[Presentations]

ONLY HAVE ONE UPDATE THAT WE WANTED TO PROVIDE YOU. AND IT IS REGARDING THE IMPROVEMENTS TO THE AVENUE 53 TOT LOT AND THAT PRESENTATION IS GOING TO BE LED BY OUR CITY ENGINEER, WHO IS JOINING US VIRTUALLY. AND YOU'LL BE ABLE TO SEE THEM ON THE SCREENS IN FRONT OF YOU AS WELL AS WELL THE SCREENS IN FRONT OF YOU. ANDREW, ARE YOU ON? YES. CAN YOU SEE ME? HI. WE CAN. OKA.

I APOLOGIZE FOR NOT BEING THERE IN PERSON. I HAD ANOTHER MEETING THAT LASTED UNTIL 430, SO I DIDN'T HAVE TIME FOR TRANSPORT. BUT THANK YOU FOR THE OPPORTUNITY TO PROVIDE THIS PRESENTATION. I'M GOING TO ATTEMPT TO SHARE MY SCREEN AND. I CAN TELL BY THE CAMERA BEHIND YOU, I CAN SEE THE TVS IN THE CAMERA AND I CAN SEE IT'S WORKING. OKAY. SO THIS IS A UPDATE FOR OUR PE29 AVENUE 53 TOT LOT PROJECT. SO FOR SOME BACKGROUND, THE AVENUE 50 TOT LOT. IT'S BEEN IDENTIFIED FOR DEMOLITION AND RECONSTRUCTION. YOU KNOW, AS FAR BACK AS EARLY 2022. WE HAVE INCLUDED IN SEVERAL GRANT PROJECTS THROUGHOUT THE PAST COUPLE OF YEARS TRYING TO SECURE FUNDING FOR THE PROJECT, AND WE SUCCESSFULLY INCLUDED IT IN OUR 2024 TCC GRANT APPLICATION. WE CURRENTLY HAVE AN ESTIMATED BUDGET OF. THE PROJECT THAT WE PUT IN THAT GRANT FOR $600,000, AND THIS WHOLE PROJECT WAS PRESENTED TO CITY COUNCIL IN MARCH OF 2024. AND WE DID GET SOME DIRECTION FROM CITY COUNCIL TO GUIDE US ON MOVING FORWARD FOR OUR FINAL DESIGNS. AS FAR AS THE SCHEDULE, IN ORDER TO ADVANCE THIS PROJECT AND HAVE IT MOVE QUICKLY, WE HAVE PERFORMED ALL OF THE PRELIMINARY DESIGN AHEAD OF TIME, SO WE ARE NOT USING GRANT FUNDS TO DO DESIGN. WE HAVE THE FULL DESIGN. DRAWINGS. IRRIGATION. LANDSCAPE, EVERYTHING DONE AHEAD OF TIME. SO THAT WAY AS SOON AS WE GET THE TCC GRANT AWARD, WE'LL BE

[00:05:03]

ABLE TO MOVE QUICKLY TO ADVANCE THIS TO A ON THE GROUND PROJECT. THE GRANT ALLOCATION. SO WE WERE AWARDED THE GRANT, BUT WE HAVEN'T THEY HAVEN'T ALLOCATED THOSE FUNDS TO US YET. THE GRANT ALLOCATION IS EXPECTED TO BE COMPLETED WITHIN THE NEXT COUPLE OF MONTHS. SO AS SOON AS THE GRANT FUNDS ARE ACTUALLY ALLOCATED AND WE'RE ABLE TO DISTRIBUTE AND UTILIZE THOSE FUNDS, WE ARE PLANNING ON MOVING ON THE TOT LOT. THE AVENUE 53 TOT LOT. QUICKLY. SO THE CITY WILL BE IN POSITION TO RELEASE THIS ENTIRE BID PACKAGE FOR COMPETITIVE BID. YOU KNOW, SHORTLY AFTER WE RECEIVE THE GRANT ALLOCATION. JUST TO KIND OF GO OVER QUICKLY THE EXISTING CONDITIONS. IT HAS, YOU KNOW, TWO PICNIC BENCHES THAT ARE KIND OF IN THE MIDDLE OF GRASS AREAS.

SO THEY'RE NOT ADA ACCESSIBLE. THERE'S NO FENCE AROUND THE PARK. SO IF YOU TRY TO PLAY BALL THERE, YOU PLAY WITH YOUR KIDS. THERE'S NOTHING REALLY PROTECTING THE KIDS FROM JUST RUNNING OUT IN THE STREET. THE PLAYGROUND EQUIPMENT IS OLD. THE LANDSCAPING IS KIND OF OVERGROWN. THE TREES ARE LEANING. SO WE HAVE IDENTIFIED JUST FOR THE PARK, DEMOLISHING THE WHOLE THING. AND THEN OBVIOUSLY RECENTLY, A VEHICLE DID CRASH OVER THE SIDEWALK AND CRASH INTO THE PLAYGROUND. SO IT ALSO HAS DAMAGE FROM THAT INCIDENT AS WELL. THIS IS A PICTURE OF THE PARK FROM THE INTERSECTION. AND YOU CAN SEE THE TWO TREES. THE TWO PRIMARY SHADE TREES THAT ARE ON THE SITE. ONE OF THEM HAS A LOT OF DEAD BRANCHES AND IS IN VERY POOR HEALTH, AND THE OTHER ONE HAS A KIND OF A SEVERE LEAN TO IT, SO IT'LL NEED TO BE REMOVED AS WELL. SAVING THE EXISTING TREES WASN'T AN OPTION. JUST BECAUSE OF THE POOR HEALTH AND THE SEVERE LEAN TO THE TO THE OTHER TREE. AS INDICATED, WE AR. WE HAVE ALREADY HIRED AN ENGINEER AND WE DO HAVE A FULL DESIGN PACKAGE READY FOR THIS PROJECT. IT INCLUDES FULL CIVIL.

IT HAS EVERYTHING SPECKED OUT AS FAR AS THE FURNITURE. THE PLAYGROUND EQUIPMENT AND EVERYTHING THAT'S GOING TO BE UTILIZED ON THE PARK. WHEN WE WENT TO CITY COUNCIL, THE MAIN THING WE ASKED THEM FOR WAS TO LOOK AT SOME DIFFERENT OPTIONS FOR PLAYGROUND EQUIPMENT. AND YOU KNOW WHAT KIND OF PLAYGROUND EQUIPMENT THEY THOUGHT WOULD BEST SUIT THE COMMUNITY? THIS IS THE SET THEY WENT WITH. YOU CAN SEE IT HAS MULTIPLE SLIDES, THE CLIMBING GYMS, AND THEN IT HAS MULTIPLE CLIMBING STRUCTURES IN THE BACKGROUND AS WELL. AND THIS IS A MOCK UP OF WHAT IT WOULD LOOK LIKE FROM THEIR SIDE. AND THESE AREN'T GENERIC PICTURES. THIS IS AN ACTUAL MOCK UP OF WHAT EQUIPMENT WOULD FIT ON THE SITE AND HOW IT WOULD ACTUALLY LAY OUT. SO YOU CAN SEE WE HAVE SOME JUNGLE GYM EQUIPMENT, SOME SWINGS, THE SLIDE STRUCTURE THAT HAS THE TWISTED SLIDE AND THE AND THE MULTIPLE SLIDES ON THE OTHER SIDE. YOU KNOW, AS WELL AS SOME OF THE CLIMBING STRUCTURES AND OF COURSE THE SOFT PADDED LANDING FOR THE KIDS FOR WHEN THEY JUMP OFF OF STUFF. LOOKING AT OUR FURNISHINGS. THESE ARE THE FURNISHINGS THAT ARE CURRENTLY SPECKED OUT ON THE SITE. WE'LL OBVIOUSLY WE'LL HAVE THE DRINKING FOUNTAINS THAT WILL BE ADDED TO THE PARK. WE'LL HAVE THE MORE DECORATIVE TYPE OF LIGHTS, AND WE'LL HAVE ADA ACCESSIBLE BENCHES. AND THEN REPLACING ALL OF THE PICNIC BENCHES WITH ADA ACCESSIBLE PICNIC BENCHES. WE'RE GOING KIND OF WITH LIKE BLUE AND GREEN THEMES, BECAUSE THAT MATCHES THE SAME COLOR SCHEME THAT WAS SHOWN ON THE PLAYGROUNDS. THIS IS A RENDERING THAT WE DID FOR THE PARK. THIS IS JUST A COLORIZED VERSION OF THE OF THE LANDSCAPE PLAN. SO THIS IS PROBABLY A LITTLE EASIER TO SEE AS FAR AS KIND OF OUR VISION ON HOW WE LAY THINGS OUT. WE WANTED TO MAINTAIN TWO PICNIC AREAS AND WE PLACED THEM IN THE CORNERS IN THE NORTHWEST AND SOUTHEAST CORNERS. THAT WAY, MULTIPLE PEOPLE CAN GO THERE, YOU CAN HAVE PICNICS, AND YOU'RE KIND OF ON OPPOSITE SIDES OF THE PARK.

YOU KNOW, INSTEAD OF BEING RIGHT ON TOP OF EACH OTHER. WE INCLUDED, OBVIOUSLY, THE SIDEWALKS LEADING RIGHT TO THEM. SO NOW THOSE PICNIC AREAS ARE FULLY ADA ACCESSIBLE AS THEY'RE SUPPOSED TO BE. AND ONE THING WE DID INCLUDE IN THE PARK WHEN WE WERE GOING BACK AND FORTH, A LOT ABOUT HOW TO DISCUSS IT IS WE DID INCLUDE THIS PERIMETER WALKWAY ALONG THE INTERIOR OF

[00:10:03]

THE PARK, AND THEN THERE'S A GATE AT THE NORTH WEST CORNER AND A GATE AT THE SOUTHEAST CORNER. THAT WAY, WHEN YOU'RE THERE, IF YOUR KIDS ARE PLAYING, THAT GIVES YOU KIND OF AN OPPORTUNITY TO WALK LAPS AROUND THE PARK. AS WELL. BECAUSE I KNOW A LOT OF PARENTS LIKE TO KIND OF DO THE WALKING LAPS WHILE WHILE THE KIDS ARE ENJOYING THE PARK. WE DID TRY TO KIND OF MAXIMIZE THE LAWN AREA A LITTLE BETTER THAN IT WAS BEFORE. THE WAY THIS LAWN AREA IS SET UP FOR THE PICNIC TABLE WAS DEAD CENTER, AND THE TREES KIND OF BLOCK IT, SO IT'S NOT REALLY A USABLE LAWN SPACE BECAUSE THE STRUCTURES IN THE TREES BLOCK IT. SO BY INTENTIONALLY PUTTING THE TREES KIND OF MORE TO THE PERIMETER AND PUTTING THE PICNIC BENCH IN THE CORNER, WE'RE ABLE TO TAKE THAT LAWN SPACE AND HAVE IT BE A LITTLE MORE OPEN. SO IT'S A LITTLE MORE FRIENDLY IF YOU'RE THERE WITH SINCE IT IS A TOT LOT, IF YOU'RE THERE WITH YOUNG KIDS AND YOU WANT TO KICK A SOCCER BALL OR PLAY CATCH, YOU KNOW THERE'S A LITTLE BIT MORE OPEN SPACE BY PUTTING THE TREES AND THE PICNIC AREA TO THE CORNERS. AND AGAIN, THIS NEW PLAN DOES HAVE A FENCE ALONG THE ENTIRE PERIMETER FACING THE STREET. SO IF YOU ARE KICKING A BALL WITH YOUR KIDS DOING SOMETHING LIKE THAT, THE BALL CAN'T ROLL OUT INTO THE STREET AND THE KIDS CAN'T JUST RUN OUT INTO THE STREET EITHER. SO IT DOES HAVE THAT THAT BETTER SAFETY ELEMENT TO THAT CONTAINMENT. THIS IS A RENDERING THAT WE DID. THIS DOES NOT SHOW THE PLAYGROUND EQUIPMENT. IT JUST KIND OF SHOWS WHERE THE PLAYGROUND EQUIPMENT WOULD BE.

BUT THIS RENDERING WAS DONE BEFORE WE HAD PICKED OUT THE PREFERRED PLAYGROUND EQUIPMENT THAT WE WERE LOOKING AT. SO AS YOU CAN SEE, FENCED IN ENTRANCES AT THE NORTHWEST AND SOUTHEAST CORNERS WITH THE PICNIC TABLES KIND OF ON THE OPPOSITE CORNERS. AND AGAIN, THIS WOULD BE LOOKING AT IT DIRECTLY FROM AVENUE 53. THERE IS A THIRD OPENING, KIND OF RIGHT IN THE MIDDLE THAT LEADS STRAIGHT TO THE PLAYGROUND WITH THE ADA ACCESSIBLE BENCHES, RIGHT HERE. SO YOU CAN COME IN AND SIT DOWN AND, YOU KNOW, ENJOY THE PARK WITH YOUR FAMILY. ANOTHER THING WE ARE LOOKING AT WITH THIS PROJECT, THIS WOULDN'T NECESSARILY BE PART OF THE PARKS PROJECT, BUT WE ARE HOPING TO UTILIZE SOME ADDITIONAL STREET FUNDS AND INSTALL A ROUNDABOUT AT THIS LOCATION AS WELL. GIVEN THAT IT'S A TOT LOT AND THAT IT IS KIND OF A AND BECAUSE AVENUE 53 IS A PRETTY WIDE STREET, AND WE DID RECENTLY HAVE THAT CAR CRASH THERE. I THINK THE KIND OF EXCESSIVELY WIDE INTERSECTION ENCOURAGES PEOPLE TO GO OUT THERE AND, YOU KNOW, DO DONUTS AND KIND OF GOOF AROUND RIGHT NEXT TO THE PARK. AND WE OBVIOUSLY WANT TO PREVENT THAT KIND OF SPEEDING, PREVENT THOSE KIND OF SHENANIGANS RIGHT IN FRONT OF A TOT LOT. SO AN ADDITIONAL PROJECT THAT WE HOPE TO ADVANCE WITH THE TOT LOT WOULD BE AN INSTALLATION OF A ROUNDABOUT WHERE WE WOULD BUMP OUT ALL THE ADA RAMPS, MAKE THE CROSSWALKS SMALLER, MAKE THE CROSSWALKS A LOT SHORTER DISTANCE, AND THAT'LL REALLY IMPROVE KIND OF THE PEDESTRIAN ACCESS AND THE COMMUNITY ACCESS TO THE PARK AS WELL. ALSO, WHILE FORCING THE CARS TO REALLY SLOW DOWN THROUGH THE INTERSECTION AND HOPEFULLY PREVENT THOSE SPEEDING CARS RIGHT IN FRONT OF THE TOT LOT. SO THAT IS MY QUESTION. AND UPDATE OR THAT'S MY UPDATES. DOES ANYONE HAVE ANY QUESTIONS ABOUT THE KIND OF OVERALL PROJECT OR SCHEDULES OR ANYTHING ELSE? QUESTIONS? NO. ANDREW, THIS IS COMMISSIONER AYALA. WHEN IS THIS PREDICTED TO BE DONE BY. IT WOULD BE DONE THE IT WOULD PROBABLY TAKE ABOUT SIX MONTHS TO COMPLETE, BECAUSE YOU HAVE TO ORDER ALL THE EQUIPMENT AND WAIT FOR IT TO GET THERE.

THE ACTUAL CONSTRUCTION WILL GO PRETTY QUICK ONCE WE BREAK GROUND. SO IF WE GET THE AWARD WITHIN THE NEXT TWO MONTHS, IT TAKES ABOUT ANOTHER TWO MONTHS TO ACTUALLY BID A PROJECT. AND THEN GET CONTRACTS READY. AND THEN MAYBE SIX MONTHS AFTER THAT. SO I MEAN, REALISTICALLY, WE COULD HAVE THIS COMPLETELY DONE WITH A GRAND OPENING WITHIN ABOUT TEN MONTHS. THAT'S, YOU KNOW, PROBABLY A BEST CASE SCENARIO. SO I'D SAY LIKE 10 TO 12 MONTHS IS A VERY REALISTIC DELIVERY. BUT THAT TIMING REALLY DEPENDS ON HOW FAST THE PLAYGROUND EQUIPMENT CAN BE.

[00:15:07]

KIND OF CAN BE MANUFACTURED AND DELIVERED. IF THAT CAN ARRIVE QUICKER, THEN OBVIOUSLY WE'D BE ABLE TO OPEN QUICKER. BUT BECAUSE WE DO HAVE THE FULL PLANS AND EVERYTHING READY TO GO, YOU KNOW WE WOULD BE READY TO MOVE ON. THIS PROJECT QUICKL. I DID FORGET TO MENTION THE TREES, THE PLANTS, WHEN I WAS GOING THROUGH MY PRESENTATION EARLIER. SO THESE ARE THE PLANTS THAT WE'RE PROPOSING TO PLANT AS WELL. SO REPLACING THE TREES WITH THE WITH THE FLAME BUSH, WHICH HAS A NICE WIDE CANOPY AND IT'S MUCH MORE COLORFUL. AS WELL AS THE I THINK IT'S A WADDELL AND THE BIRD OF PARADISE AS WELL. FOR THE BUSHES AROUND THE EDGE. THANK YOU. ANY ADDITIONAL QUESTIONS? SO, YEAH, I GUESS THIS IS. THIS IS MARCOS. EXCUSE ME. SO WE'RE JUST WAITING FOR THE GRANT TO COME IN, AND SO WE HAVE NO, LIKE, OFFICIAL WINDOW OF WHEN WE START THE PROJECT. SO I THINK THAT OUR ECONOMIC DEVELOPMENT TEAM IS LEADING THE EFFORT, REALLY ON THE FINALIZING OF THAT GRANT AGREEMENT. SO WE'VE BEEN AWARDED THE GRANT. AND FROM WHAT I UNDERSTAND IS WE'RE EXPECTING TO HAVE THAT GRANT AGREEMENT IN PLACE SOMETIME IN NOVEMBER. OKAY. IT'S KIND OF THE GOAL. AND THEN AS ANDREW MENTIONED, I THINK FROM THAT WINDOW HIS ESTIMATE IS TEN MONTHS. RIGHT, ANDREW. YES, I THINK I WAS EVEN INCLUDING THE MY ESTIMATE WOULD BE ABOUT 8 TO 9 MONTHS AFTER WE HAVE THE GRANT FUNDS AVAILABLE FOR USE. SO LIKE I SAID, WE HAVE ALREADY SECURED THE GRANT. THE GRANT HAS BEEN AWARDED TO THE CITY. AT THIS POINT. WE'RE JUST WAITING FOR THE FINAL GRANT AGREEMENT. SO THAT'S SO ONCE WE SIGN THAT AGREEMENT, THEN WE'RE ABLE TO ACTUALLY START SPENDING MONEY. SO THANK YOU. THANKS. ANYONE ELSE? ALL RIGHT. WE'RE GOOD.

THANK YOU, ANDREW, FOR YOUR PRESENTATION. YOU'RE WELCOME. THANK YOU. LOOKING FORWARD TO IT. THANK YOU. THANK YOU. SO WE MOVE ON TO NEW BUSINESS, AND WE DON'T HAVE ANY NEW BUSINESS.

OKAY. PUBLIC COMMENTS. ANY? NO COMMENTS ONLINE? NONE. OKAY. COMMISSIONER. COMMENTS. NOPE.

[Reports And Requests]

NOTHING. WELL, I DO HAVE ONE. THIS IS COMMISSIONER GALLEGOS. I KNOW IT'S BEEN A WHILE SINCE OUR LAST MEETING, AND I DID ASK COMMISSIONERS TO LET'S, YOU KNOW, SEE EACH OTHER OUT IN RIBBON CUTTING CEREMONIES. AND THERE'S ALWAYS BEEN AT LEAST 2 OR 3. I KNOW THERE'S A FEW TIMES THAT THERE WAS, I THINK ALL COMMISSIONERS AT ONE POINT. BUT LET'S CONTINUE ON. YOU KNOW, THE PUBLIC NEEDS TO KNOW WHO WE ARE. YOU KNOW, NOT BEHIND THE SCREEN, BUT UP CLOSE AND PERSONAL THERE, YOU KNOW, AT THE RIBBON CUTTING CEREMONY. SO I'D LIKE TO SAY, YOU KNOW, THANK YOU TO COMMISSIONERS. I KNOW WE HAD A RIBBON CUTTING CEREMONY FOR THE SUNBUS. YEAH. YOU KNOW, THIS PAST FEW DAYS, AND WE DO HAVE ANOTHER FEW RIBBON CUTTING CEREMONIES OR FESTIVALS UPCOMING DURING THIS YEAR. AND ONCE AGAIN, YOU KNOW, THANK YOU. THANK YOU. OH, WELL, IT'S GOOD GOING TO THOSE EVENTS. YOU KNOW. NO MORE. NO MORE COMMENTS. I'M PUBLIC DIRECTOR. PUBLIC WORK DIRECTOR. WE JUST ALSO WANTED TO ECHO THE ACKNOWLEDGMENT TO THE COMMISSIONERS ON YOUR PARTICIPATING IN A LOT OF OUR RECENT EVENTS. UP AND COMING, WE ALSO HAVE SEVERAL EVENTS AS THIS IS OUR EVENT SEASON. SO I WANTED TO AGAIN NOTE AND EXTEND THE INVITATION. THE HALLOWEEN CARNIVAL IS ON OCTOBER 24TH AND WE HAVE OUR TACOS, TEQUILAS AND CHAVEZ FESTIVAL COMING UP THIS WEEKEND ON OCTOBER 19TH. AND WE ALSO HAVE THE STATE OF THE CITY IN CASE THERE'S INTEREST IN ATTENDING THAT. I BELIEVE THAT IS OCTOBER 23RD, AND WE HAVE THE RUN WITH LOS MUERTOS ON NOVEMBER 9TH. NOVEMBER SECOND. PANCAKE BREAKFAST IS NOVEMBER 9TH AND SO IS SYNERGY ON NOVEMBER 9TH. SO THAT'S A BUSY DAY FOR US. SO I THINK THAT TAKES US PROBABLY TO PROBABLY OUR NEXT MEETING. AND THEN WE'LL GIVE YOU AN UPDATE ON SOME OF THOSE EVENTS AND THEN LEAD INTO OUR HOLIDAY EVENTS.

[00:20:04]

NICE. SOUNDS GOOD. YEAH. WE'RE ALL I'M PRETTY SURE WE'RE ALL SCHEDULED TO GO TO MOST OF THOSE EVENTS. THAT'S THAT'S ALL THE UPDATES I HAVE. THANK YOU SO MUCH. WELL, SORRY FOR THE SHORT AGENDA. WE JUST WANTED TO STILL HAVE SOME UPDATES FOR YOU. NO. IT'S NICE, IT'S NICE. DON'T WORRY. SO WE ADJOURN. WE ARE. ALL RIGHT. MEETING IS ADJO
