BEFORE YOU TODAY WE'RE GIVING YOU AN UPDATE ON THE COACHELLA RAIL STATION FEASIBILITY STUDY.
SOME OF YOU ARE AWARE THAT STUDY IS UNDERWAY. AND TODAY WE WILL EVALUATE WHAT THE STATION EVALUATION RESULTS ARE. SO SOME BACKGROUND TO THIS. THE CITY OF COACHELLA IS WORKING WITH THE RIVERSIDE COUNTY TRANSPORTATION COMMISSION ON THIS FEASIBILITY STUDY. THERE WAS A GRANT THAT THE CITY OR CTC RECEIVED, AND WE WORKED WITH THEM ON OBTAINING THAT GRANT FROM THE STATE. 2.0 GRANT IN THE AMOUNT OF ABOUT $2 MILLION TO BE ABLE TO DO THIS FEASIBILITY STUDY. AND SO WE'RE AT THE EARLY STAGES AT THIS TIME. THE CITY DID BRING ON CONSULTANT GROUP THAT DOES DO THIS TYPE OF WORK, WHICH IS THEY WILL BE GIVING THE PRESENTATION ON THIS TODAY, AND WE'RE WORKING WITH SOME OF THEIR CONSULTANTS THAT YOU WILL HEAR FROM IN THE FUTURE. SOME OF THE SCOPE OF THIS STUDY INCLUDES SITE SELECTION FOR A FUTURE PASSENGER RAIL STATION. LAND USE AND TRANSPORTATION PLANNING FOR THE SELECTED SITE, AND AN ECONOMIC ANALYSIS. THIS STUDY IS GOING TO ALSO INCLUDE A ROBUST OUTREACH PROCESS. SO THERE'S A TECHNICAL ADVISORY COMMITTEE THAT WAS ESTABLISHED WITH DIFFERENT STAKEHOLDERS FROM THE COMMUNITY THAT REPRESENTS NONPROFITS,

LANDOWNERS, RESIDENTS AND, YOU KNOW, AGENCY OFFICIALS. ALSO, COMMUNITY OUTREACH MEETINGS THAT I THINK SOME OF YOU HAVE ATTENDED BEFORE AS WELL, TO BE ABLE TO GET INPUT FROM THE PUBLIC. THERE'S BEEN SURVEYS, AND THERE'S GOING TO BE CONTINUED OUTREACH. ALL THIS IS RELATED TO THE CV RAIL, AND THAT'S A PLAN FOR RAIL SERVICE THAT WOULD CONNECT BETWEEN UNION STATION ALL THE WAY TO THE COACHELLA VALLEY. SO IT WOULD ACTUALLY GO THROUGH ON ONE SIDE ON THE WEST SIDE, IT WOULD START FROM UNION STATION, GO THROUGH ANAHEIM, CONNECT THROUGH RIVERSIDE, REDLANDS, AND THEN TO THE COACHELLA VALLEY WITH THE TERMINUS THAT WOULD BE IN COACHELLA, RIGHT? SO ESSENTIALLY THOSE THAT LIVE IN LA OR IN LA COULD TRAVEL ALL THE WAY TO COACHELLA. SO THIS STUDY WILL LOOK AT THAT. ALSO WILL LOOK AT IN THE FUTURE WHEN WE DO MORE OF THE ANALYSIS, WHAT IS IT GOING TO TAKE FOR THOSE VISITORS COMING FROM THE WEST TO WANT TO COME ALL THE WAY TO COACHELLA FOR A VISIT, RIGHT. SO IT'S REALLY EXCITING. THERE'S A LOT OF WORK TO DO. WE'RE STILL IN THE PRELIMINARY STAGES OF THE CV RAIL. THERE'S, YOU KNOW, A LOT OF FUNDING THAT NEEDS TO BE SECURED. CURRENTLY, THEY ARE IN THE ENVIRONMENTAL REVIEW PROCESS FOR THE CV RAIL. AS FAR AS IS CONCERNED. SO THIS FIRST STAGE IS IDENTIFYING WHAT MIGHT BE THE PREFERRED SITE FOR THIS RAIL STATION. AND I'M GOING TO PASS IT ON TO I BELIEVE IT'S JOEL THAT WILL MAKE BE MAKING THIS PRESENTATION ON BEHALF OF HDR. AND IF YOU SEE JOEL AS A PANELIST CAN YOU GIVE ME. THE. AND JOEL, I SEE YOUR HANDS UP. AND I'LL COVER THE STATION SITE ALTERNATIVES THAT WE LOOKED AT AND THE EVALUATION AND ULTIMATELY OUR RECOMMENDATION OF WHAT THE PREFERRED SITE IS. SO AS AS GABRIEL MENTIONED, THIS IS THE THIS SHOWS THE OVERALL CORRIDOR THAT THIS WOULD BE ON.
YOU CAN SEE THE ROUTE THAT HE DESCRIBED AND COACHELLA WOULD BE AT THE EASTERN TERMINUS WITH A NEW STATION AND A NEW LAYOVER FACILITY FOR THE TRAINS TO STAY OVERNIGHT. SO THE PURPOSE OF OUR STUDY IS TO EVALUATE WITHIN THE CITY WHERE THAT STATION CAN BE, AND THEN RECOMMEND A PREFERRED SITE FOR THE CITY AND FOR THAT SITE. DEVELOP PRELIMINARY ENGINEERING PLANS AND THEN ALSO TRANSIT ORIENTED COMMUNITY PLANS FOR THE AREA AROUND THE STATION TO SUPPORT ECONOMIC DEVELOPMENT FOR THE WHOLE THE WHOLE AREA. WE DID WANT TO INCLUDE SOME CAVEATS AS AS GABRIEL WAS SAYING, THE BROADER PROJECT IS STILL GOING THROUGH THE ENVIRONMENTAL PROCESS. SO THE OFFICIAL SELECTION OF A STATION FOR THE ENTIRE PROJECT WOULD BE MADE DURING THROUGH THAT PROCESS. BUT THIS STUDY WILL HELP TO INFORM THAT PROCESS AND PROVIDE INFORMATION THAT CAN BE USED TO MAKE THAT DECISION. AND IT WILL PROVIDE THE CITY WITH INFORMATION THAT IT CAN USE TO PREPARE THE CITY FOR THE STATION AND, YOU KNOW, DEVELOP LAND USE PLANS THAT WILL BE BENEFICIAL EVEN BEFORE A STATION ARRIVES. AND THIS STUDY DOES NOT COMMIT THE CITY OR CTC TO ACTUALLY CONSTRUCTING ANYTHING AT A SPECIFIC LOCATION. SO THE STUDY PROCESS CONSISTED OF ESSENTIALLY

TWO PHASES. OUR FIRST PHASE WAS THE SITE EVALUATION, LOOKING AT SEVERAL DIFFERENT OPTIONS AND EVALUATING WHICH ONE WE THINK SHOULD BE PREFERRED. AND THEN WE'RE NOW AT THE BREAK POINT BETWEEN THAT AND THE NEXT PHASE OF THE STUDY IS GOING TO BE DESIGN FOR THAT SITE AND DEVELOPING A LAND USE PLANS FOR THE SURROUNDING AREA. AND THERE'S GOING TO BE COMMUNITY ENGAGEMENT AND STAKEHOLDER ENGAGEMENT THROUGHOUT THE WHOLE DURATION OF BOTH PHASES, FEEDING INTO THE RESULTS. SO THE COMMUNITY ENGAGEMENT WE'VE DONE SO FAR. WE'VE SET UP A TECHNICAL ADVISORY COMMITTEE WITH STAKEHOLDERS FROM THE COMMUNITY. AND, YOU KNOW, AGENCIES LIKE SUNLINE TRANSIT AS WELL AS, YOU KNOW, LANDOWNERS AND COMMUNITY ORGANIZATIONS. SO WE HAD A WE'VE HAD TWO MEETINGS WITH THE TECHNICAL ADVISORY COMMITTEE. WE HAD A COMMUNITY WORKSHOP IN NOVEMBER, AND BEGINNING WHEN WE HAD THAT, WE ALSO HAD AN ONLINE SURVEY AND ON THE WEBSITE, ALL THE INFORMATION THAT WE PRESENTED AT THE WORKSHOP WAS AVAILABLE ONLINE AS WELL TO PEOPLE WHO COULD NOT ATTEND. SO THE THREE SITES THAT WE LOOKED AT ARE SHOWN ON THE MAP HERE. WE HAVE ONE IS ACROSS THE STREET FROM THE GATEWAY CENTER SHOPPING MALL. NEAR CESAR CHAVEZ AND AVENUE 50, A LITTLE BIT NORTH OF THERE. THE SECOND SITE IS IN THE PUEBLO VIEJO AREA BETWEEN ROUGHLY SECOND STREET AND FIFTH STREET, AND THEN THE THIRD SITE IS DOWN SOUTH OF AVENUE 52 NEAR TYLER STREET. AND REGARDLESS OF WHICH STATION SITE IS CHOSEN, WE THINK THE OPTIMAL LOCATION FOR THE LAYOVER FACILITY IS DOWN NEAR THAT SITE. THREE SOUTH OF AVENUE 52, WHERE THERE'S JUST MORE SPACE AVAILABLE FOR A FACILITY. SO FOR THE EVALUATION, WE GOT INTO A NUMBER OF CRITERIA LOOKING THEY WERE DIVIDED UP INTO CATEGORIES. RAIL ENGINEERING FEASIBILITY. SO LIKE HOW IT HOW THE STATION INTERACTS WITH THE OVERALL RAIL PROGRAM. STATION ELEMENT FEASIBILITY. IS THE SITE ABLE TO FIT ALL OF THE THINGS THAT A STATION REQUIRES? LAND USE COMPATIBILITY.ENVIRONMENTAL CONSTRAINTS. ACCESSIBILITY. SO HOW EASY IT IS TO GET TO AND FROM A STATION. BY OTHER, BY VARIOUS MODES. YOU KNOW, WHETHER YOU'RE DRIVING, TAKING THE BUS, WALKING, AND THEN ALSO EQUITY, ENVIRONMENTAL JUSTICE CONCERNS. SO BOTH, YOU KNOW, WHAT ARE THE POTENTIAL IMPACTS OF HAVING STATION, BUT ALSO WHAT IS THE POTENTIAL BENEFIT OF THE STATION TO THE COMMUNITIES SURROUNDING IT? WE ALSO CONSIDER RIDERSHIP POTENTIAL AND IMPLICATIONS FOR THE CAPITAL AND MAINTENANCE COST OF EACH SITE. AND THESE CRITERIA WERE DEVELOPED IN CONSULTATION WITH THE TECHNICAL ADVISORY COMMITTEE. AND TAKING INTO ACCOUNT THE FEEDBACK THAT WE RECEIVED FROM THE PUBLIC WORKSHOP AND ONLINE SURVEY. SO WHAT WE FOUND IN EVALUATING EACH THE SITES WAS THAT SITE ONE IS VERY CONSTRAINED FROM A FROM A PHYSICAL STANDPOINT. THE WIDTH OF THE RIGHT OF WAY AND THE LAND BETWEEN THE TRACKS AND THE GRAPEFRUIT BOULEVARD IN THAT AREA IS VERY NARROW. SO IT'S HARD TO FIT THE ELEMENTS THAT ARE REQUIRED FOR A STATION. AND THAT HAS SOME IMPLICATIONS FOR THE OPERATIONS. IT ALSO DOESN'T HAVE THE GREATEST LAND USE COMPATIBILITY AROUND IT. BUT IT DOES HAVE PRETTY GOOD ACCESSIBILITY, ESPECIALLY FROM A. A AUTOMOBILE STANDPOINT. SITE TWO REALLY HAS NO CONSTRAINTS FROM AN ENGINEERING STANDPOINT.
VERY GOOD LAND USE COMPATIBILITY. VERY GOOD ACCESSIBILITY. FROM VARIOUS MODES. THE PUEBLO VIEJO AREA HAS SMALL BLOCKS, SO IT'S VERY WALKABLE AREA. AND THERE THERE'S MORE THINGS THAT YOU CAN GET TO BY ON FOOT OR BY BIKE. FOR SITE THREE, WHAT WE FOUND IS THAT.

THE THERE'S NOT MUCH AROUND IT, WHICH IS BOTH. IT CAN BE SEEN AS BOTH A POSITIVE AND A NEGATIVE.SO THERE'S IT'S A BIT MORE OF A BLANK SLATE IN TERMS OF FUTURE DEVELOPMENT, BUT IT'S NOT AS SUPPORTIVE OF THE EXISTING. THE RIDERSHIP WOULD NOT BE GREAT. YOU KNOW, RIGHT NOW WHEN THERE'S JUST NOT MUCH AROUND. AND BECAUSE OF THE LOCATION FURTHER SOUTH IN THE CITY, THERE WOULD BE SOME ADDITIONAL. IN COST IMPLICATIONS AND IMPLICATIONS FOR OPERATIONS OF THE TRAINS. SO ULTIMATELY WE RECOMMENDED WE RECOMMEND SITE TWO AS THE OPTIMAL LOCATION TO BE CARRIED FORWARD INTO THE NEXT PHASE OF STUDY. AND THIS THIS MAP AGAIN IS A REMINDER OF WHERE THAT IS.
SO IT'S IN THE DOWNTOWN PUEBLO VIEJO AREA ROUGHLY BETWEEN SECOND AND FIFTH STREET. AND SO THE NEXT STEPS FOR THE STUDY, WE WILL BE PRESENTING THIS RECOMMENDATION TO THE CITY COUNCIL NEXT WEEK. AND THEN WE'LL BE HOLDING A COMMUNITY WORKSHOP IN MARCH FOCUSED ON THE COMMUNITY PLANNING AND VISIONING AROUND THE STATION. AND ALSO, YOU KNOW, INFORMING THE PUBLIC OF HOW WHAT THE SITE THAT WE RECOMMENDED WAS AND HOW WE CAME TO THAT RECOMMENDATION. AND THEN WE'LL BE HOSTING ANOTHER TECHNICAL ADVISORY COMMITTEE MEETING SOMETIME IN THE SPRING, AND COMING BACK TO THE COUNCIL AND COMMISSION IN THE SUMMER. AND SO WHAT WOULD THAT LOOK LIKE IF IT WAS TO COME TO COACHELLA? RIGHT. WHAT DO WE WANT TO SEE?
