[00:00:05] CALL. THE ORDER IS MEETING AT 432. AND THEN YOU WANT US TO STAND, AND VICE VERSA. PLEDGE OF ALLEGIANCE. YOU GUYS READY? PLEDGE ALLEGIANCE TO THE FLAG. UNITED STATES OF AMERICA. AND TO REPUBLIC FOR WHICH IT STANDS. ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. AND WE'LL DO A QUICK ROLL CALL. ITEM FOR US HERE. OR DO YOU WANT. THIS IS ORDINANCE. YEAH. SO, VANESSA, I AM HERE. CHRISTIAN FOSTER HERE. BRIANNA SALDIVAR HERE. ANYBODY HERE? MOVING ON DOWN TO THE AGENDA, WE HAVE THE NOMINATION OF OFFICERS. THE NOMINATIONS TO [Nomination of Officers] BE CHAIR. COULD WE FIRST DISCUSS THE ROLES IF POSSIBLE? SURE. SO WE DID. WHEN WE CREATED THE ORDINANCE THAT CREATED THE YOUTH COMMISSION, WE IDENTIFIED THESE THREE ROLES TO PROVIDE SOME REDUNDANCY ALSO FOR BEING ABLE TO MANAGE THE MEETINGS. THE DUTIES OF THE CHAIR WOULD BE TO PRESIDE AT ALL MEETINGS OF THE YOUTH COMMISSION. CALL ANY SPECIAL MEETINGS OF THE YOUTH COMMISSION WHEN NECESSARY, AND BE RESPONSIBLE FOR REPRESENTING THE YOUTH. THE COMMISSION AT CITY COUNCIL. THEY WOULD LEAD THE ANNUAL REPORT, BUT IT WOULD REALLY BE DONE BY THE ENTIRE BODY AS WELL. BUT KIND OF LED BY THE CHAIR, WHICH IS THE LEADER OF THE COMMISSION. THE DUTIES OF THE VICE CHAIR ARE WOULD BE TO PERFORM THE DUTIES AND EXERCISE THE POWER OF THE CHAIR DURING THE ABSENCE OF THE CHAIR, AND THE DUTIES OF THE SECRETARY WOULD BE RESPONSIBLE FOR ENSURING THAT THE MINUTES OF EACH YOUTH COMMISSION ARE MAINTAINED, AND THAT THE APPROPRIATE CORRESPONDENCE PRESENTED TO THE COMMISSION THAT MAY BE RECEIVED, LIKE VIA EMAIL. WE WOULD SEND THAT TO THE SECRETARY AND SHE OR HE WOULD REPORT THOSE OUT. AND IN THE ABSENCE OF BOTH THE CHAIR AND THE VICE CHAIR, THE SECRETARY WOULD BE RESPONSIBLE FOR PERFORMING THE DUTIES AND EXERCISING THE POWER OF THE CHAIR. SO LEADING THE MEETINGS PRIMARILY. THANK YOU. YOU'RE WELCOME. SO THAT WE COULD GO AHEAD AND PROCEED WITH NOMINATIONS OF THE CHAIR AND. GOOD. LUCK. YOU GOT IT. I NOMINATE MYSELF. YES. YES. AND, CHRISTIAN, YOU'RE NOMINATED. YES. THANK YOU. YES. WE WILL NEED A SECOND FOR ONE OF THOSE MOTIONS TO THE COMMISSION. SO I'M GOING TO GO OVER SOME OF THE REST OF THE GROUP. THERE NEEDS TO BE SOMEONE TO SECOND. OTHER SECOND MOTION TO LOGOS. WE SECOND THE MOTION FOR CHRISTIAN CROSS. SO I HAVE A SUGGESTION. WE'RE STILL KIND OF GETTING TO KNOW EACH OTHER. SO I WAS SUGGESTING IF WE COULD LIKE, GIVE OURSELVES LIKE A BRIEF INTRODUCTION OF OUR CAPABILITIES AS CHAIR AND WHAT WE COULD BE DOING AND RESPONSIBILITIES THAT SHOULD BE FINE. YES. COMMISSIONERS, IF YOU WOULD LIKE TO PRESENT WITH THE MOTION REASONS TO SUPPORT THE REASON THAT YOU'RE MOTIONING YOURSELF FOR THE POSITION OF CHAIR, I THINK THAT WOULD BE VERY HELPFUL. OKAY. THANK YOU. WELL, IF EVERYONE ALLOWS ME TO I WOULD LIKE TO START. OH, I. I STRONGLY BELIEVE THAT I SHOULD BE FIT TO BE THE CHAIR SINCE I HAVE SEVERAL LEADERSHIP EXPERIENCES THROUGHOUT MY LIFE. I DON'T KNOW IF MUCH OF YOU WILL KNOW, BUT I ON ON THE MEETING THAT WE FIRST HAD, THERE WAS SOMEONE FROM THE FIRE STATION. I WAS VERY HAPPY TO SEE I VOLUNTEERED THERE FOR TWO YEARS, AND I WORKED MYSELF UP TO BE ONE OF THE LEADERS OF THE FIREFIGHTER EXPLORER PROGRAM. SO I HAVE EXPERIENCE IN THAT, LIKE DISCIPLINE AND IN THE PRESENCE OF LIKE BIGGER POWERS AND RESPECT. I'M ALSO A LEADER IN THE DIGITAL FILM AND DESIGN PRODUCTION ACADEMY AT MY SCHOOL. I'M THE VICE PRESIDENT, AND I'M ALSO CAPTAINING THE KARATE CLUB THERE. I THINK IT'S WELL, [00:05:03] ALEJANDRO IS DOING IS AMAZING AND I WOULD LIKE TO SPEAK ABOUT MYSELF NOW IF EVERYONE WILL ALLOW THAT. I AM THE WELL, I HAVE SEVERAL EXPERIENCES AS WELL. I THINK ONE QUALITY OF ALEJANDRO IS THE FIREFIGHTER. I DON'T HAVE SUCH TO SUCH AN EXTREME, BUT WHAT I DO IS I DON'T USUALLY HAVE THE HIGHER TITLES. I'M NOT A VICE PRESIDENT FOR ANY CLUB OR ORGANIZATION, BUT I AM THE REPRESENTATIVE FOR DDP. AT TIMES I ALSO DON'T REQUIRE A TITLE LIKE I PERFORM AN INTERNSHIP VIDEO LAST WEEK BECAUSE I WANTED TO HELP NO MATTER MY LIKE WHAT I HAVE IN MY OWN LIFE, I ALWAYS TRY TO GET ALL MY WORK COMPLETED. I'M ALSO A MEMBER, THOUGH NOT OFFICIALLY YET, OF THE SCHOOL COUNCIL FOR THE COACHELLA VALLEY HIGH SCHOOL, WHICH BRIANNA IS A MEMBER, AND I THINK THAT'S AMAZING. I, I BELIEVE I AM A STRONG CANDIDATE FOR THE CHAIR POSITION BECAUSE I SEEM I WOULD SAY THAT I ALWAYS TRY TO DO MORE RATHER THAN JUST STOP NOW. I ALWAYS TRY TO BE CONSISTENT AND I ALWAYS PUT MORE WORK. THANK YOU. THANK YOU BOTH FOR PROVIDING THE ADDITIONAL WORDS. AS I MENTIONED, WE WILL NEED THESE MOTIONS IN ORDER TO MOVE EITHER MOTIONS MADE BY COMMISSIONER ROLES OR COMMISSIONER CROSS. SO WE'RE ASKING FOR THE MORNING PERSON INTERESTED IN EITHER MOTION. I SECOND THE MOTION. ACOSTA. COMMISSIONER. QUESTION. AND YOU HAVE A MOTION. I SECOND THE MOTION OF CHRISTIAN. SO THERE IS A MOTION ALREADY FOR THAT ONE. SO THEN, COMMISSIONER, APPROVAL IS YOUR MOTION. SO THERE'S NO SECOND FOR THAT MOTION. SO WE WILL PROCEED IN TAKING A ROLL CALL. VOTE FOR CHAIR, FOR COMMISSIONER ACOSTA, FOR COMMISSIONER PEREZ. WHAT DO YOU GUYS FEEL MORE COMFORTABLE ON THIS ONE? IF WE DID ALL IN FAVO? YEAH. OKAY. ALL IN FAVOR? ALL RIGHT. WE JUST NEED A I. I. ANY OPPOSED? NO. NAY. THE AYES HAVE IT. SO WELCOME, COMMISSIONER. CHAIR. FASO. AND THANK YOU. CONGRATULATIONS. THANK YOU. WELL, WE'LL MOVE ON TO THE SECOND ITEM. IF THE BOARD COMMISSION HAS NO OBJECTION, THE SECOND ITEM IS THE ELECTION OF THE VICE CHAIR POSITION. SO. WE DO HAVE A MOTION BY COMMISSIONER COWELL AND COMMISSIONER WILLIAM. DO IT. DOES ANYONE HAVE A SECOND THAT THEY WOULD LIKE TO MOVE TO SUPPORT MY MOTION? I KNOW ALEJANDRO A LOT, AND I WOULD LIKE TO HEAR NUNEZ'S EXPERIENCES JUST SO IT'S NOT SO BIASED. OKAY, SO. HI. YOU GUYS KNOW ME AS NUNEZ, BUT MY NAME IS ISABELLA. THROUGHOUT MY HIGH SCHOOL EXPERIENCE, I'VE DONE MANY LEADERSHIP. I'VE BEEN GIVEN, MANY GIVEN, MANY LEADERSHIP QUALITIES AND RESPONSIBILITIES. LIKE THROUGHOUT MY YEARS, I'VE BEEN AN ASB AND I'VE ALWAYS HAD A ROLE. SO MY FRESHMAN YEAR, I WAS TREASURER. MY SOPHOMORE YEAR, I WAS SECRETARY, AND THEN I WAS VICE PRESIDENT. MY JUNIOR YEAR. AND THEN NOW I'M SENIOR CLASS PRESIDENT, AND THEN I ALSO DO SPORTS OUTSIDE OF INSIDE OF HIGH SCHOOL. AND I'M CURRENTLY MY CHAIR. I'M HEAD CAPTAIN AND CHEER, AND I ALWAYS TRY MY BEST TO LIKE, VOLUNTEER WHENEVER I CAN. I GO TO I REACH OUT TO LIKE CHARITIES AND INSIDE SCHOOL. LIKE I JUST TRY MY BEST TO ALWAYS LIKE GOING ABOVE BUT ABOVE AND BEYOND FOR LIKE MY LIKE FELLOW. LIKE CLASSMATES AND LIKE I JUST CARE DEEPLY ABOUT, LIKE EVERY STUDENT THAT GOES TO MY SCHOOL. SO LIKE I TRY ALWAYS TO LIKE JUST INCLUDE THEM. I TRY TO MAKE IT LIKE A SPECIAL FOR YEARS FOR THEM. AT LEAST THAT'S MY GOAL THROUGHOUT HIGH SCHOOL. AND YEAH, LIKE I HOPE YOU GUYS CONSIDER MY NOMINATION. YES. THANK YOU. AND THANK YOU BOTH AGAIN FOR THE FOR NOMINATING YOURSELF AND BEING WILLING TO TAKE ON THAT ROLE. AND FOR THE [00:10:07] BOARD, IF YOU ARE INTERESTED IN PROVIDING A SECOND NOMINATION. FOR THE PROMOTION COMPONENT. THANK YOU. HAVE A NOMINATION MOTION FOR CO-HOST. I HEAR A MOTION FOR COPELAND. WE'LL MOVE FORWARD AND DOING A VOTE ON THAT ONE. SO ALL IN FAVOR? SO SORRY, I WONDER. I WAS SO QUIET. I'M GOING TO GO AHEAD AND JUST DO AYES AND NAYS OKAY. SO ALL IN FAVOR OF THE NOMINATION FOR COMMISSIONER COBOS FOR VICE CHAIR. ANY AYES. ANY NAYS OKAY. THE AYES HAVE IT. CONGRATULATIONS. VICE CHAIR. THANK YOU. SO WE ONLY HAVE ONE MORE TO GO, GUYS. THANK YOU GUYS FOR THE FLEXIBILITY. SO ANY NOMINATIONS FOR POSITION OF SECRETARY. OKAY. SO WE HAVE TWO NOMINATIONS ONE NOMINATION FOR COMMISSIONER NUNEZ AND ONE NOMINATION FOR COMMISSIONER MENDEZ. WOULD COMMISSIONER MENDEZ LIKE TO PROVIDE ANY COMMENTS? AS WE HAVE HEARD FROM ALL OTHER NOMINATED INDIVIDUALS? HELLO EVERYONE. I'M IVAN MENDEZ AND. I BELIEVE THAT I SHOULD BE THE SECRETARY BECAUSE I'M VERY INVOLVED, LIKE AT SCHOOL. ONE OF THE A FEW OF THE THINGS THAT I DO AT SCHOOL IS I'M A PART OF ASB AS WELL. I'VE BEEN BEEN A PART OF IT FOR TWO YEARS NOW. LAST YEAR I WAS JUST A JUNIOR CLASS MEMBER AND NOW I'M THE ASB HISTORIAN. I'VE BEEN IN YEARBOOK FOR THREE THREE YEARS NOW, AND THE LAST TWO YEARS I'VE BEEN PRESIDENT OF YOUR BOOK AND I'M ALSO A PART OF THE DIGITAL DESIGN AND PRODUCTION ACADEMY, AND I'M JUST AS A LIKE LIKE THEY ARE AS WELL. AND I'M THE PRESIDENT. AND I WAS A PART OF THE COACHELLA PROMISE INTERNSHIP AND I DON'T KNOW IF YOU GUYS LIKE, GOT TO SEE THE VIDEO THAT WAS PRESENTED AT THE AWARD CEREMONY. AND I, I AND A FEW OTHERS LIKE CHRISTIAN AND SOME THAT ARE IN HERE RIGHT NOW, HELPED MAKE THAT VIDEO. AND. THAT, YEAH, THAT'S THANK YOU. WELL, AGAIN TO THE NOMINATION. WE DO NEED A SECOND. PLEASE. BY THE WAY, FOR COMMISSIONER MENDEZ. YES. ANY OTHER MOTIONS FROM COMMISSIONER? OKAY. SO WE HAVE I MOTION FOR IN UNION. OKA. AND I MOTION FOR NUNEZ OKAY. HOLD ON, HOLD ON. SO THERE'S A FIRST AND A SECOND. SO I GOT TWO SECONDS. SO WE'RE GOING TO GO AHEAD AND DO VOTES FOR EACH OKAY. SO ON THIS ONE I REALLY WOULD I THINK I WOULD FEEL A LITTLE BIT CLEANER BY DOING ROLL CALL. SO I'M GOING TO HAVE VINCE LEAD THAT. WE'RE GOING TO GO AHEAD AND TAKE THE MOTION FOR COMMISSIONER MENDEZ FIRST, AS THAT ONE WAS SECONDED FIRST, AND THEN WE'LL TAKE THE MOTION FOR COMMISSIONER NUNEZ. OKAY. SO IT'S ALL YOURS. COMMISSIONER VALLE I MOTION FOR MENDEZ. YEAH. SO THE NOMINEES. OKAY. SORRY. COMMISSIONER NUNEZ. FOR MENDEZ. MENDEZ. LIKE. YES. YOU. SO THIS IS A VOTE, GUYS. THE VOTE. VOTE BECAUSE, YOU KNOW, THERE'S TWO VOTES ON THE TABLE. I'LL DO MYSELF OR NO, YOU COULD VOTE. SO WE'RE GOING TO DO COMMISSIONER MENDEZ FIRST. EVERYONE'S GOING TO VOTE YES OR NO. YOU CAN'T OBVIOUSLY VOTE YES. IT WOULD. IT WOULD NOT MAKE AS MUCH SENSE TO VOTE YES. AND NO FOR THE SAME CANDIDATE. SO JUST FOR CLARIFICATION. SO YES, YOU CAN VOTE FOR YOURSELF OKAY. YOU CAN VOTE FOR YOURSELF OKAY. YOU [00:15:05] COULD ALSO VOTE IN THE CONTRARY WHEN IT'S THE OTHER NOMINATED PERSON, COMMISSIONER NUNEZ OR FOR MENDEZ. NO. OKAY. COMMISSIONER. VICE. YES. FOR MENDEZ. MENDEZ. OKAY. NO FOR MENDEZ. COMMISSIONER MENDEZ. FOR YOURSELF. YOU KNOW YOU'RE GOING TO VOTE NO FOR YOURSELF. YES, YES. OKAY. COBOS. YES. FOR MENDEZ. YES. OKAY. COMMISSIONER PASTO. NO. NO. NO. SPLIT THREE. THREE. YES. OKAY. FOR COMMISSIONER NUNEZ. YES. YES. OKAY. NO. THAT'S IT. THAT'S. COMMISSIONER MENDEZ. COMMISSIONER. COBOS. NO. COMMISSIONER. PASTO. YES. COMMISSIONER. YES. YES. OKAY. YES. CONTINUES. CONGRATULATIONS. YOUR SECRETARY. WELL. THANK YOU. IT LOOKS LIKE WE DO HAVE A BOARD, SO WE ACTUALLY CAN REDIRECT THE MANAGEMENT OF THE MEETING TO OUR CHAIR. CHAIR? PASTO. SO WE'RE HAPPY TO GUIDE AS WE GO THROUGH. WE DO ONLY [Approval of Agenda] HAVE A FEW ITEMS LEFT. YOU WILL GO THROUGH AND JUST READ THE SECTION THAT SAYS APPROVAL OF AGENDA. AND THEN TO APPROVE THE AGENDA. WE ALWAYS NEED A MOTION AND A SECOND AND THEN WE'LL DO I THE NAYS AND THEN THE NEXT ITEM IS APPROVAL OF THE MINUTES. WE DON'T HAVE ANY FOR THIS MEETING AS THIS IS OFFICIALLY THE FIRST MEETING. SO YOU CAN MOVE DIRECTLY FROM APPROVAL OF AGENDA TO PRESENTATIONS. ALL RIGHT. WOULD YOU LIKE ME TO READ THE TITLE APPROVAL OF AGENDA OR JUST READ THE QUOTE? BOTH. OKAY. ALL RIGHT. APPROVAL OF AGENDA AT THIS TIME, THE COMMISSION MAY ANNOUNCE ANY ITEMS BEING PULLED FROM THE AGENDA OR CONTINUED TO ANOTHER DATE OR REQUEST THE MOVING OF AN ITEM ON THE AGENDA. THERE ARE NO CHANGES TO THE AGENDA AT THIS TIME. THANK YOU. PRESENTATIONS. WITH THAT, WE DO NEED A MOTION. THE MOTION, OF COURSE TO APPROVE THE AGENDA. AS IT STANDS, I WOULD LIKE TO MOTION THAT. THANK YOU. DO I HAVE A SECOND? I'LL SECOND. THANK YOU. ROLL CALL OR NO. ALL IN FAVOR. AYE, AYE. ANY OPPOSED THE THANK YOU. THE AGENDA IS APPROVED. ALL RIGHT. PRESENTATIONS NUMBER FOUR PRESENTATION BY KEY CITY [Presentations] DEPARTMENTS. HI. GOOD EVENING COMMISSIONERS I'M GOING TO KICK OFF THIS SECTION. SO WE'RE GOING TO ACTUALLY HAVE DIFFERENT DEPARTMENTS PRESENT TO YOU GUYS. JUST SO YOU GUYS CAN BE A LITTLE BIT MORE FAMILIAR WITH OUR OPERATIONS AS A AS A CITY GOVERNMENT. SO I'M KICKING IT OFF. AND THEN AT THE NEXT MEETING WE'LL HAVE A FEW OTHER DEPARTMENTS PRESENT KIND OF THEIR, THEIR OPERATIONS AND SERVICES. SO PUBLIC WORKS IS, IS MY, MY DEPARTMENT THAT I MANAGE. AND WE PROVIDE A LOT OF THE MAINTENANCE COMPONENTS FOR THE CITY SERVICES OUT OF MY DEPARTMENT. WE ALSO DO RECREATION AND WE DO EVENTS. SO YOU'LL SEE BUILDING MAINTENANCE, FLEET MAINTENANCE, PARKS MAINTENANCE, STREET MAINTENANCE. AND THEN WE HAVE THE SENIOR CENTER, RECREATION SERVICES AND THE LMD WHICH IS THE LANDSCAPE LIGHTING AND MAINTENANCE DISTRICTS. SO EACH RESIDENTIAL COMMUNITY IS MADE UP OF ITS OWN DISTRICT. AND THAT'S WHAT I'LL GO INTO A LITTLE BIT MORE. SO THAT'S OUR DEPARTMENT BUILDING MAINTENANCE AS PART OF BUILDING MAINTENANCE, WE OBVIOUSLY WERE RESPONSIBLE FOR THE BUILDINGS. RIGHT. BUT IN ADDITION TO THAT, JUST WANTED TO BRING TO LIGHT THAT WE ALSO HAVE A LOT OF LEASES FOR FACILITIES THAT ARE NOT OPERATED BY CITY STAFF. THIS IS ONE OF THOSE BUILDINGS THAT WE REALLY DON'T OPERATE OUT OF, BUT WE LEASE A LOT OF SPACE FROM. SO YOU'LL NOTICE THAT QUOFEM IS OUT OF HERE. ALIANZA IS ALSO IS A TENANT OF THIS LOCATION. THE CHAMBER IS A TENANT OF THIS LOCATION. THE LIBRARY IS A LEASED SPACE WITH THE COUNTY. SO THE LIBRARY, WHILE IT IS THE CITY'S BUILDING, THE LIBRARY FUNCTION WHERE THE BOOKS ARE AND YOU KNOW WHERE YOU GO AND INTERACT WITH THE STAFF THERE. THOSE STAFF ARE COUNTY STAFF, SO IT IS A LEASED FACILITY LISTED. A LOT OF THE [00:20:01] DIFFERENT LEASES THERE. I MENTIONED THE CHAMBER DESERT RECREATION DISTRICT ALSO HAS THEIR OFFICE SPACE JUST TO THE SIDE RIGHT HERE. WE ALSO HAVE THE GREEN ROOM THEATER, THE CENTER OF THE DESERT. QUOFEM I MENTIONED ALIANZA CTI. THEY PROVIDE A LOT OF CONSULTING SERVICES FOR DIFFERENT PROJECTS. AND THE LEAP INSTITUTE WAS RECENTLY ADDED. WE ALSO HAVE A LEASE WITH THE BOXING CLUB THAT IS OUT OF THE COMMUNITY CENTER. WE ALSO LEASE THE COMMUNITY CENTER TO DESERT RECREATION DISTRICT, AND THEY PROVIDE A LOT OF THEIR THEIR SERVICES OUT OF THAT LOCATION FOR THE COMMUNITY. THE FIRE STATION IS ANOTHER CITY BUILDING AND I THINK WE OLD FIRE STATION IS THE BUILDING TO MY RIGHT. YOUR LEFT PROBABLY, BUT IT IS NOW A CURRENTLY A RESTAURANT. SO THAT'S ANOTHER LEASE FACILITY. THE YOU GUYS KNOW THE SENIOR CENTER AND THE FUTURE LIBRARY ANNEX. SO WE DO HAVE A CURRENT PROJECT THAT IS ONGOING WHERE WE ARE GOING TO ESSENTIALLY DEMO THE OLD LIBRAR, WHICH IS THE CHURCH THAT'S BEHIND THE SENIOR CENTER. IF YOU GUYS ARE FAMILIAR WITH THAT AREA. SO THAT WILL BECOME A FUTURE LIBRARY ANNEX, WHICH WILL BE AN AUGMENTED EXTENSION OF LIBRARY SERVICES MORE FOCUSED AT STEM AND OTHER KINDS OF MORE PROGRAMING FOCUSED, AS WELL AS CIRCULATION AS REQUIRED BY THE GRANT. AND IF YOU GUYS WANT TO INTERJECT OR ASK ME A QUESTION AS I GO THROUGH, THAT'S TOTALLY APPROPRIATE OUT OF THE PUBLIC WORKS DEPARTMENT, WE ALSO WORK ON EMERGENCY MANAGEMENT. SO IN CERTAIN SITUATIONS LIKE THE MOST I THINK THE MOST RELATABLE RECENTLY IS HURRICANE HILARY. RIGHT. SO DURING HURRICANE HILARY, MY DEPARTMENT WAS IN CHARGE OF WORKING WITH THE COUNTY AND DISTRIBUTING ALL OF THE SAND, SAND, SANDBAGS, GETTING THOSE TO THE PUBLIC. BUT THEN WE WERE ALSO REQUIRED. WE ALSO CAME TOGETHER TO ENSURE THAT WE WERE PREPARED FOR THAT EMERGENCY. SO WHEN THE RAIN CAME DOWN, WE WERE PREPARED AND ABLE TO DEPLOY THE TEAM TO THE DIFFERENT EMERGENCY AREAS. WE'RE ALSO THEN WORKING TO CLEAR ALL OF THOSE AREAS AFTER THE HURRICANE, AND NOW WE'RE WORKING ON REIMBURSEMENT OF ALL OF THE DAMAGES TO ALL OF THE AREAS THROUGHOUT THE CITY. SO IT'S AN ONGOING PROCESS. WE'RE STILL GOING THROUGH IT NOW, AND IT'S BEEN A YEAR. SO JUST IT'S A LONG PROCESS ONCE YOU GET THROUGH AN EMERGENCY. WE ALSO ARE RESPONSIBLE FOR A LOT OF THE TRAININGS THAT WE DO FOR STAFF AND FOR THE COMMUNITY, LIKE THE CERT PROGRAM. WE ALSO DO A TEEN CERT TWICE A YEAR FOR DIFFERENT SCHOOLS LOCALLY IN THE VALLEY, FOR COACHELLA VALLEY UNIFIED, AND WE DO ALL OF THE PLANS. THE DOCUMENTS THAT WE'RE REQUIRED TO HAVE THAT HELP GUIDE HOW WE APPROACH AN EMERGENCY SITUATION, WHO'S IN CHARGE OF WHAT AND WHAT ARE OUR HIGHEST RISK CIRCUMSTANCES? THOSE ARE REQUIRED DOCUMENTS THAT WE WORK TO SUBMIT BOTH TO THE COUNTY AND THE STATE, AND THE FEDERAL LEVE. IN OUR DEPARTMENT. WE ARE ALSO HAVE A SMALL TEAM THAT WORKS ON OUR FLEET. WE LEASE A LOT OF THE COMMERCIAL VEHICLES, SORRY, PASSENGER VEHICLES. WE HAVE APPROXIMATELY 65 PASSENGER VEHICLES, 17 COMMERCIAL AND EIGHT HEAVY EQUIPMENT ITEMS. THOSE ARE MORE LIKE THE BOBCATS. THE WATER TRUCKS, MOTOR GRADERS. WE DO ALL OF THE HEAVY EQUIPMENT, MOST OF THAT IN-HOUSE, BUT ALL OF THE PASSENGER VEHICLES, LIKE THE TRUCKS THAT YOU SEE DRIVING AROUND, THOSE ARE ALL LEASED. SO MOST OF THAT IS CONTRACTED OUT FOR MAINTENANCE. THE LANDSCAPE DISTRICTS I MENTIONED WE HAVE THOSE ARE A LOT OF THE ENTRIES. SO LIKE THE LANDSCAPING YOU SEE AT THE ENTRANCES OF THE COMMUNITY OF EACH RESIDENTIAL AREA, THOSE ARE WHAT THE DISTRICTS ARE MADE OF. SOME DISTRICTS HAVE PARKS IN THEM, SOME DON'T. THOSE ARE ALL SPECIFIC TO HOW THAT RESIDENTIAL AREA WAS BUILT ORIGINALLY. AND THEN WE JUST ARE RESPONSIBLE FOR MAINTAINING IT. AND IN TIME TO TIME, DEPENDING ON IF THAT DISTRICT HAS MORE MONEY BASED ON HOW THE DISTRICT WAS CREATED. BECAUSE EACH DISTRICT IS GOVERNED SEPARATELY IN THE SENSE OF THERE'S A TAX BASICALLY THAT WAS APPLIED WHEN THE DISTRICT WAS CREATED BY THE DEVELOPER. SO THAT MONEY IS SPECIFICALLY TO MAINTAIN THE AREAS THAT ARE COMMON TO THAT RESIDENTIAL COMMUNITY. SO THERE ARE COMMUNITIES THAT ARE ABLE TO ACQUIRE A SURPLUS. AND IN THOSE TIMES, THOSE SURPLUSES ARE REINVESTED INTO THAT DISTRICT. SPECIFICALLY THE DISTRICT THAT PAID FOR THAT SURPLUS. SO LIKE DATA THAT SOLD HAD A SURPLUS. AND WE WERE ABLE TO ADD ALL THE UP LIGHTING THAT MAY HAVE BEEN SEEN AT ALL FIVE ENTRANCES. SO WE INSTALLED BOLLARDS AND UP LIGHTING TO THE PALMS AT ALL FIVE ENTRANCES. WE ALSO HAD FUNDS THAT WERE PROVIDED BY THE DEVELOPER THAT DIDN'T BUILD A SECOND PARK AT ESCONDIDO OR VISTA POINT, KNOWN BY BOTH NAMES, AND WE BUILT THAT PARK FOR THAT COMMUNITY USING THE FUNDS FROM THE LMD DISTRICT THAT IS SPECIFIC TO THAT AREA, PARK MAINTENANCE. YOU GUYS ARE PROBABLY FAMILIAR WITH OUR PARKS. GO THROUGH THEM QUICKLY BACK. DUMA LAS FLORES, DATELAND, [00:25:02] RANCHO DE ORO VETERANS RIGHT BEHIND US. SHADY LANE, THE TOT LOT ON AVENUE 53 AREA. THE LIBRARY PARK AND IT'S MORE OF A LINEAR PARK. IT IS THE WALKING TRAIL ON GRAPEFRUIT BOULEVARD THAT WAS CONSTRUCTED A COUPLE YEARS BACK. THAT GOES FROM FIRST TO NINTH. SO THOSE ARE ALL THE AREAS WE ARE RESPONSIBLE THROUGH THE PARKS DIVISION TO MAINTAIN. WE ALSO MAINTAIN A LOT OF THE SPACES AT CITY FACILITIES. SO LIKE THE GREEN SCAPE AT THIS FACILITY IS MAINTAINED THROUGH THAT DIVISION. THE POOL IS MAINTAINED AND THE SPLASH PADS AND WE DO ALL THE PLAYGROUND REPAIRS AND REHABILITATE THE FIELDS THROUGHOUT THE YEAR. THIS IS JUST A PICTURE OF WHAT THEY LOOK LIKE WHEN WE TURN THEM BACK INTO SOCCER. THEY USUALLY DON'T LOOK LIKE THIS AT THE END OF THEIR SEASON. RECREATIONALLY WE WORK THROUGH OUR SENIOR CENTER THAT IS A VERY ACTIVE SENIOR CENTER. VERY PROUD OF THAT SENIOR CENTER. THEY ARE SO FUN TO BE WITH AND OUR RECREATION PROGRAMS ARE IN COLLABORATION WITH DESERT RECREATION DISTRICT. SO THEY PROVIDE THAT GUIDE AND WE ARE IN THAT GUIDE. AND WE HAVE GROWN THAT PROGRAMING THROUGHOUT THE LAST TEN YEARS SIGNIFICANTLY. BUT MOST OF THE ALL OF THE PROGRAMING IS DONE THROUGH THEM FOR REC PROGRAMING IN OUR CITY. FINALLY, THIS IS A SNAPSHOT OF STREET MAINTENANCE, POTHOLES, SIGN REPLACEMENT, REMOVING ABANDONED SHOPPING CARTS AND OTHER ITEMS, STRIPING, STREETLIGHT REPAIRS, MAINTAINING THE SIGNALS, THE PATCHES TO THE ROADS THAT ARE A RESULT OF SOMETIMES UTILITY CUTS, OR JUST WEAR AND TEAR. SIDEWALK REPAIRS, DRAIN MAINTENANCE AND WEED ABATEMENT ON THE SHOULDERS. THAT'S WHAT THAT DIVISION IS FOCUSED ON. AND WE'RE GOING THROUGH A PROJECT RIGHT NOW WHERE WE ARE UPDATING ALL OF OUR STREET LIGHTS TO LED. SO HOPEFULLY COME JANUARY YOU WILL SEE ALL THE STREET LIGHTS THROUGHOUT THE CITY WILL LOOK LIKE THE WHITE AND NOT LIKE THE ORANGE. SO WE'RE PRETTY EXCITED FOR THAT. AND WE'RE ALSO FULL ON IN DECORATING HOLIDAY DECOR MOD, SO YOU'LL SEE A LOT OF THE TEAM GOING OUT THERE INSTALLING ALL THE LIGHTING THAT GOES WITH ALONG GRAPEFRUIT AND CESAR CHAVEZ, AND 48 THAT PROVIDES ALL THE DECORATIVE LIGHTING. AND THEY ALSO DO ALL OF THE DECORATIONS ON SIXTH STREET, FROM GRAPEFRUIT TO CESAR CHAVEZ. THIS IS A SNAPSHOT OF OUR EVENT. I'M NOT SURE IF YOU GUYS GO TO A LOT OF OUR EVENTS, BUT WE DO HAVE A PRETTY COMPREHENSIVE EVENT CALENDAR. WE HAVE APPROXIMATELY AROUND 30 EVENTS A YEAR. MOVIES IN THE PARK. EL GRITO, WHICH IS OUR BIGGEST ONE. I WON'T GO THROUGH ALL OF THEM, BUT THOSE ARE SOME OF THE HIGHLIGHTS AND WE'RE HAPPY TO SHARE THAT MORE WITH YOU IF YOU HAVE. IF YOU HAVE AN INTEREST, AND THIS IS A SNAPSHOT OF THE GRITO FROM THIS YEAR, WE HAVE ALMOST 20,000 PEOPLE ATTEND THAT EVENT ANNUALLY. AND I'M GOING TO END WITH TRASH. SO WE ALSO OUT OF OUR DEPARTMENT, WE ARE THE LIAISON TO BURRTEC. SO THAT MEANS WE MANAGE THEIR CONTRACT. SO WE COORDINATE WITH THEM. WE ARE ALSO WORKING WITH THEM ON ENSURING THAT WE ARE COMPLIANT WITH ALL OF THE STATE LAWS. THE STATE RECENTLY HAD APPROVED SB 1383, WHICH IS A VERY BIG CHANGE THAT REQUIRES ORGANICS AND RECYCLING FOR ALL CONSUMERS THAT HAVE THAT ARE REQUIRED TO HAVE TRASH SERVICE. SO BOTH THE COMMERCIAL AND THE RESIDENTIAL SIDE OF THE HOUSE NOW HAVE THE ABILITY TO RECYCLE ANY OF THEIR ORGANIC WASTE IN THEIR GREEN BIN. AND WITH THAT, I WILL ASK IF YOU GUYS HAVE ANY QUESTIONS OR WANTED ME TO ELABORATE ON ANYTHING MORE. NO. OKAY. THANK YOU. THANK YOU. I HAVE A QUESTION SEPARATE TO THAT. WOULD THAT BE THE PRESENTATION BY CITY DEPARTMENTS AND COMMISSION PROJECT DISCUSSION? WOULD I SAY LIKE MOTION TO APPROVE BETWEEN THEM OR JUST WHEN BOTH ARE COMPLETE FOR BOTH FOR THE PRESENTATIONS? YOU DON'T NEED A MOTION. IT'S JUST INFORMATIONAL. IT'S NOT AN ACTION ITEM, SO YOU WON'T HAVE TO GET MOTIONS ON THOSE. ALL RIGHT. THANK YOU. AND THEN THAT WAS ITEM NUMBER FOUR. THANK YOU. ITEM FIVE COMMISSION PROJECT DISCUSSION. THANK YOU JASON. SO WANTED TO JUST QUICKLY DISCUSS DIFFERENT PROJECT UPCOMING PROJECT IDEAS FOR THE YOUTH COMMISSION. AT THE DURING THE NOMINATION WHEN THEY WERE BEING SELECTED, WHEN YOU WERE ALL BEING SELECTED FOR TO BE PART OF THE COMMISSIONS, WHEN YOU WERE BROUGHT UP BY BY THE MAYOR, SOME OF THE DIFFERENT IDEAS THAT WAS DISCUSSED. AND PLEASE LET ME KNOW IF THESE ARE PRETTY ACCURATE. WAS I GOING OFF THE LIST? YEAH, THE BROADBAND PROJECT, BASICALLY WI-FI ACCESSIBILITY, SCHOOL SAFETY. WELL, IT PERTAINED TO THE CITY RIGHT OF WAYS, YOUTH FOCUSED BUSINESSES AND ALSO BULLYING AWARENESS AT SCHOOLS. I BELIEVE [00:30:04] THOSE ARE THE ITEMS THAT YOU HAVE HAD BROUGHT UP. AND IF THERE'S ANY ADDITIONAL ONES THAT YOU WANT TO DISCUSS, PLEASE LET US KNOW. OR YOU CAN HAVE THIS OPEN UP CONVERSATION BETWEEN US RIGHT NOW. I HAD A SUGGESTION SINCE SINCE WE HAD THAT DISCUSSION ON BRINGING THOSE IDEAS TO THE CITY COUNCIL, I WAS THINKING THAT IT'S NOT VERY GOOD OF AN IDEA TO ASSUME THAT WE CA, THAT WE CAN REPRESENT THE ENTIRE POPULATION OF THE YOUTH. SO I WAS THINKING LIKE, AFTER THE BROWN ACT, WE CAN START POSTING LINKS OR LIKE POSTS TO GET LIKE PEOPLE TO GATHER AND SAY THEIR OWN IDEAS OR LIKE THEIR CONCERNS ABOUT THEIR CITY TO LIKE, BECAUSE WE ARE THE YOUTH AND EVERYONE KNOWS THE YOUTH ARE OBSESSED WITH TECHNOLOGY THAT WE COULD LIKE, GRAB MORE IDEAS, MORE OPINIONS. SO LIKE, LET'S SAY LIKE ADD MORE THAN FOUR BULLET POINTS TO THAT LIST. WE WOULD BE HAPPY TO SUPPORT HOW THE COMMISSION WOULD LIKE TO GO, KEEPING IN MIND THAT I JUST WANT TO BRING TO LIGHT, RIGHT. WE'RE LOOKING AT A TERM WHERE WE'RE WE HOPE TO BE ABLE TO SUPPORT THE COMMISSION'S PROJECT. AS YOU MOVE THROUGH THE TERM. AND THE TERM IS THROUGH JUNE. SO WE DEFINITELY CAN ADD TO THIS LIST. I WOULD JUST ADVISE THAT TO KEEP IT TO A POINT WHERE YOU'RE GOING TO BE ABLE TO COMPLETE A MISSION RIGHT WITHIN THE TERM, SO THAT YOU CAN REPORT OUT BOTH ON THE PROJECT AND ITS ITS PROGRESS. BUT ALSO KIND OF BE ABLE TO HELP US GAUGE. WHAT IS YOUR GOAL IN THAT, IN THE PROJECTS THAT YOU'RE IDENTIFYING AND KEEPING IN MIND THAT THIS AND I APPRECIATE THE COMMENT, I AND I DON'T WANT TO REDIRECT ON THAT, BUT I DO WANT TO MAKE SURE THAT THE BOARD YOU GUYS ARE EMBODYING WHATEVER THE BOARD AND THIS BODY DECIDES TO MOVE FORWARD, THESE ARE THESE ARE SOMETHING THAT YOU GUYS WILL WILL IDENTIFY WITH RIGHT? IF THAT MAKES SENSE. THANK YOU. I WOULD LIKE TO ADD, THOUGH IT MIGHT BE SIMILAR TO THE YOUTH FOCUSED BUSINESSES, WOULD THERE BE A POSSIBILITY TO CREATE MORE OPPORTUNITIES FOR THE YOUTH? BECAUSE WE DID HAVE THE COACHELLA PROMISE INTERNSHIP, BUT IT WAS BASED ON 16 AND OLDER AND ONLY FOR HIGH SCHOOLERS WOULD THERE BE MORE FOR HIGH SCHOOLS. SORRY, SORRY, I DIDN'T HEAR THE LAST PART. 4 OR 5. NO, IT WOULD BE FOR STUDENTS 16 YEARS AND OLDER AND WERE IN HIGH SCHOOL. HIGH SCHOO? YES I WOULD. I WOULD THINK OF MORE POSSIBILITIES OF OPPORTUNITIES FOR YOUTH, NOT EVEN LIKE MAYBE IN MIDDLE SCHOOL AS WELL. I THINK THAT WOULD BE A GOOD THING TO BRING UP. ALSO, I WOULD LIKE TO ADD THAT ON THE IDEA OF STUDENTS AND HIGH SCHOOL, I HAD MANY PEOPLE REACH OUT TO ME BECAUSE LIKE I POSTED ON MY STORY, LIKE THE YOUTH ADVISORY COMMISSION, YOU'RE LIKE, HOW ABOUT THE YOUTH THAT ARE CURRENTLY NOT GOING TO SCHOOL? HOW ABOUT THE ONES THAT RECENTLY GRADUATED TO THOSE PEOPLE GET TO SAY, LIKE TO THOSE PEOPLE GET THEIR ACTIVITIES AND THINGS LIKE THAT? BECAUSE I ALSO POSTED THE INTERNSHIP AND IT SAID ONLY LIKE STUDENTS, AND IT FELT LIKE WE ARE THE YOUTH COMMISSION. SO I WAS THINKING IF WE COULD LIKE BE MORE BROAD, LIKE BE MORE INCLUSIVE WHEN IT COMES TO WHAT WE CONSIDER BEING YOUTH. OKAY. AND WHEN I GUESS A COMMENT ON THIS IS AS YOU RECEIVE THOSE COMMENTS, THOSE ARE THINGS THAT WOULD GUIDE YOUR FEEDBACK RIGHT TO THIS COMMISSION, BECAUSE YOU ARE THE REPRESENTATIVES FOR THE YOUTH. THAT IS THE INTENT OF THE COMMISSION. AND THEN YOU WOULD BRING THOSE COMMENTS AS YOU RECEIVE THEM TO GUIDE EITHER THE PROJECT DECISION OR THE COMMENTS TO THOSE PROJECTS AND HOW WE HELP YOU DEVELOP THOSE PROJECTS, BECAUSE THE COMMISSION UNFORTUNATELY DOES. ALTHOUGH IF YOU DO HAVE FRIENDS THAT WOULD STILL LIKE TO SIT ON THE COMMISSION, WE DO HAVE TWO SPACES. IF YOU WANTED TO INCLUDE ADDITIONAL FOLKS, YOU. THANK YOU. THANK YOU. I HAVE AN IDEA. SO I SORRY. SO I VOLUNTEERED AT A IT WAS CALLED A VIP PROM. AND IT WAS LIKE WITH KIDS WITH WITH DISABILITIES THAT DON'T GET THE OPPORTUNITY TO, LIKE, GO TO THEIR ACTUAL REGULAR PROM FOR THEIR SCHOOL. AND I THOUGHT THAT WAS, LIKE, SUPER COOL BECAUSE, LIKE, I GOT THE OPPORTUNITY, [00:35:01] LIKE TO SEE, LIKE THESE KIDS, LIKE HAVING FUN, HAVING THEIR OWN PROM, LIKE SPECIALIZED FOR THEM. AND I FEEL LIKE IF WE BRING THAT TO, LIKE THE CITY OF COACHELLA, LIKE, BECAUSE I KNOW, LIKE A LOT OF KIDS HERE, LIKE, DON'T HAVE THOSE OPPORTUNITIES EITHER. SO I FEEL LIKE THAT WOULD BE LIKE A REALLY WELL, LIKE PROJECT IDEA TO CONSIDER. COULD I, I WOULD LIKE TO ADD SOMETHING TO THAT. ONE DAY I WALKED INTO A STARBUCKS AND NORMALLY THEY WOULD HAVE LIKE, THAT'S THEY WOULD HAVE BASICALLY JUST PICTURES OF PEOPLE ON THE WALL. AND SOME OF THEM ARE INVITATIONS. ONE OF THEM WAS LIKE STUDENTS WITH DISABILITIES AND BASICALLY IT WAS ASKING. IT WAS FROM THE COACHELLA VALLEY HIGH SCHOOL AS WELL. IT WAS ASKING FOR HELP TO CREATE A GROCERY STORE. JUST A JUST A FAKE ONE. BUT TO GIVE THEM THAT EXPERIENCE, I THINK, WOULD THERE BE A POSSIBILITY OF TRYING TO ATTEMPT THAT TO CREATE? WE CAN DOESN'T NECESSARILY HAVE TO BE LARGE, BUT TO CREATE A SIMULATION LIKE A SIMULATED GROCERY STORE, LIKE AN EVENT? YEAH, IT CAN BE ANYTHING JUST TO HELP THEM GAIN MORE EXPERIENCE BECAUSE UNFORTUNATELY, SOME OF THEM IN LOWER AREAS OR LOW INCOME AREAS CAN'T AFFORD SUCH. OR THEY ALSO, I WOULD LIKE TO ADD THAT MANY, MANY PEOPLE WITH DISABILITIES, AS I HAVE A LOT OF FAMILY MEMBERS THAT ARE YOUNGER, EVEN OLDER THAN ME, AND THEY TRAGICALLY THEY SUFFER WITH SOCIAL INTERACTIONS AND I BELIEVE, LIKE WHAT SECRETARY NUNEZ SAID. AND CHAIRMAN ALSO SAID, THAT I FEEL LIKE WE SHOULD ADD WAY MORE EVENTS. WE DON'T HAVE ENOUGH. I FEEL LIKE WE SHOULD HAVE MORE LIKE RECREATION FOR THEM SO THAT THEY COULD PRACTICE THEIR SOCIAL SKILLS. SO THEY'RE NOT JUST SO THAT THEY'RE NOT JUST A STATISTIC, BUT A MEMBER OF OUR COMMUNITY. THANK YOU. SO WHAT I'M WHAT I'M HEARING FROM THE COMMISSION IS TO HAVE AN EVENT FOCUSING MORE SOUNDS LIKE THE POPULATION THAT YOU WANT TO TARGET ARE DISABILITIES. IS THAT CORRECT? YES. OKAY. AND I THINK SO. AND JUST TO ADD TO WHAT VINCE SAID, I'M HEARING THE SAME THING. SO I'M HEARING THAT THE COMMISSION IS INTERESTED IN BRINGING BACK ITEMS IN WHICH WE WOULD BE ABLE TO IDENTIFY PLACES WHERE WE CAN INCORPORATE MORE OPPORTUNITY FOR THOSE THAT HAVE DISABILITIES, BOTH DISABILITIES. AND WITH THA, JUST GIVE THEM EQUAL OPPORTUNITY TO BE INCLUDED, TO BE INCLUSIVE OF ALL OF ALL THE OTHER ONES AS WELL. YES. I ALSO HAD A I ALSO HAD ANOTHER IDEA THAT I WAS THINKING ABOUT, WELL WE'RE ON WELL, WE'RE ON THE TOPIC OF EVENTS. I WAS THINKING OF LIKE MIDDLE SCHOOLERS. WE ALL KNOW THAT AGE PEOPLE SUFFER OF LIKE IDENTITY CRISIS. LIKE THEY THEY FEEL ASHAMED OF SHOWING WHO THEY ARE, ESPECIALLY THE LGBTQ COMMUNITY. I WAS THINKING THAT WE COULD ALSO HAVE, LIKE A RECREATIONAL EVENT OR ACTIVITY WHERE WE COULD INVITE THEM. PARDON MEMBERS OF THE LGBTQ COMMUNITY THAT ARE YOUNGER SO THEY COULD LIKE, LIKE MAKE THEIR OWN SOCIAL GROUPS, SOCIALIZE, TALK ABOUT THEIR EXPERIENCES, FIGURE THEMSELVES OUT, BASICALLY LIKE, BECAUSE THE LAST THING THAT I WANT IS THOSE THOSE PEOPLE IN THE COMMUNITY FIGURING THEMSELVES OUT TOO LATE OR NEVER DOING SO AND REPRESSING THEIR EMOTIONS. OKAY, I THINK WE HAVE TWO PROJECTS THAT WE CAN DEVELOP. I'M NOT HEARING ANY OTHERS UNLESS. WELL, NOW THAT. ONE OF MY MAJOR CONCERNS THAT I FEEL LIKE THE COMMISSION SHOULD REALLY CONSIDER IS TRAFFIC CONTROL. THERE'S LIKE A REALLY OR I'VE SEEN, AT LEAST IN MY NEIGHBORHOOD LIKE THIS BIG ISSUE WITH CARS AND PEOPLE RESPECTING THOSE SIGNS THAT SAY 25 MILES OR ZERO MILES OR SCHOOL ZONES. AND THAT, OF COURSE, ISN'T JUST LITTLE KIDS. BUT MY MAJOR CONCERN IS LITTLE KIDS COMING OUT OF SCHOOL. AND THEN THOSE CARS COMING AND LIKE DISREGARDING ALL THOSE RULES AND REGULATIONS. SO I FEEL LIKE THERE SHOULD BE MORE SORT OF MORE ENFORCEMENT OF THOSE RULES SO THAT THOSE CARS DON'T FEEL LIKE THEY COULD JUST IGNORE [00:40:03] THOSE RESTRICTIONS, PUT RIGHT THERE. I WOULD LIKE TO ADD TO THAT. I HAVE A FRIEND WHO ACTUALLY GOT HIT BY A CAR ON CESAR CHAVEZ STREET. OH NO. WHICH IS PRETTY UNFORTUNATE, AND I DIDN'T HEAR MUCH ENFORCEMENT ON THAT. SO HE WALKED IT OFF TO WHAT A CHAMP. ON TRAFFIC CONTROL WITH REGARDS TO HOW YOU. BECAUSE I DO. I THINK WE HAVE A GOOD GAUGE ABOUT THE INTEREST IN HOW TO PROCEED IN BRINGING BACK SOME ITEMS OR IDEAS ABOUT EVENTS OR JUST COMMUNITY AWARENESS TYPE OF OUTREACH FOR THE TRAFFIC CONTROL WILL SEE WILL CORRESPOND WITH. SO AND SEE WHAT OPTIONS WE CAN BRING BACK ON THAT. THANK YOU. ARE THERE ANY ADDITIONAL COMMENTS FROM THE COMMISSION THAT WOULD LIKE TO DISCUSS ANY PROJECTS? I WOULD LIKE TO ADD ON TO THE PROJECT. WELL, THE IDEA THAT THE COBBLES HAD ABOUT REACHING OUT TO LIKE THE YOUTH ON LIKE SOME CONCERNS THAT THEY MAY HAVE LIKE ON THE LIKE ABOUT THE CITY BECAUSE I KNOW THAT LIKE MAYBE NOT LIKE WE CAN'T DO THIS LIKE JUST LIKE BY OURSELVES. LIKE WE LIKE I FEEL LIKE IT'S MORE BETTER IF WE REACH OUT TO LIKE THE COMMUNITY, THE YOUTH AND THAT WAY WE CAN MAYBE WE COULD REPRESENT THEM BETTER BECAUSE I KNOW THAT. THAT I HAVE A SUGGESTION ON THAT. YEAH. SO WITHOUT PUTTING OUT A BLANKET OF LIKE, WHAT DO YOU NOT LIKE? RIGHT. WHAT ABOUT IF WE MOTIVATE THE YOUTH OF THE COMMUNITY? WE HAVE A VERY LARGE EVENT COMING UP, WHICH IS OUR PARADE, AND WE COULD HAVE A BOOTH THAT COULD BE MANNED BY MEMBERS OF THE COMMISSION IN WHICH YOU COULD INTERACT AND HAVE A SURVEY THAT COULD BE FILLED OUT BY ANYONE WHO WALKS BY THAT FITS THE AGE RANGE THAT WE ARE OBVIOUSLY TARGETING, SO THAT YOU COULD GET SOME OF THE FEEDBACK DIRECTLY FROM THOSE MEMBERS ABOUT WHAT TOPICS ARE OF INTEREST. WOULD THAT BE SOMETHING THAT MIGHT REACH THAT? I IN MY EXPERIENCE, WHEN YOU JUST PUT OUT A THING OF WHAT ARE YOU NOT HAPPY ABOUT, YOU'RE GOING TO GET A VERY LONG LIST, A LAUNDRY LIST OF ITEMS. AND THAT MIGHT NOT BE PRODUCTIVE TO LIKE CREATING EFFECTIVE CHANGE ON ONE ITEM. SO MY RECOMMENDATION WOULD EITHER BE TO SPECIFICALLY DIRECT US AS TO WHAT ITEMS YOU WANT US TO PULL THEM ON, BECAUSE SOCIAL MEDIA IS GOING TO, YOU KNOW, I MEAN, THAT THAT JUST A BLAST ON THIS NEEDS TO BE VERY FOCUSED. IF YOU'RE GOING TO HAVE A QUANTIFIABLE DATA THAT YOU'RE GOING TO BE ABLE TO USE EFFECTIVELY. THE OTHER OPTION, LIKE I MENTIONED, IF YOU'RE JUST TRYING TO DO A GENERAL POLL, THAT WOULD BE KIND OF A MORE IN PERSON APPROACH IS WHAT A SUGGESTION. AND IF YOU GUYS DON'T PREFER TO GO THAT ROUTE, I'M NOT NOT OFFENDED IN ANY WAY. JUST PROVIDING SOME OPTIONS. I THINK IT'S A GREAT IDEA AND WE COULD DEFINITELY PROVIDE, YOU KNOW, WE WOULD DEFINITELY DO THE OUTREACH FOR THE BOOTH. WE CAN PROVIDE SOME INFORMATION PRIOR TO THE EVENT. COME VISIT US AND SHARE INFORMATION ON NEW PROGRAMS. WE COULD TIE IT EVEN WITH SOME OF THE OTHER STUFF THAT THE CITY IS DOING WITH THE CITY. BOOTH. THAT FAVORABLE? WHEN? WHEN WOULD THIS EVENT BE SO GREAT? SURE, IT'S ON DECEMBER 6TH. SORRY. FRIDAY, DECEMBER 6TH. WE'LL BE HERE IN THE DOWNTOWN AREA. THE PARADE STARTS AT 6:00, SO WE WOULD PROBABLY ANTICIPATE HAVING YOU ON SITE CLOSER TO 5:00. AND WE'LL, WE'LL WE'LL GET IT. WE'LL GET IT ARRANGED AND WE'LL, WE'LL PINPOINT THE EXACT LOCATION. THANK YOU. THANK YOU, THANK YOU. GOOD. WOULD THE COMMISSION LIKE TO ADD ANYTHING ELSE? WELL, I, I THINK THIS IS I, I THINK THIS IS NOT JUST THE OPINION OF THE YOUTH, BUT ALSO AN OPINION OF ANYONE THAT LIVES IN COACHELLA. LIKE GROWING UP, I DIDN'T REALLY GROW UP HERE, BUT SINCE FOURTH [00:45:06] GRADE THAT I CAME TO THE UNITED STATES AND MOVED INTO COACHELLA, I HAD LIKE A LOT OF LIKE HOMELESS PEOPLE THAT I WOULD BE FRIENDLY WITH. LIKE, HEY, I REMEMBER YOU. IT'S LIKE, I'LL BUY YOU A YOGURT. OR LIKE, WE COULD HANG OUT FOR A BIT, JUST GENERALLY NICE PEOPLE, WAR VETERANS, PEOPLE WHO'S LIKE, LIFE HAD A HUGE TURN IN EVENTS LIKE PEOPLE WHO LOST THEIR PARENTS AND DIDN'T KNOW WHAT TO DO SINCE THEY SUFFERED FROM DISABILITIES. AND WE ALL KNOW THAT IN WINTER OR IN WHERE IT GETS REALLY HOT, THEY STRUGGLE TO SURVIVE. I WAS I WAS ASKING IF WE COULD HAVE LIKE A WAY OR A OR A MORE OR HOW DO I SAY THIS? WE CAN ENFORCE THE CONTROL OF LIKE GETTING THOSE PEOPLE HELP OR LIKE GUIDING THEM TO MARTHA'S VILLAGE OR GETTING THEM THE MEDICINES THEY NEED. OR BECAUSE I KNOW, I KNOW THAT MARTHA'S VILLAGE IS REALLY HARD ON. IT'S LIKE DRUG CONTROL POLICY. BUT A LOT OF THESE PEOPLE, THEY HAVE, LIKE THEY HAVE PROBLEMS THAT THEY FIRST NEED TO GO TO THERAPY FOR, AND IT'S NOT AS EASY AS TO QUIT JUST ONE DAY. AND LIKE GET THE FOOD THERE. AND THEN THEY HELP. THEY NEED BECAUSE I LOST A WHOLE FAMILY FRIEND THAT WAS HOMELESS RECENTLY AND WE ALL KNOW HOW HARD THAT COULD BE. AND YOU CAN REACH OUT TO I THINK WE WORK A LOT WITH THE LOCAL SHELTER TO MAYBE PROVIDE A PRESENTATION TO THE COMMISSION, AND THEN THAT WAY THE COMMISSION CAN BETTER GUIDE US AS TO THE DIRECTION THAT YOU ARE INTERESTED IN GOING ON THAT TOPIC. I THINK IF. IF THAT IS ALL, MAY I HAVE A MOTION TO APPROVE? I WOULD LIKE TO MOTION THAT. MAY I HAVE A SECOND MOTION? AND COMMISSIONERS ON THIS ITEM IS A PRESENTATION. SO WE'RE WE'RE GOOD WITHOUT A FORMAL ACTION. I THINK WE'VE HEARD YOU ON BRINGING BACK SOME OPTIONS IN REGARDS TO TRAFFIC CONTROL AND ENFORCEMENT, LGBTQ OUTREACH OF SOME KIND AND RECREATION OPPORTUNITIES FOCUSED ON THOSE WITH DISABILITIES AND WITHOUT, AND SEEING WHAT OPPORTUNITIES ARE OFFERED THERE. SO WE'LL BRING THOSE BACK AS WE CAN THROUGH THE MEETINGS TO GET A LITTLE BIT MORE DIRECTION FROM THE COMMISSION ON GROWING THOSE POLICIES. AND DID I MISS ANYTHING OR DID WE MISS ANYTHING OR. OKAY. THANK YOU. THE ITEM REALLY WOULD BE PUBLIC COMMENT. YEAH. ALL RIGHT. PUBLIC COMMENT, NON-AGENDA ITEMS. THE PUBLIC MAY ADDRESS THE COMMISSION ON ANY ITEM OF INTEREST TO THE PUBLIC THAT IS NOT ON THE AGENDA, BUT IS WITHIN THE SUBJECT MATTER JURISDICTION THEREOF. PLEASE LIMIT YOUR COMMENTS TO THREE MINUTES. JASON, DO WE HAVE ANY COMMENTS ONLINE? OTHER. ONLINE? NONE. NONE HERE. ANY COMMENTS? BRENDA, THAT YOU RECEIVED NO COMMENT CARDS? NO. OKAY. THE APPROVAL. YOU DON'T HAVE TO APPROVE IT. THERE'S NO COMMENT. SO WE'LL MOVE ON TO THE NEXT ITEM. ALL RIGHT. REPORTS AND [Reports And Requests] REQUESTS. COMMISSIONER COMMENTS. AND THIS IS GENERALLY AN ITEM ON ALL OF OUR COMMISSIONS AND THE AND THE CITY COUNCIL WHERE THE BOARD GETS TO PROVIDE ANY COMMENTS THAT THEY WOULD LIKE TO MAKE TO, YOU KNOW, JUST FOR THE RECORD OR TO, TO STAFF. AND WITH THAT WOULD ALSO ASK FOR THE APPROVAL OR NO APPROVALS NEEDED ON THAT. THAT'S SIMPLY COMMENTS. ALL RIGHT. AND IF THERE ARE NO COMMENTS THEN YOU CAN MOVE TO ADJOURNMENT. AND YOU JUST IDENTIFY THE TIME. ALL RIGHT. ADJOURNMENT. THE TIME IS 522. AND I ADJOURN THIS MEETING. THANK YOU. CHAIR THANK YOU. THANK YOU EVERYBODY. WE'RE AVAILABLE TO YOU VIA EMAIL IF YOU HAVE ADDITIONAL QUESTIONS BEFORE OUR NEXT MEETING. SINCE WHEN? WHEN'S OUR NEXT MEETING? DECEMBER 16TH. DECEMBER 16TH. IS THE NEXT MEETING RIGHT? AND IT WILL BE. IT WILL STILL BE HERE. ALL RIGHT. THANK YOU. THAT'LL BE [00:50:03] OUR LAST MEETING OF THE YEAR, OBVIOUSLY. BUT BEFORE THAT, VINCE AND BRENDA WILL BE IN TOUCH WITH YOU GUYS WITH REGARDS TO COORDINATING THE BOOTH INFORMATION FOR THE PARADE. OKAY. THANK YOU FOR THE SUPPORT. THANK YOU, THANK YOU, THANK YOU, THANK YOU * This transcript was compiled from uncorrected Closed Captioning.
