TO BE PROVIDING OR YOU KNOW, I KNOW YOU'RE GOING TO BE WORKING WITH BILL TO PUT THAT DEVELOPMENT STRATEGY TOGETHER. AND I THINK THAT'S SOMETHING THAT WE REALLY THAT WE REALLY NEED WHEN WE TALK ABOUT ECONOMIC DEVELOPMENT, YOU KNOW, IT'S NOT JUST BUSINESSES, IT'S NOT JUST INVESTORS. YOU KNOW, ECONOMIC DEVELOPMENT IS ALSO BEAUTIFICATION. YOU KNOW, WHEN YOU HAVE A NICE CLEAN CITY, WHEN IT'S ESTHETICALLY APPEALING, PEOPLE WANT TO COME IN, THEY WANT TO SHOP HERE AND THEY WANT TO WORK HERE. SO THERE'S A LOT OF PARTS TO ECONOMIC DEVELOPMENT. ECONOMIC DEVELOPMENT IS ALSO AFFORDABLE HOUSING. SO THERE'S MANY PARTS TO BEING SUCCESSFUL WHEN WE TALK ABOUT ECONOMIC DEVELOPMENT. SO I WOULD LIKE TO SEE THAT COME BACK. ADDITIONALLY IS THAT, YOU KNOW, ONE OF THE COMPLAINTS THAT I GET A GREAT DEAL FROM OUR RESIDENTS IS THE RESPONSE TIME. AND I KNOW I'VE HEARD FROM THE BUSINESSES TODAY, YOU'RE GETTING RESPONSES IMMEDIATELY. BUT I WOULD ALSO LIKE OUR RESIDENTS TO GET THOSE TYPE OF IMMEDIATE RESPONSES. SO I WOULD LIKE TO PUT TOGETHER SOME TYPE OF RESIDENT OR, YOU KNOW, WE CAN CALL IT CUSTOMER SERVICE, RESIDENT SERVICE AND HOW QUICKLY WE RESPOND TO FOLKS WHO ARE INQUIRING ABOUT A PERMIT OR AN APPLICATION THAT THEY PUT IN PHONE CALLS. I GET THAT A LOT THAT THEY KEEP CALLING AND CALLING AND CALLING AND NO ONE ANSWERS. THAT'S A PROBLEM. OR THAT THEY CAN'T GET AHOLD OF DEPARTMENT. AND THEN WHAT HAPPENS IS THEY HAVE TO CALL ANOTHER DEPARTMENT FOR THEM TO THEN TRANSFER THEM TO THE OTHER DEPARTMENT, BECAUSE THE FOLKS OVER THERE AREN'T ANSWERING. AND SO WE REALLY, REALLY, REALLY NEED TO DRIVE THE CUSTOMER SERVICE. WE DO HAVE WORKING FAMILIES WHEN THEY'RE COMING INTO THE CITY AT 6:00 IN THE

[02:40:02]

MORNING, 7:00 IN THE MORNING, OR THEY'RE RUSHING OVER AT 530 BEFORE THE CITY OFFICE IS CLOSED AFTER THEIR LONG WORKDAY. IT'S IMPORTANT AND CRITICAL THAT WE'RE RESPONDING TO THEM AND ACCOMMODATING AND WORKING AROUND THEIR HOURS. WE WORK FOR THEM. AT THE END OF THE DAY, WE WORK FOR THEM. SO I WOULD LIKE TO SEE AN IMPROVEMENT. AND A RESIDENT SERVICE RESPONSE PUT TOGETHER FOR THE SMALL BUSINESS SUPPORT. THE MAYOR BROUGHT UP A GOOD POINT ABOUT THE FACADE PROGRAM.

THERE WAS SEVEN BUSINESSES, AND I THINK IT WAS A LITTLE OVER HALF A MILLION. I THINK IT WAS LIKE 550,000 OR SOMETHING, SLIGHTLY UNDER 600 K YEAH, IT WAS SLIGHTLY ACTUALLY BELOW 500,000. AND THEN YOU HAD WE HAD ALLOCATED A MILLION. SO THERE WAS ROOM FOR MORE. SO WONDERFUL.

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

AND IT'S A GOOD THING TO BE REMINDED. IT REALLY, IT REALLY, REALLY IS. SO THAT'S JUST A FEW THINGS THAT ARE GOING TO COME WITH THAT CODE OF CONDUCT. AND LASTLY IS, OH, I'M SORRY, I WOULD LIKE TO GET ALSO A STATUS OR AN UPDATE. WE CAN DO THAT INDIVIDUALLY, BILL, WITH, WITH EACH OF US OR ABOUT THE POCKET SEVEN. I KNOW THERE'S SOME SOME ISSUES OUT THERE AND I WANT TO MAKE SURE THAT WE'RE BEST PREPARED. THERE'S A LOT OF FOLKS THAT SIGNED ON TO THAT AND REALLY SUPPORTED THAT. AND I WANT TO MAKE SURE THAT THEIR EFFORTS ARE NOT. DISMISSED OR THAT THEY FEEL THAT IT'S NOT THAT THEY'RE NOT IMPORTANT. SO I WOULD LIKE TO HAVE AN UPDATE ON POCKET SEVEN. YOU CAN DO THAT INDIVIDUALLY WITH US IF YOU'D LIKE. I THINK THAT'S THAT'S IT.

I WASN'T ABLE TO THIS MONTH. I WASN'T ABLE TO SHOW UP TO MANY COMMUNITY EVENTS. MAY IS REALLY TOUGH FOR ME AND COUNCIL MEMBER. I'LL REACH OUT TO GROWING COACHELLA VALLEY AND PERSONALLY APOLOGIZE TO THEM IF THEY WEREN'T ABLE TO GET AHOLD OF ME. MAY IS REALLY TOUGH FOR ME BECAUSE IT'S STATE TESTING, THERE'S PROMOTIONS, THERE'S GRADES THAT I GOT TO DO, AND IT'S A LOT, ESPECIALLY WHEN YOU HAVE EIGHTH GRADERS THAT ARE PROMOTING AND THEY CAN'T HAVE ANY F'S. YOU KNOW, I'M GIVING UP ALL MY CLASS PERIODS, MY PREP PERIOD, MY LUNCHES TO MAKE SURE THAT, YOU KNOW, THEY'RE GETTING THEIR GRADES UP. AND SO I JUST WANT TO REITERATE THAT TO PEOPLE, AND I ALSO WANT TO REACH OUT TO THOSE WHO REACHED OUT TO ME AND APOLOGIZE AND HOPE THAT THEY ACCEPT MY APOLOGY. AND WITH THAT, THAT'S IT. THANK YOU. ALL RIGHT. YEAH. NO, I GOT CONTACTED ABOUT THE AG SUMMIT, TOO. AND I THINK IT'S IMPORTANT THAT THIS COUNCIL DOESN'T FORGET THAT, YOU KNOW, WE'RE THE CENTER OF WHAT IS AN $800 MILLION AGRICULTURE INDUSTRY THAT ARE GOING TO FACE

[02:45:03]

A LOT OF CHALLENGES, INCLUDING NOW LABOR. AND SO IF, IF, IF WE DON'T THINK AG'S IMPORTANT OR WE DON'T ORGANIZE WITH THEM OR FACILITATE, YOU KNOW, THEIR ECONOMIC SUCCESS, IT'S REALLY IT'S THE FAMILIES. IT'S, YOU KNOW, THE SMALL BUSINESSES AND THAT MAKE UP THIS COMMUNITY. AND SO HOPEFULLY, FOLKS THAT MAYOR PRO TEM, YOU CAN MEET WITH THAT GROUP AND GET THEM TO CONVINCE, CONVINCE THEM OF YOUR LEADERSHIP BECAUSE FRANKLY, THAT'S WHAT'S AT QUESTION, I THINK. I THINK JUST AS AN FYI. YOU KNOW, THIS COUNCIL I KNOW I THINK MAYOR PRO TEM. DOCTOR FIG OTHERS, YOU KNOW, WERE UP IN WASHINGTON DC SUPPORTING THE CHUCKAWALLA MONUMENT AND GOT BEHIND THE CONGRESSMAN. ET CETERA. AND IT JUST INTERESTING KIND OF HAPPENING IN REAL TIME RIGHT NOW WHERE THE DEPARTMENT OF JUSTICE HAS NOW GIVEN THE PRESIDENT AUTHORITY TO GO AHEAD WITH THE RIGHT OF HIS SIGNATURE TO ACTUALLY TAKE THESE MONUMENTS AWAY. SO IF WE ACTUALLY THOUGHT CHUCK WAS GOING TO GET DONE, MORE THAN LIKELY IT'S GOING TO GET VETOED. AND SO THAT'S SOMETHING THAT WE SHOULD JUST BE AWARE OF AND TRY TO ORGANIZE OURSELVES OR THINK ABOUT, YOU KNOW, HERE'S ANOTHER IMPACT THAT'S GOING TO AFFECT THE COACHELLA VALLEY. I APPRECIATE BOTH. COUNCIL MEMBER AND COUNCILMEMBER PEREZ'S COMMENTS ABOUT THE SITUATION THAT'S OCCURRING ALL OVER CALIFORNIA WITH THE RIOTS AND, AND AS WELL AS THE, THE IMMIGRATION RAIDS, THE RAIDS THAT ARE HAPPENING. IT'S VERY SAD. I'M GOING TO GO AHEAD AND JUST SAY THIS AND TELL ALL OF OUR STAFF, INCLUDING PUBLIC SAFETY, THAT'S HERE. YOU KNOW, WE DO NOT USE CITY RESOURCES TO ENFORCE IMMIGRATION POLICY. THAT'S A I CALL IT AN UNFUNDED MANDATE. IT IS IT'S AN UNFUNDED MANDATE. AND WE'RE NOT IN THAT BUSINESS, JUST LIKE THE REPUBLICANS LIKE TO USE THAT WORD. WE DON'T DO UNFUNDED MANDATES. THIS IS AN UNFUNDED MANDATE. WE DON'T YOU'RE NOT A YOU'RE NOT TRAINED IN IMMIGRATION LAW. YOU'RE NOT TRAINED IN HOW TO DO ENFORCEMENT AND IDENTIFY ANY OF THAT STUFF. STICK TO POLICING AND STICK TO HELPING OUR COMMUNITIES. I WILL SAY, THOUGH, THERE'S A LOT OF DOWNWARD PRESSURE OCCURRING. OBVIOUSLY FEAR FOR CHILDREN, A LOT OF TRAUMA, YOU KNOW, FAMILIES BEING TORN APART. THERE'S A LOT OF BUSINESS IMPACT. I'VE BEEN GETTING CALLED BY A LOT OF BUSINESSES THAT PEOPLE ARE AFTER A CERTAIN TIME.

THEY'RE JUST NOT PEOPLE ARE NOT GOING TO THEIR STORES, THEIR RESTAURANTS. SO IT'S GOING TO IT'S CREATING A RIPPLE EFFECT. I THINK FROM A PUBLIC SAFETY STANDPOINT, TOO, THERE'S IT'S GOING TO BE A RIPPLE, RIGHT? BECAUSE PEOPLE ARE GOING TO BE LESS WILLING TO COOPERATE. YOU KNOW, WHEN THEY THINK ALL OF A SUDDEN, YOU KNOW, THAT PEOPLE ARE GOING TO GET TURNED IN. IT'S SAD. IT'S SAD. I, I WANT TO JUST CREATE A, AN EXPECTATION AS WELL. AS WE GET INTO THE BUDGET BILL, I KNOW YOU'RE GOING TO BE BRINGING THE BUDGET AND I'M, I'M SOMEONE THAT LIKES TO JUST BE VERY TRANSPARENT WITH THE COMMUNITY. YOU KNOW, WE CAN'T WE CAN'T TALK FISCAL, YOU KNOW, AUSTERITY AND MAKING BUDGET CUTS, YOU KNOW, WHICH MEANS REDUCTION IN STAFF AND NOT TELL THE COMMUNITY, HEY, THERE'S PROBABLY GOING TO BE A REDUCTION IN SERVICE TO THERE IS GOING TO BE A REDUCTION IN SERVICE. SO THE QUALITY OF SERVICE THAT YOU'VE EXPECTED, IT'S GOING TO DECREASE. RIGHT. BECAUSE WITH LESS PEOPLE, THAT MEANS THE PEOPLE THAT WE CURRENTLY HAVE HAVE TO DO EVERYTHING. TALK TO ANDREW. I THINK HE HAS LIKE TEN ASSIGNMENTS RIGHT NOW. HE'S A, YOU KNOW, SENIOR CENTER DIRECTOR, THE FACILITIES MANAGER, THE ROAD MANAGER, THE SPECIAL EVENTS COORDINATOR, THE BRIDGE BUILDER, YOU KNOW, THE PAINT STRIPE DUDE. YOU KNOW, YOU'RE LIKE, YOU'RE DOING EVERYTHING. AND SO IN TERMS OF GETTING GOOD RESPONSE TO OUR COMMUNITY, I DON'T EXPECT YOU. IT'S GOING TO BE HARD, MAN. LIKE I DON'T I'M LIKE, GEEZ, I DON'T I DON'T ENVY YOU ALL. SO I LOOK FORWARD TO THE ORGANIZATION, THE CULTURE THAT YOU'RE GOING TO BUILD. BILL. YOU'RE THE CULTURE, THE PEOPLE YOU'RE GOING TO GET AROUND YOU IN ORDER TO MEET THE LEVEL OF SERVICE. WE'D BE LYING TO OUR COMMUNITY AND TELLING THEM THAT WE'RE GOING TO FACE BUDGET CUTS, AND THERE'S NOT GOING TO BE A CUT TO YOUR SERVICE. AND WE'RE IN FACT, WE'RE GOING TO DO IT BETTER. I DON'T KNOW OF ANY ORGANIZATION THAT CAN DO THAT. AND THEN I DON'T KNOW, YOU KNOW, IF WE ARE GOING TO TALK ABOUT AUGMENTING THINGS AND DOING OTHER THINGS, BRING US A LIST, BECAUSE YOU'VE HEARD ONE COUNCIL MEMBER TALK ABOUT, YOU KNOW, THINGS THAT THEY WANT TO SEE, AND THEN THERE'S OTHERS THAT HAVE PRIORITIES, TOO. AND I HOPE THAT AS WE HAVE THESE CONVERSATIONS, THAT WE CAN ALL BE INCLUDED AS A COUNCIL, ALL OF US, FIVE OF US,

[02:50:04]

WE ALL GOT ELECTED IN THE DECISIONS ON HOW WE ALLOCATE FUNDS AND RESOURCES MOVING FORWARD. I DO WANT TO HEAR FROM YOU, MR. CITY MANAGER. YOU HAD A NUMBER OF COMMENTS EARLIER ABOUT WHEN THE RFP, THE SCORING OF THOSE PROPOSALS IS COMING BACK AND WHEN IT'S GOING TO BE IN FRONT OF THE CITY COUNCIL. WITH THAT. THOSE ARE MY COMMENTS. I'VE BEEN GONE FOR A COUPLE OF MONTHS, OBVIOUSLY FOR PERSONAL REASONS, BUT I'LL BE BACK SLOWLY, SLOWLY. IT FEELS LIKE I GOT BACK TO A LOT THOUGH, LIKE, GEEZ, I FEEL GOOD TO BE BACK. BILL. WHERE'S YOURS? THANK YOU.

TO TALK ABOUT THE RFP FOR THE SOCCER LEAGUES, WE RECEIVED FOUR PROPOSALS, AND ANDREW HAD PUT THIS ACROSS MY DESK AND WE'VE BEEN TALKING ABOUT IT. AND SO WE'RE COMING UP WITH A PLAN BECAUSE WE KNOW THAT THE NEXT SEASON IS GOING TO ALSO HAPPEN. SO WE'RE GOING TO PUT THIS OUT TO THE LEAGUES. AND SO I'M GLAD THAT IT CAME UP TONIGHT. SO WE CAN TALK ABOUT IT NOW. AND IF COUNCIL WOULD LIKE TO CHANGE WHAT WE'RE TALKING ABOUT THEN WE CAN DO THAT TOO. THE PLAN IS, IS THAT THE CITY WILL CONVENE AN INDEPENDENT REVIEW PANEL, WHICH WILL TAKE ABOUT 60 DAYS AFTER THE PROPOSAL HAS BEEN REVIEWED. EACH APPLICANT WILL HAVE THE OPPORTUNITY TO CONDUCT AN INTERVIEW WITH THE REVIEW PANEL TO DO A PRESENTATION. WE ANTICIPATE THE INTERVIEWS TO TAKE PLACE IN EITHER AUGUST OR SEPTEMBER. THE FINAL RECOMMENDATIONS WILL BE TO THE CITY COUNCIL IN OCTOBER AND THE NEW LEAGUE CONTRACTS FOR THE PANEL AND THE CITY COUNCIL RECOMMENDATIONS WILL COME INTO EFFECT AFTER JANUARY 1ST OF 26. SO THAT'S THE PRELIMINARY PLAN.

WE DON'T WANT TO INTERFERE WITH THE CURRENT SEASON, SO IT WOULD TAKE PLACE NEXT SEASON. THE NEW LEAGUE WOULD BE I THINK OUR I THINK ON THE RFP, WE SAID THAT WE WERE GOING TO GET STARTED CURRENT NEXT SEASON IS ACTUALLY I WANT TO SAY SEPTEMBER, SEPTEMBER 2025. SO THAT IS NEXT SEASON. THAT'S ACTUALLY THE START OF THE SEASON. IT GOES THROUGH THE WHOLE YEAR. YEAH. SO THAT SO THAT'S SO. AND THE SEASON JUST ENDED RIGHT. BECAUSE WE'RE OUT THERE REPLACING GRASS RIGHT NOW. THIS RFP PROCESS IS A GOOD THING. BUT I'D LIKE TO HEAR FROM THE REST OF MY COLLEAGUES. IT'S NOT ON THE AGENDA, BUT SOMEHOW YOU COULD FIGURE OUT IF WE CAN'T SPEAK ABOUT IT HERE. YEAH, WE CAN BRING IT BACK TO THE NEXT MEETING. IF WE WANT TO HAVE COUNCIL DISCUSSION ON IT. LET'S BRING IT BACK. OKAY. I'M COMFORTABLE WITH ANDREW WILL BE ON VACATION, SO YOU'LL BE TALKING TO ME ABOUT IT. I WILL BE TAKING HIS RESPONSIBILITIES WHILE HE'S GONE. HE WON'T BE BACK UNTIL JULY. FINANCE MANAGER, THE HR MANAGER, THE CITY MANAGER. THE PUBLIC WORKS DIRECTOR COULD DO A LOT OF THINGS IN THREE MONTHS. THREE WEEKS THAT HE'S GONE. IT'S A LOT OF WORK. YEAH.
