AND THIS IS RELINQUISHING PROJECT MANAGEMENT AND PROJECT LEAD RIGHTS. AND RESPONSIBILITY OF HPB 5294 018 FROM THE CITY OF COACHELLA TO THE 29 PALMS BAND OF MISSION INDIANS PRAYER ASSEMBLY BILL AB 2261. OKAY. STAFF REPORT. SO THE STAFF REPORT WAS PROVIDED WITH THE AGENDA, AND AS, MR. HERNANDEZ HAS STATED THAT THE WE'RE ASKING YOU TO ADOPT A RESOLUTION TO TRANSFER THE LEAD RESPONSIBILITIES FROM THE CITY OF COACHELLA TO TWENTYNINE PALMS, PREVIOUS ACTION WITH THE BOARD. WE'VE PASSED RESOLUTIONS IN THE PAST IN ORDER TO AUTHORIZE THE CITY TO BE THE LEAD AGENCY AND TAKE ON CONTRACTS RELATIVE TO THE, DYLAN ROAD BRIDGE PROJECT, BUT DUE TO SUCCESSFUL LOBBYING WITH TWENTYNINE PALMS, WE HAVE A NEW STATE LAW THAT ALLOWS THEM TO TAKE ON THE LEAD AGENCY AND MANAGEMENT RESPONSIBILITIES FOR THE PROJECT, SO WE ARE ASKING TO RELINQUISH THE RESPONSIBILITIES THAT WERE ASSIGNED TO COACHELLA IN THE PREVIOUS RESOLUTION AND ALLOW THOSE LEAD AGENCY RESPONSIBILITIES TO BE TRANSFERRED TO THE TWENTYNINE PALMS BAND OF MISSION INDIANS, I CAN GO THROUGH AND READ SOME OF THE BACKGROUND OR DISCUSSION OR IF, IF EVERYONE HAS HAD A CHANCE TO READ THE STAFF REPORT AND LOOK THROUGH THE RESOLUTIONS, THEN I COULD ALSO ENTERTAIN A MOTION IF THAT IS SOMETHING. I THINK WHAT'S IMPORTANT HERE IS THAT, WE ACKNOWLEDGE THE WORK OF THE TRIBE AND GETTING AB 226, ONE PASS AND ALLOWING, TRIBES TO NOW BE LEADS AS WELL AS RECEIVE STATE AND FEDERAL DOLLARS ON PROJECTS THAT HOPEFULLY OUR GOAL IS TO TRY TO FAST TRACK OR GET MORE MOMENTUM ON SOME OF THESE DEALS. SO TO THAT END, RIGHT, I MEAN, WE DO HAVE VARIOUS TRIBES. AND I THINK FOR US IN COACHELLA, IT'S A MATTER OF WANTING TO BUILD INFRASTRUCTURE. AND I BELIEVE THAT THAT'S THE SAME SENTIMENT WITH BOTH OF OUR OR ALL THREE OF OUR TRIBAL PARTNERS HERE IN THE CITY, THAT THEY WANT TO DO THEIR PART IN BUILDING INFRASTRUCTURE. SO I THINK IT'S A GOOD THING THAT THE TRIBES WILL NOW BE ABLE TO BE THE PROJECT LEAD. AND SO I I'LL MAKE A MOTION IF, TO APPROVE THE ACTION. AND IF THERE'S SOME

DISCUSSION, WE CAN HAVE THAT AS WELL. I'LL SECOND THAT MOTION AND ALSO ON BEHALF OF CHAIRMAN AND PALMS, THANK THE CITY OF COACHELLA AND THE MAYOR AND STAFF AND COUNCIL FOR TAKING THIS FOR HOW MANY YEARS TO GET IT TO WHERE IT IS NOW. AND, WITH THIS NEW AB BILL, ALLOWING THE TRIBES TO NOW STEP IN AND ASSIST THE LOCAL COMMUNITIES AND CITIES SO THE BURDEN ISN'T AS LARGE ON YOUR PLATES. AND BE A GOOD PARTNER AND HELP NOT ONLY WITH INFRASTRUCTURE DIRECTLY ADJACENT, BUT INFRASTRUCTURE IN NEED FOR THE COMMUNITY. BECAUSE THIS BILL ALLOWS US TO DO THAT.

AND THE MONEY AND THE MONEY BEING CLARIFIED, SINCE THE MONEY HAS BEEN SECURED THROUGH HBP AND WE HAVE A CLEAR PATH ON HOW TO DIRECT THAT MONEY. THE NECESSITY OF THE JPA IS NO LONGER NECESSARY FOR THE IMMINENT COMPLETION OF THE BRIDGE. SO THE RECOMMENDATION OF THIS RESOLUTION IS TO TERMINATE THE JOINT EXERCISE POWERS AGREEMENT BETWEEN OUR THREE AGENCIES AND DISSOLVE THE DILLON ROAD JOINT POWERS AUTHORITY.
