COACHELLA 2024 ANNUAL PROGRESS REPORT THAT'S SUBMITTED TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT. AND OUR DIRECTOR, GABRIEL PEREZ, WILL BE PRESENTING ON THE GENERAL PLAN IMPLEMENTATION UPDATE. SO STARTING OFF WITH A BIT OF BACKGROUND, THE STATE DOES REQUIRE THE CITY TO PREPARE THIS ANNUAL STATUS REPORT ON THE 2035 GENERAL PLAN IMPLEMENTATION. WHICH IS ALSO KNOWN AS THE HOUSING ANNUAL PROGRESS REPORT. SO THIS IS PRESENTED TO CITY COUNCIL EVERY YEAR. AND IT'S SUPPOSED TO BE APPROVED BY CITY COUNCIL BY APRIL 1ST. WE'RE BRINGING IT TO PLANNING COMMISSION, JUST TO GIVE YOU ALL SOME INFORMATION.

AND IT'S MORE OF AN INFORMATIVE ITEM FOR YOU ALL TONIGHT. SO IT'S A RECEIVE AND FILE ITEM. SO THE APR DOES ASSESS HOW THE GENERAL PLAN IS BEING IMPLEMENTED. AND IT PROVIDES INFORMATION ON OUR PROGRESS IN MEETING OUR REGIONAL HOUSING NEEDS IN THE CITY. SO HERE IS THE HOUSING ACTIVITY FOR 2024. LAST YEAR THE CITY DID PERMIT 92 ACCESSORY ACCESSORY DWELLING UNITS. SO THOSE WERE CONSIDERED LOW INCOME HOUSEHOLD UNITS. 22 OF THOSE UNITS WERE ACTUALLY FROM PRE-APPROVED ADU PLANS. THE CITY DID ALSO PERMIT 96 SINGLE FAMILY DETACHED UNITS THAT SERVE FOR MODERATE INCOME HOUSEHOLDS, AND THOSE WERE PART OF THE BELLISSIMA PYRAMID RANCH AND RANCHO MARIPOSA DEVELOPMENTS. AND NO PERMITS FOR MULTI-FAMILY UNITS WERE PERMITTED IN THE CITY LAST YEAR. HERE'S A GRAPH OF OUR ADU TRENDS THROUGHOUT THE YEARS. SO IT SHOWS FROM 2020 TO 2024 AND 2020, WE HAD ONLY 980 USE PERMITTED, AND LAST YEAR WE HAD 92 PERMITTED. SO WE SEE THAT INCREASE THROUGHOUT THE YEARS. AND A SUMMARY OF OUR HOUSING ACTIVITY FOR LAST YEAR. SO OUR RESIDENTIAL HOUSING NEED ALLOCATION BY 2029, ACCORDING TO THE STATE, IS 7886 UNITS. LAST YEAR, WE PERMITTED 118 TOTAL AND 92 OF THOSE WERE FOR LOW INCOME HOUSEHOLDS. SO TOTAL PERMITTED UNITS SINCE 2021 IS 794. SO AS YOU CAN TELL, THERE'S A BIG NUMBER DISPARITY THERE. AND WE HAVE A LOT TO WORK ON WITH WITH HOUSING. BUT THE GOAL IS 7886 FOR THE EIGHT YEARS. AND DIRECTOR GABRIEL PEREZ WILL BE PRESENTING ON THIS SECTION OF THE PRESENTATION. OKAY. GOOD EVENING, CHAIR, MEMBERS OF THE PLANNING COMMISSION, AND CONGRATULATIONS ON ALL THE NEW APPOINTMENTS. SO I JUST WANTED TO ADD A FEW THINGS ABOUT THE, THE, THE, THE APR IS THAT WE HAVE TO PLAN FOR THOSE 7888 UNITS. THE CITY DOESN'T BUILD HOUSING ITSELF, RIGHT? IT RELIES ON NONPROFITS OR BUILDERS TO DO THAT. RIGHT. SO THE PRIVATE MARKETS DO THAT. SO WHAT WE NEED TO DO IS CREATE THE OPPORTUNITIES FOR THAT HOUSING TO BE CONSTRUCTED. AND SO WE NEED TO MAKE SURE THAT THERE'S NO BARRIERS IN OUR MUNICIPAL CODE THAT WOULD RESTRICT THAT HOUSING FROM BEING BUILT. SO SOMETIMES THAT MEANS THAT WE HAVE TO REZONE PROPERTY. SO LAST LAST YEAR THERE WAS A ZONE CHANGE THAT WAS APPROVED CITYWIDE THROUGHOUT THE CITY.

SOME OF YOU MIGHT REMEMBER THAT THAT'S TO BE ABLE TO FACILITATE MORE HOUSING UNITS IN THE CITY.

AND THEN THERE'S OTHER POLICIES THAT WE HAVE TO START ADDRESSING OVER THE SIX CYCLE HOUSING ELEMENT. SO THAT'S FROM THE PERIOD OF 2021 TO 2000 THE 29TH. OKAY. SO IT'S NOT WE'RE NOT TOO FAR AWAY FROM 2029. SO AS WE GET CLOSER, WE'RE GOING TO ACTUALLY HAVE TO PLAN FOR THE NEXT CYCLE.

AND THAT CYCLE WILL BE CYCLE SEVEN. SO IF YOU HAVE ANY QUESTIONS ON THAT, FEEL FREE TO LET US KNOW AT THE END, BECAUSE THAT'S A LOT OF INFORMATION. IT'S A VERY COMPLEX PROCESS TO BE ABLE TO DETERMINE WHAT THOSE UNITS ARE, AND THOSE. EVERY CITY THROUGHOUT THE COACHELLA VALLEY HAS A DESIGNATED TARGET AMOUNT FOR THE REGIONAL HOUSING NEEDS ALLOCATION. BUT I'M GOING TO GO INTO THE GENERAL PLAN IMPLEMENTATION REPORTING. SO JUST SO YOU ARE AWARE, AND YOU MAY ALREADY KNOW THIS, IS THAT THE CITY HAS A GENERAL PLAN THAT'S ESSENTIALLY LIKE THE VISION DOCUMENT OF HOW THE CITY WANTS TO GROW. USUALLY THIS GETS REVIEWED BY THE PLANNING COMMISSION AND THEN APPROVED BY THE CITY COUNCIL. BUT THIS IS A DOCUMENT THAT'S REQUIRED FOR ALL CITIES THROUGHOUT CALIFORNIA. THEY'RE THESE ARE THE REQUIRED ELEMENTS OF THE GENERAL PLAN. SO EACH CITY IS REQUIRED TO HAVE A LAND USE ELEMENT, A CIRCULATION ELEMENT, A HOUSING ELEMENT, A CONSERVATION ELEMENT. OPEN SPACE ELEMENT, A NOISE ELEMENT AND A SAFETY ELEMENT. CITIES COULD ALSO CHOOSE TO HAVE OTHER ELEMENTS IN THEIR GENERAL PLAN. SO WE HAVE A HEALTH AND WELLNESS ELEMENT. OTHER CITIES, THEY MIGHT HAVE AN ECONOMIC DEVELOPMENT ELEMENT, RIGHT.

BECAUSE JUST BASED ON THEIR PRIORITIES. SO IN TERMS OF DEVELOPING THE GENERAL PLAN, IT'S A PRETTY BIG DOCUMENT. IT'S A VISION DOCUMENT. AND IT DOESN'T JUST GET DEVELOPED IN A VACUUM. THERE'S A LOT OF COMMUNITY OUTREACH THAT IS DONE FOR A GENERAL PLAN. AND I THINK THE CITY DID A LOT OF EXTENSIVE OUTREACH BEFORE THIS PLAN WAS ADOPTED. AND THAT PLAN, THE CURRENT PLAN WAS ADOPTED IN 2015. SO IT INVOLVED A LOT OF OUTREACH TO YOUTH, TO ADULTS AND ALSO SENIORS IN THE COMMUNITY. SO THEY DEVELOPED THE PRIORITIES FOR THE CITY. SO THAT GENERAL PLAN, WE TAKE IT VERY SERIOUSLY IN THE PLANNING DIVISION. AND IT'S A VERY IMPORTANT DOCUMENT FOR THE CITY BECAUSE IT IS INFORMED BY WHAT THE COMMUNITY PROVIDED THEIR INPUT ON. THIS IS JUST TO SHOW YOU WHAT THE GENERAL WHAT'S IN THE GENERAL PLAN, RIGHT. SO TO GIVE YOU AN IDEA OF WHAT'S IN THERE, A LOT OF IT IS, IS GOALS THAT ARE IDENTIFIED IN THERE FOR THE CITY AND ITS VISION, AS WELL AS POLICIES THAT RELATE TO THAT GOAL. SO IN THIS EXAMPLE HERE, I THINK THIS ONE'S OUT OF OUR LAND USE ELEMENT. THERE'S A GOAL RELATED TO GROWTH AND DEVELOPMENT. AND IT TALKS ABOUT TRANSFORMING INTO A SMALL TOWN INTO A MEDIUM SIZED FULL SERVICE CITY. SO HOW DO WE DO THAT. AND THESE ARE THE POLICIES THAT WE WOULD NEED TO IMPLEMENT IN THE CITY TO BE ABLE TO ACCOMPLISH THAT. SO THIS IS HOW IT'S STRUCTURED IN THE GENERAL PLAN.

AND SO IF YOU EVER WANT TO READ THE GENERAL PLAN, IT'S A LONG DOCUMENT. OUR OUR JOB HERE AS, AS YOUR SUPPORTING STAFF IS THAT YOU DON'T NECESSARILY HAVE TO READ THE WHOLE DOCUMENT. IT'S WHEN YOU HAVE DECISIONS BEFORE YOU TO CONSIDER PROJECTS THAT WE ARE DOING, AN ANALYSIS OF THE GENERAL PLAN, TO SAY HOW IT'S IN LINE WITH WITH THAT PLAN, WHAT'S INCLUDED AS AN ATTACHMENT IN YOUR STAFF REPORT IS THE GENERAL PLAN IMPLEMENTATION ACTIONS. SO WE HAVE THE GENERAL PLAN. SO HOW DO WE MAKE SURE IT'S IMPLEMENTED? WELL, THERE IS A TABLE THAT IDENTIFIES WHAT NEEDS TO BE IMPLEMENTED IN ORDER TO ACCOMPLISH THOSE GOALS IN THAT VISION. AND IT'S LISTED THERE.

IT MIGHT BE HARD TO READ IT HERE, BUT THERE'S A SIGNIFICANT AMOUNT. SO THIS IS AN EXAMPLE FROM THE LAND USE AND COMMUNITY CHARACTER ELEMENT OF THE GENERAL PLAN. I'M GOING TO SHOW YOU HOW IT'S STRUCTURED. SO YOU GET AN IDEA. AND I THINK IT CUT OUT A LITTLE BIT. SO THIS IS AN EXAMPLE OF HOW IT'S STRUCTURED. SO IT DEFINES THE ACTION THAT THE CITY IS SUPPOSED TO TAKE.

THE NEXT COLUMN IS THE PRIORITY. SO IS IT IS IT YOU KNOW HIGH PRIORITY OR IS IT A LOW PRIORITY ITEM FOR THE CITY? WHAT'S THE TIME FRAME. SO IS IT A SHORT TERM TIME FRAME? IS IT IMMEDIATE? IS IT LONG TERM? AND THEN WHO'S THE RESPONSIBLE AGENCY OR DEPARTMENT FOR ACCOMPLISHING THAT TASK. RIGHT. SO IT MIGHT BE THE CITY MANAGER. IT MIGHT BE THE CITY ENGINEER.

AND THEN YOU'LL SEE ANOTHER COLUMN THAT IDENTIFIES THE RELEVANT GOALS. SO REMEMBER I TALKED ABOUT THE GOALS THAT WE HAVE IN THE GENERAL PLAN. WELL IN THE IMPLEMENTATION ACTIONS IDENTIFIES WHAT ARE THE RELEVANT GOALS THAT IT ACCOMPLISHES. AND THEN THE LAST COLUMN IS JUST LIKE WHERE WE ARE IN THE UPDATE. SO WHAT WE WANT TO DO EVERY YEAR IS GIVE YOU AN UPDATE WHERE WE ARE. SO WE DO CIRCULATE IT TO STAFF AND IDENTIFY LIKE HOW WE'RE DOING. AND THIS IS LIKE A CHALLENGE FOR A LOT OF CITIES. I WOULD SAY A LOT OF CITIES DON'T ALWAYS GET TO IMPLEMENT EVERYTHING THAT THEY'RE TRYING TO DO IN THEIR GENERAL PLAN. WE DON'T WANT TO SEE IT AS A PLAN THAT SITS ON THE SHELF. WE WANT TO BRING IT TO EVERY, EVERY YEAR AND MAKE SURE IT'S AN ACTIVE DOCUMENT THAT WE ARE USING. SO I JUST WANT TO HIGHLIGHT SOME OF THE BIG ACCOMPLISHMENTS THAT WERE THAT THAT WE HAD IN THE GENERAL PLAN IMPLEMENTATION MATRIX. SO IN THE LAND USE SECTION, ONE OF THE IMPLEMENTATION ACTIONS IS TO ADOPT CLIMATE APPROPRIATE DESIGN STANDARDS. AND SO PLANNING IS RESPONSIBLE FOR THAT. SO IN 2025 THE COUNCIL AND THEN IT WENT BEFORE THE PLANNING COMMISSION AS WELL ADOPTED A NATIVE PLANT STANDARD, A 40% OF THE LANDSCAPE PALETTE FOR LANDSCAPE PLAN TO BE NATIVE PLANTS. AND A COUPLE OF YOU WERE HERE A COUPLE OF MEETINGS AGO WHERE WE HAD A STUDY SESSION ON NATIVE PLANTS, SO WE CAN UNDERSTAND HOW TO IMPLEMENT THAT. THE OTHER IS A SHADE CANOPY STANDARD OF 30%. SO WHAT THAT WOULD MEAN IS LIKE IN THE LANDSCAPE PLAN, DEMONSTRATING THAT 30% OF AN AREA IDENTIFIED LANDSCAPE PLAN IS SHADED. THE NEXT IS HISTORIC PRESERVATION STUDY. SO IT DOES GENERAL PLAN DOES CALL FOR US TO DO THAT. WE HAVEN'T DONE THAT YET. THERE WAS ONE DONE IN MAYBE 2006, BUT IT NEEDS TO GET

UPDATED. SO WE ARE LOOKING TO PROPOSE THAT IN THE NEXT FISCAL YEAR BUDGET. AND THAT WOULD INCLUDE A HISTORIC RESOURCE STUDY AND A HISTORICAL CONTEXT STATEMENT. AND THAT CONTEXT STATEMENT IS WHAT MAKES WHAT'S HISTORICAL ABOUT THE CITY OF COACHELLA. AND WE THINK THERE'S THINGS THAT WOULD PROBABLY BE DESCRIBED, SUCH AS THE HISTORY OF AGRICULTURE IN THE COACHELLA VALLEY, AS WELL AS THE FARMWORKER MOVEMENT IN COACHELLA. THE NEXT IS REDUCING PARKING MINIMUM REQUIREMENTS, AND WE HAVEN'T DONE THAT YET. IT'S A WORK IN PROGRESS, BUT WE THINK THAT THAT WILL BE COMPLETED AND BE FOR YOU THIS YEAR IN 2025. ALLOW AND ENCOURAGE CREATION OF ADUS. THERE WAS A LOT OF WORK DONE ON THIS LAST YEAR. THIS YEAR WE'RE TRYING TO DO OUR BEST TO IMPLEMENT THE PRE-APPROVED PLANS. AND AS YOU MENTIONED, A LOT OF RESIDENTS ARE STARTING TO USE THOSE PLANS. SO THE OTHER THING I WANT TO HIGHLIGHT IS WHAT WE'RE DOING AROUND HEALTH AND WELLNESS. AND SO WE HAVE A HEALTH AND WELLNESS ELEMENT ELEMENT FOR THE CITY. I THINK WE WERE THE FIRST OR SECOND CITY IN CALIFORNIA TO ACTUALLY HAVE THIS ELEMENT IN THE GENERAL PLAN. YOU MIGHT HAVE HEARD ABOUT THE BLUE ZONES INITIATIVE THAT IS GOING ON RIGHT NOW THAT WE'RE ENGAGED IN. SO THE CITY DOES TAKE HEALTH PRETTY SERIOUSLY, AND WE'RE TRYING TO BE VERY ACTIVE IN IMPLEMENTING SOME OF THESE ACTIONS. SO ONE OF THEM INVOLVES ONE ACTION IS EDIBLE LANDSCAPES. AND WE ARE SEEING THIS DONE WITH NEW DEVELOPMENT BY PULTE PYRAMID RANCH. SO IN THEIR PARK THEY DO HAVE EDIBLE LANDSCAPES THERE MEANING THEY MIGHT HAVE TREES THAT PROVIDE FRUIT, HERBS IN THE IN THE LANDSCAPE PLAN. AND WE'RE GOING TO BE DOING THIS WITH A NEW COMMUNITY RESILIENCE CENTER. IF YOU'VE HEARD ABOUT THAT. THAT'S THE OLD PACKING HOUSE ON THE OTHER SIDE OF THE RAILROAD IN DOWNTOWN, THAT THEY WILL HAVE A LARGE GARDEN ON THE TWO ACRE SITE, THE NEXT ONE, MULTI-USE FACILITIES, EMERGENCY FOOD, GARDENING TOOLS, RESOURCES, COMMUNITY GARDEN AND COMPOSTING EDUCATION, AND EDIBLE LANDSCAPES. THOSE FIVE ITEMS ARE SEPARATE IMPLEMENTATION ACTIONS. A LOT OF THAT'S GOING TO BE ACCOMPLISHED BY HOW THAT COMMUNITY RESILIENCE CENTER DEVELOPS. AND SO THE PLAN IS THAT WE'RE GOING TO HAVE ALL THOSE ACTIVITIES OR ALL THOSE FUNCTIONS SERVED BY THE COMMUNITY RESILIENCE CENTER, AND THAT'S GOING TO GO OUT FOR AN RFP SOMETIME IN THE NEXT COUPLE OF MONTHS. A WORKPLACE WELLNESS TEAM. SO THIS IS ENCOURAGED IN THE HEALTH AND WELLNESS ELEMENT IT IS TASKED WITH WITH THE CITY MANAGER.
