SO THIS ITEM IS OUR PUBLIC HEARING ITEM, THIS IS FOR THE REZONING OF POCKET SEVEN AREA, WHICH IS A COUNTY AREA, BUT WITHIN THE CITY SPHERE OF INFLUENCE, THE TITLE OF IT IS CHANGE OF ZONE 24, DASH ZERO SEVEN. SO IT'S A PROPOSAL TO PRE ZONE 51 PARCELS IN UNINCORPORATED RIVERSIDE COUNTY, TWO ZONING DESIGNATIONS. THE RESIDENTIAL ESTATE AND COMMERCIAL GENERAL. SO SOME BACKGROUND ON THIS. YOU MIGHT RECALL THAT IN 2023, THERE WAS A GENERAL PLAN AMENDMENT THAT CAME BEFORE YOU, IN ORDER TO ESTABLISH GENERAL PLAN DESIGNATIONS FOR SOME OF OUR, AREAS IN THE COUNTY THAT ARE IN THE PLANNING AREA FOR THE CITY.

BUT THEY ACTUALLY DID NOT HAVE DESIGNATIONS. THE REASON WHY WE CREATED DESIGNATIONS IN THOSE AREAS IS THAT THAT WOULD ALLOW THE CITY TO BE ELIGIBLE TO BE ABLE TO CONSIDER ANNEXATION IN THE FUTURE. SO ONE OF THOSE AREAS WAS THE POCKET SEVEN AREA. AND THAT AREA IS DESCRIBED MORE BY NORTH AREA NORTH OF AVENUE 52 OR WEST OF CALHOUN STREET. AND THEN EAST OF JACKSON STREET, AND JUST SOUTH OF THE LA COLONIA NEIGHBORHOOD, SO IN TOTAL, IT'S 51 PARCELS. IT'S GENERALLY, KIND

OF AGRICULTURAL, RURAL IN NATURE, IN THAT AREA. AND SO, SO WE ESTABLISHED TWO DESIGNATIONS.

ONE IS THE STATE RANCHO, WHICH IS KIND OF IN KEEPING WITH THE COUNTY DESIGNATIONS CURRENTLY.

AND THEN THE SUBURBAN RETAIL DISTRICT, WHICH IS THE AREA THAT WOULD COVER THE PARCEL OF THE FUNERAL HOME AT THE CORNER OF JACKSON AND AVENUE 52. SO PRE ZONING IS A PREREQUISITE FOR THE CITY TO BE ABLE TO SUBMIT AN ANNEXATION APPLICATION. AND SO THAT'S WHY THIS IS BEFORE YOU TODAY. SO WE HAVE THE GENERAL PLAN LAND USE. BUT WE DON'T HAVE THE PRE ZONING FOR THIS AREA. SO THE CITIES ARE ABLE TO PRE ZONE OUTSIDE OF THE CITY BOUNDARIES. AND WE NEED TO DO THAT IN ORDER TO SUBMIT APPLICATION. SO THIS IS THE AREA SHOWN ON THE MAP IN THE RED RECTANGLE. SO AS YOU CAN SEE BY THE AERIAL, IT'S, IT'S ADJACENT TO THE CITY OF INDIO. IT'S CURRENTLY IN THE SPHERE OF INFLUENCE OF THE CITY OF COACHELLA. YOU MIGHT RECALL THAT WE HAD, LAFCO APPROVAL FOR THIS TO BE INCLUDED AS PART OF THE SPHERE OF INFLUENCE. SO THIS MAP SHOWS THE OTHER PARTS OF THE SPHERE OF INFLUENCE TO THE EAST IN HASH, AND ALSO TO THE NORTH, SO OUR APPLICATION FOR ANNEXATION WOULD INCLUDE POCKET SEVEN, BUT ALSO THE OTHER SPHERE OF INFLUENCE AREAS TO THE EAST OF CALHOUN AND THEN NORTH OF POCKET SEVEN. SO AND THIS IS THE BOUNDARY OF THE ANNEXATION. SO IT'S BEYOND THE SCOPE OF WHAT'S EVEN IN HERE IN THE PRE ZONE. THE REASON WHY WE DON'T NEED A PRE ZONED THOSE OTHER AREAS IS THAT THEY ALREADY HAVE A PRE ZONING. SO JUST TO TAKE A STEP BACK. SO THESE WERE THE THREE AREAS THAT ARE IN THE PLANNING AREA FOR THE CITY. AND THE PLANNING AREA IS THE AREA THAT THE CITY PLANS FOR ITS FUTURE, WHERE IT POTENTIALLY COULD GROW INTO. SO IT HAS ESTABLISHED A PLANNING AREA THAT AREA WAS EVALUATED IN THE ENVIRONMENTAL IMPACT REPORT THAT WAS PREPARED WITH THE GENERAL PLAN, BUT THERE JUST WAS NOT A GENERAL PLAN.

LAND USE DESIGNATION ESTABLISHED BACK THEN. SO WE DID THAT. AND THAT'S WHY YOU SEE THOSE AREAS NOW HAVE THE COLOR THAT YOU SEE ON THE MAPS. AND THEN THE POCKET SEVEN AREA POINTED THERE IS THE STATE RANCHO DESIGNATION. THAT WAS THE GENERAL PLAN LAND USE AND ALSO THE SUBURBAN RETAIL, JUST TO GIVE YOU A BACKGROUND OF THE COUNTY GENERAL PLAN, LAND USE, IT'S A STATE DENSITY RESIDENTIAL AND COMMERCIAL RETAIL. SO WHEN WE TOOK THIS TO THE PLANNING COMMISSION AND CITY COUNCIL LAST YEAR, WE WERE TRYING TO MIRROR WHAT THE COUNTY ACTUALLY HAS ON THE BOOKS. SO, SO IT WOULDN'T BE A SURPRISE TO THE PROPERTY OWNERS OUT THERE AS FAR AS THE COUNTY ZONING, THESE ARE THE THREE DESIGNATIONS WHICH ARE MOSTLY COMPATIBLE WITH THE COUNTY GENERAL PLAN LAND USE, LIGHT INDUSTRIAL. I'M SORRY, LIGHT AGRICULTURE AND COMMERCIAL. SO REALLY ALLOWING FOR LOTS OF 20,000FT■!S AND A DENSITY OF 2.2 DWELLING UNITS PER ACRE. SO, SO WE THE, THE LAND USE CHANGE IN THE GENERAL PLAN WAS TO A STATE RANCHO. SO WE MIRRORED THE 2.2 DWELLING UNITS PER ACRE MAXIMUM. AND AGAIN, WHAT IT ALLOWS ONE 1 TO 2.2 DWELLING UNITS PER ACRE.

SUBURBAN RETAIL ALLOWS A FLOOR AREA RATIO OF ONE. AND THAT'S THE PARCEL WITH THE FOREST LAWN.

SO WHAT WOULD THIS LOOK LIKE ON OUR ZONING MAP? SO, YOU KNOW, WE HAVE DIFFERENT COLORS FOR DIFFERENT ZONES IN THE CITY, AND YOU COULD SEE A ROUND POCKET SEVEN. YOU COULD, AS I MENTIONED BEFORE, SOME OF THESE AREAS THAT OUR SPHERE OF INFLUENCE HAVE ALREADY PRE ZONING DESIGNATIONS.

RIGHT. SO TO THE EAST OF CALHOUN IT'S ZONED GENERAL NEIGHBORHOOD. SO THAT'S A LITTLE BIT MORE HIGH DENSITY ZONING BETWEEN 7 TO 25 DWELLING UNITS PER ACRE. BUT ALSO TO THE NORTH OF POCKET SEVEN IS GENERAL NEIGHBORHOOD AS WELL. AND THEN ALSO RURAL RANCHO, SO IN THE POCKET SEVEN AREA IN THE BLUE RECTANGLE IS, YOU KNOW, ALL THOSE MOST OF THE PARCELS EXCEPT FOR ONE. SO 50 OF THE PARCELS WOULD BE ZONED RESIDENTIAL ESTATE, IN OUR ZONING STANDARDS, WE HAVE THAT SO THAT IT WOULD ALLOW FOR 20,000 SQUARE FOOT MAXIMUM LOTS. AND AGAIN, THAT'S CONSISTENT WITH THE COUNTY ZONING. IT DOES ALLOW, ONE HOME ON EACH PARCEL, THE USE ALSO ALLOWS FOR, ANIMAL KEEPING LIKE EQUESTRIAN USES AS WELL AS, WE ADDED THE LODGING, SO YOU MIGHT RECALL WHEN WE TOOK

THIS BEFORE THE PLANNING COMMISSION LAST TIME. SO THE CITY COUNCIL JUST APPROVED THAT.

AND THEY'RE HAVING A SECOND READING ON THAT NEXT WEEK, AND THEN AGAIN, THE TWO DESIGNATIONS. SO THE TWO PRE ZONES ARE RESIDENTIAL ESTATE ZONED. AND THE GENERAL COMMERCIAL ZONE, AS FAR AS ENVIRONMENTAL REVIEW FOR, FOR THIS, THERE WAS AN ADDENDUM PREPARED WITH THE GENERAL PLAN AMENDMENT LAST YEAR. AND THAT ADDENDUM WOULD ADDENDUM IS YOU'RE IDENTIFYING THAT THERE ARE NO MORE SIGNIFICANT IMPACTS THAN THOSE THAT WERE ALREADY EVALUATED. UNDER THE EIR RIGHT, FOR THE GENERAL PLAN. SO WE MADE THAT DETERMINATION LAST YEAR WITH THE GENERAL PLAN AMENDMENT, BECAUSE THIS ZONING EFFORT IS ONLY TO MAKE IT COMPLIANT WITH THE GENERAL PLAN. THERE IS NO FURTHER ENVIRONMENTAL ANALYSIS. SO WE'RE MAKING A FINDING THAT IT'S CONSISTENT WITH THAT ADDENDUM FROM LAST YEAR. SO THE RECOMMENDATION IS THAT THE PLANNING COMMISSION DETERMINED THAT THE ANALYSIS OF THE PROJECT, ENVIRONMENTAL IMPACTS ARE BEST PROVIDED THROUGH THE ADDENDUM I JUST MENTIONED THAT WERE ADOPTED BY THE CITY COUNCIL THROUGH ENVIRONMENTAL ASSESSMENT 20 3-03 AND THAT YOU ADOPT THE ACCOMPANYING RESOLUTION. PC 2024 DASH 23 RECOMMENDING THAT THE CITY COUNCIL ADOPT THE CHANGE OF ZONE THAT WOULD PRE ZONE THE 51 PARCELS. SO THAT'S THE END OF MY PRESENTATION. I'M HAPPY TO ANSWER ANY QUESTIONS JUST TO GIVE YOU SOME IDEA OF WHAT OCCURRED ALONG THIS EFFORT. THERE WAS A LOT OF COMMUNITY OUTREACH THAT HAPPENED. THE NOTIFICATION TO PROPERTY OWNERS, I'M HOPING THAT'S A GOOD THING THAT NO ONE SHOWED UP, AND SO THAT MEANS PEOPLE ARE WELL AWARE THAT THIS WAS GOING TO TAKE PLACE IN THOSE COMMUNITY MEETINGS. SO THE PRE ZONING CHANGES DOES IT. HOW DOES IT AFFECT THEM OR BECAUSE IT DOES KIND OF CHANGE INTO A GENERAL COMMERCIAL. SO THAT PROTECTS THEM IN SOME WAY. THE THAT PARCEL WILL BE RESIDENTIAL ESTATE. SO RESIDENTIAL ESTATE ALLOWS FOR HOUSING ANIMAL KEEPING. SO THEY DID SHOW UP TO THE COUNCIL MEETING. WHEN THE CHANGES TO THE ZONING CODE WERE RECOMMENDED. SO THEY ASKED THAT ANIMAL SERVICES, LIKE WHAT THEY PROVIDE. AND BECAUSE THEY WANT TO HAVE A FUTURE EXPANSION THAT THAT IT BE ALLOWED. SO WE INCLUDED THAT AS A STANDALONE USE IN THAT ZONE WITH APPROVAL OF A CONDITIONAL USE PERMIT. SO IF THEY WERE TO EXPAND, THEY WOULD COME BACK TO THE PLANNING COMMISSION. OKAY BUT, BY US APPROVING THIS, THEY WOULD CONTINUE TO BE ABLE TO OPERATE AS THEY ARE TODAY.

SO THE PLANNING COMMISSION WILL BE INVITED TO THAT. AND I'M SURE AS THE PLAN DEVELOPS, THIS WILL BE PRESENTED IN FRONT OF THE PLANNING COMMISSION. SO A LOT OF PEOPLE ATTENDED THAT, SESSION AS WELL, WE GOT TO REPORT ON THE COMMUNITY RESILIENCE CENTER AT THAT PRESENTATION. SO PEOPLE WERE EXCITED ABOUT IT BECAUSE WE'RE ONE OF THE TEN CITIES IN THE STATE THAT RECEIVE THAT FUNDING. SO THEY WERE CURIOUS TO SEE WHAT WE'RE DOING. AND WHATEVER BECAME WITH THAT OF THAT GRANT THAT WE HAD APPLIED FOR, WITH, THROUGH THEM FOR SOME PLANNING THAT WE WERE GOING TO RECEIVE. RIGHT. I BELIEVE WITH THE GENTLEMAN FROM RICKS ENGINEERING, WHAT, YOU KNOW, WHAT TYPE OF GRANT IT WAS, IT WAS, WE APPLIED THROUGH ARPA, RIGHT? FOR PRO BONO. YES. YEAH WE'LL BRING THAT BACK. IT'S BEEN REALLY DELAYED, ACTUALLY, EXPECTING IT WOULD HAVE BEEN IN SPRING. AND SO THAT'LL BE IMPORTANT BECAUSE HOWEVER THAT DEVELOPS ON THE OTHER SIDE OF THE RAILROAD, THAT COMMUNITY WILL BE ABLE TO BE CONNECTED TO THE DOWNTOWN IN THE FUTURE. SO WHAT DOES THAT LOOK LIKE? AN AERIAL CROSSING OR. YES, AND THAT'S BECAUSE THE PACIFIC WON'T ALLOW A PEDESTRIAN CROSSING, LIKE AT GRADE. SO I ALWAYS THINK AT GRADE IS BETTER. RIGHT.
