SO I JUST WANTED TO GIVE THIS AS AN UPDATE FOR THE CRC. KIND OF LET YOU KNOW WHERE WE STAND ON THE PROJECT AND WHAT STEPS WE'RE GOING TO BE TAKING IN THE NEAR FUTURE TO HELP MOVE THE PROJECT FORWARD. THIS BEGINNING PART OF THE PRESENTATION, THIS IS THE OLDER PRESENTATION, I BELIEVE IT'S BEEN PRESENTED TO COUNCIL BEFORE, AND THIS IS WHAT WAS ALSO PRESENTED TO THE SGC. SO THE REASON TO GO AFTER THIS PROJECT IS BECAUSE OF OUR COACHELLA CLIMATE ACTION PLAN, WHICH IDENTIFIED THAT THE CITY IS GOING TO SEE A SIGNIFICANT INCREASE IN TEMPERATURE AND EXTREME HEAT OVER 113 DEGREES BY 2050. WE'RE EXPECTING AS MANY AS 50 PER YEAR EXTREME HEAT DAYS, AND IT'S ANTICIPATED THESE CLIMATE CHANGES WILL EXACERBATE HEALTH INEQUITIES AND LEAD TO HIGHER INCIDENTS OF HEAT RELATED ILLNESSES. LOOKING AT HOW WE CAN ADDRESS SOME OF THESE NEEDS IN OUR COMMUNITY. WE WANTED TO HAVE AN AREA WHERE WE COULD FOCUS ON TWO MAIN THINGS, WHICH IS FOOD SECURITY AND EMERGENCY PREPAREDNESS. SO LOOKING AT THE FOOD SECURITY, WE WANTED TO BE ABLE TO HAVE A LOCATION IN THE CITY WHERE WE'D BE ABLE TO HAVE EDIBLE LANDSCAPES AND COMMUNITY GARDENS, COMPOSTING EDUCATION, GARDENING TOOLS AND RESOURCES, EMERGENCY FOOD AND AGRICULTURAL EDUCATION PARK. AND THEN FOR THE EMERGENCY PREPAREDNESS, LOOKING AT HAVING BACKUP ENERGY SOURCES, COOLING CENTERS, COMMUNITY TRAINING PROGRAMS AND AN EMERGENCY SHELTER. SO LOOKING AT THOSE NEEDS, WE IDENTIFIED THE HIDDEN HARVEST BUILDING, WHICH IS ON 2.9 ACRES, AND IT'S ABOUT A 17,800 SQUARE FOOT BUILDING. IT WAS BUILT IN THE 1920S, AND IT WAS ORIGINALLY KNOWN AS THE GRAPE GROWERS ASSOCIATION OF COACHELLA VALLEY. THE BUILDING I THINK I HOPEFULLY MOST OF YOU KNOW IT. IT'S THE BUILDING AT THE END OF PETER RABBIT LANE, ADJACENT TO THE TRAIN TRACKS, AND THE CITY HAS ALREADY ACQUIRED THIS PROPERTY. THIS IS A NICE HISTORIC PICTURE THAT SHOWS WHAT IT LOOKED LIKE WAY BACK IN THE DAY. YOU CAN STILL SEE THE OLD TRAIN STATION IN THIS PICTURE, WHERE FIFTH STREET USED TO CROSS THE TRAIN TRACKS. YOU USED TO BE ABLE TO CROSS OVER. AT THE FIFTH STREET AT GRADE CROSSING TO GET OVER TO THE PACKING HOUSE. HERE'S SOME AERIAL PHOTOS OF WHAT THE BUILDING LOOKS LIKE IN ITS CURRENT STATUS. AND HERE IS A PRESENTATION OF WHAT WE [00:05:08] PRESENTED TO THE SGC. THIS WAS OUR ORIGINAL CONCEPT OF WHAT WE THOUGHT THE BUILDING COULD BE ENVISIONED AS MOVING FORWARD. SO I WANT THAT THROUGH PRETTY QUICK AS I WAS KIND OF JUST THE BACKGROUND HISTORY. MOVING FORWARD, WE HAVE NOW PURCHASED THE BUILDING AND WE HAVE SUCCESSFULLY RECEIVED A GRANT FROM THE SGC TO REHABILITATE THIS BUILDING AND DELIVER THOSE KEY POINTS THAT I KIND OF MENTIONED EARLIER IN THE PRESENTATION. SO WE NOW HAVE THE PROJECT F 39, THE COMMUNITY RESILIENCE CENTER. SO AGAIN, JUST TO GO THROUGH THE BACKGROUND OF WHERE WE ARE AT THIS POINT. THE CITY WE HAVE PURCHASED, THE HIDDEN HARVEST BUILDING AND WE HAVE OBTAINED A $10 MILLION GRANT FROM THE CALIFORNIA STRATEGIC GROWTH COUNCIL. AND THAT'S FOR THE REHABILITATION OF THE STRUCTURE AND THE IMPLEMENTATION OF THE COMMUNITY RESILIENCE CENTER. WE PREPARED DRAFT CONCEPT DRAWINGS. WE HAVE ARCHITECTURAL RENDERINGS. WE HAVE SITE PLANS. WE HAVE CONCEPT PLANS. AND WE HAVE STREET PLANS. AND THESE HAVE ALL BEEN PREPARED OVER THE PAST COUPLE OF YEARS IN ORDER TO HELP ADVANCE THE PROJECT. BASED ON THE PRELIMINARY CONCEPTS. THE PROJECT THAT WE HAD IMAGINED WHEN WE WERE ADVANCING WITH, WITH ADVANCING THIS PROJECT WITH THE SGC. WE ENVISIONED A PROJECT THAT WOULD PROBABLY COST AROUND $14.4 MILLION. AND WHEN WE ADVANCED THAT BUDGET, WE HAD ANTICIPATED THAT WE'D BE ABLE TO FIND ADDITIONAL GRANT FUNDING IN ORDER TO SUPPLEMENT THE $10 MILLION THAT WE HAD FROM THE SGC. SO WE KIND OF WE MOVED FORWARD KNOWING THAT WE HAD THAT $4.4 MILLION FUNDING GAP. HOWEVER, YOU KNOW, BASED ON CURRENT FEDERAL GRANT PRIORITIES AND REDUCTIONS TO THE FEDERAL EPA AND USDA GRANT PROGRAMS. THERE IS A CONCERN THAT IT'S GOING TO BE A LOT HARDER TO GET THAT $4.4 MILLION FUNDING GAP IN ORDER TO MAKE THIS A COMPLETE PROJECT. SO ONE OF THE THINGS WE'RE WORKING ON RIGHT NOW IS HOW CAN WE REVISE THE CONCEPT? HOW CAN WE SCALE BACK A LITTLE BIT AND MAKE SURE THAT WE HAVE A $10 MILLION PROJECT, THAT WE CAN MOVE FORWARD? WE WANT TO BE ABLE TO WORK WITH THE SGC, WORK WITH OUR COMMUNITY, WORK WITH OUR PARTNERS, AND MAKE SURE THAT WE CAN STILL DELIVER THIS PROJECT WITHOUT THAT FUNDING GAP. WE DID APPLY FOR A EPA GRANT. EPA GRANTS ARE NO LONGER AVAILABLE. WE DO HAVE ANOTHER GRANT THAT WE'VE APPLIED FOR AS WELL. SO WE ARE STILL HOPING TO HAVE OPPORTUNITIES TO FILL THAT FUNDING GAP. BUT RIGHT NOW, IN ORDER TO ADVANCE THE PROJECT, ADVANCE THE DESIGN BUILD PORTION OF THE PROJECT, WE'RE LOOKING AT WHAT CAN WE DO TO SCALE THIS BACK AND HAVE A $10 MILLION PROJECT WE CAN DELIVER TODAY? SO THIS IS A PROPOSED I WANT TO EMPHASIZE PROPOSED. WE THIS BUDGET DOES STILL HAVE TO BE APPROVED BY THE SGC. SO AS WE GO THROUGH THE FINAL GRANT APPROVAL PROCESS AND WE HAVE OUR GRANT AGREEMENT. OUR GOAL IS TO WORK WITH THE SGC AND WORK WITH OUR PARTNERS TO COME UP WITH A GRANT AGREEMENT THAT IS IN THE $10 MILLION RANGE, SO THAT WE CAN ADVANCE THIS PROJECT TODAY. SO THESE ARE THESE ARE PRELIMINARY NUMBERS. AND THIS IS STILL GOING TO BE UNDER REVIEW WITH THE SGC IN ORDER TO COME UP WITH THIS VALUE. SO KIND OF LOOKING AT THE TOTAL COSTS HERE, ONE OF THE BIGGEST REDUCTIONS YOU'LL SEE IS IN THE ARCHITECTURE AND ENGINEERING DESIGN. ONE OF THE THINGS THAT WE THINK WE CAN DO TO REALLY REDUCE THE COST IS WE'RE GOING TO ADVANCE THIS AS A DESIGN BUILD CONTRACT. BY ALLOWING A DESIGN BUILD TO COME IN, INSTEAD OF HAVING A FULL DESIGN UPFRONT, ALLOWING A BUILDER AND OPERATOR TO COME IN AND HAVE CONTROL OF THAT DESIGN PROCESS WILL INTRODUCE A LOT OF SAVINGS IN THE DESIGN UP FRONT BY ALLOWING THEM TO KIND OF ADVANCE THE PROJECT IN STAGES AND ADVANCE THE PROJECT. KIND OF IN COMPLIANCE WITH WHAT THEY NEED TO DO AS A DEVELOPER AND AS AN OPERATOR. WE DID NOT REDUCE THE TOTAL BUILDING CONSTRUCTION BY VERY MUCH. AND THAT'S KIND OF ONE OF THE KEY POINTS WE NEED TO MAKE HERE IS IN ORDER TO ADVANCE THIS PROJECT, WE REALLY NEED THOSE DOLLARS IN THE ACTUAL BUILDING SO THAT WE CAN ACTUALLY TURN THE LIGHTS ON, GET THE AIR CONDITIONING WORKING, AND DELIVER THE ENTIRE PROJECT THAT WAS PROMISED IN THE GRANT. ONE OF THE LARGER CUTS IS IN THE PHOTOVOLTAIC SOLAR. WE DO. WE ARE STILL GOING TO HAVE FULL SOLAR BATTERY BACKUP FOR THE BUILDING. WE DID HAVE SOME REVISED CONCEPT AND WE HAVE WORKED WITH OUR SOLAR POWER OPERATOR, AND THEY'VE GIVEN US REVISED ESTIMATES. IN ORDER TO BRING THAT COST DOWN AND SOME OF THE BIGGEST AREAS WHERE WE THINK WE CAN MAKE CUTS IS ON THE EXTERIOR SITE IMPROVEMENTS AND ON THE STREET IMPROVEMENTS. THE ORIGINAL BUDGET DID HAVE A LOT OF EXTRA KIND OF SITE IMPROVEMENTS OFF SITE IN ORDER [00:10:04] TO KIND OF TIE IN THE WHOLE NEIGHBORHOOD. AND THERE WERE A LOT OF VERY NICE, FANCY KIND OF IMPROVEMENTS THAT WERE EXTERIOR. BUT WE THINK THAT WE HAVE OPPORTUNITIES TO GET THOSE IMPROVEMENTS FUNDED THROUGH OTHER GRANT OPPORTUNITIES IN THE FUTURE. AND WE REALLY WANT TO MAKE SURE THAT WE'RE FOCUSING THE FUNDING TODAY ON THE STRUCTURE ITSELF. GETTING THE DOORS OPEN. AND I DO WANT TO MENTION THE PROGRAMING. WE HAVE A LOT OF PARTNERS THAT WENT INTO THIS GRANT. THEY WERE CRUCIAL TO ACTUALLY GETTING THE GRANT. THAT'S WHY I REALLY WANT TO EMPHASIZE THAT THIS IS PRELIMINARY BUDGET, AND THIS WILL BE SUBJECT TO REVIEW BY THE SGC BEFORE WE GO THROUGH A FINAL APPROVAL. BUT WE ARE LOOKING AT CUTTING THE PROGRAMING DOWN. SIGNIFICANTLY AS WELL. AS WE MOVE FORWARD, IT'S GOING TO TAKE ABOUT THREE YEARS TO DO DESIGN AND CONSTRUCTION. AND WE THINK THERE'S A LOT OF OPPORTUNITIES FOR GRANT FUNDING FOR PROGRAMMATIC SUPPORT WHEN THE BUILDING IS OPEN. SO WE ARE HOPING THAT BY SHUFFLING THOSE FUNDS OR MAKING SURE THAT THOSE FUNDS REMAIN AVAILABLE FOR THE CONSTRUCTION OF THE BUILDING, GETTING THE DOORS OPEN, GETTING THE BUILDING OPERATIONAL WILL HELP US SECURE THOSE ADDITIONAL PROGRAMMATIC FUNDING. OVER THE NEXT THREE YEARS, BEFORE SOME OF OUR PARTNERS ACTUALLY MOVE INTO THE BUILDING AND GO INTO THE OPERATION PHASE. AND THEN THE OTHER MAJOR AREAS, THE GRANT ADMINISTRATION. WE ARE PROPOSING WE HAD PROPOSED TO SUPPLEMENT STAFF, HAVE STAFF BE ABLE TO BUILD AGAINST THE GRANT. BUT WE'RE ALL HERE. WE'RE ALL FULL TIME EMPLOYEES, SO WE'RE HOPING THAT WE CAN DELIVER THE GRANT JUST WITH OUR REGULAR STAFF TIME, AND WE CAN ALLOCATE THOSE FUNDS TOWARDS THE ACTUAL STRUCTURE. AS FAR AS KIND OF LOOKING AT HOW THAT WOULD CHANGE THE OVERALL CONCEPT. THIS WAS OUR ORIGINAL CONCEPT SITE LAYOUT. AND SOME OF THE THINGS WE WOULD CHANGE. WE DO HAVE TO MEET ALL THE ASPECTS THAT WE HAVE WITH THE GRANT. THAT'S GOING TO BE VERY IMPORTANT TO US. SO ALL THE ASPECTS THAT WOULD REMAIN WOULD BE THE EDIBLE GARDENS, THE COMMUNITY GARDENS, THE COMPOSTING EDUCATION, THE GARDENING, THE EMERGENCY FOOD, THE AGRICULTURAL BANK AND SOME OF THE ITEMS THAT WOULD BE REMOVED WOULD BE LIKE THE LARGE CONCRETE OUTDOOR AMPHITHEATER, THE MEDITATION GARDENS, THE OUTDOOR DEMONSTRATION COOKING. THESE ARE KIND OF LARGER CONCRETE ITEMS THAT WERE A LITTLE MORE EXPENSIVE. BUT THOSE AREN'T NECESSARILY NEEDED FOR MEETING THE GRANT PERSPECTIVE. SO WE HAVE ROOM TO REMOVE SOME ITEMS IN THOSE AREAS TO BRING THE HELP BRING THAT COST DOWN. RELATIVE TO THE CONCEPT BUILDING LAYOUT, THIS WAS THE ORIGINAL LAYOUT WE HAD. LARGE COMMERCIAL KITCHEN. THE CRC AREA, BUSINESS INCUBATOR AREA, AND A DECENT AMOUNT OF SPACE FOR THE HIDDEN HARVEST OPERATIONS AS WELL. LOOKING AT HOW WE CAN REDUCE THAT OVERALL SCOPE, WE HAVE TALKED TO POTENTIAL DEVELOPERS AND OPERATORS ON THIS PROJECT, ON ON HOW WE COULD LOOK AT REDUCING THAT OVERALL SCOPE. AND I WANT TO EMPHASIZE THAT, YOU KNOW, IF WE REDUCE THIS, WE WOULD HAVE NO REDUCTION TO THE CRC AREAS, NO REDUCTION TO THE HIDDEN HARVEST AREAS. WE WOULD BE MAINTAINING ALL OF THE AREAS FOR OUR NONPROFIT PARTNERS, AND WE'D BE MAINTAINING ALL OF OUR EDUCATION AND TRAINING AREAS. SOME OF THE AREAS ON THE STRUCTURE THAT WE THINK WE CAN BRING THE COST DOWN A LITTLE BIT WOULD BE REDUCING THE EXTERIOR DECK SPACE. THE LARGE KITCHEN DEMONSTRATION AREA, WE THINK WE CAN ACTUALLY SHRINK THAT IN SIZE A LITTLE BIT, BECAUSE THE SQUARE FOOTAGE OF REMODELS AND KITCHENS IS A LOT HIGHER THAN THE SQUARE FOOTAGE. REMODEL FOR OFFICE SPACE. AND THEN SOME OF THE AREAS THAT WERE INTENDED FOR POTENTIAL COMMERCIAL LEASE AREAS. WE THINK THAT IF WE DELIVER THOSE AS WARM SHELL, THAT WILL ALLOW LEASE PARTNERS TO COME IN AND DO SOME OF THEIR OWN TENANT IMPROVEMENTS. SO THAT ALLOWS US TO BRING SOME OUTSIDE MONEY INTO THE PROJECT AND HAVE OUTSIDE DEVELOPERS DOING SOME OF THOSE TENANT IMPROVEMENTS IN AREAS THAT MIGHT BE COMMERCIAL LEASE. WARM SHELLS. IS THAT WHAT YOU SAID? YEAH. WARM SHELL. THIS MEANS WHEN YOU HAVE THE YOU HAVE THE STRUCTURE FULLY READY. IT'S KIND OF LIKE THE THAT'S WHAT WE CALL THE OFFICE SPACE. THAT'S LIKE AT THE JUST FOR CLARIFICATION FOR PEOPLE BECAUSE LIKE I DON'T KNOW WHAT WARM SHELL IS. SO IT ALLOWS OUR LESSEES TO COME IN AND DO TENANT IMPROVEMENTS. THE UPSTAIRS PLAN, NOTHING WOULD CHANGE ON OUR UPSTAIRS PLAN. WE DO HAVE AN UPSTAIRS. THAT'S WHERE ALL OF OUR STORAGE FOR OUR CRC SUPPLIES WOULD BE FOR THE COMMUNITY RESILIENCE AND FOR OUR EMERGENCY PREPAREDNESS. SO ALL THAT REMAINS BECAUSE THOSE ARE GRANT DELIVERABLES. THE PHOTOVOLTAIC ORIGINALLY WE HAD THE ENTIRE WEST HALF OF THE ROOF BEING PHOTOVOLTAIC. AND WE THINK WE HAVE WORKED WITH THEM. WE'VE REDUCED THAT DOWN A LITTLE BIT, BUT WE'RE STILL GOING TO HAVE SUBSTANTIAL SOLAR AND BATTERY BACKUP AVAILABLE FOR THE STRUCTURE. FOR THE EXTERIOR. LIKE I SAID, OUR ORIGINAL STREET CONCEPT PLANS WAS TO HAVE FULL STREET IMPROVEMENTS, PARKING, CURB, GUTTER, AND SIDEWALK FROM THE BUILDING ALL THE WAY UP TO AVENUE 50. BUT TO BRING THOSE [00:15:03] COSTS DOWN, WE WOULD BE REDUCING THAT WHERE WE WOULD BE DOING PARKING JUST IN FRONT OF THE BUILDING. SO WE'D BE DOING THE CURB, GUTTER AND SIDEWALK IN FRONT OF THE BUILDING, THE PARKING IN FRONT OF THE BUILDING. AND THEN WE WOULD BE LOOKING FOR, YOU KNOW, ADDITIONAL GRANT FUNDING LATER IN ORDER TO DO THAT, INFILL SIDEWALK IN BETWEEN THE STRUCTURE AND AVENUE 50. FOR THE WHOLE BUILDING ITSELF, I MEAN, THE IDEA IS TO NOT REALLY REDUCE THE SCOPE OF THE BUILDING. WE WANT TO HAVE A FULLY DELIVERED BUILDING THAT WE CAN TURN THE LIGHTS ON, HAVE FULLY OPERATIONAL, AND WE WANT TO TRY TO GET THIS DONE WITH A DESIGN BUILD PROCESS QUICKLY SO THAT WE CAN. WE THINK THAT BY HAVING A FULLY DEVELOPED CONCEPT ON THE STRUCTURE AND FOCUSING OUR FUNDS ON THE STRUCTURE ITSELF, THAT GIVES US BETTER OPPORTUNITIES TO GO FOR THOSE ADDITIONAL GRANTS, TO GO FOR THOSE INFILL SIDEWALK GRANTS, AND TO GO FOR PARK GRANTS OR LAND GRANTS TO HELP IMPROVE SOME OF THE ADDITIONAL EXTERIOR SPACE THAT WE MAY HAVE LEFT OUT IN THE FIRST PHASE. AND TO ALSO GO AFTER THOSE GRANTS FOR THE PROGRAMING FOR ALL OF OUR PARTNERS WHO ARE GOING TO BE IN THE BUILDING AS WELL. SO THESE ARE OUR ELEVATIONS OF THE BUILDING. THESE ARE THE VIEW FROM THE HIDDEN HARVEST SIDE, THE VIEW FROM THE TRAIN SIDE. AND AGAIN, THE GOAL IS TO KEEP THESE LARGELY UNCHANGED. THESE ARE SOME OF THE ARCHITECTURAL RENDERINGS. SO AGAIN THIS IS STILL THE VISION. THIS IS STILL THE DELIVERY WE WANT TO HAVE. AND JUST LOOKING AT A LITTLE BIT OF SCALE BACKS ON PRIMARILY EXTERIOR FEATURES. SO THAT WE CAN STILL DELIVER THIS PROJECT ON TIME AND ON BUDGET. THE ONLY THING YOU'D REALLY SEE CHANGE HERE IS MAYBE A SLIGHT REDUCTION IN THE COVERED DECK AREA. THIS IS JUST THE VIEW FROM THE HIDDEN HARVEST SIDE. SO AGAIN, STILL TRYING TO MOVE FORWARD WITH THIS SAME VISION ON HOW WE ADVANCE THE PROJECT. FOR NEXT STEPS. RIGHT NOW, WE ARE WORKING TO COMPLETE OUR FINAL GRANT AGREEMENT WITH THE SGC THAT WILL BE BASED OFF OF A $10 MILLION TOTAL PROJECT BUDGET. WE PLAN ON RELEASING AN RFP THAT WILL BE FOR DESIGN BUILD. AND WE'LL RELEASE THAT FOR QUALIFIED DEVELOPER OPERATORS. SO THE PERSON WHO ACTUALLY DESIGNS AND BUILDS THE PROJECT WILL ALSO BE THE OPERATOR. SO THEY'LL BE THE ONES WHO ACTUALLY MANAGE THE BUILDING FOR THE 2 OR 3 YEARS AFTER CONSTRUCTION IS COMPLETE AS WELL. THE CITY WILL WORK CLOSELY WITH THE DESIGN BUILD TEAM, AND WE'LL MAKE SURE THAT WE'RE UTILIZING VALUE ENGINEERING SO THAT WE CAN DELIVER COMPLETE PROJECT. MAKE SURE THAT WE MEET ALL OF THE GOALS, ALL THE CHECK MARKS THAT ARE REQUIRED FOR OUR CURRENT GRANT THAT WE HAVE. AND DELIVER THE PROJECT ON BUDGET. IT'S ANTICIPATING THAT DESIGN PROCESS WILL TAKE 1 TO 1 AND A HALF YEARS, AND CONSTRUCTION WILL TAKE 1 TO 1 AND A HALF YEARS. SO WE'RE LOOKING AT A OPENING WITHIN TWO AND A HALF TO THREE YEARS. ONCE WE HAVE OUR SGC GRANT AGREEMENT IN PLACE. OBVIOUSLY, MOVING FORWARD, CITY STAFF IS GOING TO CONTINUE TO GO AFTER EVERY GRANT OPPORTUNITY WE CAN. AND SEEK PARTNERSHIP OPPORTUNITIES SO THAT WE CAN ENHANCE THE OVERALL PROJECT AND POTENTIALLY DELIVER SOME OF THOSE ADDITIONAL EXTERIOR ITEMS THAT WE'RE HOPING TO REDUCE RIGHT NOW IN THIS PHASE. AND WE WILL VERY MUCH BE GOING AFTER GRANT OPPORTUNITIES TO HELP SUPPLEMENT ANY FUNDING FOR OUR PROGRAMMATIC PARTNERS AS WELL. SO THAT'S THAT'S A CONCLUSION OF THAT PRESENTATION. SO THEY NEED TO THEN ALSO PROVIDE MODIFICATIONS TO WHAT WAS ORIGINALLY SUBMITTED. YES, POTENTIALLY. SO ONE OF THE REASONS WE ARE LOOKING AT THE PROGRAMING IS BECAUSE WE DO FEEL THAT THERE'S A LOT OF GRANT OPPORTUNITIES TO SUPPLEMENT THAT PARTICULAR NEED. OBVIOUSLY WORKING WITH THOSE PARTNERS IS VERY IMPORTANT TO OUR CITY PRIORITIES AND THE FUTURE PRODUCTIVITY OF THE BUILDING AND THE STRUCTURE. NO I AGREE. AND THEN SO FOR SELENA, THEN OBVIOUSLY YOU'VE REACHED OUT TO THE APPLICANTS AND THEN THEY'VE THEY'VE SHARED THAT THEY WERE GOING TO REDUCE THE BECAUSE THERE WAS A LOT OF WORKFORCE DEVELOPMENT IN THERE AS WELL THAT WE WERE GOING TO BE PROVIDING. OUR CITY COUNCIL IN 2016 DID ADOPT AN ORDINANCE TO ALLOW FOR COMMERCIAL CANNABIS ACTIVITY IN THE CITY THAT ENTAILED CULTIVATION, MANUFACTURING, TESTING, AND DISTRIBUTION OF CANNABIS PRODUCTS. WITH THIS, THE ESTABLISHMENT OF ZONING REQUIREMENTS DID OCCUR AS WELL. SO THERE WERE CERTAIN ZONES WHERE CANNABIS, COMMERCIAL CANNABIS WERE ALLOWED IN THE CITY, AND THAT WAS THE WRECKING YARD AS WELL AS THE INDUSTRIAL ZONES. AND THEN TWO YEARS LATER, IN 2018, OUR COUNCIL DID ADOPT ANOTHER ORDINANCE THAT ALLOWED THE ESTABLISHMENT AND REGULATION OF RETAIL CANNABIS BUSINESS IN THE CITY. AND THE ZONING FOR THESE WERE MORE IN THE COMMERCIAL AND INDUSTRIAL ZONES OF THE CITY TO BE ALLOWED TO OPERATE A CANNABIS BUSINESS IN THE CITY, THE OPERATOR WOULD HAVE TO OBTAIN A LAND USE ENTITLEMENT, WHICH WOULD BE THE CONDITIONAL USE PERMIT, AS WELL AS A CANNABIS REGULATORY PERMIT, WHICH WOULD BE THE LOCAL CANNABIS PERMIT, KIND OF EQUIVALENT TO THE STATE LICENSE. BUT ON THE LOCAL SIDE. SO IN 23, 2023, THE CITY DID ALSO ESTABLISH OR STAFF ESTABLISH A CANNABIS COMPLIANCE TEAM. SO SINCE THE ADOPTION OF THE PROGRAM OR THE IMPLEMENTATION OF THE PROGRAM IN THE CITY, WE HAVE LEARNED A LOT OF NEW THINGS. AND THERE'S HAD A LOT OF NEW ISSUES HAVE CAME ABOUT. SO ONCE WE HAD A FULL TIME STAFF MEMBER, WHICH WAS MYSELF, WE KIND OF ESTABLISHED A MORE ROBUST COMPLIANCE TEAM. AND OUR COMPLIANCE TEAM DOES ENTAIL SEVERAL INTERNAL DEPARTMENTS AS WELL AS EXTERNAL DEPARTMENTS. SO INTERNALLY WE HAVE THE DEVELOPMENT SERVICES DEPARTMENT UNDER THE COMPLIANCE TEAM THAT ENTAILS CANNABIS DIVISION, WHICH WOULD BE THE MANAGEMENT ANALYST, WHICH IS MYSELF. AND THAT'S IN PARTICULAR FOCUSED ON THE DISCHARGE, THE WASTE DISCHARGE THAT'S PRODUCED BY CANNABIS CULTIVATORS AND THAT ARE SENT TO OUR TREATMENT PLANT AND OUR COLLECTION SYSTEM. SO EVERYTHING THAT I'M GOING TO SPEAK ABOUT IS RELATED TO CULTIVATORS, RIGHT. THE, THE, THE CANNABIS PROGRAM AS A WHOLE IS MADE UP OF MORE THAN JUST CULTIVATION. IT'S MADE UP OF RETAIL, IT'S MADE OF MANUFACTURING. BUT AS IT RELATES TO THE UTILITIES DEPARTMENT HERE IN PARTICULAR, IT'S ALL RELATED TO CULTIVATORS BECAUSE OF THEIR DISCHARGE INTO THE TREATMENT PLANT. SO JUST A LITTLE BIT OF A RECAP HERE OF A REMINDER. THE CITY OF COACHELLA OWNS AND OPERATES ITS OWN WASTEWATER TREATMENT PLANT THAT'S VERY UNIQUE TO THE CITY OF COACHELLA. THERE'S ONLY ONE OTHER CITY IN THE WHOLE VALLEY THAT OPERATES AND OWNS ITS OWN WASTEWATER TREATMENT PLANT. OUR TREATMENT PLANT IS KNOWN AS THE COACHELLA SANITARY DISTRICT WASTEWATER TREATMENT PLANT, AND IT'S REGULATED AND UNDER PERMIT BY THE CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD. SO WE HAVE A PERMIT THAT ALLOWS US TO OPERATE THIS TREATMENT PLANT AND REQUIRES US TO DISCHARGE A CERTAIN WATER QUALITY INTO THIS BODY OF WATER THAT'S CONSIDERED A BODY OF THE STATE BODY OF WATER OF THE STATE. AND SO I KIND OF PUT AN ARROW THERE TO SHOW YOU WHERE THE WASTEWATER DISCHARGE GOES INTO THE WHITEWATER RIVER, AND THEN THAT WATER EVENTUALLY FLOWS ALL THE WAY TO THE SALTON SEA. AND SO THESE PERMITS AND THE FUNCTION OF THESE STATE DEPARTMENTS ARE TO PREVENT POLLUTION INTO THESE WATERS OF THE STATE. AND SO THE PERMIT HAS A BUNCH OF REGULATIONS ON CONTAMINANTS THAT THAT WE CAN EXCEED. WHEN WE PUT THAT DISCHARGE INTO, INTO THE WHITEWATER RIVER. SO THE MUNICIPAL CODE GIVES US SOME POWERS TO, TO ENSURE THAT WE IMPLEMENT PRACTICES ON OUR SYSTEM THAT ALLOWS US TO COMPLY WITH THESE RULES AND REGULATIONS BY THESE REGULATORY AGENCIES. AND IN THE CODE, THE DEPARTMENT IS GIVEN THE AUTHORITY TO REQUIRE THE INSTALLATION OF MAINTENANCE. THE INSTALLATION AND THE MAINTENANCE OF PRETREATMENT AND MONITORING FACILITIES TO ENSURE THAT WE'RE NOT RECEIVING DISCHARGE OF CONCERN THAT MIGHT PUT US OUT OF COMPLIANCE WITH THESE PERMITS. AND SO A COMMON EXAMPLE OF THIS IS WASTEWATER AGENCIES. THEY TAKE ON FLOW FROM WHAT'S CALLED HIGH END USERS, LIKE COMMERCIAL USERS. THOSE THOSE THE COMMON ONES ARE RESTAURANTS. AND SO PRETTY COMMON THING TO DO IS TO REQUIRE RESTAURANTS TO PUT IN GREASE INTERCEPTORS SO THAT THEY'RE ABLE TO PUMP ALL THE GREASE AND ALL THE FATS AND NOT ALLOW THOSE TYPES OF FATS AND OILS AND GREASE TO GO INTO OUR TREATMENT PLANT, NOT GO INTO OUR PIPES BECAUSE IT CREATES ISSUES. SO THAT'S AN EXAMPLE OF A PRETREATMENT DEVICE THAT YOU TYPICALLY INSTALL TO PREVENT CERTAIN DISCHARGES TO GO INTO YOUR TREATMENT PLANT. BUT THOSE ARE THOSE ARE MORE THE GENERAL THINGS THAT HAVE BEEN IN PRACTICE. THE WHOLE CONVERSATION ABOUT CANNABIS DISCHARGE IS RELATIVELY, RELATIVELY NEW. CANNABIS CULTIVATION WAS NOT ALLOWED UNTIL JUST A FEW YEARS AGO, AND CANNABIS CULTIVATION AS A WHOLE, WHEN THE STATE WAS CONTEMPLATING ALLOWING CULTIVATION TO OCCUR OF CANNABIS, IT WAS IT WAS FLAGGED THAT THEY HAD CONCERNS WITH THOSE WASTEWATER DISCHARGE, UNDERSTANDING THE WAY THAT CANNABIS WOULD BE CULTIVATED. AND SO WHAT THEY DID IS THE ORIGINAL BOARD, THE SAME REGIONAL BOARD THAT REGULATES OUR WASTEWATER TREATMENT PLANT, THAT SETS REQUIREMENTS ON THE DISCHARGES THAT COME OUT OF OUR WASTEWATER TREATMENT PLANT. WHAT THEY DID IS THEY CREATED A PERMIT, A BOARD ORDER THAT EVERY CANNABIS CULTIVATOR HAD TO GET COVERAGE UNDER IN ORDER TO BE ABLE TO OPERATE A CANNABIS CULTIVATION COMMERCIAL BUSINESS. AND SO THIS IS THIS IS THAT BOARD ORDER. AND SO EVERY CANNABIS CULTIVATOR IS REQUIRED TO RECEIVE COVERAGE UNDER THIS, UNDER THIS PERMIT. AND THERE'S A LOT OF DIFFERENT WAYS TO DO THAT. ONE OF THE WAYS TO DO THAT, AND I THINK IT'S PROBABLY THE EASIEST WAY TO DO THAT, IS FOR CULTIVATORS WHEN THEY APPLY UNDER COVERAGE TO SIMPLY POINT AT THE LOCAL WASTEWATER AGENCY AND SAY, I'M GOING TO DISCHARGE MY WASTEWATER TO THE LOCAL WASTEWATER AGENCY. AND I'VE SATISFIED ALL OF THEIR REQUIREMENTS. I'M OKAY WITH THEIR POLICY, AND THEY KIND OF SELF CERTIFY THAT THEY'VE KIND OF CLEARED ALL OF THE LOCAL WASTEWATER AGENCIES REQUIREMENTS AND POLICIES, AND IT ALLOWS THEM TO HAVE COVERAGE UNDER THIS. OTHERWISE THEY WOULD HAVE TO FIND COVERAGE IN ANOTHER WAY [00:40:05] THAT SOMETIMES WOULD REQUIRE THEM TO CONTAIN THEIR DISCHARGE IN A TANK AND HAUL IT TO SOME OTHER TYPE OF APPROVED FACILITY, WHERE THEY COULD THEN DISPOSE OF THAT DISCHARGE, SO THAT THESE ARE KIND OF THE THINGS THAT THAT WOULD PUT THESE CULTIVATORS OUT OF COMPLIANCE. AND SO I'M GOING TO GO OVER THE FACILITIES THAT ARE OUT OF COMPLIANCE, AND THEY'RE ALL OUT OF COMPLIANCE BECAUSE THEY CERTIFIED AND THEY HAVE COVERAGE UNDER THIS BOARD ORDER WHERE THEY WHERE THEY STATED THAT THAT THEY'RE IN COMPLIANCE WITH THE POLICIES OF THE AGENCY AND THAT THE AGENCY IS SATISFIED IN THE WAY THAT THEY'RE DISCHARGING THEIR, THEIR, THEIR WASTE STREAM. AND SO, JUST TO A LITTLE BIT MORE, AGAIN, BECAUSE CANNABIS IS SO NEW AND THE THERE'S NOT A LOT OF DATA ON WHAT MAKES UP THE DISCHARGE AND WHETHER THAT SHOULD BE AN ISSUE OF CONCERN THAT MIGHT IMPACT THE WASTEWATER TREATMENT PLANT, NOT JUST OUR TREATMENT PLANT, BUT TREATMENT PLANTS THAT ARE OPERATED ACROSS THE STATE. MOST WATER AGENCIES SIMPLY DON'T ACCEPT CANNABIS DISCHARGE. THERE IS NO OTHER AGENCY IN THE COACHELLA VALLEY UNTIL RECENTLY THAT ALLOWS CANNABIS DISCHARGE TO ENTER THEIR SYSTEM AND EVENTUALLY GO INTO THEIR TREATMENT PLANT THAT INCLUDES VALLEY SANITATION DISTRICT, OUR NEIGHBOR, THEY DON'T TAKE ANY CANNABIS DISCHARGE. THAT INCLUDES COACHELLA VALLEY WATER DISTRICT, WHICH PROBABLY COVERS AT LEAST 80% OF THE ENTIRE VALLEY. THEY DON'T TAKE ANY CANNABIS DISCHARGE, AND I BELIEVE DESERT HOT SPRINGS, WHICH IS PROVIDED SERVICE BY MISSION SPRINGS WATER DISTRICT, IS STARTING TO ALLOW FOR THAT. BUT THEY THEY ARE REQUIRING THE EXACT SAME THING THAT WE ARE REQUIRING, WHICH IS TO INSTALL SAMPLE BOXES SO THAT THE AGENCY HAS THE ABILITY TO MONITOR, TO TAKE SAMPLES OF THE DISCHARGE AND MONITOR THE STRENGTH OF THAT DISCHARGE AND MAKE A DETERMINATION IF THESE BUSINESSES SHOULD SHOULD BE INSTALLING PRETREATMENT DEVICES TO PREVENT ANY, ANY NEGATIVE IMPACT TO THE TREATMENT PLANT. AND SO THOSE ARE EXACTLY OUR REQUIREMENTS. WE WE'VE WHAT WE'VE REQUIRED FROM ALL OF THESE CULTIVATORS IS GO AHEAD. YOU'RE ALLOWED TO DISCHARGE INTO OUR SYSTEM. BUT WE LIKE WE WOULD WE REQUIRE YOU TO INSTALL A SAMPLE BOX SO THAT WE CAN TAKE A SAMPLE WHENEVER WE WANT. THIS IS SOMETHING THAT HAS BEEN COMMUNICATED TO ALL OF THESE BUSINESSES THAT YOU SEE LISTED HERE. AS I MENTIONED, THERE IS A BIG CAMPUS CALLED DELGRO. THIS IS A PROJECT THAT STARTED AROUND 2017. THIS HAS ONE ISSUE THAT'S EVEN OUTSIDE OF THE SAMPLE BOX REQUIREMENT THIS THIS BUSINESS HERE, WHEN IT FIRST STARTED, CAME IN AS, AS THIS CAMPUS THAT WAS GOING TO INCLUDE THAT RED AREA, THAT RED AREA NEVER MATERIALIZED. IT DOESN'T APPEAR THAT IT'S GOING TO MOVE FORWARD. BUT WHAT THEY DID IS THEY BUILT A SEWER SYSTEM TO WHERE THEY'RE DISCHARGING THAT WASTEWATER THROUGH PRIVATE PROPERTY. SO IF YOU SEE THAT ARROW, THAT KIND OF GOES DIAGONAL INTO HARRISON STREET, THAT'S THAT'S THE DIRECTION OF THE FLOW. SO THERE'S DELGRO IS, IS KIND OF THE FIRST TWO ARROWS GOING DOWN AND GOING TO THE RIGHT. THAT IS THAT IS ONE PARCEL THAT'S PRIVATE, THAT'S ONE PRIVATE PARCEL. AND THEN THE AREA IN THE RED ARE TWO OTHER PRIVATE PARCELS. THE ONE PARCEL IS DISCHARGING THROUGH ANOTHER PRIVATE PARCEL, TWO PRIVATE PARCELS. AND THERE'S BEEN CONCERNS FROM THE PARTIES IN THE RED AREA THAT THAT THEY'VE EXPRESSED CONCERNS TO THE CITY THAT THEY'RE TAKING ON, THAT THAT FLOW IS GOING THROUGH THEIR THROUGH THEIR PROPERTY WITHOUT PERMISSION. SO WE'VE ALSO SENT THIS PARTICULAR PROJECT HERE A LETTER GIVING THEM SIX MONTHS. THEIR PLANS ARE APPROVED. THEY THEY WERE DIRECTED TO PULL THE PERMIT FROM PLANNING DEPARTMENT IN ORDER TO DIVERT THAT FLOW BACK INTO AVENUE 48. YOU'LL SEE THE OTHER ARROW THAT I PUT THERE, THE DASH KIND OF PURPLE ARROW WITH THE WITH THE ARROW POINTING TO AVENUE 48 TO THE TOP OF THE PAGE. THAT'S THE WAY THEY'RE GOING TO DIVERT THE WATER, THEIR WASTE FLOW, BACK TO THE STREET. THEY'RE ALL WITHIN. THEY SHOULD BE CONTAINING ALL OF THAT WASTE WITHIN THEIR OWN PROPERTY, NOT CROSSING PRIVATE PROPERTY. SO THIS IS ONE UNIQUE THING WITH THIS PARTICULAR PROJECT IS AS OF LAST I BELIEVE, LAST THURSDAY, THEY ARE GIVEN SIX MONTHS TO COMPLETE THAT PROJECT. OTHERWISE I THINK THEY MIGHT FACE ADDITIONAL. VIOLATIONS. AND SO THE OTHER THING THAT THESE BUSINESSES ARE [00:45:07] REQUIRED TO DO, AS I MENTIONED, IS INSTALL SAMPLE BOXES. THERE'S ABOUT SIX BUSINESSES IN HERE. IT'S ONE IT'S ONE BIG PROJECT. AND SO FOR THE MOST PART, THOUGH, IT SEEMS THAT THE PROJECT OWNERS ARE ON TRACK TO MEET THESE CONDITIONS, BOTH THE REROUTING OF THE OF THE WASTE FLOWS ■TO BACK TO AVENUE 8 AND THE INSTALLATION OF THE SAMPLE BOXES WE'VE GIVEN THEM ON THE SAMPLE BOXES UNTIL THE END OF THIS CALENDAR YEAR. SO WE'VE GIVEN THEM UP UNTIL DECEMBER 31ST OF 2025. AND WE BELIEVE, I THINK THEY BELIEVE AS WELL THAT THAT'S ACHIEVABLE. AND IT SEEMS THAT EVERYBODY'S MOVING TO HIT THAT TARGET. THESE ARE SOME OF THE OTHER ONES, THE TWO THAT ARE RIGHT NEXT TO DELGRO ARE JV AND AJAX. JV HAS INDICATED THAT THAT THEY WILL NOT DISCHARGE TO OUR SEWER, THAT THEY ARE GOING TO TAKE THE PATH OF DOING SOMETHING DIFFERENT. AND SO WHAT WE'VE REQUIRED THEM TO DO IS TO MAKE SURE THAT THEY AMEND THE PERMIT THAT THEY HAVE WITH THE STATE WATER BOARD RELATED TO COVERAGE. THAT DOESN'T POINT TO THE FACT THAT WE'RE THAT THAT THEY'RE SENDING THEIR DISCHARGE TO US. SO WE WILL REQUIRE EVIDENCE THAT THEY'VE AMENDED THAT PERMIT SO THAT THEY HAVE COVERAGE UNDER A DIFFERENT FORMAT, AND THEY'RE IN AGREEMENT WITH THAT. AJAX IS AN AGREEMENT. WE'VE TALKED TO THEM. THEY'RE UNDER CONSTRUCTION. AND THERE'S AT THIS POINT, NO CONCERNS THAT THEY WON'T HAVE THOSE SAMPLE BOXES INSTALLED BY THE END OF THE YEAR. SCARLET RAY. SO HERE'S A TIMELINE OF WHAT WE'VE FOUND OR HOW WE WORK WITH THESE BUSINESSES AS WELL. IT'S IMPORTANT TO NOTE THAT ONCE WE FIND CERTAIN THINGS THAT NEED TO BE ADDRESSED ON SITES, WE'RE NOT TRYING TO SHUT ANY BUSINESS DOWN. WE'RE TRYING TO WORK WITH THEM AND GIVE THEM A PATH TO COMPLIANCE WHERE THEY CAN ADDRESS SOME OF THESE ISSUES LITTLE BY LITTLE, BECAUSE SOME OF THESE DO HAVE BIGGER ISSUES THAT NEED A LITTLE BIT MORE TIME TO BE CORRECTED. SO FOR JVS, THIS ONE IS THE CULTIVATION FACILITY IN THE WRECKING YARD. SO THIS ONE OUR STAFF DID CONDUCT A SITE VISIT FOR THEIR CRP RENEWAL IN JULY OF 2024. WE DID MAIL THEM A CORRECTION LETTER WITH A LIST OF EXTENSIVE CORRECTIONS, BECAUSE THEY HAVE TO ADDRESS THINGS WITH BUILDING AND SAFETY AS WELL AS FIRE, SO THEY DON'T HAVE BUILDING PERMITS AS WELL AS A FINAL FROM BUILDING. AND THAT WILL TAKE A LOT OF TIME TO DO. SO, THEY NEEDED TO SUBMIT PLANS TO THE CITY FOR THEIR TENANT IMPROVEMENT. SO WE DID MEET WITH THEM IN NOVEMBER. WE GAVE THEM THAT TIMELINE. THEY WEREN'T ABLE TO MEET CERTAIN MILESTONES ON TIME, BUT WE DID GO OUT THERE AGAIN AND DO A FOLLOW UP INSPECTION WITH FIRE TO PROVIDE THEM ADDITIONAL SUPPORT AS WELL AS GUIDANCE, AND WE GAVE THEM UNTIL THIS MONTH TO SUBMIT THOSE PLANS. SO WE HAVE BEEN GIVING THEM EXTENSIONS AND WE'VE BEEN WORKING WITH THEM TO OBTAIN THOSE PERMITS FOR AJAX. WE WENT AHEAD AND DID AN INSPECTION THERE IN AUGUST OF 2024. I BELIEVE THEY HAD AN INSPECTION REGARDING A BUILDING PERMIT THAT WAS SEPARATE FROM THE CULTIVATION FACILITY. SO OUR STAFF DID FIND THAT THEIR BUILDING WAS NOT FINALED. AFTER THAT, THEY SUBMITTED PLANS TO THE CITY TO GET THEIR PROPER BUILDING PERMITS. SO IN OCTOBER, WE ISSUED A CORRECTION NOTICE TO THEM FOR THOSE BUILDING PERMITS, THE APPLICATION. AND THAT SAME MONTH WE MET WITH THEM TO KIND OF ESTABLISH MILESTONES, GO OVER THEIR PLANS TO LET THEM KNOW [00:50:05] WHAT THEY NEED TO SUBMIT EXACTLY TO BUILDING AND SAFETY AND FIRE. THEIR PLANS WERE IN REVIEW FOR QUITE SOME TIME BECAUSE THEY HAD SEVERAL CORRECTIONS AND THEY HAD TO GET APPROVAL FROM FIRE AS WELL. BUT RIGHT NOW THEY WERE ISSUED ISSUED A BUILDING PERMIT, AND THEY'RE THEY'RE UNDER CONSTRUCTION. SO THEY'RE MAKING PROGRESS AS WELL. MASSIVE INDUSTRIES. THIS IS A CULTIVATION FACILITY ON AVENUE 54. SO RIGHT ACROSS FROM THE CIVIC CENTER, WE DID CONDUCT A SITE VISIT FOR THEIR CANNABIS REGULATORY PERMIT RENEWAL IN AUGUST OF LAST YEAR. THEY WERE PROPOSING A BIGGER PROJECT NOW BECAUSE OF THE POWER ISSUE. THEY KIND OF WANT TO KEEP WHAT'S EXISTING ON SITE. SO WE KIND OF MET WITH THEM WITH THAT CUP REQUIREMENT FOR THE MODIFICATION. THEY SUBMITTED PLANS. THEY'RE THEY'RE WORKING WITH PLANNING RIGHT NOW FOR THAT TO UP MODIFICATION. AND THEY NEED TO SUBMIT CORRECTIONS. SO WE'RE ACTUALLY MEETING WITH THEM NEXT WEEK TO DISCUSS THEIR ENGINEERING PLANS. LIGHTHOUSE. WE DID AN INSPECTION FOR THIS BUSINESS IN MAY OF 2024 LAST YEAR. THIS WAS FOR THEIR RENEWAL OF THEIR CRP. SO FINANCE DID ISSUE THEM A NOTICE OF NON-FILING FOR TAXES AGAIN IN OCTOBER. FINANCE DID SEND THEM A DEMAND FOR PAYMENT FOR THEIR TAXES, AND IN DECEMBER THEY CAME TO A PAYMENT PLAN AGREEMENT. AT THAT TIME, THE BUSINESS MADE NO PAYMENTS TO THE CITY AND MARCH OF LAST OR LAST MONTH OF THIS YEAR IN MARCH, STAFF OR ADMINISTRATIVELY MADE A ESTABLISH A NEW PAYMENT PLAN FOR LIGHTHOUSE. AND COUNCIL. NOW I'D LIKE TO ADDRESS YOU ABOUT THE LIGHTHOUSE BECAUSE IN A RESIGNATION LETTER THAT CAME FROM OUR COMMUNITY DEVELOPMENT DIRECTOR THAT WAS DIRECTED TO THE COUNCIL AND GOT OUT TO THE PUBLIC, IT WAS STATED THAT I WAS ACTING UNETHICALLY AND I TAKE. IT BEYOND UPSETS ME. I'VE NEVER BEEN CALLED THAT IN MY 30 YEARS OF WORKING. OBVIOUSLY, THE CANNABIS ENFORCEMENT PORTION WASN'T OCCURRING AND THE CRP'S WERE BEING ISSUED BEFORE ANY ANY OTHER APPLICATIONS WERE BEING SUBMITTED AND WERE BEING RELEASED. AND I THINK THAT WAS ONE OF THE ISSUES THAT THEY WERE RECEIVING. CRP'S BEFORE ANY, ANY INSPECTIONS WERE MADE, ANY SITE VISITS WERE MADE. SO I THINK THAT'S WHAT CAUSED A LOT OF THE CONFUSION AT THE BEGINNING OF THE CANNABIS PROGRAM HERE IN THE CITY. AND, AND SO WHY WHY AS A CITY DID WE SAY, HEY, YOU KNOW, YOU'RE PUTTING AN APPLICATION, HERE'S A CRP. DID WE NOT VET IT CORRECTLY WHERE WE SAID, HEY, YOU KNOW, LET'S MAKE SURE THAT LEADING UP TO THE CRP THAT THEY NEED TO HAVE, YOU KNOW, PERMIT A PERMIT B, PERMIT C, I THINK THERE WAS JUST A LOT OF CONFUSION. AND THEN THAT'S WHEN I GOT REALLY, REALLY INVOLVED AT THAT POINT BECAUSE I WAS TRYING TO UNDERSTAND WHAT I HAD MISSED BECAUSE I WAS UNAWARE OF THOSE CHALLENGES THAT WERE GOING ON OUT THERE. AND I STARTED REALLY DIGGING IN A BIT FURTHER, AND I LEARNED MORE AND MORE. WE DID HAVE ONE BUSINESS THAT WAS SHUT DOWN FOR MANY MONTHS. WHICH ONE WAS. THAT WAS THE JOHN'S AND I BELIEVE BECAUSE THERE WAS ISSUES WITH THE BUILDING PERMITS. YEAH. SO IT WAS INTERESTING TO HEAR ALL OF THAT. WE EXPLAINED TO THEM IT WAS IT WAS GRANT FUNDING AND THAT WE COULDN'T JUST USE IT FOR THE STREETS AND STREET IMPROVEMENT, BUT VERY PASSIONATE COMMUNITY, VERY VOCAL. AND I, AS ALWAYS, WHEN I GO TO THESE MEETINGS, I ALWAYS, ALWAYS TELL THEM, COME BY YOUR HOME, COME BY CITY HALL, THIS IS YOUR YOUR CASA. COME AND SHARE THESE THINGS WITH US TOO. WE WANT TO HEAR FROM YOU. AND I ALWAYS TELL THEM, THANK YOU FOR ALLOWING US TO COME TO YOUR HOUSE, TO COME TO YOUR COMMUNITY AND HEAR YOU OUT. THAT WAS VERY INSPIRATIONAL, JUST TO SEE HOW MANY PEOPLE THAT WERE IN THE STREETS THAT WERE ON DRUGS, THAT WERE IN AND OUT OF JAIL, THAT WENT INTO THIS PROGRAM AND WERE ACTUALLY ABLE TO GRADUATE. PEOPLE THAT I SAW IN THE STREETS WERE ACTUALLY GRADUATING. TO ME, IT WAS VERY INSPIRATIONAL JUST TO SEE HOW MUCH PEOPLE WERE ACTUALLY, YOU KNOW, DOING AN EFFORT TO CHANGE THEIR LIFE AND GET BACK ON THEIR FEET. I WASN'T ABLE TO STAY TILL THE END OF THE GRADUATION, BECAUSE THEN I RUSHED OVER TO DOCTOR PEREZ CEREMONY, GOT TO MEET HIM, GOT TO MEET HIS LOVELY WIFE, HIS DAUGHTER AND HIS SON. THE LAST MEETING IS JUST THE SPENDING, HOW MUCH WE'RE WE'RE SPENDING, WHAT SERVICES ARE PROVIDING. SO MAYBE AFTER YOU GUYS HAVE YOUR MEETING WITH THE DIRECTOR, MAYBE THE DIRECTOR CAN THEN PRESENT TO US AS TO WHERE WE'RE AT AFTER YOU GUYS HAVE YOUR DISCUSSION AND. HOW MUCH WE'RE SPENDING. I WOULD LIKE TO SEE PEOPLE WHO NOT SO MUCH IN THE LEAGUES, BECAUSE I KNOW THAT THERE'S A LOT OF BIAS THERE, AND EVERYBODY HAS THE FOLKS THAT ARE SUPPORTING, RIGHTFULLY SO. BUT IT WOULD BE NICE TO HAVE AN EDUCATOR THERE. IT WOULD BE NICE TO HAVE MAYBE A FIREFIGHTER ON THERE, BUT PEOPLE FROM DIFFERENT AGENCIES THAT WORK IN THE CITY, THAT LIVE IN THE CITY, AND HOW THEY WOULD LIKE TO SEE RECREATION GROW IN THE CITY. SO I THINK THAT THAT COMMITTEE SELECTION IS CRITICAL WHEN WE'RE MOVING FORWARD. IT MAKES ME MUCH MORE COMFORTABLE BECAUSE OF THE STAKES OF GOING DOWN TO ONE LEAGUE. I DO WANT TO MAKE SURE THAT WE'RE BEING AS FAIR AS WE'RE MOVING FORWARD. IT WOULD MAKE ME MUCH MORE COMFORTABLE. ALSO IS THAT I'M LOOKING FORWARD TO THE POCKET SEVEN COMMUNITY MEETING THAT'S COMING FORWARD ON APRIL 14TH. I HOPE THAT ALL MY COLLEAGUES CAN MAKE IT AS WELL. THIS IS MY SECOND ONE THAT I WOULD BE ATTENDING, BUT THERE IS A LOT OF A LOT OF DISCUSSION THERE AND A LOT OF IMPORTANT DISCUSSIONS WHEN IT COMES TO INFRASTRUCTURE AND HOW WE'RE GOING TO MOVE FORWARD FOR THAT ANNEXATION, AND ALSO THE IMPORTANCE THAT THOSE LANDOWNERS UNDERSTAND WHAT THEY HAVE AND WHETHER THEY NEED, YOU KNOW, THE TYPE OF INFRASTRUCTURE THAT'S BEING REQUESTED BECAUSE MANY OF THEM ARE OPERATING JUST FINE WITH WHAT THEY HAVE CURRENTLY FROM THE WELLS THAT THEY HAVE CURRENTLY ON THEIR LAND. SO I WANT TO MAKE SURE THAT WHEN WE GO IN THERE THAT WE'RE BEING VERY HONEST AND TRANSPARENT ABOUT WHAT THE OPTIONS ARE AND WHAT AS A CITY, WE COULD PROVIDE, KNOWING AGAIN, UNDERSTANDING THAT THE MONEY THAT WE GENERATE IS NOT OUR MONEY. IT'S NOT MY MONEY, IT'S NOT YOUR MONEY. THEY'RE TAXPAYERS DOLLARS MONEY. AND SO HOW WE SPEND IT IS CRITICAL. IT'S REALLY, REALLY IMPORTANT TO ME. SO I WANT TO MAKE SURE THAT THOSE PARTICIPANTS UNDERSTAND WHAT WE CAN PROVIDE, WHAT WE CAN FUND, WHAT WE CAN'T, AND WHAT THEIR OPTIONS ARE, AND WHETHER THEY WANT TO MOVE FORWARD WITH THOSE OPTIONS OR NOT. SO THAT'S THAT'S IT FOR ME. I DO I DO WANT TO FOCUS MORE ALSO IN OUR SMALL BUSINESS COMMUNITY, JUST LIKE WE'VE WE'VE DOVE INTO QUITE A BIT WHEN IT COMES TO CANNABIS BUSINESSES. YOU KNOW, WE REALLY DO NEED TO PROVIDE OUR CURRENT SMALL BUSINESS SUPPORT, WHATEVER CAPACITY THAT THAT CAN BE. BECAUSE AGAIN, I WANT TO STRESS THAT OUR REVENUES ARE NOT LOOKING SO GREAT.
