AGENDA RECEIVED DIRECTION, BUT NO REPORTABLE ACTIONS WERE TAKEN. THANK YOU. ALL RIGHT, WELL, WITH THAT, WE'LL MOVE ON TO ITEM NUMBER FIVE, WHICH IS A NATIONAL LATINO PHYSICIAN DAY PROCLAMATION. IS THERE ANYONE HERE THAT WOULD LIKE TO ACCEPT THE NATIONAL LATINO PHYSICIAN PROCLAMATION THERE ON ZOOM? OH, IT'S MY. SHE'S COOL. WELL I MRS. MARTINEZ CEBALLOS, WELCOME, I'M GOING TO GIVE YOU THE FLOOR. IF YOU CAN MAYBE SAY A FEW WORDS, AND THEN WE'LL PRESENT YOU WITH THE PROCLAMATION VIRTUALLY. IT'S. YES. NICE YES. THANK YOU. MAYOR. I ACTUALLY WANTED TO HAVE SHEILA THORNTON GO FIRST. AND SHE DOES HAVE, OTHER MEETINGS THAT SHE NEEDS TO GO TO AFTER. WELCOME, SHEILA. HELLO, ALL. THANK YOU FOR HAVING ME. I, AM DELIGHTED THAT MARIELLA ADVANCED THIS PROCLAMATION, AND I. YOU ALL KNOW THE MISSION OF ONE FUTURE IS ABOUT MAKING SURE THAT WE'RE BUILDING A HIGH QUALITY WORKFORCE FROM WITHIN OUR OWN STUDENT POPULATION AND BEING SURE THAT, WE ACKNOWLEDGE THE GIFTS AND POTENTIAL SOLUTIONS THAT ARE GOING TO COME OUT OF OUR OWN STUDENT POPULATION. SO, A BIG FOCUS FOR US IS ON HEALTH CARE PATHWAYS IN THE COACHELLA VALLEY. AND, AS YOU ALL KNOW, WE HAVE A SIGNIFICANT DEFICIT. IT'S NOT JUST IN THE COACHELLA VALLE, IT'S NATIONWIDE, BUT A PRIMARY CARE PHYSICIANS MORE IMPORTANTLY, WE HAVE A SIGNIFICANT DEFICIT OF, PRIMARY CARE PHYSICIANS WHO ARE CULTURALLY RELEVANT AND RESPONSIVE TO THE COMMUNITIES THAT THEY SERVE, BOTH FROM THE CULTURAL PERSPECTIVE BUT LINGUISTIC PERSPECTIVE. AND THIS AFFECTS OUR RESIDENTS HEALTH, IT AFFECTS, OUR OVERALL COMMUNITY'S HEALTH AND I AM JUST DELIGHTED THAT MARIELLA, WHO IS ONE OF OUR ONE FUTURE SCHOLARS HERSELF, IS LEADING THE WAY IN REQUESTING THIS AND THAT. THE CITY HAS CREATED THIS PROCLAMATION. YOU'RE LEADING THE WAY TO FOCUS ON HOW WORKFORCE AND HEALTH WORKFORCE IS GOING TO CONTRIBUTE TO THE FUTURE HEALTH OF THE OVERALL COACHELLA VALLEY. THANK YOU. MARIELLA. THE FLOOR IS YOURS. YES. THANK YOU. THANK YO. SHEILA. AND THEN. THANK YOU.CITY COUNCIL, FOR RECOGNIZING OCTOBER 1ST AS THE NATIONAL DAY OF THE NATIONAL LATINO PHYSICIAN DAY, SO THIS HAS BEEN A MOVEMENT THAT HAS BEEN IN THE WORKS FOR THE PAST THREE YEARS, AS YOU ALL HAVE BEEN PROBABLY HEARING THAT AS ONLY 6% IS WHAT BASICALLY MAKES UP THE AMOUNT OF PHYSICIANS THAT ARE LATINOS IN THE UNITED STATES. I THOUGHT THAT THIS PROCLAMATION WAS IMPORTANT FOR OUR COMMUNITY BECAUSE IT'S THE FIRST STEP FOR US TO ALL RECOGNIZE THAT WE NEED, TO WORK AS A COMMUNITY TO INCREASE THE AMOUNT OF LATINO PHYSICIANS IN OUR COMMUNITY, ESPECIALLY BECAUSE YOU KNOW, WE HAVE CLINICS THAT ARE UNDERSTAFFED AND SO WHAT BETTER
[00:05:02]
WAY TO HELP INCREASE THE LATINO PHYSICIANS IN OUR COMMUNITY SO THAT THEY CAN COME BACK AND SERVE BECAUSE THEY UNDERSTAND THE COMMUNITY AND THEY SPEAK THE LANGUAGE. SO I'M HOPING THAT, YOU KNOW, THIS WILL ONLY JUST BRING MORE AWARENESS IN THE COMMUNITY. AND HOPEFULLY THOSE INDIVIDUALS WHO ARE THINKING OF PURSUING A CAREER IN MEDICINE. AND, YOU KNOW, I'M NOT JUST TALKING ABOUT PHYSICIANS, BUT IT COULD BE NURSES, PAS NURSE PRACTITIONERS, I HOPE THAT THIS WILL JUST BRING MORE AWARENESS TO INCREASE THE NUMBER. SO ONCE AGAIN, THANK YOU SO MUCH FOR, YOU KNOW, PRESENTING THIS PROCLAMATION, AS A COMMUNITY, THIS HOPEFULLY WILL BRING AWARENESS AND IN THE LONG TERM WILL INCREASE THE AMOUNT OF, HEALTH CARE WORKFORCE IN THE REGION. AND THANK YOU, MARIELLA, FOR DOING THIS, BECAUSE YOU'RE YOU'RE LOCAL AND YOU'RE ALSO DID YOU GRADUATE ALREADY OR ARE YOU PRACTICING? YOU'RE ALSO A PHYSICIAN, SO I'M CURRENTLY A FOURTH YEAR. I ACTUALLY JUST SUBMITTED MY RESIDENCY APPLICATION YESTERDAY, SO I THINK THAT'S A GOOD POINT. RIGHT. IS LIKE, THIS IS A VERY LONG JOURNEY, FOR A LOT OF US, IT'S ABOUT AN AVERAGE OF IT AVERAGES ABOUT TEN YEARS. SO IT CAN BE VERY DISCOURAGING FOR PEOPLE. RIGHT. GIVEN THAT IT'S A LONG PATH, BUT YES. SO CURRENTLY I'M APPLYING TO RESIDENCY. THIS IS MY LAST YEAR. BUT YES, WE NEED MORE. EVEN THOUGH IT'S A VERY CHALLENGING AND LONG JOURNEY, WE NEED TO CONTINUE ENCOURAGING PEOPLE IN OUR COMMUNITY TO PURSUE THIS CAREER.WELL, WE'RE VERY PROUD OF YOU BECAUSE YOU'VE YOU'VE BEEN THROUGH A LOT AND, YOU KNOW, YOU DIDN'T LET ANYBODY, RAIN ON WHAT YOU WANTED TO DO. AND YOU'VE DONE A GREAT JOB OF PURSUING THE MEDICAL FIELD. AND WE LOOK FORWARD TO HAVING YOU BACK. CAN I READ THE PROCLAMATION REAL QUICK? I'M GOING TO READ A COUPLE OF WHEREASES, AND THEN I'M GOING TO PASS THE MIC TO THE COUNCIL. AND THIS IS THE CITY OF COACHELLA, CALIFORNIA. PROCLAMATION THIS IS WHEREAS THE CITY OF COACHELLA IS HOME TO A PROUD AND VIBRANT LATINO COMMUNITY THAT HAS BOLSTERED THE CITY IN THE REALMS OF ARTS AND MUSIC, BUSINESS, FINANCE, LAW AND GOVERNMENT. EDUCATION SOCIAL SERVICES AND SCIENCE AND MEDICINE. AND WHEREAS, LATINO PHYSICIANS HAVE PLAYED A VITAL ROLE IN HELPING TO ADDRESS HEALTH CARE DISPARITIES IN THE CITY, PROVIDING CULTURALLY COMPETENT CARE, ADVANCING MEDICAL RESEARCH AND EDUCATION, AND CONTRIBUTING IMMENSELY TO THE BETTERMENT OF THE CITY. AND WHEREAS THESE DEDICATED PHYSICIANS ALSO SERVED SERVED ON THE FRONT LINES DURING AND AFTER THE COVID 19 PANDEMIC, SHOWING THEIR UNWAVERING RESILIENCE AND COMPASSION IN THE FACE OF ADVERSITY. AND WHEREAS THE WIDE ARRAY OF HEALTH CARE SERVICES PROVIDED BY PROFESSIONAL LATINO PHYSICIANS CONTINUES TO BE AN INCREASINGLY IMPORTANT COMPONENT OF THE CITY OF COACHELLA'S HEALTH CARE DELIVERY SYSTEM. AND WHEREAS OCTOBER 1ST, 2024 HAS BEEN DESIGNATED AS A NATIONAL LATINO PHYSICIAN DAY TO HONOR AND CELEBRATE THE DEDICATION AND ACCOMPLISHMENTS AND TIRELESS COMMITMENTS OF LATINO PHYSICIANS IN THE MEDICAL FIELD. NOW THEREFORE, I, STEVEN HERNANDEZ, MAYOR AND THE CITY COUNCIL OF THE CITY OF COACHELLA. BY THE POWERS VESTED IN US, DO HEREBY PROCLAIM OCTOBER 1ST, 2024, TO BE DESIGNATED AS NATIONAL LATINO PHYSICIAN DAY AND ENCOURAGE ALL RESIDENTS TO SUPPORT AND RECOGNIZE LATINOS, PHYSICIANS AROUND THE CITY AND COUNTRY. SO HERE IS THE PROCLAMATION. I KNOW YOU'RE YOU'RE STUDYING, BUT WE WILL SEND IT TO YOU AND TO THE ORGANIZATION, TO SHEILA, AS WELL. COUNCIL JUST, MARIELA AND ALL THE LATINO PHYSICIANS WERE, YOU KNOW, THANK YOU SO MUCH FOR ALL YOU DO, AND FOR, YOU KNOW, WE UNDERSTAND THAT, OUR PARENTS AND PEOPLE LIKE US, YOU KNOW, A LOT OF TIMES, YOU KNOW, WE WERE TRANSLATORS FOR OUR PARENTS WHEN THEY WERE GOING TO THE DOCTORS. AND BECAUSE OF THE LACK OF REPRESENTATION IN THAT FIELD, AND SO NOT TO PUT MORE ON YOUR SHOULDERS, BUT, YOU KNOW, YOU HAVE A WHOLE COMMUNITY THAT'S BEHIND YOU AND, YOU KNOW, SUCH CAPACITY THAT YOU ALL HAVE AND, AND CREATING A BETTER FUTURE FO, OUR LATINO COMMUNITY, BUT ALSO OUR, OUR, OUR AMERICAN POPULATION AS A WHOLE, AS WE GROW TO BE MORE DIVERSE AND FIELDS THAT HAVEN'T BEEN AS DIVERSE CONTINUE TO DIVERSIFY, AND SO AND WE KNOW THE PATH, THAT, THAT THAT YOU HAD IS HARDER FOR THE NEXT GENERATION BECAUSE YOU'RE LEAVING IT BETTER, AND THEY HAVE MORE ROLE MODELS LIKE YOURSELVES TO LOOK UP TO AND TO REACH OUT FOR SUPPORT. SO THANK YOU. SO MUCH FOR THIS. ALL RIGHT. IF THERE ARE NO OTHER COMMENTS, JUST BRIEFLY, MARIELLA, THIS IS STEPHANIE FELICIDADES. I THINK THAT YOU'RE DOING SUCH A GREAT JOB AND IT DEFINITELY SOUNDS LIKE A LOT OF WORK YOU'RE APPLYING TO RESIDENCY NOW, SO I CAN'T EVEN IMAGINE ALL THE
[00:10:04]
STRESS THAT COMES WITH THAT. BUT FELICIDADES, I THINK YOU ARE MAKING YOUR COMMUNITY EXTREMELY PROUD, AND WE'RE ROOTING FOR YOU OVER HERE. SO KEEP DOING WHAT YOU'RE DOING AND YOU KNOW, WHATEVER YOU NEED, LET US KNOW. BUT WE'RE VERY PROUD AND JUST WANT TO SAY, MARIELLA BROUGHT THIS ITEM TO ME AND THANK YOU, CITY MANAGER, FOR PUSHING IT THROUGH. AND, YOU KNOW, MARIELLA HAS TRIED TO BECOME A PHYSICIAN, AND SHE'S AT THAT BRINK OF HER RESIDENCY. AND PEOPLE, YOU KNOW, SHE TALKS ABOUT THE TEN PLUS YEARS, AND IT DOES TAKE TEN PLUS YEARS BECAUSE THE RESIDENCY IS JUST HALFWAY MARKER. RIGHT. MARIELLA, YOU STILL GOT TO DO YOUR RESIDENCY AND THEN GET BOARD CERTIFIED AND, THEN SHE CAN HAVE HER OWN PRACTICE DOWN HERE IN DOWNTOWN COACHELLA, AND WE'LL HAVE HER OPEN A PRACTICE RIGHT DOWN THE CORNER ON SIXTH STREET AND IN ORCHARD. SO I'M GLAD WE WERE ABLE TO DO THIS AND MAKE SURE THAT NEXT GENERATION OF PEOPLE FROM COACHELLA AND THE EAST VALLEY ARE ABLE TO PURSUE THE HEALTH CAREER PROFESSIONS WHICH ARE MUCH NEEDED IN OUR AREA. BUT ALSO WE NEED A LOT MORE PEOPLE IN THAT FIELD. MAKE SURE WE PROPERLY PIPELINE STUDENTS TO THOSE PROGRAMS, I'LL JUST SHARE A FEW WORDS. I KNOW THAT MANY OF MY COLLEAGUES HAVE ALREADY SHARED SOMETHING, WHEN I WAS LISTENING TO YOU SPEAK THE DAY OF THE WOMEN'S FORUM, WHAT STAYED WITH ME THE MOST IS ALL THE CHALLENGES THAT YOU WENT THROUGH AND OVERCOMING THEM, OBVIOUSLY YOUR PATH TO BEING A PHYSICIAN IS ONE THING, BUT IT'S ANOTHER TO GO THROUGH IT AS WE'RE LEARNING AND GROWING OURSELVES AND THERE'S ALL THESE ENVIRONMENTAL FACTORS AND FAMILY FACTORS THAT WE HAVE TO TAKE INTO CONSIDERATION. AND SO THAT'S WHAT I REMEMBER THE MOST, IS ALL THE OBSTACLES THAT YOU'VE GONE THROUGH AND THE HUSTLE AND STILL COMING OUT WITH BEING KIND AND PROFESSIONAL. AND SO KNOW THAT THAT'S GREATLY APPRECIATED AND VERY WELL ACKNOWLEDGED.THANK YOU FOR BEING HERE. AND, WE WILL BE MAILING OUT THE PROCLAMATION. WITH THAT. WE'LL MOVE ON TO WE HAVE A PRESENTATION FROM H.R. GREEN, A BROADBAND STUDY PRESENTATION.
WELCOME HELLO. HELLO. AND, SELENA, I DON'T KNOW IF YOU WANT TO PERHAPS, JUST REMIND THE COUNCIL OF THE GRANT AWARD THAT WE WERE ABLE TO RECEIVE AND. YES. GOOD EVENING, MAYOR AND COUNCIL MEMBERS. SO THE ITEM BEFORE YOU WAS FUNDED THROUGH A LOT OF GRANT FROM THE CPUC IN THE AMOUNT OF, I BELIEVE IT WAS TWO, THREE, FOUR, $234,000. AND SO THAT ALLOWED THE CITY TO THEN CONDUCT AN RFP AND HIRE H.R. GREEN TO DO THIS WONDERFUL WORK. AND SO WE'RE REALLY HAPPY THAT WE WERE ABLE TO GET THEM ON BOARD, BECAUSE THEY'RE ACTUALLY FACILITATING A WHOLE LOT OF WORK ACROSS THE COACHELLA VALLEY. SO IT'S REALLY VALUABLE TO HAVE THEM NOW CONDUCT THIS WORK HERE AT THE CITY OF COACHELLA. AND IRINA IS GOING TO GIVE US A LITTLE OVERVIEW OF THIS WORK, SO THANK YOU. THANK YOU, SELENA, FOR THAT WONDERFUL INTRODUCTION. MY NAME IS IRINA STEVENS, AND I AM PLEASED TO BE HERE TO GIVE AN INTRODUCTION OF THE BROADBAND PROJECT. SO H.R. GREEN IS A COMPANY THAT WAS CONTRACTED FOR THIS. WE ARE 109 YEAR OLD CIVIL ENGINEERING FIRM THAT WORKS TRADITIONALLY IN THE SECTORS OF TRANSPORTATION, WATER, ENVIRONMENTAL, CONSTRUCTION AND BROADBAND, WE HAVE A LOCAL OFFICE HERE IN PALM DESERT, AND OUR MISSION IS BUILDING COMMUNITIES AND IMPROVING LIVES. I WANTED TO START OUT WITH DOING A LITTLE BIT OF A LEVEL SETTING WITH THE NOMENCLATURE FOR WHAT WE'RE GOING TO BE TALKING ABOUT. SO HOW DO YOU DEFINE BROADBAND? WHAT IS IT ANYWAY? SO BROADBAND IS DEFINED AS INTERNET CONNECTIONS THAT HAVE A DOWNLOAD SPEED OF OVER 100MBPS. DOWNLOAD AND OVER 20MBPS UPLOAD. IF YOU ARE GETTING LESS THAN 25MBPS SPEED, YOU'RE CONSIDERED UNSERVED BY BROADBAND INTERNET. AND IF YOU ARE GETTING LESS THAN 100MBPS, YOU'RE CONSIDERED UNDERSERVED. WITH IF YOU REALLY WANT TO THINK ABOUT WHAT THAT MEANS IN PRACTICAL TERMS. SO THINK OF A THREE MEGABYTE, PHOTO THAT YOU CAN DOWNLOAD IN ONE SECOND. IF YOU HAD A MINIMUM OF 25MBPS INTERNET CONNECTION, SO WHAT REALLY MATTERS IN BROADBAND? SO THE EXPERIENCE OF BROADBAND ACTUALLY HAS A LOT OF FACTORS. WE TYPICALLY TALK ABOUT SPEED, BUT THERE ARE A NUMBER OF OTHER TYPES OF ATTRIBUTES SUCH AS LATENCY, CAPACITY AND RELIABILITY THAT ACTUALLY MAKE A BIG DIFFERENCE IN HOW YOU EXPERIENCE THE INTERNET, ANOTHER
[00:15:04]
LAYER OF THAT MIGHT BE WHAT YOUR WI-FI LOOKS LIKE IN YOUR HOME. AND A LOT OF THESE ATTRIBUTES HAVE TRADE OFFS DEPENDING ON WHAT BROADBAND TECHNOLOGY YOU'RE ACTUALLY USING. SO HOW'S BROADBAND DELIVERED. SO FOR EXAMPLE IT CAN BE WIRELESS. SO THROUGH SATELLITE OR YOUR CELLULAR CONNECTION IT COULD BE WIRELINE WHERE YOU HAVE CABLES ON POLES OR YOU PUT THEM UNDERGROUND. SO MOST OF COACHELLA IS COVERED WITH COAX CABLE. BUT REALLY THE MOST FUTURE PROOF STANDARD THAT WE HAVE RIGHT NOW IS FIBER. AND THAT'S THE TECHNOLOGY THAT WE'RE TRYING TO AIM FOR DEPLOYING THROUGHOUT THE CITY, FIBER TO THE HOME IS VIRTUALLY FUTURE PROOF. IT WILL LAST FOR DECADES, AND IT WILL PROBABLY SUPPORT ANY CAPACITY NEEDS THAT YOU WOULD NEED, FOR GENERATIONS, IT'S VIRTUALLY UNLIMITED IN ITS CAPACITY RIGHT NOW. IT'S ALSO, FAIRLY ROBUST AS FAR AS, NOT DEGRADING OVER TIME, SO REALLY JUST A ONE TIME INVESTMENT IS USUALLY WHAT'S NEEDED FOR DOZENS OF YEARS. SO PART OF WHAT THIS PROJECT AIMS TO DO IS REALLY, SEVERAL THINGS, FIRST OF ALL, WE WANT TO ANALYZE WHAT THE NEEDS ARE AND WHERE THE GAPS ARE. SO WE'RE TRYING TO ANALYZE WHERE UNDERSERVED AREAS ARE, WHERE THE CITY ALREADY HAS CAPACITY, WHAT KIND OF ASSETS IT OWNS, TRY TO DEFINE A VISION AND A PATH FORWARD OF WHAT THE CITY REALLY WANTS TO ACHIEVE, TRY TO USE THE INFORMATION THAT WE'VE GATHERED TO DO SOME ESTIMATES OF DIFFERENT TYPES OF PATHS FORWARD, HOW MUCH THEY WOULD COST, HOW MUCH INVOLVEMENT THEY WOULD REQUIRE FROM DIFFERENT PARTIES, DO SOME ANALYSIS OF EASIER PATHWAYS, SUCH AS POLICY SOLUTIONS, FIGURE OUT WHAT STAKEHOLDERS NEED AND WHAT THE BEST PATH FOR LONG TERM STRATEGY FOR BROADBAND MIGHT BE. SO BY DEVELOPING THIS BROADBAND MASTER PLAN, IT REALLY HELPS TO DO SEVERAL THINGS FOR THE COMMUNITY. IT HELPS PROMOTE ECONOMIC DEVELOPMENT, KEEPS, CURRENT RESIDENTS, FROM LEAVING IT KEEPS, IT'S ABLE TO PROMOTE FURTHER POPULATION GROWTH, CREATES BUSINESS OPPORTUNITIES, CREATES WORK FROM HOME OPPORTUNITIES, TELEHEALTH ONLINE EDUCATION. THERE'S A LOT OF QUALITY OF LIFE IMPROVEMENTS THAT CAN HAPPEN WITH, BROADBAND.ESPECIALLY IF IT'S AFFORDABLE, IF THERE'S DIGITAL LITERACY AND IF THERE IS, INTERNAL AND EXTERNAL OPERATIONAL EFFICIENCIES THAT CAN BE ACHIEVED. SO OUR PROCESS IS TYPICALLY FOLLOWS A FOUR STAGE PROCESS. SO RIGHT NOW WE'RE IN THE VISIONING STAGE WHICH IS REALLY GATHERING DATA AND INFORMATION. SO WE'RE FIGURING OUT A MARKET ASSESSMENT. WE'RE TALKING TO STAKEHOLDERS. AND WE'RE LAUNCHING A RESIDENTIAL AND BUSINESS SURVEY TO UNDERSTAND WHAT THE CAPABILITIES ARE WITHIN THE CITY AND WHERE THE NEEDS ARE, NEXT STEP WOULD BE USING THAT INFORMATION TO TRY TO ESTIMATE DIFFERENT PATHS FORWARD AND DIFFERENT OPTIONS, WHICH THEN LEADS TO A HIGH LEVEL NETWORK DESIGN AND EVENTUALLY WE WOULD FACILITATE A TYPE DEPENDING ON THE MODEL THAT IS CHOSEN, A TYPE OF BUILD OUT. THIS IS A QUICK LOOK OF THE PROJECT SCHEDULE. ESSENTIALLY, THE NEXT STEPS ARE TO LAUNCH THE BROADBAND SURVEY TO CONDUCT THE ASSET INVENTORY OF WHAT ALREADY EXISTS AND CONDUCT STAKEHOLDER MEETINGS TO UNDERSTAND THE COMMUNITY'S NEEDS BETTER. HERE'S A MAP OF WHAT WE CALL THE FCC FABRIC. THAT IS, THE OFFICIAL DATA OF WHAT IS CONSIDERED SERVED AND UNDERSERVED IN THE CITY. YOU CAN SEE THAT A LOT OF THESE LOCATIONS ARE GREEN, WHICH MEANS THAT THE FCC CONSIDERS THEM SERVED BECAUSE THERE'S AT LEAST ONE PROVIDER THAT OFFERS AT LEAST 100MBPS SERVICE. THERE ARE A FEW SMALLER AREAS WHERE IT'S IN RED AND THOSE WOULD BE ELIGIBLE FOR THE BROADBAND GRANTS COMING DOWN FROM THE STATE OF CALIFORNIA LATER THIS YEAR. AND WE WILL USE THIS INFORMATION IN CONJUNCTION WITH THE RESULTS OF THE SURVEY IN ORDER TO CREATE MORE DETAIL AND GRANULARITY IN THIS OFFICIAL DATA THAT WE HAVE, I WANT TO TALK A LITTLE BIT ABOUT, DIFFERENT TYPES OF DIRECTIONS THAT YOU CAN THINK ABOUT MOVING FORWARD, KEEPING IN MIND THAT EVERYTHING THAT IS A PRIORITY OR
[00:20:05]
GOAL IS LIKELY TO HAVE TRADE OFFS THAT AFFECT SOMETHING ELSE. SO, FOR EXAMPLE, IF YOU WANT TO HAVE UBIQUITOUS SERVICE, FOR EVERY SINGLE RESIDENT IN THE COUNTY, THERE WILL LIKELY IN THE CITY THERE WILL LIKELY BE TRADE OFFS FOR, PERSONAL AFFORDABILITY OR CASH FLOW IN THE BUSINESS MODEL. THERE ARE, WIDE VARIETY OF MODELS THAT CAN BE IMPLEMENTED TO PROMOTE BROADBAND GROWTH. AND IT GOES FROM THE ONE END OF THE SPECTRUM OF FULL PRIVATE BROADBAND FROM PROVIDERS, WHICH IS WHAT COACHELLA HAS NOW TO THE OTHER END OF THE SPECTRUM, WHICH IS HAVING A FULL MUNICIPAL BROADBAND SERVICE THAT THEY PROVIDE IN BETWEEN, THEN, ARE A NUMBER OF PRIVATE PARTNER PUBLI, PRIVATE P-3'S THAT CAN BE USED DEPENDING ON, YOU KNOW, WHETHER YOU WANT A CERTAIN AMOUNT OF OWNERSHIP IN THE ASSETS, WHETHER YOU ARE WILLING TO HAVE OPERATIONAL AND MAINTENANCE RESPONSIBILITIES, YOU KNOW, CUSTOMER SERVICE AND MOSTLY, THE CAPITAL EXPENDITURES, WHICH IS THE BIGGEST OBSTACLE, IN THE NEXT FEW SLIDES, I JUST WANT TO QUICKLY GO OVER, KIND OF A PROS AND CONS OF EACH OF THE TYPES OF MODELS. SO MODEL ONE IS THE LEAST, IS THE LEAST COSTLY. AND THE LEAST INVASIVE. IT'S BASICALLY USING THE TOOLS YOU ALREADY HAVE AT YOUR DISPOSAL THROUGH POLICY AND, THROUGH INCENTIVES TO INCENTIVIZE PROVIDERS TO COME IN AND BUILD FIBER. AND IT WOULD REQUIRE MINIMAL STAFFING AND MINIMAL SERVICE PROVISION, A LITTLE BIT MORE OF A HANDS ON MODEL IS THE MIDDLE MILE. SO IF YOU THINK OF WHAT IS CALLED THE MIDDLE MILE IN TERMS OF TRANSPORTATION PARLANCE, YOU HAVE SO YOUR INTERSTATE HIGHWAYS WOULD BE YOUR BACKBONE, YOUR STATE AND COUNTRY ROADS WOULD BE YOUR MIDDLE MILE AND YOUR ARTERIALS AND SIDE RESIDENTIAL ROADS WOULD BE YOUR LAST MILE, THAT'S IMPORTANT CONTEXT BECAUSE WE ARE ALWAYS TALKING ABOUT THESE DIFFERENT LEVELS OF SERVICE, THE MIDDLE MILE IS SOMETHING THAT A LOT OF CITIES ALREADY HAVE THROUGH EITHER THEIR TRANSPORTATION INITIATIVES, THINGS WITH ELECTRIC SERVICES. ANYTHING THAT MIGHT HAVE TO DO WITH SOMETHING LIKE SMART METERS OR ANY OTHER SERVICE OR UTILITY PROVISION AND ONE STEP FURTHER FROM THAT IS THE OPEN ACCESS MODEL. ONCE YOU HAVE A MIDDLE MILE, YOU CAN OPEN UP AND LEASE THE DARK FIBER ASSETS, WHICH ARE EXTRA CAPACITY THAT YOU MAY ALREADY HAVE IN ORDER TO, INCENTIVIZE PROVIDERS TO USE THOSE, EXISTING ASSETS TO LOWER THE BARRIER OF ENTRY FOR THEM TO PROVIDE SERVICE TO UNSERVED AREAS, IT'S A YOU BUILD IT AND THEY WILL COME TYPE OF MODEL. IT DOES REQUIRE A LITTLE BIT MORE OF A HANDS ON, OPERATIONAL DAY TO DAY REQUIREMENT AND A POTENTIAL CAPITAL, INVESTMENT. THE LAST MODEL IS THE MOST INTENSIVE. IT'S THE FULL RETAIL MODEL, MUNICIPAL RETAIL MODEL WHERE YOU PROVIDE SERVICES DIRECTLY TO YOUR RESIDENTS, IT REQUIRES YOU TO CREATE AN INSTITUTION SURROUNDING THAT. SO AS I WRAP UP, I WANT TO KIND OF CREATE A REMINDER AND, MAKE SURE THAT ANYONE WHO'S OUT THERE LISTENING, IT PAYS ATTENTION TO THE BROADBAND SURVEY OPENING UP. IF YOU COULD TAKE YOU KNOW, A LOOK AT THE COUNTY OR THE CITY WEBSITE SOMETIME IN THE NEXT FEW WEEKS. AND TAKE THE SURVEY. THE INFORMATION WILL REALLY HELP.KIND OF SET US DOWN ON A BETTER PATH TO FIGURING OUT WHAT THE REALISTIC OPTIONS FOR THE CITY MIGHT BE. I'LL TAKE ANY QUESTIONS. THANK YOU. ANY QUESTIONS? COUNCIL VERY INTERESTING THAT, CHATTANOOGA HAS THAT FULL MUNICIPAL, WHAT'S THEIR LIKE? SO THE WHOLE CITY IS IT'S RUN BY THE MUNICIPALITY, RIGHT. SO, YEAH. SO CHATTANOOGA WAS ONE OF THE FIRST CITIES TO HAVE A LARGE SCALE, RESIDENTIAL FIBER TO THE HOME MODEL, AND THEY WERE VERY MUCH ENABLED BY THE FACT THAT THEY'VE HAD AN ELECTRIC UTILITY FOR DOZENS OF YEARS PRIOR TO THAT, THEY ALREADY HAD THE POLES. IT WAS JUST AN ADDITIONAL INFRASTRUCTURE STEP TO WIRE THE
[00:25:03]
POLES WITH FIBER. AND AN ADDITIONAL AND THEY ALREADY HAD AN OPERATIONAL INFRASTRUCTURE TO SUPPORT AN ADDITIONAL SERVICE. THAT IS NOT A COMMON SITUATION IN A LOT OF PLACES, BUT GENERALLY, IN CHATTANOOGA AND IN OTHER PLACES THAT HAVE BEEN SUCCESSFUL WITH MUNICIPAL BROADBAND, THERE WAS A MOSTLY A LACK OF PRIVATE PROVIDERS WHO WERE INTERESTED IN SERVING THE AREA, AND SO THEY STEPPED IN TO DO IT THEMSELVES, THERE ARE NO OTHER QUESTIONS. I LOOK FORWARD TO THIS THIS STUDY AND THIS REPORT, HOPE WAS HER NAME WITH THE CPUC WAS VERY INSTRUMENTAL IN GETTING US THESE DOLLARS. AND, WE WERE ABLE TO GET THE, THE DOLLARS HERE. THE REASON WE LOOKED AT THEM IS BECAUSE OBVIOUSLY THEY'RE NOT EVERYBODY HAS THE SAME INTERNET IN THE CITY. AND DEPENDING ON WHERE YOU'RE AT IN THE CITY, YOU EITHER GOT BETTER SERVICE OR YOU HAVE WORSE SERVICE. AND AT THE SAME TIME, YOU KNOW, WHEN YOU LOOK AT COACHELLA, THERE'S A COUPLE OF, I THINK, GOOD THINGS THAT WE HAVE. FOR EXAMPLE, WE HAVE A HUGE FIBER OPTIC LINE THAT RUNS IN THE MIDDLE OF THE CITY. AND THE IDEA THERE IS LIK, HOW CAN WE BUILD OFF OF THAT IN ORDER TO, YOU KNOW, GET THE SERVICE OR GET THE, YOU KNOW, THE SPEED THAT WE WANT FOR OUR RESIDENTS AND, IN ADDITION, THERE'S EFFORTS AT THE SCHOOL DISTRICT WHERE THEY'RE WORKING TO EITHER BRINGING SCHOOL BUSSES OR THEY'LL SET THEM UP IN DIFFERENT COMMUNITIES, THEY'RE THEY'RE LOOKING TO INCREASE INTERNET CAPACITY FOR OUR STUDENTS BECAUSE, INTERESTINGLY ENOUGH, AGAIN, THE CITY HERE IS, ONE THAT PUSHED THE BOND MEASURE WHERE WE PUT IPADS IN EVERYBODY'S HANDS EVERY STUDENT'S HANDS, NOT REALIZING THAT, YOU KNOW, THE PRIVATE SECTOR WASN'T GOING TO JUST INVEST, YOU KNOW, MILLIONS OF DOLLARS TO GET THE INFRASTRUCTURE UP. RIGHT. AND SO THERE'S AN OPPORTUNITY HERE TO LIKE, YOU KNOW, TO MAP THIS OUT FOR US. IS IT IS IT A FULL MUNICIPAL MODEL? IDEALLY. THAT'D BE GREAT. I MEAN, WE ARE TALKING ABOUT A MUNICIPAL ELECTRICITY COMPANY HERE AND, AND BUT YOU KNOW, WE COULD BUILD OFF OF THAT, YOU KNOW, PROBABLY IN THE INTERIM MAYBE WE'RE GOING TO LOOK AT SOME PUBLIC PRIVATE, YOU KNOW, KIND OF RELATIONSHIP. AND TRYING TO GROW AND MEET THE SERVICE DEMAND AND NEED. AND THEN AT THE SAME TIME, LIKE UNDER ALL OF THIS, THERE'S AN ISSUE OF AFFORDABILITY BECAUSE WE'RE, WE'RE A VERY, YOU KNOW, LOW SOCIOECONOMIC, SOCIOECONOMIC COMMUNITY WHERE, YOU KNOW, WE HAVE FOLKS THAT CAN'T AFFORD THE INTERNET. AND SO MAKING SURE THAT WE CAN PROVIDE INTERNET AT A COSTLY RATE OR AN AFFORDABLE RATE IS SOMETHING THAT WE CARE ABOUT. AND SO I LEAVE YOU WITH THOSE THOUGHTS. I DON'T KNOW IF YOU WANT TO ANSWER ANY OF THAT IN TERMS OF WHAT YOU'VE WHAT YOU'RE FINDING HOW WE CAN BUILD. BUT BUT THAT'S KIND OF THE PREMISE OF THAT. THAT'S THAT'S THE, THE UNDERPINNINGS OF WHY WE WENT THIS WAY TO EVEN APPLY FOR THIS GRANT. THERE'S A LOT OF DIFFERENT VARIABLES THAT ARE OUT THERE THAT THAT WE NEED SOME HELP MAPPING IT OUT, AND THEN AT THE SAME TIME GIVING US A CLEAR PATH OF WHERE WE SHOULD GO AS A CITY COUNCIL. AND A CITY, OBVIOUSLY, WITH THE HELP OF THE COMMUNITY THROUGH THEIR FEEDBACK, ETC. YEAH, THANK YOU FOR THOSE COMMENTS. AND WE ARE AWARE OF A NUMBER OF THOSE FACTORS THAT YOU MENTIONED, ESPECIALLY THE ISSUE OF AFFORDABILITY. I THINK THERE IS A CERTAIN HISTORICAL DEVELOPMENT OF HOW BROADBAND, REALLY BEEN BUILT OUT IN THIS AREA AND THE WAY THAT COMPETITION, HAS PLAYED OUT IN A WAY WHERE THERE MAY NOT BE MANY OPTIONS, ESPECIALLY AFFORDABLE OPTIONS, THERE ARE SOME GOVERNMENT PROGRAMS THAT MAY BE COMING THROUGH TO, ALLOW FOR THE SAME SUBSIDY THAT WE JUST LOST THROUGH THE AFFORDABLE CONNECTIVITY PROGRAM, BUT EVEN THOSE ARE STILL POSSIBLY A SMALL PERCENTAGE OF A DISCOUNT ON A BILL. SO REALLY, THE PRIORITY MAY BE OR DIRECTION MAY BE FINDING WAYS TO PROMOTE COMPETITION, WHICH WILL LOWER PRICES FOR YOUR RESIDENTS, THOSE ARE THOSE ARE ALL I MEAN, AGAIN, WE LOOK FORWARD TO THE FEEDBACK AND WHAT WE CAN DO. THE OTHER EXCITING PART ABOUT THIS CITY IS THAT IT IS GROWING. AND, AND SO THERE ARE SOME UNIQUE OPPORTUNITIES WHERE. RIGHT OF WAY CONDITIONING. YOU KNOW, ALLOWING EITHER THE PRIVATE[00:30:03]
SECTOR TO COME IN OR IF THE CITY CHOOSES TO KEEP THE RIGHT OF WAY FOR ITSELF, LIKE WE NEED TO REALLY BE ON TOP OF THAT AND COORDINATE AS A STAFF IN TERMS OF HOW DO WE MAKE SURE INTERNET GETS TO EVERYWHERE WE NEED. I'LL GIVE YOU AN EXAMPLE ABOUT WHERE I LIVE ON THE AVENUE 48 CORRIDOR VERIZON CAME IN WITH. LIKE THIS FIBER OPTIC LINE. AND, BUT THE NEIGHBORING COMMUNITY, IT WASN'T THERE BECAUSE, THE CITY COUNCIL OR PLANNERS LIKE THEY AT THAT TIME, THEY DIDN'T EVEN LOOK AT THAT OPTION. AND SO THOSE ARE KIND OF SOME OF THE THINGS IT'S LIKE, OKAY, HOW DO HOW DO HOW DO WE JUST CONTINUOUSLY CONTINUE TO BUILD SO THAT WE HAVE INTERNET? YOU KNOW, IT'S NOW A NECESSITY FOR THE WAY WE LIVE IN LIFE. YOU KNOW, I MEAN, EVERYBODY'S GOT AN IPHONE NOW AND A SMARTPHONE AND JUST WHAT WE DO, JUST A FEW QUESTIONS. WAS INDIAN RECIPIENT OF THE LATA GRANT AS WELL? I BELIEVE SO, YEAH. AND THEN, WAS IT DID YOUR COMPANY DO THE MASTER PLAN FOR THEM AS WELL? NO, THAT'S A DIFFERENT COMPANY. BUT WE ARE WORKING IN OTHER CITIES IN THE VALLEY. YEAH, I TOOK A LOOK AT THEIR MASTER PLAN AND IT WAS DONE VERY WELL, SOME OF THE QUESTIONS I HAVE IS LIKE, FOR THE SURVEY AND FOR THE PHASE OF THE VISION IS HOW LONG WOULD THAT TAKE TO COLLECT THE DATA BEFORE MOVING INTO WHAT DECISION WE'RE GOING TO BE GOING INTO? IDEALLY, WE WANT TO KEEP THE SURVEY OPEN, AT LEAST 45 DAYS OR SO, OR AT LEAST ENOUGH TO GET A STATISTICAL RESPONSE RATE SO THAT WE CAN GET ENOUGH OF GRANULARITY TO UNDERSTAND THE REAL SITUATION ON THE GROUND.THE BROADER TIMELINE OBJECTIVE IS TO HAVE ALL OF THE INFORMATION BEFORE THE STATE OF CALIFORNIA MOVES ON. BEDE GRANTS, WHICH IS NOT EXPECTED UNTIL THE END OF THE YEAR. AND THEN WHAT EFFORTS ARE YOU GOING TO BE COORDINATING WITH THE CITY TO GET THE SURVEYS OUT AND TO MARKET IT, SO THAT WE GET AS MANY APPLICANTS AS WE CAN? YEAH EXCUSE ME. I CAN SPEAK TO THAT, YEAH. WE'RE ACTUALLY WORKING WITH OUR PUBLIC INFORMATION OFFICER AND IN TRYING TO, YOU KNOW, FACILITATE LIKE THE SPANISH TRANSLATED VERSION OF THE SURVEYS AND THEN ENGLISH AND, AND THEN JUST ANY OTHER FORMS THAT, YOU KNOW, BECAUSE WE REALIZE WE HAVE TO MAKE THEM AS ACCESSIBLE AS POSSIBLE. SO WE WILL HAVE LIKE LINKS AND CODES, QR CODES AND THINGS LIKE THAT AND WILL BE, WILL ALSO FEATURE LIKE FLIERS. AND, WE WERE THINKING OF INCLUDING IT, INCLUDING THE INFORMATION ALSO IN THE OUR UTILITY BILL MAILER AND NEWSLETTER TO KIND OF JUST REALLY, GET IT OUT THERE SO WE CAN GET AS MUCH FEEDBACK AS POSSIBLE. AND THEN THE ENTIRE PHASE. SO THE FOUR PHASES THAT WE'RE GOING THROUGH HERE, HOW LONG DO YOU THINK IT WILL READ THE BUILD PHASE IS WHAT I'M MOST CONCERNED WITH. OBVIOUSLY I THINK THAT'S WHERE WE'RE GOING TO GET THE MOST CHALLENGES FROM. BUT USUALLY HOW LONG DOES IT TAKE FOR US TO GET THE MASTER PLAN DONE? WELL, RIGHT NOW, BECAUSE OF WE'RE STILL COLLECTING INFORMATION. I THINK IT ALL DEPENDS. RIGHT? I KNOW YOU GUYS GAVE US A PROJECT SCHEDULE, SO WE'RE TRYING TO. I GUESS OUR CHALLENGE IS WE'RE TRYING TO PAIR UP THE PROJECT SCHEDULE WITH, JUST OUR GRANT AS WELL, TO TRY TO MEET THE CRITERIA OF THE GRANT AND EXPENDING ALL THE EXPENDITURES AND THINGS LIKE THAT. SO I THINK BY WE SAY JULY OF NEXT YEAR. YEAH, IT'S ABOUT IT'S ABOUT A YEAR. SO PROBABLY JULY AT THE LATEST AUGUST. BUT WE'RE HOPING JULY JUST TO, YOU KNOW, CATCH PEOPLE BEFORE THE SUMMER AND THINGS LIKE THAT. BUT, WE, WE HAVE A VERY EXTENSIVE COMMUNITY ENGAGEMENT BUDGET. SO WE ARE GOING TO BE DOING LIKE RADIO ADS AND, YOU KNOW, ALL KINDS OF, OUTREACH EFFORTS AND MEETINGS AND THINGS LIKE THAT BECAUSE WE, IT WAS IMPORTANT TO THE CPUC THAT WE OBVIOUSLY REACH OUT TO PEOPLE AND GIVE THEM A CHANCE TO COME FORWARD AND LEARN ABOUT THIS WORK. AND JUST SO I CAN LEARN A LITTLE BIT MORE, THERE'S ADDITIONAL GRANT OPPORTUNITIES.
IS THAT WHAT WE'RE TRYING TO GET DONE BEFORE THE STATE? YES. AND THEN HOW MUCH GRANT OPPORTUNITIES WOULD BE AVAILABL? ABOUT THE SAME LIKE ABOUT THE SAME AMOUNT. AND SO TO KIND OF HELP PEOPLE GET TO THAT NEXT LEVEL. SO WE'RE TRYING TO WORK AS FAST AS WE CAN, BUT ALSO WITHIN REASON RIGHT NOW BECAUSE I IT'S NOT THAT EASY TO DO SOME OF THIS WORK. YEAH. YOU WANT TO SPEAK TO THAT. THE STATE OF CALIFORNIA HAS $2 MILLION THROUGHOUT ALL OF CALIFORNIA.
THE PRIORITIES THERE ARE REALLY FOR UNSERVED HOUSEHOLDS. THERE ARE, YOU KNOW, THE UNSERVED HOUSEHOLDS THAT EXIST IN COACHELLA COULD POSSIBLY BE FUNDED THROUGH THE GRANT, BUT
[00:35:02]
THERE MAY BE, OTHER OPTIONS THAT ARE A LITTLE MORE DIRECT FOR THE COMPETITIVE SITUATION. THAT'S ACTUALLY EXISTING IN THE CITY. YEAH. AND THEN MY LAST QUESTION IS FOR THE CITY OF INDIO, I THINK WE RECEIVED A LATTA GRANT ABOUT THE SAME TIME. RIGHT. DID THEY WERE WERE THEY AWARDED ANY ADDITIONAL GRANTS ABOVE THE LATTER? AND THEN WHAT WAS THAT AMOUNT? OH, I DIDN'T SEE. I'M SORRY. I DIDN'T SEE THAT, I, I KNOW THEY RECEIVED A LITTLE MORE FUNDING THAN WE DID, SO THEIR FUNDING AMOUNT WAS PROBABLY ABOUT 500 AND SOMETHING THOUSAND DOLLARS, BUT THEY ARE A BIGGER CITY, AND I DID NOT SEE ANY ADDITIONAL GRANT FUNDS THAT WENT TO THEM FROM THE CPUC. THERE'S NONE. AND THEN, I MEAN, THAT'S ONE OF THE BIG ISSUES RIGHT NOW. IS THAT A LOT OF THE FIRST MILE, LAST MILE IMPLEMENTATION DOLLARS, THERE'S A LITTLE BIT OF A BUDGET DEFICIT. AND SO SOME OF THAT IS BEING PLAYED WITH AND SO, I THINK WE'RE ON THE RIGHT TRACK. WE GOT TO MOVE FORWARD TO TRY TO GET A MASTER PLAN AND THEN GET SOME DELIVERABLES OF HOW WE WANT TO MOVE EITHER MIXED PUBLIC, PRIVATE, ETC. OR AND THEN WE GO, LET'S BE STRATEGIC AND WORKING WITH OUR PARTNERS TO TRY TO IMPLEMENT WHAT WE CAN. I ALSO WANT TO SAY THAT THERE'S, THERE'S VARIOUS EFFORTS GOING ON. SO CVAC HAS AN EFFORT AS WELL AS THE COUNTY OF RIVERSIDE AND OBVIOUSLY THE SCHOOL DISTRICT. SO, SO HOW ALL OF IT LAYERS IS, IS GOING TO BE FUN TO READ. SO WELCOME ABOARD. THANK YOU, THANK YOU, THANK YOU, THANK YOU, THANK YOU, WE'LL MOVE ON NOW TO A PRESENTATION ON SB 1383. PROGRAM UPDATES. WHO'S THAT? I WAS DOING SB 1383 OH. GOOD EVENING, MAYOR COUNCIL, WITH US THIS EVENING, THE COUNCIL HAD ASKED FOR AN UPDATE ON SOME OF OUR 1383 PROGRAMS. SO WE DID CONNECT WITH THE HAULER, AND WE DO HAVE AN UPDATE FOR YOU GUYS. I WANTED TO INTRODUCE CLARA VERA, WHO IS THE MUNICIPAL MARKETING MANAGER WITH BURRTEC. WE HAVE VERY SEAMLESS RELATIONSHIP WITH OUR HAULER, WHICH HELPS, REALLY HAS HELPED US PUSH FORWARD AND REALLY EXECUTE A LOT OF THE 1383 DELIVERABLES THROUGH THE STATE, WHICH IS A PROGRAM THAT IS ONGOING, AND WE CONTINUE TO COLLABORATE WITH THE STATE AS WELL AS OUR HAULER TO ENSURE WE MEET THOSE BENCHMARKS. AND WITH THAT, I'LL INTRODUCE SARAH CLARA. WELCOME HI. BUENAS TARDES. DISTINGUISHED MAYOR, COUNCIL, CITY MANAGER STAFF AND OUR COMMUNITY. GRACIAS. POR ESTA NOCHE. MY NAME IS CLARA VERA. WE'RE HERE TO DO THE MOST FUN PRESENTATION. WE'RE GONNA TALK A LITTLE TRASH TONIGHT, MOST IMPORTANTLY, ORGANICS AND RECYCLING. SO THANK YOU. AND I CAN BOUNCE AROUND FROM ENGLISH AND SPANISH TO MAKE SURE THAT I COVER OUR COMMUNITY, THAT WE HAVE A WE HAVE A TRANSLATOR, SO. OH, GOOD. OKAY, WELL, THEN I WILL STICK TO ENGLISH. I'LL GO AHEAD AND GET STARTED, AS AS MISS MARTINEZ MENTIONED, SB 1383, WHICH I HOPE THAT EVERYBODY HERE IS FAMILIAR WITH IS, THE STATE OF CALIFORNIA'S MOST EPIC ORGANIC RECYCLING LEGISLATION IN OVER 30 YEARS. WE ARE IMMENSELY PROUD TO BE PART OF THE CITY OF COACHELLA AND STAFF'S, CONTINUED IMPLEMENTATION OF ORGANICS, WHICH CITY OF COACHELLA WAS ONE OF THE FIRST IN THE REGION TO GO LIVE ON THE PROGRAM? TODAY'S AGENDA. WE'RE GOING TO GO OVER 2023 YEAR IN REVIEW SO WE CAN LOOK AT WHAT THAT LOOKS LIKE. WE'RE GOING TO GO OVER PUBLIC EDUCATION AND OUTREACH. SB 1383, A QUICK COMPLIANCE UPDATE, AND THEN GO OVER RESOURCES. CAL RECYCLE. FIRST AND FOREMOST, I'D LIKE TO REALLY GIVE A SPECIAL SHOUT OUT TO OUR CITY MANAGER AND MRS. MARTINEZ, YOUR DIRECTOR OF PUBLIC WORKS FOR A REMARKABLE JOB IN MEETING ONE OF MANY BENCHMARKS BENCHMARKS THAT ARE LAID OUT BY THE STATE OF CALIFORNIA. WE RECEIVED, WE THE CITY RECEIVED YOUR CONGRATULATIONS LETTER THAT YOU HAVE MET ONE BENCHMARK THAT CONTINUES TO BE MANY BENCHMARKS AS SB 1383 CONTINUES TO BE IMPLEMENTED AND MONITORED BY THE STATE OF CALIFORNIA. AND THAT WAS A LOT OF WORK. WE'RE TALKING ABOUT MONTHLY REPORTING, MONTHLY COMPILING OF PROGRAMS AND DELIVERABLES AND IMPLEMENTATION AND OUTREACH. THERE ARE 13 SECTIONS TO THIS ONE. REGULATION. AND THIS IS A SHOWCASE OF THE GREAT WORK THAT THE CITY PUT IN AND THE EFFORTS. AND AS MISS MARTINEZ MENTIONED, IT IS A CONTINUED EFFORT. WE PUT IN SEVERAL HOURS EVERY MONTH, SOMETIMES EVERY WEEK, WITH THE COMMUNICATIONS THAT CONTINUE TO BE OUT, LAID OUT, LAID OUT, LAID BY THE STATE OF CALIFORNIA IN ITS MONITORING PHASES OF SB[00:40:04]
1383. SO WE'LL DO A QUICK YEAR IN REVIEW. 2023 ORGANICS 2023 RESIDENTS HELPED DIVERT 5398 TONS OF ORGANICS FROM GOING TO THE LANDFILL. CONGRATULATIONS. THAT IS A 1% INCREASE FROM 2022.SO CONGRATULATIONS. BUSINESSES HELPED DIVERT 825 AND SOME CHANGE TONS FROM GOING TO THE LANDFILL. THANK YOU BUSINESSES FOR DOING THE RIGHT THING AND PARTICIPATING RECYCLING RESIDENTS HELPED DIVERT 1739 TONS OF RECYCLING MATERIAL FROM GOING TO THE LANDFILL. KUDOS.
LET'S KEEP UP THE GREAT WORK. LET'S MAKE SURE THAT WE REDUCE OUR CONTAMINATION. THERE BUSINESSES ALSO HELPED TO DIVERT 314 AND SOME CHANGE TONS FROM GOING TO THE LANDFILL. THANK YOU FOR RECYCLING RIGHT. AND IN 2023, FREE RESIDENTIAL CURBSIDE BULKY ITEM PROGRAM, WE.
SCHEDULED 8763 FREE BULKY ITEMS FROM ALL OF OUR RESIDENTS IN THE CITY OF COACHELLA, WHICH MEANS THAT RESIDENTS ARE DOING THEIR PART IN HELPING US KEEP OUR COMMUNITY CLEAN AND BEAUTIFUL.
ONE OF THE NEATEST THINGS ABOUT SB 1383 IS THAT THERE IS A MANDATORY REGULATORY ITEM THAT MANDATES THE CITY TO DO PUBLIC EDUCATION AND OUTREACH ON A YEARLY BASIS, WE ARE GEARING UP FOR QUARTER FOUR OF OUR PUBLIC EDUCATION AND OUTREACH CAMPAIGN, WHICH HAS INCLUDED NEWSLETTERS WILL INCLUDE AN OVERSIZE POSTCARD, UTILITY BILL, INSERTS FOR BOTH RESIDENTIAL AND COMMERCIAL PUBLIC SERVICE ANNOUNCEMENTS. ONE OF THE MOST EXCITING ONES THAT I'M SO HAPPY TO COLLABORATE WITH. MISS MARTINEZ AND THE CITY OF COACHELLA IS DOING, A BUS ADVERTISEMENT AT ONE OF THE STOPS YOU'RE LOOKING AT IT RIGHT HERE, SO I HOPE THAT EVERYBODY, WHILE YOU'RE WAITING FOR SUNLINE TO COME BY AND TO TAKE YOU ON YOUR TRAVELS, WE HOPE THAT YOU FIND THIS ADVERTISEMENT EXCITING. OR AT THE VERY LEAST, A GENTLE REMINDER TO PLEASE, PLEASE HELP US REDUCE THE AMOUNT OF ORGANIC WASTE THAT'S GOING TO THE LANDFILL. WE ALSO ANTICIPATE A WELCOMED BROCHURE THAT WILL HIGHLIGHT ALL OF THE NEW REGULATORY ACTIONS THAT THE CITY OF COACHELLA IS MANDATED TO PROVIDE, IN ADDITION TO ALL OF THE WONDERFUL FREE RESOURCES, PROGRAMS AND SERVICES THAT ARE PROVIDED TO RESIDENTS AND TO COMMERCIAL BUSINESSES. AND WE ALSO CONTINUE OUR EFFORTS TO DO QUARTERLY BILL MESSAGES THAT PROVIDES MESSAGES TO OUR COMMERCIAL SECTOR TO REMIND THEM OF ALL OF THE SB 1383 COMPONENTS. AB 341, AB 1826 AB 827. I'LL SPARE YOU THE LAST FEW ABS, BUT HAPPY TO CHAT WITH ANYBODY THAT WANTS TO TALK MORE ABOUT THOSE. PUBLIC EDUCATION AND OUTREACH CONTINUED EVENTS. WE HAVE FOUR SCHEDULED COMMUNITY CLEANUP EVENTS. THEY ARE ALL ALWAYS WELL ATTENDED AND WELCOMED. THE NEXT ONE HERE IS OCTOBER 12TH. WE LOOK FORWARD TO SEEING ALL OF OUR RESIDENTS. AND THEN WE HAVE NOVEMBER 16TH. WE WILL ALSO BE GEARING UP FOR QUARTER FOUR SOCIAL MEDIA CAMPAIGNS. YOU'RE LOOKING AT ONE RIGHT HERE TO REMIND EVERYBODY THAT ORGANICS SB 1383 IS THE LAW AND A SIMPLE REMINDER THAT EVEN THE APPLE CORPS GOES INTO OUR GREEN CONTAINER. NEW RESIDENTS CONTINUE, ALWAYS HAVE RECEIVED AND WILL CONTINUE TO RECEIVE UPDATED AND REFRESHED OR WELCOME KITS. WELCOME KITS INCLUDE A ORGANICS AND RECYCLING FLIER, A HOW TO ORDER YOUR KITCHEN PAIL POSTCARD, AND HOW TO USE YOUR KITCHEN PAIL, AND THEN A CART GUIDE THAT HELPS YOU IDENTIFY THE THREE DIFFERENT CART COLORS THAT YOU HAVE RECEIVED AND WHAT OUR MAIN ITEMS THAT WE WOULD LIKE FOR YOU TO PLACE INTO THESE CONTAINERS, THE FLIER YOU'RE LOOKING AT, THE CART GUIDE THERE ON THE RIGHT. WE HAVE A BILL INSERT COMING UP FOR OCTOBER. NOVEMBER, THIS IS GOING TO BE GEARED TOWARDS OUR COMMERCIAL SECTOR, SO THAT WE CAN INCREASE OUR DIVERSION THERE, HERE YOU'RE LOOKING I PUT ALL THE SPANISH ONES UP HERE, BUT THE STATE ALSO ONE OF THE REGULATORY, PROGRAMS IS THAT THE CITY IS MANDATED TO PROVIDE EVERYTHING IN ENGLISH AND IN SPANISH. SO I WANTED TO HIGHLIGHT HERE ALL OF OUR SPANISH PIECES, ALSO, WE SENT OUT EARLIER THIS YEAR A NEWSLETTER THAT CONTAINED VALUABLE INFORMATION AND SEVERAL TIPS FOR OUR RESIDENTS ON ORGANICS, HOW TO ORDER A PAIL,
[00:45:05]
AND THE BULKY ITEM PROGRAM. AND ON THE RIGHT, YOU'RE LOOKING AT ONE COMPONENT OF SEVERAL COMPONENTS INCLUDED IN THE WELCOME KITS, WHICH IS THE GUIA DE CONTENEDORES AND WHAT EXACTLY WE WANT IN OUR ORGANICS. OUR BLUE RECYCLING AND OUR TRASH. WITH THAT SAID, WE DID TALK BRIEFLY AT THE VERY BEGINNING ABOUT COMPLIANCE. THIS IS A MAJOR COMPONENT OF THE REGULATORY MANDATE THAT THE CITY IS REQUIRED TO IMPLEMENT TO MONITOR AND TO RECORD, KEEP.THOSE ARE THREE COMPONENTS OF SB 1383. YOU MULTIPLY THAT TIMES 13 PROGRAMS AS REQUIRED BY SB 1383.
AND WE'RE REALLY ONLY JUST LOOKING AT ONE RIGHT HERE. SO CONGRATULATIONS. MUCHAS GRACIAS.
TO ALL OF OUR BUSINESSES WHO KEEP US AT 99% COMPLIANCE. THAT IS AN OUTSTANDING NUMBER FOR THE CITY OF COACHELLA. THANK YOU. BUSINESSES. MUCHAS GRACIAS. NUESTRAS NEGOCIOS EN LA CIUDAD DE COACHELLA FOR PARTICIPATING FOR HELPING US KEEP THAT COMPLIANCE. AND THE ONLY REASON WHY YOU NEVER SEE IT AT 100 IS BECAUSE BUSINESS IS OPEN. BUSINESS IS CLOSED. THERE'S A CHANGE IN MANAGEMENT, AND IT WOULD NOT BE RIGHT FOR ME TO SAY IT'S 100% BECAUSE THINGS CHANGE AT ANY GIVEN NOTICE, BUT 99% IS STILL PRETTY GOOD, SO CONGRATULATIONS, CITY OF COACHELLA FOR MAINTAINING 99% COMPLIANCE OVER THE LAST THREE YEARS. IT CONTINUES TO BE A GREAT PROGRAM. WE THINK OUR COORDINATOR FOR THE BOOTS ON THE GROUND, WHO CONTINUES TO, PROVIDE EDUCATION AND FREE ASSESSMENTS TO OUR BUSINESSES TO ENSURE THAT THEY UNDERSTAND THE LAW, THAT WE PROVIDE THEM ADDITIONAL RESOURCES, BECAUSE BUSINESSES ARE ALSO MANDATED TO PROVIDE CERTAIN COMPONENTS OF EDUCATION TO THEIR STAFF. AND SO WE PROVIDE THOSE KITS ALONG WITH THE CITY TO ENSURE THAT EVERYBODY'S COVERED. SO HERE WE'RE LOOKING AT JUST SOME OF THE ONGOING ITEMS THAT WE WORK IN CONJUNCTION WITH THE CITY, MONTHLY REPORTING. THAT'S CONTINUOUS ANNUAL REPORTING. THAT'S CONTINUOUS CALRECYCLE IS MOVING INTO A DIFFERENT LEG OF MONITORING, WHICH IS CONSIDERED SOMETHING LIKE RANDOM AUDITS, WHERE THEY WILL BE REACHING OUT TO CITIES TO CHECK IN ON THEIR IMPLEMENTATION AND JUST SEE WHERE THEY'RE AT, THIS IS VERY TIME CONSUMING TO GATHER ALL OF THESE RECORDS, BUT NEVERTHELESS, UNLESS WE'RE READY FOR THOSE AND WE LOOK FORWARD TO THOSE BECAUSE WE KNOW THAT CITY OF COACHELLA IS DOING A REMARKABLE JOB IN IMPLEMENTING SB 1383 EDIBLE FOOD RECOVERY. IT'S STILL A GOOD AND ONGOING PROGRAM. AND, CITY OF COACHELLA, WORKING WITH MISS MARTINEZ, WE BEAUTIFY OUR PARKS HERE THAT MAINTAIN ALL OF THE FIELDS, IT'S SOME OF THE NICEST FIELDS HERE IN THE COACHELLA VALLEY. AND IT'S BECAUSE YOU'RE LOOKING OR YOU'RE USING, COMPOST THAT'S BEEN DERIVED FROM ALL OF OUR FAMILY AND FRIENDS THAT PARTICIPATE IN THIS PROGRAM. AND IT GETS SENT TO COACHELLA VALLEY COMPOST THAT TURNS IT INTO COMPOST. AND SO WE REALLY LOOK AT FULL LIFE CIRCLE OF COMPOSTING, WHICH MEANS THAT THE FOOD AND THE GREEN THAT WE PICK UP AT YOUR HOMES GETS TAKEN TO A LOCAL FACILITY, WHERE WE TURN IT INTO COMPOST GOLD, AND IT COMES BACK TO THE CITY TO TURN OUR PARKS AND RECREATION AREAS INTO BEAUTIFUL AREAS WHERE A LOT OF OUR FRIENDS AND FAMILY LIKE TO PLAY SPORTS OR PICNIC AT THE PARKS. HERE WE'RE LOOKING AT SOME OF THE RECYCLING RESOURCES ON THE LEFT THERE OR YOUR RIGHT.
WE ARE LOOKING AT THE UPDATED CITY OF COACHELLA WELCOME FLIER THAT GIVES YOU TIPS, RESOURCES, VIDEOS, ENGLISH, SPANISH, WHAT WE WANT, WHAT WE DON'T WANT. A SNAPSHOT OF WHAT EACH ONE OF YOUR CONTAINERS WILL LOOK LIKE. SO HERE IS ANOTHER PIECE THAT'S INCLUDED IN THE WELCOME KIT THAT ALL OF OUR RESIDENTS RECEIVE. AND THEN OF COURSE, THE EN SUITE OF DIFFERENT RESOURCES. I COULD NOT PUT THEM ALL UP THERE, BUT THEY'RE ON THE WEBSITE AND THESE ARE WHAT ARE PROVIDED TO OUR COMMERCIAL BUSINESSES, OUR MULTIFAMILIES AND OUR RESIDENTS. AND ALSO WHEN WE ARE DOING TABLING EVENTS, AT ANY ONE OF OUR CITY EVENTS. WITH THAT SAID, I WOULDN'T BE ANYTHING WITHOUT GIVING MY COACHELLA VALLEY TEAM A STRONG SHOUT OUT. THEY HAVE BEEN DOING REMARKABLE WORK IN THE CITY OF COACHELLA, AND I GOT TO SEE THEM TODAY, AND IT REMINDED ME THAT I SHOULD BE THANKFUL FOR ALL OF THE WORK THAT THEY DO. THE HARD WORK THAT OUR DRIVERS DO, ALL OF OUR BULKY ITEM PICKUPS. AS YOU SEE, WE HAD OVER 8000 RESIDENTS CALL US TO PICK UP ITEMS OVER THE LAST YEA, AND WE ARE TRENDING TO LOOK AT THE SAME KIND OF NUMBERS FOR 2023. AND HOPEFULLY WITH US BEING HERE TODAY, IT'S A QUICK REMINDER TO RECYCLE RIGHT? RECYCLE OFTEN AND TO MAKE SURE
[00:50:02]
THAT WE ARE REDUCING OUR FOOD WASTE AND PLACING IT IN THE GREEN BIN. MUCHAS GRACIAS. I'M HAPPY TO ANSWER ANY QUESTIONS. THANK YOU FROM THE BOTTOM OF OUR HEARTS FOR ALLOWING US TO SERVE THE CITY OF COACHELLA. THANK YOU. THANK YOU. HAVE ANY QUESTIONS? ANYBODY WANT TO TALK TRASH? ANYBODY WANT TO TALK TRASH? I'LL TALK. I'LL TALK TRASH. I'LL TAKE I'LL TALK TRASH. YOU TALK TRASH, FOR SO FOR THE COMMERCIAL, COMPLIANCE. ASPECT OF IT, I THINK WE HAVE A LOT MORE DIRECT CONTACT WITH THEM THAN WE DO WITH THE RESIDENTS. AND FROM WHAT I'M LOOKING AT, SO I THINK THAT'S HELPED HIM A GREAT DEAL TO BE COMPLIANT WITH ALL THE DIFFERENT BILLS AND BEING EDUCATED ON ALL OF THEM, AND I THINK THAT'S PROBABLY ATTRIBUTES TO 99% SUCCESS RATE THAT WE HAVE WITH THEM, FOR THE RESIDENTIAL, I SEE THAT WE INCREASED 1%, WHAT ARE OTHER WAYS THAT WE CAN BETTER EDUCATE RESIDENTS? BECAUSE I THINK THAT ALL THE DIFFERENT BILLS IS VERY CONFUSING AND PROBABLY TO MANY OF THEM, IT'S I MEAN, I THINK THAT THEY WOULD PROBABLY, MAYBE GET TURNED OFF BY SO MUCH INFORMATION AND SO HOW CAN WE MAKE IT EASIER FOR THEM TO UNDERSTAND AND TO, GET A BIT INVOLVED MORE AND SUPPORT SOME OF THESE BILLS, SURE.ABSOLUTELY. SO THE COMMERCIAL, I'LL ECHO YOUR SENTIMENTS, BUT I'VE ALSO HAVE FOUND IN MY TENURE IN THIS INDUSTRY THAT YOUR COMMERCIAL PARTICIPATION IS, IS ALSO A REFLECTION OF THE LEADERSHIP OF THE CITY AND THE DIRECT RELATIONSHIPS THAT YOUR BUSINESSES HAVE WITH THE CITY.
AND I HAVE KNOWN THAT TO BE TRUE IN MY TENURE, SO THAT'S ANOTHER, ATTRIBUTE OF WHY YOUR PARTICIPATION IS THE WAY IT IS, BECAUSE THEY REALLY CARE AND THEY'RE REALLY VESTED IN THE COMMUNITY, IN RELATION TO AS WELL, THE LEADERSHIP FROM THE CITY AND THE RESOURCES THAT YOU PROVIDE. SO ABSOLUTELY, I ECHO THAT AS FAR AS THE RESIDENTIAL SECTOR, THAT ONE'S ALWAYS GOING TO BE AN OPPORTUNITY TO GET IN FRONT OF THE RESIDENTS, YOU'RE ABSOLUTELY RIGHT, WE HAVE BEEN, TOO MUCH INFORMATION AND THEN, YOU KNOW, THEY GET TURNED OFF. SO THE INFORMATION HAS TO BE TIMELY. IT HAS TO BE REFRESHED. AS YOU'VE SEEN OVER THE LAST, OVER THE LAST YEAR, WE'VE BEEN WORKING HARD. THE TEAM TO REFRESH THE IMAGES TO MAKE THEM MORE RELATABLE SO THAT, SO YOU SEE THAT A LOT OF, LIKE, THE PLASTIC CONTAINERS I'M USING, STUFF THAT I KNOW IS BOUGHT LOCALLY, SO IT'S A DIRECT RELATION TO WHAT THEY'RE PURCHASING SO THAT THEY KNOW THAT THOSE ARE THE ITEMS THAT GO IN, YOU KNOW, WHAT WE'RE GOING TO PUT Q4 IN TO TEST AND SEE, HOW MUCH IS TOO MUCH, YOU ARE THE FIRST IN THE REGION TO DO A SUN LINE. ADVERTISEMENT. I'M LOOKING FORWARD TO SEE HOW THAT LOOKS AND WHAT THAT LOOKS FOR OUR RESIDENTS, AND WHAT KIND OF IMPACT THAT LOOKS LIKE, BUT I THINK STAYING IN FRONT OF OUR RESIDENTS, PROVIDING ADEQUATE AND REFRESHED INFORMATION IS ALWAYS WELCOMING, AND TIMING IS ALWAYS GOING TO BE IMPECCABLE.
SO WE'RE LOOKING FORWARD TO SEEING HOW THAT LOOKS LIKE FOR US THIS YEAR, AND WHEN WE DO OUR NEXT UPDATE, WE'LL SEE IF THERE WAS A DIRECT IMPACT, MAYBE WE NEED TO SCALE BACK, OR MAYBE WE NEED TO DO MORE, SO WE'LL LOOK AT THAT AND HOPEFULLY WE'LL CONTINUE TO INCREASE LIKE WE SAW THE INCREASE HERE, 1% IS ACTUALLY A REALLY BIG DEAL, SO CONGRATULATIONS TO ALL OF OUR RESIDENTS BECAUSE THAT'S ACTUALLY A TESTAMENT OF WHAT THE RECEIVING AND THE RECEPTION OF THE LAW AND THEN WANTING TO DO RIGHT BY THE LAW. SO THAT'S ACTUALLY REALLY GOOD 1%. I KNOW IT HASN'T BEEN EASY BECAUSE WE DID HAVE QUITE A BIT OF DEADLINES THAT WE HAD TO MEET.
AND SO I KNOW THAT RUSHED THE INFORMATION QUITE A BIT. AND I'M HOPING THAT, OBVIOUSLY, NOW THAT WE'RE MEETING SOME OF THOSE DEADLINES THAT WE CAN FOCUS A LITTLE BIT MORE ON THE DIFFERENT BILLS, AND THEN OBVIOUSLY I THANK YOU FOR YOUR DEDICATION AND THEN FOR BEING VERY DETAILED AND FOCUSED ON THE DIFFERENT WAYS OF MONITORING AND GETTING THE REPORTS AS WELL. THANK YOU.
WE, YOU KNOW, IT'S AN ONGOING EFFORT, YOU KNOW, THANK YOU TO YOUR TO YOUR LEADERSHIP AND TO MISS MARTINEZ, WHO'S ENGAGED AND WHO'S VERY RECEPTIVE, AND WHO KNOWS THE COMMUNITY VERY WELL IN OUR COLLABORATIVE EFFORTS, REALLY ALLOWS US TO TARGET THOSE MESSAGES AND TO PROVIDE FRUITFUL MESSAGES. SO WE'LL CONTINUE TO DO THAT. THE MONITORING FROM THE STATE HAS NOT STOPPED. IT HAS NOT LET UP, SO WE CONTINUE, YOU KNOW, LIKE THIS MONTH, IT WAS ALMOST A WEEKLY HELLO FROM OUR FRIENDS WHO WANTED UPDATES ON, ON ANY ONE OF THE ITEMS. SO, IT IS DEFINITELY STILL AN ONGOING EFFORT, LUCKILY FOR US, WE HAVE A GREAT COMMUNITY AND GREAT STAFF THAT ALLOWS US TO DO OUR WORK FRUITFULLY AND VERY EASY. SO IT'S REALLY OUR PLEASURE. THANK YOU. YOU'RE WELCOME. I
[00:55:01]
COMMEND YOU BOTH. YOU'RE BOTH GOOD AT TALKING TRASH. THAT'S PRETTY GOOD. SO THANK YOU. WE LOVE WHAT WE DO. AND WE ESPECIALLY ARE IN GRATITUDE WHEN WE HAVE A COMMUNITY THAT'S VERY RECEPTIVE AND VERY WELCOMING. SO THANK YOU, THANK YOU, THANK YOU, THANK YOU. HAVE A GOOD EVENING.WE WILL MOVE ON NOW TO WRITTEN COMMUNICATIONS OR ANY WRITTEN COMMUNICATIONS. THERE ARE NONE.
[Consent Calendar]
ALL RIGHT. WE'LL MOVE ON NOW TO CONSENT CALENDARS RECOMMENDED. THE CONSENT ITEMS BE ACTED UPON SIMULTANEOUSLY UNLESS SEPARATE DISCUSSION OR ACTION IS REQUESTED. IS THERE ANY ITEMS THAT WOULD LIKE TO BE PULLED? WE WOULD LIKE TO BE PULLED. MOTION THE CONSENT CALENDAR. I'M GOING TO ASK TO PULL ITEM NUMBER 16 AND THEN MAYOR TO ITEM NUMBER 15. THERE'S A CORRECTION OR CLARIFICATION. THE NOT TO EXCEED AMOUNT IS 50,000 AND NOT 75,000 AS IS STATED IN THE AGENDA IN THE STAFF REPORT AND IN THE AGENDA. SO THE CORRECT NUMBER IS 50,000 FOR ITEM NUMBER 15. OKAY, MR. CITY MANAGER, ITEM NUMBER 16. GOOD EVENING, MR. MAYOR. MEMBERS OF THE CITY COUNCIL, NUMBER 16 IS TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT FOR CONSULTING SERVICES. IT'S FOR STRATEGIC ENERGY EXPERTS. THEY WILL BE HELPING STAFF, MOVE FORWARD WITH P3 PROCESS OF RFP AND RFI, THEY THEY'RE GOING TO HELP, PUT THE FINAL PUTTING THE RFP TOGETHER, RELEASING IT, CREATING THE RECRUITMENT TEAM, WE'RE CREATING A WEBSITE. SO PEOPLE CAN UPLOAD, DOWNLOAD THE DOCUMENTS, THE PROPOSALS ARE GOING TO BE VERY HEAVY, VERY TECHNICAL PLANS. SITE SITE MAPS AND ALL THAT STUFF. SO THEY'RE GOING TO MANAGE ALL THAT.THEY'RE GOING TO SET UP THE REVIEWING BOARD. THEY'RE GOING TO HELP STAFF MOVE THAT FORWARD.
IT'S A SHORT TERM, SOLUTION, TO HELP THE CITY MOVE IN THE DIRECTION OF STARTING ITS OWN PUBLIC UTILITY. THE LONG TERM VISION IS TO HIRE A ENERGY MANAGER TO HELP START UP, IMPLEMENT FINANCE AND HAVE OUR OWN STANDALONE ELECTRIC UTILITY. SO THIS IS JUST KIND OF THE ADDITIONAL SERVICES AND RESOURCES THAT THE CITY STAFF NEED TO GET THE FIRST RFP OUT.
OKAY, I DO HAVE A QUESTION ON THE COMPENSATION ON ITEM 3.21, IT MENTIONS THAT IT'S A RATE OF ABOUT 59 K, BUT THEN IT ALSO SAYS EXTRA WORK MAY BE AUTHORIZED AS DESCRIBED BELOW.
AND IS AUTHORIZED AND IT'S SOMEWHAT OPEN ENDED. THE EXTRA WORK. AND SO I WANT TO JUST PUT A CAP ON THAT TOO. AND THEN NOT TO EXCEED, SAY, 25. AND THEN IF YOU NEED TO GO ABOVE THAT, THEN YOU COME BACK TO US. SO I'M GOING TO MODIFY THAT, THAT THE EXTRA WORK CAN GO UP TO 25 K.
BUT ANYTHING ABOVE THAT SHOULD COME BACK TO THE CITY COUNCIL FOR APPROVAL. IF IT GOES BEYOND THE 59,000. I COME BACK WITH A FIRST AMENDMENT TO THE SERVICES. SO I, I DEFINITELY WON'T EXCEED.
I GOT THAT JUST THE WAY IT'S READING ON THE CONTRACT. IT JUST IT STATES THAT IT CAN BE AUTHORIZED WITH YOUR APPROVAL. BUT I'D LIKE THAT TO GO BACK TO THE COUNCIL. DEFINITELY OKAY.
ALL RIGHT, WITH THAT I'LL MOTION TO APPROVE WITH THE MODIFICATION ON ITEM NUMBER 16, THE CONSENT CALENDAR. SECOND, THERE'S A SECOND. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE. AYE.
[New Business Calendar (Legislative and Administrative)]
MOTION CARRIES. WE'LL MOVE ON TO ITEM NUMBER 17. THIS IS THE APPOINTMENT OF TEN COMMISSIONERS TO THE COACHELLA YOUTH ADVISORY COMMITTEE. YAY! GOOD EVENING, MAYOR AND COUNCIL. I ACTUALLY HAVE AN EDIT TO THAT, AS WE REVIEWED SOME OF THE APPLICATIONS THAT WERE FORWARDED OVER, WE DID IDENTIFY THAT TWO ARE NOT COACHELLA RESIDENTS. SO I'LL GO THROUGH THE APPLICATION AND THEN, WE'RE STILL BEFORE YOU TONIGHT TO OBVIOUSLY, APPROVE THE COMMISSIONERS, AND A MAJORITY OF THEM ARE ACTUALLY PRESENT THIS EVENING, TOO, SO IT'S REALLY GREAT TO SEE THEIR, THEIR INTEREST AND THEM THE COMMITMENT TODAY, JUST A QUICK OVERVIEW, THE PURPOSE OF THE COMMISSION, AS IT WAS CREATED IS REALLY TO PROVIDE ADVICE AND SOME RECOMMENDATIONS TO THE COUNCIL FOCUSED ON YOUTH EDUCATIONAL, RECREATION AND CULTURAL NEEDS FOR OUR YOUTH, GOING INTO THE MAKEUP OF THE COMMISSION, IT'S MADE UP AS IT WAS ADOPTED BY TEN MEMBERS AND THE TWO REQUIREMENTS OF THAT OF THE COMMISSIONERS WERE ESSENTIALLY THAT THEY WOULD BE ENROLLED IN HIGH SCHOOL AND THEY'RE A RESIDENT, OR THEY LIVE IN THE CITY OF COACHELLA.OBVIOUSLY THE TERM OF THE COMMISSION IS WAS SET UP TO MIRROR THE ACADEMIC YEAR, SO ESSENTIALLY AUGUST TO JUNE AND LIED ABOUT THE STATE OF THE RESIDENCY. YES THEY HAVE TO LIVE IN THE CITY OF COACHELLA, WITHIN THE CITY OF COACHELLA, AND THAT'S STANDARD FOR ALL OF OUR ALL OF OUR COMMISSIONS, NOT JUST THIS ONE, SO THE WE WOULD ANTICIPATE AT LEAST ONE MONTHLY MEETING THROUGHOUT THE ACADEMIC YEAR AND SPECIAL MEETINGS, AS THE COMMISSION DEEMS NECESSARY
[01:00:04]
BASED ON WHAT THEY WANT TO, WHAT TOPICS THEY WANT TO EXPAND ON AND WHAT PROJECTS THEY IDENTIFY.SO WE DO ANTICIPATE PROBABLY A FIRST MEETING IN OCTOBER, THE ANNUAL REPORT WOULD BE PROVIDED TO THE COUNCIL BY THE COMMISSIONER AND PROBABLY LED BY, OBVIOUSLY, THE PRESIDENT.
THE CHAIR OF THE COMMISSION, IN JUNE, AFTER THE COMMISSION'S FIRST SESSION, I WANT TO GIVE YOU JUST A SNAPSHOT OF ALL OF OUR APPLICANTS. WE DO HAVE A TOTAL OF TEN, AGAIN, TWO OF THEM IDENTIFIED, WERE, ONCE VETTED, ARE NOT, DO NOT HAVE ADDRESSES IN COACHELLA. SO WE HAVE A TOTAL OF EIGHT, A TOTAL OF EIGHT. OKAY. SO WITH THAT, AS I MENTIONED, WE HAVE PULLED THEM.
WE ARE LOOKING TO, TO IDENTIFY THE, THE FIRST MEETING IN OCTOBER. WE'RE LOOKING AT THE SECOND MONDAY OF OCTOBER AND THE SECOND MONDAY EVERY MONTH THEREAFTER, UNLESS ADDITIONAL SPECIAL MEETINGS ARE NEEDED, AND THE COMMISSION WOULD BE LED BY THE PUBLIC WORKS DEPARTMENTS MANAGEMENT ANALYST AND REC COORDINATOR. ONCE THAT POSITION IS FILLED, ARE THE STUDENTS. I'M HAPPY TO, IDENTIFY, I BELIEVE MR. IVAN MENDEZ PEREZ IS HERE. MR. ALEJANDRO, I THINK ALEJANDRO COBOS, CAME IN A LITTLE AFTER, MISS, MR. CHRISTIAN FAUSTO, MISS BRIANNA, LARA SALDIVAR, LIBNI VALLE IS ALSO WITH US. AND I'M REALLY EXCITED TO KICK THIS OFF. I KNOW THAT THE THIS HAS BEEN A MISSION THAT THE COUNCIL HAS WANTED US TO BRING TO FRUITION. REALLY EXCITED TO BE HERE. AND I'M GOING TO ASK THE STUDENTS TO COME UP AND INTRODUCE THEMSELVES AND SAY A FEW WORDS, ONE AT A TIME, ONE AT A TIME. GOOD AFTERNOON. MY NAME IS ALEJANDRO COBOS, AND I WOULD LIKE TO SAY THAT I'M REALLY LOOKING FORWARD TO THIS OPPORTUNITY, SINCE IT SHOWS THAT US AS STUDENTS AND AS PART OF THE YOUTH OF COACHELLA, ALSO NEED A VOICE WITHIN THE CITY COUNCIL. SO THANK YOU. WHAT IS ONE ITEM? AND I'M GOING TO ASK EVERYBODY THIS QUESTION. THINK ABOUT IT. WHAT IS ONE ITEM THAT YOU FEEL THAT YOUTH NEED MORE OF A VOICE IN, WELL, LIKE YOU MENTIONED BEFORE, MAYOR, YOU TALKED ABOUT THE ABILITY OF OUR SCHOOL IPADS. I ALSO BELIEVE THAT IT'S NOT AS EFFICIENT AS IT SHOULD, AS IT SHOULD BE. AND BECAUSE WE'RE THE ONES THAT ARE USING THEM, WE ARE THE ONES THAT ARE HAVING THOSE BAD OR A GOOD EXPERIENCES WITH THE IPADS. WE SHOULD ALSO LIKE PUT IN OUR INPUT SINCE WE'RE THE FIRST SOURCES. GOOD JOB. THANK YOU, THANK YOU, THANK YOU ALEJANDRO.
MY NAME IS CHRISTIAN FAUSTO. I WOULD LIKE TO ADD ON TO ALEJANDRO'S SUBJECT OF IPADS. WE WILL. WHAT I'VE SEEN TODAY WAS ABOUT WI-FI. THERE WE ALL HAVE IPADS. WELL, MOST OF US SHOULD BE HAVING OUR IPADS AT COACHELLA VALLEY HIGH SCHOOL. AND OTHER HIGH SCHOOLS THAT ARE PART OF THE COACHELLA VALLEY HIGH SCHOOL DISTRICT. SORRY AN INSTANCE, MANY INSTANCES ON WHERE I LIVED, I WOULDN'T HAVE WI-FI, WHICH IS UNFORTUNATE SINCE I WOULD HAVE TO TURN IN MY HOMEWORK. SO. AND BEHALF OF MANY STUDENTS THAT MAY HAVE TO GO THROUGH THAT, THAT IS SOMETHING WE SHOULD LOOK INTO.
AWESOME. THANK YOU, THANK YOU, THANK YOU. GLAD TO. MR. COSTA. NO, NO, THAT'S NOT MY. HELLO MAYOR. HELLO, COUNCIL. MY NAME IS IVAN MENDEZ, AND. HI IVAN. THANK YOU FOR JOINING US. NO, THANK YOU, SOMETHING. IT'S OKAY IF YOU GUYS. SORRY ABOUT THAT, WHAT WAS THE QUESTION AGAIN? WHAT DO YOU WHAT IS ONE AREA OR ONE ISSUE THAT YOU THINK THAT YOU WOULD LIKE TO TALK ABOUT AS A YOUTH? I THINK, AS HIGH SCHOOL STUDENTS, THE ONE TOPIC THAT WE WOULD LIKE TO, THAT WE WOULD LIKE TO FOCUS ON AS THE YOUTH ADVISORY COMMISSION IS, LIKE SCHOOL SAFETY, I THINK THAT AT COACHELLA VALLEY HIGH SCHOOL, THERE'S BEEN LOTS OF, LOTS OF INSTANCES THAT THERE'S BEEN LOCKDOWNS AND, AND THEY FOUND WEAPONS ON CAMPUS AND STUFF. SO I THINK AS STUDENTS, AS AT COACHELLA VALLEY HIGH SCHOOL, WE HAVE AN INPUT ON THAT AND WE CAN WORK ON MAYBE IMPROVING, THE SAFETY OF OUR SCHOOLS. WONDERFUL. THANK YOU, THANK YOU, THANK YOU. GOOD JOB. HELLO. MY NAME IS LIVNEH VALLE. AND SOMETHING I WANT A CONCERN THAT HAS BEEN REALLY ON MY MIND IS OUR EDUCATION IN THE HIGH SCHOOL. WE MIGHT NOT HAVE AS MANY COURSES AS OTHER HIGH
[01:05:03]
SCHOOLS. WE HAVE LOW RESOURCES. OUR INFRASTRUCTURES ARE OUTDATE. NO AIR CONDITIONING. THIS LIKE, REALLY AFFECTS THE MINDSET OF STUDENTS IN OUR HIGH SCHOOL. AND I REALLY WANT TO TOUCH ON THAT, ESPECIALLY THE CAMPUS SAFETY. LIKE IVAN JUST MENTIONED, IT'S A REALLY BIG DEAL IN OUR SCHOOL AND IT'S BEEN HAPPENING SO FREQUENTLY IN MY HIGH SCHOOL THAT IT'S REALLY BECOME A CONCERN FOR PEOPLE WHO ARE GOING TO COME IN IN THE FOLLOWING YEARS AFTER I LEAVE. SO I REALLY WANT TO TOUCH THIS YEAR ON WHAT WE CAN DO TO BETTER OUR HIGH SCHOOL AND ALLOW FOR MORE LIKE EDUCATIONAL RESOURCES TO THIS NEXT GENERATION OF STUDENTS THAT WILL BE COMING. WELL DONE. THANK YOU, THANK YOU. NEXT STUDENT. GOOD AFTERNOON COUNCIL. MY NAME IS BRIANNA, A TOPIC THAT I THINK THAT OUR COUNCIL OR OUR YOUTH SHOULD BE MORE INVOLVED IN IS THE TYPE OF BUSINESSES THAT ARE PRESENT AT OUR SCHOOL, AT OUR CITY. I THINK A LOT OF PEOPLE OR A LOT OF ADULTS TEND TO UNDERSCORE THE IMPORTANCE OF YOUTH IN THE TYPE OF BUSINESSES AND THE TYPE OF INTEREST THAT ARE IN THE VALLEY, BECAUSE THEY WILL NOT JUST AFFECT THE CURRENT POPULATION, BUT THE FUTURE POPULATION. IT IS IMPORTANT TO INVEST IN BUSINESSES THAT ARE NOT GOING TO TAKE AWAY FROM THE IMPORTANCE OF OUR SCHOOL OR OTHER YOUTH. INTEREST, BUT EXPAND ON IT IN TERMS OF EDUCATION OR ECONOMIC STATUS. LIKE I MENTIONED, WE'RE A VERY LOW INCOME, CITY, SO IT WOULD NOT DO OUR YOUTH RIGHT IF WE EXPAND ON BUSINESSES THAT DO NOT, DO NOT EXPLORE, STUDENT STATUS, STUDENT INTEREST, STUDENT DEVELOPMENT. AND THAT'S ONE TOPIC THAT I FEEL THAT OUR COUNCIL SHOULD FOCUS MORE ON. VERY GOOD. THANK YOU. THANK YOU. HI. MY NAME IS SEWA MESA. WHAT WAS THE QUESTION AGAIN? WHAT IS ONE AREA THAT YOU AS A STUDENT THINK YOU NEED TO LEND YOUR VOICE TO? I THINK THE MAIN ISSUE BECAUSE PERSONALLY I GO TO SHADOW HILLS, BUT THE CONCERNS THAT THEY ALSO HAVE ALSO GOES TO OUR SCHOOL. BUT ONE OF THE MAIN ISSUES WOULD BE BULLYING.THERE'S STILL BULLYING GOING ON AND SOMETHING THAT EVERYONE OR LIKE THEY SHOULD SOLVE. THANK YOU. IS THERE ANY OTHER STUDENT? IS THIS ALL THERE? PRESENT? WELL WELCOME ABOARD. I THINK, YOU KNOW, FOR US, IT'S IMPORTANT THAT THAT WHEN WE INITIATED THIS, I BELIEVE COUNCIL MEMBER GALARZA AND MYSELF, WE'VE MOVED FORWARD ON THIS A YEARS AGO AND WE STRUGGLED TO GET STUDENTS TO BE INTERESTED IN IT. AND THEN WE CHANGED IT WHERE WE SAID, HEY, WE'LL PAY YOU TO BE PART OF IT.
AND SO I THINK THE COOL THING IS, IS THAT, YOU KNOW, WE GET YOUR VOICE AND WE GET YOUR PARTICIPATION AND, AND, YOU KNOW, THE EXTRAS, YOU GET A LITTLE STIPEND. AND I THINK THAT'S GOOD, BUT, YOU KNOW, WE REALLY LOOK FORWARD TO HEARING YOUR VOICE. AND THERE'S SO MUCH ISSUES THAT YOU ALL WILL GET TO TACKLE. AND, AND, AND I THINK IT'S IMPORTANT THAT THERE COORDINATOR WORK WITH THEM ON PRIORITIZING THINGS OVER OVER TIME. BUT WE FEEL THAT, YOU KNOW, YOUR VOICE IS A VALUABLE VOICE AND ONE THAT WE CAN INCORPORATE INTO THE PUBLIC POLICY AND THE ADMINISTRATION OF OUR CITY. SO WELCOME AND WE LOOK FORWARD TO WORKING WITH YOU. AND I'M GOING TO ALLOW THE COUNCIL TO WELCOME YOU AS WELL. YEAH. THANK YOU. MAYOR. AS MAYOR MENTIONED, WE, YOU KNOW, WHEN I FIRST JOINED THE COUNCIL OF THREE, FOUR YEARS AGO, WE BROUGHT THIS ON AND WE DIDN'T HAVE APPLICANTS SO VERY EXCITED THAT WE HAD TEN AND EIGHT ARE GOING TO BE JOINING US. AND VERY EXCITED TO LEARN WITH YOU. I WAS IN HIGH SCHOOL WHEN I FIRST GOT INVOLVED AND STARTED LEARNING ABOUT CITY COUNCIL AND SCHOOL BOARDS, AND YOU ALL WILL GET A CHANCE TO LEARN ABOUT HOW LOCAL GOVERNMENT WORKS, A LOT OF YOU RIGHT NOW TALKED ABOUT HOW SCHOOLS WORK, BUT AS THE YOUTH ADVISORY COUNCIL TO THE CITY, A LOT OF THE SCHOOL ISSUES DON'T PERTAIN TO US. AND YOU'LL ALL WILL LEARN WHAT THE DIFFERENT WHAT ADVOCACIES YOU COULD DO IN THE CITY AND WHAT ADVOCACY YOU COULD DO IN THE SCHOOL BOARD. SO, FOR INSTANCE, ONE, SOME OF YOU TALKED ABOUT IPADS OR CONNECTIVITY. THE CITY COUNCIL, WE CAN'T TELL THE SCHOOL BOARD WHAT IPADS OR DEVICES TO GET, BUT WE DO HAVE A WE OUR CAPACITY IS ON THE ON THE ON THE CONNECTIVITY ON THE BROADBAND. THAT'S MORE OF A CITY ISSUE, ON THE, YOU KNOW, BUT BUT YOU'LL LEARN HOW TO BE BETTER ADVOCATES IN YOUR SCHOOLS AND YOUR SCHOOL DISTRICTS. BUT WHEN, WHEN YOU ALL WILL BE ABLE TO COME IN AND PARTICIPATE IN THIS AND WANT TO CREATE SOMETHING THAT THE CITY COUNCIL CAN EVENTUALLY TAKE ON, IT WOULD BE SOMETHING WITHIN OUR CAPACITY, BECAUSE AS YOU SEE, TWO OF THE EIGHT OF THE STUDENTS, NOT EVERYONE'S A CV HIGH SCHOOL STUDENT, BUT ONE THING THAT ALL OF YOU SHARE IN COMMON IS THIS IS A CITY THAT YOU LIVE IN. AND SO IT WOULD BE
[01:10:02]
MORE CITY ISSUES THAT YOU WOULD FOCUS ON, LIKE LIKE PUBLIC SAFETY IN THE CITY PARKS, WHAT THE CITY COUNCIL IS VOTING ON OR ISSUES LIKE THAT, WHEREAS IT COULD BE. BUT THEN AT THE SAME TIME, YOU ALL LEARN HOW TO HOW CAN YOU GO BACK AND USE THE SAME VOICE IN YOUR SCHOOLS OR IN YOUR SCHOOL DISTRICTS? BECAUSE BEFORE I GOT INVOLVED IN, YOU KNOW, IN THE COMMUNITY, I WASN'T INVOLVED IN MY HIGH SCHOOL EITHER. AND THEN AFTER THAT, I JOINED ASB AND BECAME AN ADVOCATE IN MY OWN CITY, IN MY OWN SCHOOL, AND SO I'M EXCITED FOR ALL OF YOU, BECAUSE I KNOW I BENEFITED TREMENDOUSLY FROM A PROGRAM LIKE THIS WHEN I WAS YOUR AGE. AND ONE DAY, ONE OF YOU, IF NOT ALL OF YOU, WILL BE SITTING HERE IN OUR ROLE AND WE'LL BE CREATING THIS OPPORTUNITY FOR FUTURE GENERATIONS. SO VERY, VERY HAPPY AND EXCITED FOR ALL OF YOU FOR TAKING ON THIS OPPORTUNITY TO PARTICIPATE, ON YOUR FREE TIME, FOR FUNSIES WHEN OTHER PEOPLE ARE DOING OTHER STUFF, YOU'RE DOING THIS THAT'S VERY DEMURE AND VERY MINOR. SO I'M EXCITED FOR YOU. I'M VERY, VERY, VERY, VERY EXCITED THAT YOU GUYS ARE ALL HERE AND THAT YOU TOOK THE TIME OUT OF YOUR EVENING TO BE HERE WITH US, AND YOUR COURAGE THAT YOU TOOK TO STAND BEHIND THAT PODIUM. I CAN TELL YOU THAT YOU DID PROBABLY MUCH BETTER THAN SOME OF OUR ADULTS. AND I WANT YOU GUYS TO KNOW THAT IT TOOK A LOT OF COURAGE, AND I WAS VERY EXCITED LISTENING TO YOU ALL. AND I COULDN'T AGREE ANY MORE WITH EACH AND EVERY ONE OF YOUR POINTS FROM SOME OF THE SCHOOL ISSUES TO SOME OF THE CITY ISSUES. WE DO COLLABORATE A LOT WITH DIFFERENT AGENCIES, SO I KNOW THAT YOU GUYS ARE GOING TO GROW AND LEARN TOGETHER, THROUGH THESE DIFFERENT MEETINGS, BUT I'M EXCITED TO LEARN FROM YOU AND KNOW THAT THE LEVEL OF INFORMATION THAT YOU GUYS ARE ALREADY SHARING IS AT THE LEVEL OF MANY ADULTS. AND THE CONVERSATIONS THAT WE'RE HAVING. AND SO I WANT YOU GUYS TO KNOW THE TYPE OF DIALOG THAT YOU'VE JUST BROUGHT ON. AND I THINK MARISA WOULD BE MAYBE GOOD TO IF OBVIOUSLY WE'RE ALL NEW TO THIS AND EVEN COUNCIL WAS LEARNING MANY OF THE DIFFERENT DEPARTMENTS. I THINK MAYBE IF AN EXECUTIVE TEAM MEMBER CAN JUST QUICKLY MAYBE GO OVER WHAT THEIR DEPARTMENT DOES, OR I'M SURE I'LL LEAVE THAT ALL UP TO YOU GUYS ABOUT HOW YOU WANT TO DO THAT, SO THAT YOU'RE LEARNING MORE ABOUT THE CITY ROLE. BUT I DON'T WANT YOU TO SHY TO BE SHY ABOUT THAT. TELL US EXACTLY WHAT IT IS THAT YOU NEED TYPE OF SUPPORT, RESOURCES TO LEARN MORE ABOUT CITY GOVERNANCE OR DEPARTMENTS. BUT I ALSO DON'T WANT YOU TO I DON'T WANT TO DISCOURAGE YOU EITHER, FROM ALSO WANTING TO LEARN ABOUT PARTNERSHIPS WITH OTHER AGENCIES, BECAUSE THAT'S SOMETHING THAT WE'RE CONSTANTLY TRYING TO ACHIEVE AS WELL. BUT THANK YOU FOR COMING. I'M EXCITED AND I'M MOTIVATED AS WELL. MR. COBOS HAS A GOOD QUESTION ON HIS APPLICATION. HE TALKS ABOUT HE GETS TO INTERACT WITH THE CITY COUNCIL MEMBERS, OR HE HAS LIKE A SIGNED ONE. SO I THINK THAT'S SOMETHING TO LOOK AT, MARISA, LIKE, YOU KNOW, INTERACTING WITH THE CITY COUNCIL MEMBERS, LIKE HAVING COFFEE OR HAVING SOMEONE COME.THAT'S A GOOD INTERACTION FOR, YOU KNOW, FOR THEM TO YOU KNOW, GET OUR INPUT ON OR QUESTION AND ASK QUESTIONS LIKE, WHAT IS IT? OUR THOUGHTS ARE RIGHT IN DIFFERENT PERSPECTIVES AND, AND ITEMS. AND, YOU KNOW, I'M EXCITED TO SEE WHAT THE YOUTH ADVISORY COMMISSION IS ABLE TO BRING UP IN THEIR IDEAS, BECAUSE THAT'S THAT'S THE PURPOSE OF THE YOUTH ADVISORY IS FOR THEM TO CULTIVATE IDEAS AS A GROUP. SO. THANK YOU. MARTHA. OKAY. I DON'T KNOW IF YOU WERE DONE WITH THE PRESENTATION. I AM OKAY. DID YOU MAKE A MOTION, A MOTION TO APPROVE THE EIGHT AS PRESENTED? I'LL SECOND. OKAY. I'LL GO AHEAD AND TAKE ROLL, COUNCILMEMBER DELGADO. YES. COUNCIL MEMBER GALARZA I COUNCIL MEMBER FIGUEROA I. MAYOR PRO TEM. BERGEN I MAYOR HERNANDEZ I. JUST AS A SUGGESTION, YOU MAY WANT TO TAKE ALL EIGHT OF THEM AND PUT THEM PART OF THE CITIZENS ACADEMY. AND THEN THAT WAY THEY GET THEIR FEET WET RIGHT AWAY. AND KNOWING ABOUT THE DEPARTMENTS AND IN ADDITION TO HAVING THEIR MEETINGS. ALL RIGHT, CONGRATS. WE'LL MOVE FORWARD. THANK YOU GUYS. WE'LL MOVE FORWARD. NOW ON THE APPROVAL OF A COOPERATIVE AGREEMENT WITH THE COUNTY OF RIVERSIDE TO PROVIDE FIRE PROTECTION, FIRE PREVENTIVE RESCUE. GOOD EVENING, MR. MAYOR. MEMBERS OF THE CITY COUNCIL, THE ITEM BEFORE YOU IS TO APPROVE ONE COOPERATIVE AGREEMENT WITH RIVERSIDE COUNTY FOR FIRE PROTECTION. RESCUE? FIRE MARSHAL SERVICES. AND THE OTHER ONE IS ALSO TO APPROVE THE COOPERATIVE AGREEMENT BETWEEN THE CITIES OF COACHELLA, LA QUINTA, INDIO AND THE COUNTY FOR THE SHARE COST OF THE LADDER TRUCK. JUST A LITTLE BACKGROUND. WE'VE BEEN WORKING UNDER THE WITH THE COUNTY OF RIVERSIDE FOR FIRE SERVICES
[01:15:02]
SINCE 1990, WE HAVE BEEN THE CURRENT CONTRACT RIGHT NOW CONSISTS OF A WE ONLY HAVE ONE FIRE STATION, FIRE STATION 79. IT'S FUNCTIONAL 24 SEVEN, 24 HOURS A DAY, SEVEN DAYS A WEEK.IT HAS A BATTALION CHIEF THAT SUPPORTS, THE DAY TO DAY OPERATIONS. CURRENTLY, WE JUST HAVE ONE MEDIC ENGINE, THREE CAPTAINS, THREE ENGINEERS, THREE FIREFIGHTERS AND AN OFFICE ASSISTANT. HERE'S THE KIND OF A SNAPSHOT OF WHAT ALL THE CITIES HAVE IN REGARDS TO POPULATION FIRE SERVICE, NUMBER OF CALLS, CALLS PER DAY, AS YOU SEE FROM US, FROM A POPULATION PERSPECTIVE, MOST, CITIES HAVE 1 OR 2 ENGINES, THREE ENGINES, 2 OR 3 FIRE STATIONS. WE ONLY HAVE ONE ENGINE, ONE ONE FIRE STATIO, SINCE 2006, THE CITY HAS BEEN PARTICIPATING IN A COOPERATIVE AGREEMENT WITH THE INDIO, INDIO, LA QUINTA AND THE COUNTY FOR THE FIRE TRUCK LADDER THAT'S LOCATED RIGHT NOW IN THE CITY OF INDIO. THE COST ALLOCATION REMAINS THE SAME THROUGHOUT THE AGREEMENT.
THE CITY OF INDIO PAYS 50%. THE COUNTY 25%, AND THE CITIES OF COACHELLA AND LA QUINTA PAY 12.5%. OUR COST FOR THAT SERVICE FOR THIS YEAR IS 271,000, YOU KNOW, JUST A LITTLE RECAP. ON JULY 24TH OF THIS YEAR, THE CITY COUNCIL APPROVED THE AND FILED A NOTICE OF COMPLETION FOR THE NEW, REHAB OF THE FIRE STATION 79, WHICH WAS A $6.8 MILLION PROJECT, 5 MILLION FROM ARPA AND 1.8 FROM THE FEES. AND IN RETURN, WE HAVE ONE OF THE, I THINK, NICER FIRE STATIONS IN THE COACHELLA VALLEY, RIGHT HERE IN OUR DOWNTOWN, ON JULY 18TH THIS YEAR, THE FIRE CHIEF SENT OUT A MEMO INDICATING THAT CERTAIN COSTS WOULD INCREASE. AND THAT'S BECAUSE THE FIRE DEPARTMENT IS GOING THROUGH A 66 HOUR WORKWEEK, JUST A LITTLE RECAP ON NUMBERS. AS INDICATED.
WE GET ABOUT, THREE. THEY OUR FIRE STATION RESPONDS TO ABOUT 3390 CALLS. A YEAR. AND THAT GROWS, GROWS BY 6.7% EVERY YEAR, AS INDICATED, WE ONLY HAVE ONE FIRE STATION, ONE FIRE ENGINE, AND FOUR PERSONNEL STAFFING THAT ENGINE. THE WHOLE TIME. WE DON'T HAVE ANY FIRE MARSHALS. SERVICE STAFF AT THE CITY RIGHT NOW. SO THEY HAVE TO GO TO PALM DESERT AND FILE AN APPLICATION, PAY THEIR FEES, AND GET CHECKED. SO IT'S A TWO DIFFERENT PROCESSES. THEY HAVE TO, GO THROUGH NOW, HAVING A FIRE MARSHAL AT OUR ONE STOP SHOP AT THE CIVIC CENTER, THEY CAN SUBMIT EVERYTHING AT ONE TIME AND GO THROUGH THAT ONE PROCESS ONE TIME. OUR POPULATION CONTINUES TO GROW, CURRENTLY, WE HAVE A NICE FIRE SQUAD IN OUR, CORPORATE YARD AND ONE OF THE BAYS THAT'S UNUSED AND UNSTAFFED. IT LOOKS PRETTY NICE, WITH THIS APPROVAL OF THIS AGREEMENT, WE PLAN TO ACTIVATE THIS SQUAD AND ADD IT, PUT IT INTO SERVICE, THE NEW SERVICE AGREEMENT WILL BE FROM JULY 2024 TO JUNE 2029. IT WILL ACTIVATE THE NEW MEDIC SQUAD, IT WILL INCLUDE THREE NEW ENGINEERS, THREE NEW FIREFIGHTER SLASH MEDICS. FIRE MARSHAL SPECIALIST AND A DEPUTY FIRE MARSHAL. THAT MEANS THAT NOW THERE WILL BE FIVE FIREFIGHTERS ON DUTY EVERY DAY IN THE CITY OF COACHELLA.
THE SQUAD WILL HELP DECREASE THE RESPONSE TIME AND HELP. ENGINE 79, WITH THE INCREASED COST VOLUME, ESPECIALLY TO THE NORTH SIDE OF COACHELLA, WHERE THERE'S A HIGH INCREASE, THERE. DURING THE BUDGET PROCESS ON JULY 10TH, THE CITY COUNCIL APPROVED THE $4.6 MILLION ALLOCATION FOR FIRE PROTECTION AND SERVICES. YEAR ONE OF THE COOPERATIVE AGREEMENT. THIS WILL HAVE NO IMPACT ON THE GENERAL FUND. IT CAME BELOW THE COST OF THE FIRE SERVICE CAME BELOW THE ALLOCATED AMOUNT. THAT BEING SAID, THE STAFF RECOMMENDS APPROVING BOTH COOPERATIVE AGREEMENTS FOR THE FIRE SERVICES AND PREVENTION PREVENTION, ALONG WITH THE LADDER TRUCK AUTHORIZE THE CITY ATTORNEY TO MAKE ANY NECESSARY NON CHANGES NON-MONETARY CHANGES TO THE AGREEMENT ITSELF. WHEN WE WORK WITH COUNTY COUNCIL AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT DURING THIS TIME, I'D LIKE TO INVITE CHIEF TOVAR. CHIEF, KARP TO ANSWER ANY QUESTIONS. CHIEF, WELCOME. ANY QUESTIONS? I'D LIKE TO MAKE A MOTION. SECOND, I'LL TAKE ROLL. COUNCIL MEMBER.
DELGADO. YES? COUNCIL MEMBER. GALARZA I. COUNCIL MEMBER. FIGUEROA I. MAYOR PRO TEM I MAYOR HERNANDEZ I I'LL TAKE YOU GUYS TO WALK UP TO THE PODIUM. AND THAT WAS THAT. THANK YOU, THANK YOU, THANK YOU I I'LL MAKE A STATEMENT OR COMMENT ON. OVER THE COURSE OF THE LAST FEW MEETINGS, WE'VE BEEN WORKING TO INCREASE OUR NOT ONLY OUR FIRE SERVICE IN THIS CASE, BUT ALSO OUR POLICE SERVICE AND LAST MEETING AND OUR CONTRACT SERVICES. WE KNOW THE CITY IS GROWING. OUR INTENT HAS ALWAYS BEEN TO GROW THE CITY AND THE SERVICES IN A MANNER THAT'S
[01:20:04]
REFLECTIVE OF WHAT WE COULD AFFORD, AND AT THE SAME TIME, TRY TO SUSTAIN ALL OF THE DIFFERENT NEEDS THAT WE HAVE, FROM SPORTS LEAGUES TO PAVING STREETS TO BUILDING LIBRARIES.YOU KNOW, IT'S A I THINK WE'RE MOVING IN THE RIGHT DIRECTION. YOU KNOW, THERE'S SOME GOOD GROWTH AND WE LOOK FORWARD TO CONTINUING TO SUSTAIN THE SERVICE LEVELS AND EVEN ENHANCING THEM IN THE FUTURE. SO IT'S EXCITING TIME FOR COACHELL. IT'S THE FIRST TIME IT'S BEEN INCREASED SINCE 2008. I THINK RIGHT IN THERE. YEAH. SO IT'S TAKING A VERY, VERY, VERY LONG TIME. BUT I'M EXCITED TO FINALLY BE HERE, YOU KNOW, IT WAS ONE OF MY GOALS WHEN I CAME ON IN 2021.
AND I CAN'T SHARE HOW PROUD, HOW PROUD I AM OF OUR PUBLIC SAFETY AGENCIES. AND FOR BEING SO SUPPORTIVE AND PROFESSIONAL TO US AND TO OUR RESIDENTS, EVEN THROUGH THE, RESTRICTIONS THAT YOU HAVE HAD AND HOW AND TO OUR FIREFIGHTERS AND OUR DEPUTIES. I THANK YOU GREATLY FOR YOUR COMMITMENT TO US AND YOUR COMMITMENT TO OUR RESIDENTS. SO THANK YOU FOR THAT. WELL DESERVED. ALL RIGHT. WE'LL MOVE FORWARD NOW AND, ITEM NUMBER 19, THIS IS A PUBLIC HEARING. AND
[Public Hearing Calendar (Quasi-Judicial)]
THIS IS A PUBLIC HEARING FOR VIP NIGHTCLUB AND EVENT CENTER. AND THIS IS ENTERTAINMENT.ENTERTAINMENT PERMIT NUMBER 20 401. CONDITIONAL USE PERMIT NUMBER 380. ADRIAN. THANK YOU.
MAYOR, SO HELLO, CITY COUNCIL AND MAYOR. MY NAME IS ADRIAN MORENO, ASSOCIATE PLANNER WITH THE CITY OF COACHELLA. AND I'LL BE PRESENTING THIS ITEM TODAY, SO THIS IS FOR VIP NIGHTCLUB AND EVENT CENTER ENTERTAINMENT PERMIT 24. OH ONE AND CONDITIONAL USE PERMIT 380 IS FOR A NIGHTCLUB, A BAR, AND SPECIAL EVENT CENTER TO ALLOW FOR LIVE EVENTS AND A REQUEST FOR A TYPE 48 ABC LICENSE TO ALLOW FOR BEER, WINE AND DISTILLED SPIRITS. AT THE 5867 COMMERCIAL SUITE AT 49974 CESAR CHAVEZ STREET, THE APPLICANT IS REYES HERNANDEZ AND THE ASSOCIATES ALEX ZIEGLER AND SAMANTHA HERNANDEZ. SO I DID WANT TO SHOW YOU THE VICINITY MAP OF THE PROJECT, WHERE THE PROJECT IS LOCATED. THE PROJECT IS LOCATED ON THE NORTHEAST CORNER OF CESAR CHAVEZ STREET AND AVENUE 50. I HIGHLIGHTED IN GREEN, WHERE THE TENANT SPACE IS, WHERE THIS VIP NIGHTCLUB IS GOING TO BE, AND I ALSO WANTED TO POINT OUT THAT THE CENTER IS ACTUALLY OWNED BY TWO DIFFERENT PROPERTY OWNERS. SO IN RED I HIGHLIGHTED THE ONE PROPERTY OWNER OF THE SUBJECT PROPERTY, AND THERE'S ALSO ANOTHER PROPERTY OWNER, TO THE EAST OF THE PROJECT. SO IT'S OWNED BY TWO PROPERTY OWNERS FOR THE CENTER. AND THE GENERAL PLAN DESIGNATION IS DOWNTOWN CENTER, ZONING IS DOWNTOWN PUEBLO VIEJO, AND THE SUBJECT TENANT SPACE IS ON A 0.44 ACRE PARCEL. AND I DID WANT TO SHOW, JUST WHERE THAT, TENANT SPACE IS GOING TO BE.
IT'S RIGHT NEXT TO THE DOLLAR TREE. IT MAY BE EASY TO MISS, BUT THAT'S WHERE THE PROPOSED PROJECT IS GOING TO BE LOCATED, SO A BIT OF BACKGROUND, REYES HERNANDEZ HAS OPERATED OTHER ESTABLISHMENTS THAT INCLUDE VIVA MEXICO ATTACKS AND TRAVEL AND PREVIOUSLY MILLION DOLLAR SINALOA WITH THE CITY OF COACHELLA AND A BIT OF BACKGROUND, PLANNING COMMISSION DID RECOMMEND THE CITY COUNCIL TO APPROVE THE PROJECT ON SEPTEMBER 4TH, 2024. WITH THE ADDITIONAL REQUIREMENT FOR PRESSURE WASHING AND ALSO A REQUIREMENT TO REVISIT PARKING LOT LIGHTING PLAN AT YEAR OF RENEWAL, SO A SITE PLAN. I JUST WANTED TO SHOW IN GREEN WHERE THAT TENANT SPACE IS. IT'S 5867 SQUARE FOOT TENANT SPACE, IN RED IS THE MAIN ENTRANCE AND JUST BY THERE IS THE CUE PLAN FOR PEOPLE TO ENTER. I DID WANT TO HIGHLIGHT ALSO THE EXIT IN THE FRONT OF THE BUILDING AS WELL. AND ALSO IN THE REAR OF THE BUILDING THERE IS AN EXIT AS WELL AND ALSO AN ADA PATH OF TRAVEL, TO EXIT THE BUILDING. YOU KNOW, OF COURSE, IN CASE OF EMERGENCIES. AND I DID WANT TO SHOW YOU THE FLOOR PLAN FOR THE PROPOSED SPACE. SO IN HIGHLIGHTED RED, THERE I SHOW THE STAGE FOR THE CENTER, ALSO THE DANCE FLOOR IS LOCATED RIGHT NEXT TO THE STAGE, A 393 SQUARE FOOT DANCE FLOOR, I ALSO SHOW THE TABLES AND SEATING AT THE CENTER AND ALSO THE WAITING AREA WHERE PEOPLE COULD STAND AND SEE THE EVENT, THE PROJECT IS REQUESTING A TYPE 48 ABC LICENSE TO ALLOW THE ON SALE OF BEER, WINE, AND DISTILLED SPIRITS, FOR
[01:25:05]
THE PROJECT. THE LAST CALL IS AT 1:30 A.M, AND AS REQUIRED BY AB, ALL EVENTS ARE REQUIRED TO BE 21 AND OVER. SO WE DO HAVE A SECURITY PLAN THAT WAS PREPARED FOR THE PROJECT. SO WE ARE REQUIRING EVENTS THAT ARE FROM 0 TO 50 GUESTS TO HAVE ONE SECURITY OFFICER FOR EVENTS THAT ARE FROM 50 TO 250 GUESTS, A MINIMUM OF FIVE SECURITY OFFICERS WOULD BE REQUIRED, AND FROM 250 GUESTS AND ABOVE EVERY ADDITIONAL 50 GUESTS THAT THEY HAVE WOULD REQUIRE AN ADDITIONAL SECURITY OFFICER, AND WE DID, DISCUSS THE SECURITY PLAN AND SECURITY RELATED CONDITIONS AND ALL THE OTHER CONDITIONS REQUIRED FOR THE PROJECT WITH LIEUTENANT VASQUEZ. WE DID PROVIDE THOSE CONDITIONS. WE DID MEET WITH THEM. WE DID CONSIDER THOSE ADDITIONAL CONDITIONS THAT THEY BROUGHT FORWARD. RIGHT. AND WE INCLUDED IT AS CONDITIONS OF APPROVAL FOR THE PROJECT, AND WITH THAT, THERE WAS NO FURTHER ISSUES WITH THE PROJECT. I DID WANT TO SHOW THE SITE CONDITION.RIGHT, ON THE IMAGES THERE, I SHOWED THAT THE PARKING LOT CONDITION SHOWS SOME CRACKING RIGHT, AND THERE IS MISSING LANDSCAPING. SO FOR THE PROJECT, WE ARE REQUIRING SOME SITE IMPROVEMENTS, RIGHT. TO MAKE SURE THE CENTER IS REALLY IN AN UPKEPT CONDITION. I DO WANT TO HIGHLIGHT, YOU KNOW, THE PROPERTY OWNER AND THE APPLICANT WHO HAS WORKED WITH US TO MEET, YOU KNOW, THESE CONDITIONS AND HAVE THEM AS PART OF THE CONDITIONS OF APPROVAL FOR THE PROJECT, INCLUDED AS SITE REQUIREMENTS. RIGHT, WOULD BE TO REPLACE MISSING LANDSCAPING.
THERE'S ABOUT 25 MISSING PLANTS. NEAR CESAR CHAVEZ AND MORE MISSING PLANTS WITHIN THE CENTER TO HAVE THOSE REPLACED, TO ADD THREE QUARTER INCH GRAVEL TO MAKE SURE THE CENTER LOOKS GOOD, PAVEMENT IMPROVEMENTS, A NEW TRASH ENCLOSURE, NEW SECURITY GATE AT THE REAR ENTRANCE AREA, A NEW ADA RAMP. AND TO ENSURE THAT THE APPLICANT IS ENTERING IN A PARKING LOT AND MAINTENANCE AGREEMENT, TO ENSURE THAT YOU KNOW, THESE IMPROVEMENTS ARE DONE, BUT ALSO UPKEPT IN THE FUTURE, RIGHT, AND I DID SHOW HERE THE SITE CONDITIONS OF THE REAR ACCESS AREA. SO THIS, CAN BE ACCESSED THROUGH CESAR CHAVEZ STREET. AND THERE HAVE BEEN IN THE PAST ISSUES THAT HAVE COME UP WHERE THERE ARE TRESPASSERS, HOMELESS, TRASH BEING LEFT THERE AND OTHER ISSUES THAT HAVE COME UP AND CODE ENFORCEMENT HAS HAD TO, DEAL WITH IN THE PAST, SO WE ARE REQUIRING THAT THERE ARE IMPROVEMENTS TO THAT REAR AREA. SOME OF THOSE IMPROVEMENTS INCLUDE THE ADA RAMP. RIGHT. TO ENSURE THAT THERE IS A TRASH ENCLOSURE, COMPATIBLE WITH THE BUILDING. NEW LANDSCAPE AREA IN THE BACK AND MOST REALLY IMPORTANTLY, TO ENSURE THAT REAR ENTRANCE AREA IS GATED OFF TO ENSURE THAT, YOU KNOW, TRESPASSERS AREN'T COMING IN, YOU KNOW, AND MAKING A MESS, IN THAT BACK AREA. AND WE ARE REQUIRING THE HIGHLIGHTED RED AREAS TO MAKE SURE THERE IS FENCING THERE AND ALSO TO BE ACCESSIBLE FOR FIRE DEPARTMENT TO COME IN IN CASE OF EMERGENCY AND ALSO FOR BURRTEC RIGHT, FOR THE TRASH ENCLOSURES BACK THERE, SO THOSE ARE REQUIREMENTS FOR THE PROJECT. AS FOR PARKING, THERE IS SUFFICIENT PARKING AT THE CENTER FOR THE PROPOSED USE, THE BNP NIGHTCLUB AND EVENT CENTER REQUIRES 94 PARKING SPACES, THE DOLLAR TREE THERE REQUIRES 40 PARKING SPACES. VICTORY LIQUOR AND ALDEANOS REQUIRES 16. AND SMART AND FINAL REQUIRE 111. SO IN TOTAL, FOR ALL THE USES THAT ARE GOING TO BE THERE, WE WILL NEED 261 PARKING SPACES. AND THE ENTIRETY OF THE CENTER DOES PROVIDE ENOUGH PARKING. IT DOES PROVIDE 265 PARKING SPACES. SO THERE IS SUFFICIENT PARKING FOR THE SITE. AND I DID WANT TO HIGHLIGHT, YOU KNOW, WHERE THAT PARKING AREA IS LOCATED. I HIGHLIGHTED IN GREEN, THE PARKING AREA. RIGHT. AND EVEN THOUGH THERE ARE TWO PROPERTY OWNERS AT THE CENTER, THE PROPERTY OWNERS TEAM DID SHARE A EASEMENT FOR PARKING. SO THE PARKING CAN BE ACCESSED BY BOTH OF THE PROPERTY OWNERS. AND WE ALSO, PLANNING COMMISSION DID NOTE, YOU KNOW, CONCERNS REGARDING THE PARKING LOT LIGHTING, WHICH IS WHY THEY INCLUDED A CONDITION TO REVISIT PARKING LOT LIGHTING WITHIN THE ONE YEAR RENEWAL PERIOD. AND WE DID GO OUT THERE AT NIGHTTIME, AND WE DID IDENTIFY, YOU KNOW, SOME LIGHT POSTS THAT WERE NOT FUNCTIONAL. SOME THAT WERE HALF FUNCTIONAL. SO THE LIGHT POST HAS TWO LIGHTS. ONE OF THEM WAS OFF, ONE WAS ON RIGHT, AND SOME OTHER LIGHTING THAT WASN'T THERE. SO AS A CONDITION OF APPROVAL, WE ARE RECOMMENDING THAT, LIGHTING BE, REPAIRED AT THE CENTER. AND I DID HIGHLIGHT HERE WHAT IT LOOKS LIKE AT NIGHT. SO IT IS A BIT DARK AT
[01:30:01]
THE CENTER. BUT AS AGAIN, I MENTIONED AS A CONDITION OF APPROVAL, WE'RE GOING TO REQUIRE TO REPAIR THE PARKING LOT LIGHTING. AND THIS IS A PHOTOS OF THE DOLLAR TREE AND SMART AND FINAL PARKING LOT AT NIGHT. AND ALSO EAST OF SMART AND FINAL. AND THIS IS THE REAR ACCESS AREA. AND AS FOR GENERAL PLAN CONSISTENCY, CONSISTENCY, IN TERMS OF GENERAL PLAN GOALS, YOU KNOW, WHY ARE WE RECOMMENDING TO APPROVE THE PROJECT? IT'S REALLY TO INCENTIVIZE TOURISM AND ENTERTAINMENT, WHICH IS A GOAL OF THE GENERAL PLAN TO PURSUE ONE OR MORE MAJOR ENTERTAINMENT DESIGNATIONS FOR COACHELLA RESIDENTS AND OUTSIDE RESIDENTS AS WELL, AND TO PURSUE PERFORMING ARTS VENUES. AND AS FOR ENVIRONMENTAL REVIEW, STAFF FOUND THAT IT IS FOLLOWING SEQUA FOR AN EXISTING FACILITY WITHOUT ANY EXPANSIONS. AND AS FOR OUR RECOMMENDATION, STAFF RECOMMENDS THAT THE PLANNING COMMISSION APPROVE RESOLUTION 2024, 54 AND 2024. DASH 55 RECOMMENDING THE CITY COUNCIL APPROVE THE ENTERTAINMENT PERMIT AND CONDITIONAL USE PERMIT FOR THE PROJECT, WITH THE BELOW ADDED CONDITION. THAT PARKING LOT AND BUILDING EXTERIOR LIGHTING SHALL BE REPAIRED. NEW PARKING LOT AND BUILDING EXTERIOR LIGHTING SHALL BE INSTALLED IF WARRANTED UPON A SITE INSPECTION BY THE SHERIFF'S DEPARTMENT PRIOR TO CERTIFICATE OF OCCUPANCY OR PRIOR TO OCCUPANCY, SO THAT'S REALLY THE END OF MY PRESENTATION, AND YOU CAN ASK ME ANY QUESTIONS REGARDING THE PROJECT. AND ALSO THE APPLICANT IS HERE AND THE PROPERTY OWNER IS HERE IN ZOOM.THANK YOU, THANK YOU. ANY QUESTIONS? OH, LET ME GO AHEAD AND OPEN THE PUBLIC HEARING.
730. I, I'LL START THIS AND JUST SAY THAT THE PROPOSED, VENUE IS, IS EXACTLY WHERE THE CITY'S GENERAL PLAN INTENDED IT TO BE IN ZONING. INTENDED IT TO BE, IRONICALLY, WE WERE HAVING A CONVERSATION, HAVING DINNER EARLIER ABOUT. AND WE WERE LAUGHING THAT, THERE'S A RESTAURANT IN LA QUINTA THAT'S CLOSING AND COUNCIL MEMBER GALARZA ACTUALLY SAID, YOU KNOW, THERE'S GOING TO BE A GENERATION OF PEOPLE THAT ARE NOT GOING TO KNOW WHAT, WHAT'S THE WHAT'S ZELDA, ZELDA'S OR BEAR HUNTER IS EVER GOING TO BE. AND, YOU KNOW, I WAS SITTING THERE, I WAS THINKING, IT'S LIKE, MAN, A LOT OF US IN COACHELLA KNOW WHAT THOSE PLACES ARE BECAUSE WE HAVE TO TRAVEL 30, 40 MINUTES, AN HOUR TO GO OUT AND TO HAVE THAT TYPE OF EXPERIENCE. AND WHAT BETTER, YOU KNOW, EXPERIENCE FOR US WOULD BE TO ACTUALLY EXPERIENCE IT IN OUR HOME, IN OUR HOMETOWN. AND SO I THINK FOR US, LIKE, YOU KNOW, WHEN YOU LOOK AT COACHELLA, RIGHT NOW, YOU KNOW, THERE ISN'T A LOT OF NIGHTLIFE GOING ON. AND I THINK AT THE SAME TIME, WE HAVE A VERY YOUNG POPULATION. I MEAN, OUR MEDIAN AGE IS, IS 26, 27 YEARS OLD. SO WHAT DO KIDS WHAT DO PEOPLE AT 26, 27 YEAR OLD, DO YOU WANT TO GO OUT AND WANT TO HAVE THEY WANT TO GO TO A CLUB.
THEY WANT TO LIKE THEY WANT TO MEET THEIR NEXT SPOUSE OR SOMETHING LIKE THAT, OR THEIR SPOUSE AND, AND THAT'S PART OF WHAT COMMUNITIES DO. THAT'S PART OF HOW SOCIETIES FUNCTION. AND AND, AND HOW YOU GET ENTERTAINED AND WHAT YOU DO. SO I, I, I'M ALL FOR THIS. I THINK MY, MY ONLY AREA IS THAT I WANT TO BE ABLE TO WORK WITH FOLKS BECAUSE YES, ON THE ONE HAND, THESE THESE, THESE CONDITIONS ARE VERY, VERY IMPORTANT FROM LIGHTING IN PARTICULAR. ON THE OTHER HAND, I'M GOING TO JUST BE CRITICAL OF, OF YOU KNOW, WE HAVE OLDER BUILDINGS AND WE HAVE BUILDINGS THAT ARE DARK. AND SO PERHAPS AS A STAFF, WE NEED TO MAKE SURE THAT WE'RE GOING OUT AT NIGHT AND MAKING SURE THAT, YOU KNOW, WE DON'T HAVE THESE, YOU KNOW, FACILITIES WITH BROKEN, YOU KNOW, ON WORKING LIGHTS, ETC. AND, AND I WILL SAY THAT FROM A VANDALISM STANDPOINT, THE REASON I THINK THAT YOU GET, YOU KNOW, HOMELESS AND FOLKS STAYING THERE AND, AND BEING PRESENT IN THESE FACILITIES IS BECAUSE THERE'S NOBODY IN THEM, YOU KNOW. AND SO NOW YOU GET SOME MORE ACTION, YOU GET PRESENCE. I THINK THAT ELEMENT IS GOING TO GO BECAUSE OBVIOUSLY THE SECURITY GUARD, THE OWNER, THE PEOPLE ARE GOING TO SAY, HEY, WE'RE OUT HERE LIKE, KEEP IT GOING. YOU KNOW? SO I THINK THIS IS A GOOD THING IN TERMS OF JUST BRINGING MORE LIFE, MAKING THAT FACILITY LOOK A LITTLE BIT BETTER. BUT SO I WANT US TO BE FLEXIBLE BECAUSE COST OF OPENING A BUSINESS, PARTICULARLY ONE LIKE THIS, IS SUBSTANTIAL. I CAN IMAGINE THAT THE TENANT IS PROBABLY GOING TO BE UPWARDS OF, YOU KNOW, 150 TO $200,000 INVESTMENT. SO JUST WANT TO BE FLEXIBLE, YOU KNOW, AND IN TERMS OF HOW WE CAN MAYBE STAGGER AND WORK WITH PEOPLE AS
[01:35:05]
THEY CAN CASH FLOW AND, AND GET THIS THING GOING, YOU KNOW, AND, AND I KNOW SOMEBODY'S GOING TO SAY IT, BUT THERE USED TO BE A NIGHTCLUB THERE A LONG, LONG TIME AGO. IT WAS CALLED THE COCA CABANA, IF I WASN'T MISTAKEN. SO IT'S KIND OF NEAT THAT IT'S HERE. COMING BACK. AND I WAS PART OF THE GENERATION THAT DIDN'T KNOW ABOUT THAT ONE. YEAH, YEAH, YEAH. YOU KNOW THIS GENERATION. NEVER HEARD OF IT. I'LL MAKE A MOTION. I WANT TO SHARE A FEW THINGS, AND YES, HE'S ABSOLUTELY RIGHT. SO WE'RE THE SMART AND FINAL WAS. THAT WAS THE COPACABANA. AT SOME POINT, AS COUNCIL, I DO WANT US TO RETHINK PARKING, BECAUSE THERE ISN'T THAT MUCH NEED FOR PARKING LOTS THAT WE SEE NOW IN THESE SHOPPING CENTERS. IT TAKES UP SO MUCH SPACE, AND HALF OF IT IS, OR TWO THIRDS OF IT IS ALWAYS VACANT. I WANT TO THANK YOU GUYS FOR THE INVESTMENT THAT YOU'RE BRINGING IN. IT'S A LOT OF CHANGES. IT'S A LOT OF TIME. AND I'M SURE YOU'VE ALREADY SPENT SO MUCH TIME AND PLANNING JUST TO GET HERE, AND IT'S JUST TO GET HERE NOW, YOU NOW YOU HAVE TO GO AND MAKE SURE THAT YOU'RE REVITALIZING EVERYTHING. IT'S A GREAT BENEFIT TO US BECAUSE YOU ARE REVITALIZING IT, ONE OF MY OTHER FOCUSES WAS ECONOMIC DEVELOPMENT. AND WE NEED, ABSOLUTELY NEED, NEED, NEED, NEED BUSINESSES, NEW BUSINESSES AND RETAINING OUR BUSINESSES. SO I WANT TO THANK YOU FOR THAT INVESTMENT THAT YOU'RE BRINGING IN. I HOPE THAT IT'S VERY SUCCESSFUL. I HOPE THAT YOU'RE BRINGING IN THAT MONEY. I HOPE THAT YOU'RE SUCCESSFUL AND THAT YOU'RE SECURE A GOOD INCOME, YOU KNOW, FOR YOUR FAMILY AND GENERATIONS TO COME. I DO ASK ONLY ONE THING IS THAT WHEN THE EVENTS ARE OVER AT 132, IS THAT. AND WITH THE LIEUTENANT TOO, IS THAT WE DON'T HAVE PEOPLE HANGING OUT. WE NEED WE NEED TO GET THEM OUT AND I SAY THIS BECAUSE MANY TIMES AND JUST FROM THE HISTORY OF WHAT WE HAD IN THE, THE CLUB THAT WE HAD ACROSS THE STREET WAS THAT A LOT OF THE ISSUES CAME WHEN THEY'RE OBVIOUSLY INTOXICATED, THEY'RE IN THE PARKING LOT, THEY'RE HANGING OUT. AND WHEN WE WERE YOUNGER, WE DID THE SAME THING.WE JUST HUNG OUT. BUT THAT'S USUALLY WHEN PEOPLE START GETTING INTO ARGUMENTS. AND SO HOPEFULLY WE'RE WE'RE JUST GETTING THEM OUT AS SOON AS WE'RE DONE, AND I THINK, YOU KNOW, LAW ENFORCEMENT IS ALREADY AWARE OF JUST THE SAFETY OF GETTING THEM HOME SAFELY AND GETTING THEM GOING. BUT I'M VERY EXCITED TO SEE THAT REVIVED. IT'S GOING TO BRING A LOT OF MEMORIES FOR SOME OF US, SOME OF US OLDER FOLKS UP HERE. SO FOR THE RECORD, I NEVER WENT. I KNOW ABOUT IT. I DID. DID YOU GO, CARLOS? YOU DID. YOU WIN. YOU WIN. I WAS PUTTING HIM ON THE SPOT. DID YOU GO? HE WENT. SO I'M EXCITED. I REALLY AM EXCITED. AND AGAIN, THANK YOU FOR YOUR COMMITMENT. THANK YOU FOR COMING OUT AND I'M EXCITED AND LOOKING FORWARD TO VISITING THE BUSINESS. THANK YOU. THANK YOU. ANY OTHER QUESTIONS? THANK YOU FOR BEING HERE. YEAH. WE'RE EXCITED TO SEE, YOU KNOW, MORE BUSINESSES COMING INTO THE CITY. SABEMOS MUY GRANDE PERO SE LOS AGRADECEMOS MUCHO ESTAMOS CONTENTOS DE ESTÉN AQUI CON NOSOTROS Y PUES A VER CUANDO NOS INVITA PARA IR. TAMBIÉN A NOSOTROS TAMBIÉN NOS GUSTA IR PERO GRACIAS. MUCHAS GRACIAS FELICIDADES NO MAS LE ENCARGO DE COMO DIJO A LA RICHIEDERA. QUÉ DESPUÉS DEL EVENTO PONGA UN ESTANDAR HOT DOGS PARA O SI POR FAVOR. HOT DOGS. SI LA GENTE TODO ASI TODO BIEN. HOT DOGS. I MADE A MOTION. THERE'S A MOTION AND A SECOND CLOSE THE PUBLIC HEARING. LET ME CLOSE THE PUBLIC HEARING. OKAY. AND WHAT TIME? IT'S 737. THANK YOU. OKAY. WE HAVE A MOTION AND A SECOND BY COUNCIL MEMBER FIGUEROA. OKAY, I'LL GO AHEAD AND TAKE ROLL. COUNCIL MEMBER. DELGADO. YES.
COUNCIL MEMBER GALARZA. I COUNCIL MEMBER. FIGUEROA I. MAYOR PRO TEM I MAYOR HERNANDEZ.
I MOVE FORWARD NOW ON ITEM NUMBER 20. THIS IS A DOCKET NUMBER ORDINANCE 1213, ZONING ORDINANCE, AMENDMENT 12 ZERO NINE, FIRST READING TO AMEND COACHELLA MUNICIPAL MUNICIPAL CODE, TITLE 17 REGARDING ZONING, DISTRICT PERMITTED USE AND DEVELOPMENT STANDARDS FOR RE RESIDENTIAL ESTATE DISTRICT. GABRIEL. THANK YOU. MAYOR. MEMBERS OF THE CITY COUNCIL.
GABRIEL PEREZ, YOUR DEVELOPMENT SERVICES DIRECTOR. SO THIS ITEM IS PHASE ONE OF OUR STREAMLINED CODE AMENDMENTS THAT WE ARE PROPOSING TO COUNCIL. THIS ONE WOULD SPECIFICALLY AMEND THE RESIDENTIAL ESTATE DISTRICT IN THE CITY, SOME BACKGROUND ON THIS. WE CAME TO COUNCIL WITH A WORK PROGRAM TO AMEND SEVERAL CHAPTERS OF OUR CODE, SOME OF THAT INCLUDED SIDEWALK VENDING, WHICH WAS ALREADY ADDRESSED, HOUSING LAW UPDATES, RESIDENTIAL FRONT YARD STRUCTURES, PARKING
[01:40:03]
STANDARDS. AND AT THIS TIME, THE PLANNING COMMISSION DID REVIEW THESE UPDATES, BUT THERE WAS A LOT OF DISCUSSION. AND SO THEY ARE STILL DISCUSSING THESE IN STUDY SESSIONS, BUT THEY DID RECOMMEND THAT THE COUNCIL COULD CONSIDER THE RESIDENTIAL ESTATE REQUIREMENTS. THESE WOULD BE REQUIREMENTS FOR THE ZONE THAT WOULD INCLUDE THE SPHERE OF INFLUENCE TO THE WEST OF COACHELLA, NORTH OF 52, AND THIS ALSO COMES FROM FEEDBACK FROM SOME OF THE RESIDENTS IN THAT AREA. SO WHAT THIS WOULD DO, THE RESIDENTIAL ESTATE ZONE IS INTENDED FOR LARGE LOT.PROPERTIES, WHICH ARE AT THE MINIMUM 20 ZERO ZERO ZERO SQUARE FEET, IT DOES ALLOW FOR ACCESSORY USES LIKE AGRICULTURE AND EQUESTRIAN USES. SO WHAT WE ARE ASKING TODAY FOR THE COUNCIL IS THAT AGRICULTURAL USES, ACTUALLY BE CONSIDERED PERMITTED USES RATHER THAN JUST ACCESSORY.
SO A LOT OF OUR ZONING DISTRICTS HAVE CONSIDERED AGRICULTURE AS A NON-CONFORMING USE IN THIS CASE.
WE WOULD JUST LIKE TO FOR IT TO BE CONSIDERED AS A PERMITTED USE AND NOT AS NON-CONFORMING, THE OTHER IS LODGING. AND SO THERE'S THE INTEREST OF PROPERTY OWNERS THAT DO HAVE AGRICULTURAL USES ON THEIR PROPERTY TO BE ALLOWED TO HAVE LODGING AND SO WHAT WE ARE RECOMMENDING HERE IS TO INCORPORATE ACTUALLY SOME LANGUAGE FROM THE RANCHO ORDINANCE THAT THE COUNTY ADOPTED AND THAT ORDINANCE ALLOWS FOR EVENTS NOT NECESSARILY LODGING, BUT IT ALLOWS EVENTS IN LARGE RANCHES IN UNINCORPORATED AREAS WITH A VERY SPECIAL REQUIREMENT THAT 40% OF THE PROPERTY BE UTILIZED FOR AGRICULTURAL CROPS, BUT THAT 20% BE PLANTED WITH DATE PALMS. THIS ORDINANCE WOULD ALSO ALLOW FOR TOURIST RELATED USES, SUCH AS CONFERENCE FACILITIES, GIFT SHOPS, WELLNESS BARS, RECREATION FACILITIES WITH APPROVAL OF A CONDITIONAL USE PERMIT. SO JUST SOME FEEDBACK OR SOME DETAIL ABOUT THE RIVERSIDE COUNTY RANCHO ORDINANCE. IT WAS APPROVED THIS YEAR IN JULY BY THE COUNTY SUPERVISORS. IT DOES ALLOW FOR PERMANENT EVENT FACILITIES IN UNINCORPORATED AREAS. THERE ARE LOCATION REQUIREMENTS. AND, AS I MENTIONED BEFORE, IT DOES HAVE A REQUIREMENT FOR AGRICULTURE ON THE PROPERTY AND THE MAXIMUM OPERATION FOR EVENTS WOULD BE 12 HOURS PER DAY, DOES ALLOW FOR LIVE MUSIC AND AMPLIFIED SOUND, BUT THAT IT CEASES BY 10 P.M, AND ANY EVENT MUST END BY 12 A.M. MIDNIGHT. SO, SO WE ARE KIND OF PULLING THE AGRICULTURAL REQUIREMENT FROM THAT ORDINANCE, WHAT'S A LITTLE BIT DIFFERENT HERE IS THAT WE ARE ALLOWING FOR LODGING IN THIS ORDINANCE. IT'S ONLY FOR SPECIAL EVENTS, JUST SOME HISTORY. OBVIOUSLY, THE DATE INDUSTRY IS VERY IMPORTANT TO THE CITY. IT'S BEEN PART OF THE HERITAGE OF THE CITY. AND A LOT OF THOSE ARE GOING AWAY LIKE OVER TIME. RIGHT? SO WHEN WE'RE TALKING ABOUT WHAT WE REMEMBER BACK IN THE DAY THAT USED TO BE IN INDIO, PALM DESERT, INDIAN WELLS, SO IT'S STARTING TO GO AWAY FROM COACHELLA. SO A WAY TO PRESERVE IT IS EVEN THROUGH THIS ORDINANCE. AND THERE'S ALL KINDS OF THINGS THAT YOU COULD DO WITH DATES. WE HAVE SOME OF THE RANCHES IN THE AREA THAT ARE ACTUALLY DOING SOME GREAT THINGS WITH THIS PRODUCT, THAT'S FROM OUR CITY. ALLOWING FOR SPECIAL OCCASIONS THAT COULD, WOULD BE ALLOWED WITH THIS ORDINANCE BY ALLOWING LODGING AND SPECIAL EVENTS, YOU COULD HAVE WEDDINGS CELEBRATED HERE. THERE'S A BIG ECONOMIC IMPACT BY ALLOWING SPECIAL EVENTS IN THE CITY, FARM TO TABLE EVENTS. SO ALLOWING AGRICULTURE, YOU KNOW, WITH LODGING AND TOURIST ORIENTED USES, YOU COULD HAVE THAT EXIST IN THE CITY. AND OBVIOUSLY THERE'S BEEN SOME GOOD WORK THE COUNCIL HAS DONE WHEN MAKING CONNECTIONS WITH MEXICALI AND POSSIBLY BRINGING IN THAT CULINARY CONNECTION WITH, WITH THE CITY, SO THE OTHER LEADING INTO SOME OF THE OTHER DEVELOPMENT STANDARDS THAT WOULD BE AMENDED, ONE OF THE STANDARDS THAT WOULD BE AMENDED IS ESTABLISHING A SETBACK REQUIREMENT FOR NEW DEVELOPMENT THAT WOULDN'T HAVE FRONTAGE ALONG PERIMETER STREETS, SO THIS IS A COMMON SETBACK THAT EXISTS FOR OTHER COACHELLA VALLEY CITIES, WITH THE AVERAGE OF 20FT IN THE PERIMETER, SO SOME OF THE DEVELOPMENTS WE'VE SEEN IN THE CITY JUST HAVE FIVE FOOT SETBACKS. AND SO THIS WOULD CREATE A LARGER SETBACK THAT'S MORE ATTRACTIVE. AND YOU CAN HAVE MORE LANDSCAPING AND THEN HAVE A SHADE STANDARD FOR THIS ZONE OF 30%. THAT WOULD BE
[01:45:06]
SHADED. AND THIS WOULD REDUCE THE IMPACT OF EXTREME HEAT AND THE HEAT ISLAND EFFECT. SO THAT'S IT, STAFF DOES RECOMMEND THAT THE COUNCIL DETERMINE THAT THE CODE AMENDMENTS ARE EXEMPT FROM SEQUA AND THAT YOU INTRODUCED THE ORDINANCE, IN MY PRESENTATION. HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE. I DO WANT TO ACKNOWLEDGE THAT ONE OF THE PROPERTY OWNERS, MICHAEL, IS HERE FROM LOVING ALL ANIMALS. I SAW HIM THE OTHER DAY ON THE WEEKEND AND TOLD HIM THAT WE ARE TAKING THESE CODE AMENDMENTS FORWARD, SO I'M NOT SURE IF HE HAS ANY COMMENTS, BUT THEY WERE VERY INTERESTED IN THIS ITEM. THANK YOU, MICHAEL, FOR BEING HERE, THIS IS A PUBLIC HEARING. LET ME GO AHEAD AND OPEN. THIS IS 744. IS THERE ANYONE THAT WOULD LIKE TO ADDRESS THE CITY COUNCIL? GOOD EVENING. MICHAEL, HOW ARE YOU? EXCUSE ME. THANK YOU. GOOD EVENING, MAYOR AND COUNCIL MEMBERS, I MY NAME IS MICHAEL PHIPPS RUSSELL. I'M THE PRESIDENT AND EXECUTIVE DIRECTOR TO LOVING ALL ANIMALS. AND WE OWN THE PROPERTY ON THE CORNER OF CALHOUN AND 51ST, WE. WHEN WE ACQUIRED THE PROPERTY IN 2019, WE WERE VERY EXCITED. AND WE ACTUALLY EVEN HIRED AN ARCHITECT TO GET US STARTED. AND THEN SIX MONTHS LATER, WE WERE ON LOCKDOWN. SO WE ARE NOW STARTING OVER. AND NOW WITH THE CITY OF COACHELLA INSTEAD OF RIVERSIDE COUNTY. SO I'M NOT QUITE UP TO DATE ON ALL OF YOUR CODES AND PROCEDURES YET, BUT I WILL BE SHORTLY. BUT, WE WOULD LIKE TO DEVELOP THE PROPERTY BY INCLUDING A SPECIALTY VETERINARY CLINIC THAT WILL SPECIFICALLY PROVIDE VERY LOW COST, IDEALLY NO COST SERVICES. TARGETING THOSE SOCIAL ISSUES RELATED TO OUR ANIMALS, THAT THE PRIVATE SECTOR JUST IS DOING A VERY LOUSY JOB AT, FOR INSTANCE, LOW AND NO COST SPAY NEUTER SERVICES. WE'RE GOING TO SPEND AT LEAST $100,000 THIS YEAR GIVING AWAY SURGERIES AS FAST AS I CAN. BOOK THEM. FREE THIS, FREE THAT. I MEAN, IT'S JUST WE'RE DOING OUR VERY BEST HERE TO JUST ADDRESS THIS, CURRENT ISSUES. BUT ONE OF THE THINGS OUR COMMUNITY AS A WHOLE IS, IS WOEFULLY LACKING IN IS HAVING A FREE STANDING SPECIALTY VET CLINIC. WE USED TO HAVE ONE LONG, LONG AGO, BUT NO LONGER.AND WE RELY ON MOBILE VEHICLES. THE PROBLEM THERE IS THE NEWS STORIES YOU HEAR ABOUT LARGE DOGS, OUR LITTLE MOBILE VANS DON'T ADDRESS THAT WELL. IN FACT, THEY DON'T ADDRESS IT AT ALL, AND SO OWNERS ARE REQUIRED EITHER NOT TO GET THE SURGERIES DONE FOR SPAY AND NEUTERING OR, THEY HAVE TO PAY AN EXORBITANT AMOUNT OF MONEY, WHICH, BASED ON OUR UNDERSTANDING, THAT'S NOT VIABLE FOR THIS WHOLE SIDE OF THE COACHELLA VALLEY. SO WE WOULD LIKE TO ADDRESS THAT, BUT WITH THE ZONING, I JUST WANT TO MAKE ABSOLUTELY CERTAIN THAT YOU'RE OKAY WITH IT BEFORE I GO OUT AND HIRE AN ARCHITECT AND CAN WE DO THIS WITH YOUR BLESSING TO MOVE FORWARD, AT LEAST CONCEPTUALLY? SO THAT'S WHAT WE WOULD LIKE TO DO, WE'D LIKE TO GET STARTED ON IT. AND WE'VE BEEN HOLDING OUR BREATH, WAITING TO FIND OUT WHO WAS THE JURISDICTION THAT WAS GOING TO.
WE WERE GOING TO PUT ON OUR MAILING ADDRESS. SO WE'RE VERY THRILLED TO BE WITH COACHELLA.
LAST TIME I SPOKE TO YOU WAS ALSO ABOUT AN ANIMAL ISSUE, AND THAT WAS TO TURN ON THE COACHELLA VALLEY ANIMAL CAMPUS WHEN IT WAS JUST A SAND DUNE. AND SO I'M VERY KIND OF EXCITED TO BE BACK, BEFORE YOU TALKING ABOUT SOME MORE STUFF WITH ANIMALS AND HOPEFULLY WE CAN KEEP THE DIALOG GOING AND GET SOME THINGS DONE. SO I JUST WOULD LIKE TO MAKE SURE THAT IF IT'S POSSIBLE THAT WE CAN HAVE A SPECIALTY CLINIC, ON THAT SITE. THANK YOU. THANK YOU. MICHAEL, ANY OTHER ONE IN ATTENDANCE? I'D LIKE TO ADDRESS US. ANYONE ONLINE? LET ME GO AHEAD AND CLOSE THE PUBLIC HEARING. 748 THE CITY COUNCIL, TO RESPOND, TO MICHAEL, I DO RECALL LOOKING AT THAT PROPERTY QUITE A BIT, AND THE CONVERSATIONS WERE ALWAYS THAT IF WE, THE CITY OF COACHELLA, SUPPORTED IT. WHICH MADE IT VERY DIFFICULT BECAUSE AT THAT TIME IT DID FALL UNDER COUNTY. AND SO BECAUSE OBVIOUSLY OUR TAXPAYERS DOLLARS HAVE TO GO INSIDE THE CITY OF COACHELLA, THERE WAS ALWAYS THAT CHALLENGE. AND SO I AS YOU, I'M VERY EXCITED THAT THIS WILL BE UNDER THE CITY OF COACHELLA JURISDICTION. SO NOW WE CAN HELP IN ANY IN MY FOR ME, TO SUPPORT ANY WAY WE CAN TO MAKE SURE THAT, YOU KNOW, THIS, THIS ISSUE THAT'S BEEN ONGOING IS ADDRESSED. AND SO WE CAN FINALLY SUPPORT THAT THAT AREA. SO THAT'S VERY EXCITING FOR ME, GABE, I WANT TO DO THAT RIGHT HERE. SO LET'S LOOK AT THE ORDINANCE. LET'S GO BACK A FEW.
[01:50:04]
BECAUSE WHAT THIS DOES, AND I IMAGINE MICHAEL'S PROPERTY WOULD BE WITHIN THE THIS NEW PROPOSED ZONE, WHICH IS WHAT A STATE WHAT ARE WE CALLING A STATE? STATE RESIDENTIAL ESTATE. AND SO LET'S LOOK AT THE ALLOWABLE USES WITHIN THE ORDINANCE. I KNOW IT OBVIOUSLY, IT ALLOWS FOR ENTERTAINMENT VENUES. BUT IF I'M NOT MISTAKEN, THIS OBVIOUSLY LOVING ANIMALS IS THERE. AND THEN IT'S ON THE CORNER OF 52 AND JACKSON. THERE'S LIKE PAUL'S LIKE. AND THEN THERE'S ALSO VINCE HENRY FUNERAL HOMES. RIGHT. LIKE RIGHT NEXT TO IT. LIKE I THINK THAT CALLED GRANDPA'S OR SOMETHING LIKE THAT. BUT SO IF WE ADOPT THIS MORE THAN LIKELY THEY'RE GOING TO THEY'RE GOING TO BE AN UNCONFORMING USE. AND, AND SO I WANT TO MAKE SURE THAT AS WE LOOK AT WHAT OUR ALLOWABLE USES THAT IN A LOT OF WAYS, YOU KNOW, THE ANIMAL, CARE AND SERVICE IT IT'S, IT'S SOMEWHAT LIKE RURAL, RIGHT, BECAUSE OF THE SIZE OF THE FACILITIES OR THE SIZE OF THE LOTS OUT THERE. AND SO I BELIEVE THAT'S WHY THE COUNTY AND HAVE ZONED IT FOR THAT BECAUSE THEY'RE LARGE LOTS. AND IF YOU LOOK DOWN THE STREET ON 52 AND BETWEEN CALHOUN AND JACKSON, WE ALSO HAVE LIKE HUGE EQUESTRIAN LOTS WITH HORSES. AND SO YOU HAVE, YOU KNOW, DOGS, CATS, HORSES AND RIGHT NOW WE'RE KIND OF THINKING ABOUT IT FROM A LENS OF, OF, LIKE ENTERTAINMENT VENUES. BUT I THINK IT'S ALSO IMPORTANT THAT WE LOOK AT IT FROM LIKE THIS RURAL EQUESTRIAN SIDE TO THAT WOULD ALSO ACCOMMODATE, YOU KNOW, ANIMAL SERVICES. AND BY THE WAY, I THINK THIS IS A GOOD THING THAT YOU'RE GOING TO WE'RE BRINGING YOU INTO OUR COMMUNITY BECAUSE, YOU KNOW, ANIMALS IS THE BIG TOPIC. AND HAVING A PARTNER HERE THAT WE CAN THINK THROUGH, LIKE WHAT THE FUTURE OF ANIMAL CARE IN COACHELLA IS A GOOD THING. AND SO I WANT TO BE ABLE TO ALLOW THESE TYPES OF USES THAT FROM THE ORDINANCE SO THAT YOU DON'T HAVE TO COME BACK. SO I DON'T KNOW IF YOU HAVE SOME SUGGESTIONS HERE. YOU KNOW, IN TERMS OF AND THEN AND THEN IN ADDITION. RIGHT, YOU GOT TO THINK OF LIKE THE YOU HAVE THE MASONIC LODGE OUT THERE AND THEN YOU HAVE THE CHURCH ON 50TH. SO THOSE ARE ALL KIND OF LIKE THESE, YOU KNOW, JUST ZONES OR USES THAT WE HAVE TO THINK ABOUT THROUGH THE ZONING AND HOW WE CAN ACCOMMODATE. SO I DON'T KNOW IF WE WANT TO I DON'T KNOW IF WE SHOULD ADOPT THIS TODAY OR GIVE YOU MAYBE CONTINUE IT AND THEN GIVE YOU SOME TIME TO COME BACK WITH, LIKE, HOW DO WE HOW DO WE BRING THOSE USES IN? SO THAT HE'S NOT HAVING TO DO YOU KNOW, A ZONE CHANGE. YOU KNOW, GENERAL PLAN, WHATEVER IT IS. I JUST WANT TO TRY TO MAKE IT SIMPLE FOR THEM AND THEN THE OTHER. AND ANYHOW, THOSE ARE THOSE ARE MY COMMENTS. BUT I'M SURE THE COUNCIL COULD HAVE SOME FURTHER SUGGESTIONS ON HOW WE WANT TO MOVE ON THIS. OKAY, REALLY QUICKLY. SO I KNOW YOU MENTIONED THE, YOU KNOW, THE BOARD OF SUPERVISORS. THEY RECENTLY ADOPTED AN ORDINANCE WHICH IS THE RANCHO ORDINANCE, IF WE'RE TRYING TO STAY CONSISTENT WITH THAT, I DO KNOW THAT ALONG WITH THAT, THEY'RE GOING TO POSSIBLY ADDRESS THE NOISE PART OF IT. SO THE NOISE ORDINANCE IS SOMETHING SEPARATE, AND I KNOW THAT THEY'RE GOING TO BE LOOKING INTO CHANGING THAT AND STARTING TO TAKE A LOOK AT, YOU KNOW, HOW THAT CAN BE ADDRESSED, ONE OF THE THINGS TOO, THAT CAME UP A LOT WITH THE COUNTY AND WITH THAT ORDINANCE AND THE PROPERTY OWNERS WAS, A LOT OF THOSE LARGE PROPERTIES USE, YOU KNOW, FOR EVENT SPACE, SO THEY'LL USE THEM FOR LIKE, QUINCEANERAS WEDDINGS. WE KNOW A LOT OF OUR COMMUNITY ISN'T NECESSARILY ABLE TO AFFORD, YOU KNOW, LIKE A VENUE, LIKE IN A HOTEL OR A COUNTRY CLUB. THEY DO TEND TO BE A LITTLE BIT MORE EXPENSIVE. SO MY RECOMMENDATION WOULD BE PROBABLY TO TAKE A LOOK AT THE NOISE, PART OF THAT, YOU KNOW, IF WE'RE TRYING TO BE CONSISTENT, I KNOW THEY'RE GOING TO TRY TO MOVE IT FROM RIGHT NOW. WE HAVE IT AT 10 P.M, WE KNOW OUR EVENTS, DON'T THEY? DON'T END AT 10 P.M. SO MY RECOMMENDATION WOULD BE, IS COULD WE POSSIBLY TAKE A LOOK AT MAYBE GOING UNTIL 12, I DON'T KNOW THAT WE HAVE TO. AGAIN, I'M NOT SURE WE CAN, YOU KNOW, ADOPT IT NOW, AS THE MAYOR SAID, BUT THAT WOULD JUST BE SOMETHING THAT I, I THINK WE COULD LOOK INTO, ESPECIALLY IF WE'RE GOING TO TRY TO BE CONSISTENT BECAUSE I KNOW THEY'RE GOING TO LOOK INTO IT ON THE COUNTY SIDE, TO BECAUSE THEY KNOW IT'S NOT WORKING. THE PROPERTY OWNERS ARE[01:55:03]
SAYING THAT 10 P.M. ISN'T HAS NOT BEEN WORKING, SO ANYWAYS, JUST MY ONLY COMMENT IS, IS TO LOOK INTO THAT AND I KNOW I ALREADY SAID IT, BUT, THE OTHER ONES, THE SCHOOL RIGHT ACROSS THE STREET THAT THAT TECHNICALLY WILL BE BROUGHT IN IN P SEVEN TOO. SO, YOU KNOW, THIS, THIS, THIS ORDINANCE, WE GOT TO REALLY THINK ABOUT IT AND SAY LIKE, WHAT ARE THE ALLOWABLE USES? AND THEN LET'S SAY DOWN THE STREET TO A LITTLE BIT UP THERE. THERE'S AS PART OF THE RANCHO ORDINANCE, IT ALLOWS FOR AGRICULTURAL MANUFACTURING. SO DATE PROCESSING RIGHT. SO PRODUCTION, PRODUCTION, PRODUCTION. YEAH SO AND I KNOW, I KNOW DOWN THE STREET RIGHT THERE I THINK IT'S CALLED JEWEL DATE OR IT'S, IT'S RIGHT. IT'S YOUR THEY'RE YOUR NEIGHBORS RIGHT DOWN THE STREET. WE WANT TO ALSO BE ABLE TO ACCOMMODATE THEM AND, AND FIGURING OUT LIKE BUT IT GOES RIGHT IN LINE WITH WHAT YOU'RE PROPOSING IN TERMS OF REALLY AMPLIFYING, AND BEING ABLE TO SUPPORT A TOURISM IN THE DATE INDUSTRY. SO, YEAH, I COULD ADDRESS A COUPLE OF COMMENTS. SO AS FAR AS, LIKE THE, THE VETERINARY SERVICES AND THE, THE POOR PLACE ON JACKSON, I THINK THERE'S ALREADY A PROVISION IN THE CODE. IS THERE A RESIDENCE AT THE PROPERTY ALREADY? NO SO RIGHT NOW IT JUST SAYS PENS AND OTHER SHELTER FOR DOMESTIC NONCOMMERCIAL ANIMALS AND PETS.SUCH SHELTERS SHALL NOT BE NEARER THAN 35FT FROM A BUILDING USED FOR HUMAN HABITATION, SO THAT'S AN ACCESSORY TO A HOME, RIGHT? SO WHAT WE COULD DO IS ALLOW FOR THAT AS A COUPLE SEPARATE AND NOT REQUIRE A HOME, TO BE ON THE PROPERTY, BUT ALSO ADD SPECIALTY ANIMAL CARE AND SERVICES. AND I THINK THAT WOULD BE THE RIGHT WAY TO DEAL WITH THAT. SO CAN YOU IS THERE A RECOMMENDED LANGUAGE THAT YOU CAN TAKE RIGHT NOW THAT WE CAN. YEAH. ADOPT AND AMEND. YEAH. AND THAT WOULD BE OKAY. WE CAN IF AS LONG WE HAVE THE LANGUAGE BEFORE US OKAY. SO HOW THAT WOULD READ IS SO WE WOULD BRING PENS AND OTHER SHELTER FOR DOMESTIC NONCOMMERCIAL ANIMALS AND PETS.
SAID SHELTER SHALL BE NOT NEARER THAN 35FT FROM ANY BUILDING USED FOR HUMAN HABITATION. AND THEN WE WOULD ADD TO THAT THAT SPECIALTY ANIMAL CARE AND SERVICES, WOULD BE PERMITTED, AND THIS WOULD BE REQUIRING A CONDITIONAL USE PERMIT. OKAY. I WOULD, ASK MICHAEL ALSO IF, IF YOU CAN THINK, LONG TERM PLANNING AS WELL AS WHAT USES YOU WANT TO USE THAT LAND WITH OR FOR ADDITIONAL TO THE VETERINARY SERVICES, THAT WAY GABRIEL CAN MAKE SURE THAT THAT LANGUAGE IS, IS ADDED IN. THE ONLY ADDITIONAL SERVICES HAVE TO DO WITH, WHAT THEY CALL, EXCUSE ME, WHAT THEY CALL TREATING AN ANIMAL. SO WE WOULD WE WOULD HAVE A BEHAVIORAL CENTER, BUT THAT IS AN OUTDOOR ACTIVITY, AND IT'S NOT GOING TO HAPPEN AT NIGHT, SOME OF IT WOULD BE INDOOR. BUT EVERYTHING WOULD BE IN THE SENSE OF REHABILITATION BECAUSE WE'RE GETTING TO WHERE WE ARE IN OUR COMMUNITY. CONTRARY TO THE NEWS REPORTS, WE HAVE BEEN EXTRAORDINARILY SUCCESSFUL. SO WE'RE KIND OF IN A NEW PHASE NOW. SO EVERYTHING IS ABOUT, TREATING AND REHABILITATING ANIMALS. SO AND BEING NIMBLE AND ADDRESSING USING STATISTICS. SO LIKE THE SPAY AND NEUTERING OR FIXING AND REPAIRING OUR ANIMALS AND OUR SHELTERS, ADDRESSING BEHAVIOR ISSUES, THOSE TYPES OF THINGS. SO THAT THAT'S KIND OF WHERE WE'RE GOING PROBABLY FOR THE NEXT TEN YEARS. BUT IT'S ALL ABOUT REHABILITATING ANIMALS. SO IT'S BEHAVIOR ISSUES. AND THAT'S PRETTY MUCH AN OUTDOOR, AND IN THE SUMMER AND INDOOR ACTIVITY. BUT IT'S THOSE TYPES OF THINGS.
THERE'S NO OTHER SPECIALTY THINGS THAT WE'RE EXPECTING. AND THEN WOULD YOU, ARE YOU CONSIDERING STORING ANY VEHICLES OR SHUTTLES THAT YOU WOULD USE TO DO SPAYING OR NEUTERING, IN THE FUTURE, WE WOULDN'T BE STORING THEM. WE HAVE LOTS OF PARTNERS. SO WHAT WE CAN DO IS WE CAN CREATE LIKE AN YOU PULL IT IN, THINK OF A WAREHOUSE, AND AS LONG AS WE HAVE AN INDOOR SPACE THAT'S AIR CONDITIONED AND THEY GO INDOORS, THEN THEORETICALLY WE COULD HAVE IT THERE. 365 DAYS OF THE YEAR. BUT THE DOWNSIDE TO THAT TYPE HAVING JUST THAT EXCLUSIVELY IS YOU'RE LIMITED TO THE SIZE OF THE ANIMAL. SO YOU'RE CAPPED OUT AT 20 POUNDS, AND THEN THERE'S SOME OTHER REQUIREMENTS. IT CAN HAVE A FACE THAT'S IN CERTAIN SHAPES, AND THERE'S ALL SORTS OF
[02:00:05]
RESTRICTIONS. SO YOU NEED REALLY A FIXED FACILITY. BUT WE THERE IS DISCUSSION ABOUT CREATING ONE OF THESE LIKE GARAGES. AND THEN YOU CAN PULL IN FANTASY SPRINGS DOES IT A LOT THROUGH COACHELLA ANIMAL NETWORK. BUT AGAIN THAT'S JUST AN OPEN, IF YOU WILL WAREHOUSE SPACE. YEAH MAKES SENSE. YEAH. THANK YOU. WELL GOOD GOOD I THINK THAT WHAT WE'RE ADDRESSING RIGHT NOW IS THE ABILITY TO, TO ALLOW SUCH USE THROUGH A CUP AND THEN PUTTING IT AS PART OF THIS ORDINANCE. AND I THINK THAT'LL IT'LL HELP THEM, BUT IT'LL HELP PAUL'S OVER THERE IN THE CORNER, AND AS FAR AS COUNCIL MEMBER COMMENTS ABOUT NOISE. SO, YOU KNOW, THESE SPECIAL EVENT FACILITIES, THEY WOULDN'T THIS WOULDN'T NECESSARILY ALLOW THOSE. THEY WOULD STILL GET AN ENTERTAINMENT PERMIT. OKAY. AND SO IT'S NOT RESTRICTED TO 10:00. SO STILL GET A LIKE AN EVENT OR WHAT DO WE CALL IT IN THE CITY A ENTERTAINMENT PERMIT AN ENTERTAINMENT ENTERTAINMENT PERMIT. BUT SO THE ONE THING THAT THE COUNTY ORDINANCE MAKES CLEAR IS THAT THE NOISE IS 10:00, BUT SHE'S ASKING ALREADY. SO THE WAY I UNDERSTOOD IS THAT IT GOES TO 12. AND SO, SO IN THAT AREA THERE WOULD BE A 12:12 P.M. SHUT OFF, NOT 130, JUST 12, BECAUSE IT'S A YEAH, SO BUT THAT'LL STILL COME TO THE COUNCIL. BUT BUT IF YOU'RE MODELING THE COUNTY ORDINANCE RIGHT. LIKE IT SAYS 10 A.M. SO 10 P.M, 10 P.M, GABRIEL, WHAT I SUGGEST, THOUGH, IS THAT IF YOU'RE GOING TO BE LOOKING AT THAT, THEN THAT WAY, MAYBE ALSO UPDATE OUR NOISE ORDINANCE BECAUSE WE WANT TO MAKE SURE THAT THEY MATCH AND THE ONE ISN'T CONTRADICTING THE OTHER EITHER. YEAH, I THINK IT'S A GOOD TIME TO LOOK RELOOK AT THE NOISE ORDINANCE AGAIN. YEAH.THANK YOU. AND SO I PROVIDE SOME LANGUAGE IF YOU WANT TO CONSIDER THAT YOU COULD ADOPT IT TODAY UNLESS YOU WANT TO BRING IT BACK AGAIN. IF, IF I THINK IT'S SUFFICIENT TO MEET WHAT WE NEED.
THAT WAY WE CAN PASS THIS. FOR WHAT THE, THE LANGUAGE HE INTRODUCED. YES. CAN YOU READ THAT TO THE RECORD AGAIN? OKAY SO, ADDING, PENS AND OTHER SHELTER FOR DOMESTIC NONCOMMERCIAL ANIMALS AND PETS, INCLUDING SPECIALTY ANIMAL CARE AND ANIMAL SERVICES AND THEN SUCH SHELTERS SHALL NOT BE NEARER THAN 35FT FROM ANY BUILDING USED FOR HUMAN HABITATION. AND THAT WOULD BE UNDER CONDITIONAL USES. ALL RIGHT. SO I'LL, I'LL MOTION TO APPROVE AND ADOPT ORDINANCE NUMBER 1213. DO YOU WANT TO CLOSE THE PUBLIC HEARING. CLOSE THE PUBLIC HEARING. AND I'LL MOTION TO APPROVE ORDINANCE NUMBER 1213, ZONING ORDINANCE, AMENDMENT NUMBER 20 2-09. THIS IS THE FIRST READING TO AMEND COACHELLA MUNICIPAL CODE TITLE 17 WITH THE MODIFIED LANGUAGE THAT HAS BEEN PROVIDED BY OUR CITY, PLANNING DIRECTOR, IS THERE A SECOND? I'LL SECOND. OKAY, I'LL GO AHEAD AND TAKE ROLL, COUNCIL MEMBER DELGADO.
YES COUNCIL MEMBER. GALARZA I COUNCIL MEMBER FIGUEROA I MAYOR PRO TEM I MAYOR HERNANDEZ I. YOU HAVE TO DO THE FIRST READING. CARLOS YEAH, JUST THE TITLE OF THE ORDINANCE, BUT YOU DID. I
[Public Comments (Non-Agenda Items)]
THINK YOU DID READ THAT RIGHT NOW, RIGHT? YEAH, YEAH. SO THAT'LL BE SUFFICIENT. ALL RIGHT. WE'LL MOVE FORWARD NOW ON PUBLIC COMMENTS. THE PUBLIC MAY ADDRESS THE CITY COUNCIL BOARD CORPORATION AUTHORITY ON ANY ITEMS OF INTEREST TO THE PUBLIC THAT IS NOT IN THE AGENDA, BUT IS WITHIN SUBJECT JURISDICTION THEREOF. PLEASE LIMIT YOUR COMMENTS TO THREE MINUTES.ANYONE THAT WOULD LIKE TO ADDRESS THE CITY COUNCIL. I DO NOT HAVE ANY PUBLIC SPEAKER FORMS. IS THERE ANYONE IN THE AUDIENCE THAT WOULD LIKE TO ADDRESS THE COUNCIL ON ANY
[Reports and Requests]
NON-AGENDA ITEMS? ANYONE ON ZOOM? NO. OKAY SEEING NONE, WE'LL GO TO COUNCIL COMMENTS.COUNCIL COMMENTS. START ON MY LEFT, I'LL KEEP THIS BRIEF, I'M EXCITED FOR OUR TRANSIT HUB THAT WE'RE GOING TO BE DOING THE RIBBON CUTTING FOR, IT'S SOMETHING THAT'S REALLY GOING TO HELP THE ENTIRE CITY. OR THE ENTIRE VALLEY. WE DO HAVE THREE ROUTES THAT ARE GOING TO BE CONNECTING TO THAT. TRANSIT HUB, FROM SUNLINE. SO IT'S NOT JUST GOING TO BE ONE ROUTE. WE'RE GOING TO HAVE THREE ROUTES THAT ARE GOING TO BE STOPPING THERE. ALL THE WAY FROM, OBVIOUSLY, PALM SPRINGS INTO, THE END OF RIVERSIDE COUNTY INTO NORTH SHORE. SO IT'S JUST GOING TO ENHANCE TRANSIT A GREAT DEAL. WE'RE ALSO WORKING REALLY HARD TO REDUCE TIME. SO PEOPLE WHO ARE WAITING AT THE SUBSTATIONS OR THE TRANSIT HUBS ARE NOT WAITING LONGER THAN THEY NEED TO. SO WE'RE TRYING TO OR WE PASSED TODAY, A WAY OF TIGHTENING UP THOSE SCHEDULES,
[02:05:04]
WHICH IS GREAT BECAUSE THEN WE DON'T HAVE ■PEOPLE JUST KIND OF HANGING OUT THERE WAITING, ESPECIALLY FOR OUR SENIORS, I ATTENDED EL GRITO. IT WAS A BIT DIFFERENT FOR ME THIS YEAR. WE STARTED EARLIER, I DID NOTICE THAT THERE WASN'T MUCH OF AN ATTENDANCE EARLY IN THE DAY, BUT AS SOON AS WE GOT INTO THAT NIGHTTIME, WE STARTED SEEING A LOT OF THOSE FOLKS COME IN, IT WAS VERY NEW FOR ME TO DO AN INTERVIEW, I, I, I DIDN'T LIKE IT AS MUCH AS I, WE HAD IT IN THE PAST BECAUSE I LIKE TO BE ABLE TO SPEAK FREELY TO THE ATTENDEES AND MAKING SURE THAT WE'RE SUPPORTING OUR BUSINESSES AND THEN ALSO TO PUBLIC SAFETY, AS I KNOW THAT YOU GUYS HAVE BEEN REALLY TIGHT ON THE RESOURCES AND STAFFING BECAUSE THEY'VE BEEN PULLED FOR THE WILDFIRES, AND SO I DID NOTICE THAT, YOU KNOW, YOU GUYS DID THE BEST THAT YOU COULD TO MAKE SURE THAT WE WERE PROVIDED WITH THE SUPPORT TO BE ABLE TO COVER THAT EVENT. AND WITH THAT, I'M JUST EXCITED. I'M EXCITED FOR ALL THE THINGS THAT ARE GOING ON IN THE CITY. I'M EXCITED FOR A LOT OF THE CAPITAL IMPROVEMENT PROJECTS THAT WE SEE BREAKING GROUND, AND THAT WE'RE GOING TO SEE START BREAKING GROUND IN 2025, AND AS ALWAYS, I THANK ALL OF YOU. AND MICHAEL, THANK YOU FOR ATTENDING, HERE. AND I THINK WE WERE ABLE TO RESOLVE A LOT OF THE, THE CONCERNS YOU HAD. SO THANK YOU. COUNCIL MEMBER, YEAH. I DON'T HAVE, I HAVEN'T HAD ANY COMMITTEE MEETINGS, BUT I JUST WANT TO BECAUSE WE'RE CELEBRATING, CHICANO, HISPANIC AND LATINO HERITAGE MONTH. I JUST WANT TO, YOU KNOW, JUST CELEBRATE OUR CULTURE, COMMUNIT, OUR CHICANO, MEXICAN-AMERICAN AND OTHER LATINO, COMMUNITY MEMBERS THAT PARTAKE IN CREATING A GREAT COMMUNITY, A GREAT SOCIETY, AND THEN ALSO THE MANY COUNTRIES THAT CELEBRATE THEIR INDEPENDENCE. THIS MONTH, I GOT A CHANCE TO BE IN MEXICO CITY FOR THEIR INDEPENDENCE A FEW WEEKS AGO. AND IT WAS GREAT, AND A LOT OF HISTORICAL ASPECTS ARE HAPPENING IN THE AMERICAS, NEXT WEEK, THE FIRST WOMAN PRESIDENT OF MEXICO TAKES OATH, TAKES HER OATH OF OFFICE. CLAUDIA SHEINBAUM, AND, WE'RE VERY EXCITED FOR THE FUTURE OF OUR OF THE MOTHERLAND, UNDER THE LEADERSHIP OF PRESIDENT CLAUDIA SHEINBAUM. AND SO I JUST WANT TO SEND FROM FROM COACHELLA, OUR OUR GREATEST WISHES, AND OUR APPRECIATION TO EVERYONE THAT, GIVES TO OUR COMMUNITY AND ENSURES THAT WE HAVE A BETTER TOMORROW. COUNCIL MEMBER FIGUEROA, LAST WEEK, I ATTENDED THE JOINT SESSION OF THE CVAG HOMELESSNESS COMMITTEE AND THE PUBLIC SAFETY COMMITTEE, AND WE HAD A REALLY GOOD PRESENTATION FROM RIVERSIDE COUNTY. FROM THE, UNHOUSED HOMELESSNESS PROGRAM. AND, YOU KNOW, THE OUTCOME. IT ALL COMES STEMS FROM THE EXECUTIVE, YOU KNOW, HAD THAT COURT CASE IN THE SUPREME COURT THAT LET THE STATES KIND OF DECIDE ON HOW YOU REMOVE UNHOUSED FOLKS FROM PUBLIC PROPERTIES AND, AND ALL THAT KIND OF, YOU KNOW, LARGER CONVERSATIONS. AND, YOU KNOW, THE DIALOG WAS HEADED, YOU KNOW, GOVERNOR NEWSOM NOW, YOU KNOW, SIGNED HIS EXECUTIVE ORDER SAYING, YOU KNOW, THE REMOVAL O, THE UNHOUSED. AND YOU'VE BEEN SEEING IT, YOU KNOW, ORDINANCES IN THE DESERT CITY OF PALM SPRINGS AND THE CITY OF INDIO CREATED ORDINANCES ON, YOU KNOW, ALLOWING PUBLIC SAFETY TO, YOU KNOW, HOW THEY CAN DO THAT. AND SO THE CONVERSATION WAS, YOU KNOW, WE WANTED A UNIVERSAL, MODEL ORDINANCE. AND, YOU KNOW, THE OUTCOME WAS HAVING A GOOD NEIGHBOR POLICY. AND SO THEY'RE GOING TO DRAFT SOMETHING, WORK WITH THE CITIES IN CVAG AND, AND SEE WHAT THAT LOOKS LIKE. SO, YOU KNOW, MR. CITY MANAGER AND, YOU KNOW, MAKING SURE THAT, YOU KNOW, WE SEE WHAT THAT THAT COMES OUT OF THAT OUTCOME BECAUSE ME AND YOU DID HAVE THAT CONVERSATION ABOUT YOU KNOW, WHAT IS THAT LOOKING LIKE IN OUR, IN OUR PARKS, IN THE CITY, TO MAKE SURE THAT WE ARE A GOOD NEIGHBOR. AND HOW DO WE NOT JUST, YOU KNOW, MOVE THE UNHOUSED AND HOW DO WE PROVIDE THAT PIPELINE FOR SERVICES? BECAUSE A LOT OF THE TIMES THEY NEED THOSE SERVICES, AND THEY HAD SOME INTERESTING, YOU KNOW, STORIES ABOUT, PEOPLE THAT ARE FROM OTHER COMMUNITIES THAT ARE UNHOUSED AND MOVE IN, YOU KNOW, THE TRANSIENT TO THE OTHER COMMUNITY. AND HOW DO YOU MAKE SURE YOU'RE SUPPORTING THEM? AND SO THAT WAS A VERY PRODUCTIVE MEETING, INFORMATION. SO I'M HOPING THAT SOMETHING COMES FROM THAT GOOD NEIGHBOR POLICY SO THAT WE CAN ALL SEE IT AT EACH OF OUR OWN CITY COUNCIL MEETING, I HAVE THAT MEETING. I HAD A FUN TIME AT THE EL RITO MEETING WITH ALL THE FOLKS. AND, YOU KNOW, CONVERSING. IT WAS LIVE AT 6:00.SO AS WE WERE ALL TALKING, MY FAMILY WAS TEXTING ME LIKE, OH, WE SEE YOU ON THE TV AND I'M
[02:10:03]
LIKE, YEAH, IT'S LIVE FOR THE FIRST TIME. BUT BUT, YOU KNOW, I KNOW THAT IT WAS EARLY AND THERE WASN'T AS BIG OF A CROWD, BUT WE HAD A BIGGER OUTREACH, AND THE IMPACT THAT COACHELLA HAS ON THE LARGER SCALE COMMUNITY WAS PEOPLE FROM ACROSS THE VALLEY COULD SEE YOU AT 6:00 PM, ESPECIALLY BECAUSE IT'S HOT. AND THE ELDERLY, THEY CAN'T SEE IT. SO THAT'S MY GRANDPA. THAT'S 95 WAS LIKE, I SAW YOU ON TV AND YOU WERE DOING THE EL GRITO, AND THOSE ARE THE PEOPLE THAT YOU KNOW, YOU'RE ABLE TO IMPACT AND INFLUENCE BECAUSE, THEY CAN'T BE OUT IN, IN THEIR WHEELCHAIR OR IN THEIR, IN THEIR LITTLE IN THEIR STROLLER, OUT AND ABOUT AT THAT HOUR, I HAVE MY VISIT, GREATER PALM SPRINGS, MEETING THIS FRIDAY AND, MUCH OF THE MOSQUITOES STILL, THEY'RE STILL OUT THERE, THOSE ARE MY COMMENTS. MR. MAYOR. THANK YOU. MAYOR PRO TEM. YEAH. THANK YOU, SO I ATTENDED THE ALL VALLEY MAYORS AND TRIBAL LEADERS LUNCHEON, IT WAS A REALLY GREAT EVENT. IT WAS VERY WELL ATTENDED, OUR MAYOR DID A REALLY GOOD JOB GETTING UP THERE AND KIND OF ANSWERING SOME OF THE QUESTIONS THAT THEY PUT TOGETHER. AND IT'S I ALWAYS A REALLY GOOD OPPORTUNITY. I THINK FOR US TO, BE ABLE TO TALK ABOUT WHAT'S GOING ON IN OUR CITY WITH OTHER, YOU KNOW, CITY LEADERS AND OTHER FOLKS. SO IT WAS A REALLY GREAT EVENT, I ATTENDED THE FIESTAS PATRIAS EL GRITO EVENT. IT WAS GREAT. DEFINITELY. GOING LIVE WAS SOMETHING NEW AND DIFFERENT FOR ALL OF US. I THINK WHEN THEY MENTIONED IT, WE ALL KIND OF LOOKED AT EACH OTHER LIKE, OH, OKAY, WE'LL SEE WHAT THEY ASK US. BUT IT WAS VERY WELL ATTENDED. I THINK IT WAS A LITTLE HOT STILL AT 6:00, WHICH IS WHEN WE STARTED, SO I GUESS DEPENDING ON HOW IT HAPPENS NEXT YEAR, I WOULD JUST SAY THAT WE TAKE A LOOK AT THE TIME JUST SO THAT IT'S NOT, TOO HOT AND THE FOLKS WE ALLOW THEM TO KIND OF GET TO THE PARK, BECAUSE I KNOW A LOT OF PEOPLE WERE STILL TRYING TO DRIVE IN AS QUICKLY AS THEY COULD, AND THEN THE OTHER THING, TOO, IS JUST A RECOMMENDATION, BECAUSE I KNOW WE WERE LEARNING THIS AS IT WAS HAPPENING, BUT IF WE CAN GET A BREAKDOWN OF, LIKE, THE FOLKS THAT ARE GOING TO BE ON STAGE WITH US, THAT ARE GOING TO BE ADDRESSING THE COMMUNITY AND THE CITY AND EVERYONE THERE, EVEN IF IT'S, YOU KNOW, AND I KNOW WE SEND OUT INVITES TO A LOT OF OUR LOCAL LEADERS, WHICH I THINK IS AMAZING, AND SOMETIMES THEY DON'T RESPOND ON TIME. I KNOW THAT THAT HAPPENS A LOT, BUT IF WE HAVE AN OPPORTUNITY TO SHARE WITH THE COUNCIL AHEAD OF TIME, EVEN IF IT'S A COUPLE OF DAYS BEFORE AND SAY, THIS IS WHO'S GOING TO BE ON STAGE WITH YOU GUYS OR THIS IS WHO'S GOING TO BE ADDRESSING THE COMMUNITY? SO THAT WE'RE AWARE AND WE KNOW EVERYONE THAT'S GOING TO BE THERE. BUT OVERALL, IT WAS AN AMAZING EVENT. I ALWAYS ENJOY BEING THERE. I SEE A LOT OF FAMILY. I SEE A LOT OF NEIGHBORS. EVERYONE HAS A REALLY GREAT TIME, AND WALKING AROUND AND TALKING TO FOLKS, THEY ALWAYS SAY HOW MUCH THEY ENJOY THAT EVENT. SO OVERALL, THANK YOU MARITZA AND EVERYONE WHO WAS INVOLVED. YOU GUYS DID AN AMAZING JOB. SO APPRECIATE YOU. AND THOSE ARE ALL MY COMMENTS.THANK YOU. YEAH, JUST A GREAT EVENT. I THOUGHT THE EVENT WENT REALLY WELL, YOU KNOW, I'M NOT OPPOSED TO GOING LIVE. I THINK IT'S JUST A MATTER OF GETTING EVERYBODY HERE COMFORTABLE AND THEN INFORMED ABOUT WHAT'S GOING TO HAPPEN. AND THEN FAIRNESS. RIGHT. LIKE THE MAYOR SPEAKS FOR TWO MINUTES. THE COUNCIL SPEAKS FOR TWO MINUTES. RIGHT. AND SO I THINK THAT THAT'S KIND OF THE, WHERE WE WANT TO GO WITH THIS TO FRANK'S POINT, THERE WAS A BIGGER AUDIENCE THAT WAS REACHED THROUGHOUT THE COACHELLA VALLEY, AND I GOT A LOT OF FEEDBACK FROM THAT, AND SO I DO THINK IT'S A IT'S A GOOD THING, AND IT JUST NEEDS TO BE STRUCTURED A LITTLE BIT AND KIND OF FINDING OUT THEN AND THERE. NOBODY LIKES SURPRISES. BUT WE DEALT WITH IT. RIGHT. SO IT JUST IT IS WHAT IT IS, THAT I WON'T. FINE. WELL YOU WERE IN MEXICO CITY, SO THAT'S WHY HE SAID IT. I DO WANT TO JUST TAKE A MOMENT AND ACKNOWLEDGE, THAT COUNCILMEMBER GALLARDO'S WORK AND, HE WAS MAYOR PRO TEM, TOO, FOR A NUMBER OF YEARS. AND YOU GOT ONE MORE MEETING TO GO, I BELIEVE, BEFORE TWO MORE MEETINGS. TWO MORE, TWO MORE MEETINGS. SO GET YOUR GET YOUR SPEECH READY. THIS IS THE FOUR MORE MEETINGS. GET YOUR SPEECH READY A FEW MORE RIGHT. FOUR. OH YEAH. YEAH. TWO.
OCTOBER 1ST. NOVEMBER 2ND. AND THEN THE LAST HE DOESN'T MAKE THE ONE IN NOVEMBER. HE'S DONE IN NOVEMBER AND I'M DONE DECEMBER. DECEMBER. WE SWITCH IT OVER DECEMBER. I CAN BE DONE IN NOVEMBER. HE'S TRYING TO KICK YOU OUT EARLY. YEAH. DID YOU NOTICE THAT? SO WE'LL THINK OF SOMETHING TO KIND OF SEND HIM OUT. SO I WANT TO PUT THAT OUT THERE WHERE I DON'T KNOW IF WE DO A LITTLE RECEPTION FOR HIM AND, YOU KNOW, WE'LL GET HIM A BIG MICROPHONE OR SOMETHING LIKE THAT OR, YOU KNOW, A CALENDAR THAT WAY HE KNOWS ALL YOUR MEETINGS AND WE'LL THINK ABOUT
[02:15:06]
SOMETHING TO CELEBRATE HIM. MAYBE LA LLAVE DE LA CIUDAD, LA, I DO WANT TO TOUCH A LITTLE BIT ABOUT, ABOUT POWER. AND IT JUST BRING BRING EVERYBODY UP TO SPEED AND, AND, YOU KNOW, WE'VE AS AS A CITY AND AS THE COACHELLA VALLEY, THERE'S A, THERE'S A GOOD CONVERSATION GOING ON ABOUT POWER. AND ONE OF THE BIGGEST ISSUES IS POWER DELIVERY AND POWER CONSTRAINTS.AND YOU LOOK AT LIKE, WHAT THE CITY OF INDIO HAS DONE. THEY WENT AND THEY ASSESSED THEIR RESIDENTS, AND, AND THEY INITIALLY STARTED OFF FROM WHAT I HEARD IS, IS ABOUT A $68 MILLION BOND. AND NOW THAT BOND HAS GONE UP TO ABOUT 123 MILLION. SO IT'S CONTINUING TO GROW AND THE RESIDENTS ARE GOING TO HAVE TO PAY FOR THAT. AND THAT'S SOMETHING THAT WE REALLY NEED TO BE TRANSPARENT ABOUT AND REALLY, REALLY NEED TO STAY ON TOP OF. YOU KNOW, THERE'S A BIG EFFORT OBVIOUSLY UNDERWAY AND PEOPLE ARE SAYING, HEY, WE SHOULD MOVE TO THIS JPA MODEL.
AND THE PROBLEM WITH THAT RIGHT NOW IS THAT, IT'S YEARS AWAY. AND IN THE MEANTIME, WE HAVE A LOT OF PROJECTS THAT ARE STACKING UP FOR US HERE IN COACHELLA, I'M SURE A LOT OF YOU HAVE BEEN IN CONVERSATIONS OR OR MAYBE SOME OF YOU THAT ARE HERE ARE STRUGGLING TO GET EXPANSIONS ON YOUR PROJECTS BECAUSE THERE'S NO ENERGY CAPACITY. AND WE'RE HEARING IT MORE AND MORE AND MORE AND MORE. AND SO I KNOW TODAY, GABE, YOU TOOK AN ACTION TO BRING ON A CONSULTANT, BUT I THINK THE COUNCIL ALSO GAVE YOU DIRECTION PREVIOUSLY TO PUT OUT AN RFP AND SO WE NEED TO PUT THAT OUT. PR, WE'VE BEEN SITTING ON IT FOR ABOUT A YEAR AND BBQ YOUR TEAM AS WELL. SO YOU GUYS GOT TO GET THOSE THOSE RFPS OUT. I'M BRINGING IT UP IN PUBLIC BECAUSE I'VE DONE IT IN PRIVATE AND IT'S NOT GOING ANYWHERE. AND SO I'M ASKING BOTH OF YOU TO ACT WITH SOME URGENCY BECAUSE THIS IS SOMETHING THAT THAT IS BEING TALKED ABOUT EVEN AT, AT, AT, AT THE MAYOR'S LUNCHEON, THAT WAS A QUESTION THAT WAS, THAT WAS POSED TO ALL OF US, I BELIEVE THERE IS GOODWILL RIGHT NOW ON THE IDE SIDE. AND SO WE NEED TO STRIKE. WHILE THE CURRENT POLITICAL CLIMATE IS THERE, AND IT IS A VERY FLUID AGENCY, THINGS CHANGE VERY FAST. I WILL SAY THAT FROM MY COMMENTS LAST MEETING WITH THE IDE, WHERE I TALKED TO THEM ABOUT VALUES ON HOW THEY ARE APPROACHING THE TRANSFER STATION, WHAT DO THEY CALL IT? IT'S NOT A PEAKER STATION. THEY CALL IT A SUBSTATION. NO, IT'S NOT A SUBSTATION. IT WAS A TRANSFERRING STATION. SWITCHED STATION, SWITCH STATION, SWITCH STATION. THE GENERAL MANAGER WAS ON THE PHONE WITH ME THE NEXT DAY, AND SHE SAID THAT THEY ARE GOING TO, BE INVESTING AND PUTTING TOGETHER A PLAN TO ACTUALLY, YOU KNOW, BEAUTIFY THAT SWITCHING STATION. SO WE NEED TO FOLLOW UP WITH HER. WE NEED TO FIGURE OUT WHAT THAT PLAN IS, BECAUSE IT'S IMPORTANT THAT THEY VALUE THE BEAUTIFICATION OF THESE FACILITIES, WITH RESPECT TO THE ORDINANCE THAT'S BEING DISCUSSED AS A COACHELLA VALLEY, I THINK IT'S IMPORTANT THAT THAT GOOD NEIGHBOR POLICY IS GOOD, BUT I ALSO THINK IT'S IMPORTANT WHEN WE TALK ABOUT THE UNHOUSED, WE TALK ABOUT THE HOMELESS AND WHAT THEY'RE WHAT'S HAPPENING IN OUR COMMUNITY, FROM DEFECATION TO DRUG USE TO, YOU KNOW, BREAKING INTO DIFFERENT BUSINESSES AND LITTERING, ETC, AND CREATING NEW, NEW, LIKE, JUST ISSUES. I THINK IT'S IMPORTANT THAT OUR STAFF HAVE THE FLEXIBILITY TO BE ABLE TO MOVE THEM OUT. NOW, THE POINT IS, IS, IS A GOOD ONE ABOUT MAKING SURE THAT WE HAVE SOMEBODY SOMEWHERE TO TAKE THEM, WHETHER IT BE, YOU KNOW, THE HOMES OR OR WHETHER IT BE, YOU KNOW, MENTAL HEALTH SERVICES. ET CETERA. AND IF THAT'S THE CASE, THEN I THINK FOR US, YOU KNOW, WE DO CONTRIBUTE TO CVAG IN TERMS OF THE HOMELESSNESS PROGRAM THAT WE DO. AND IF WE WANT TO AUGMENT THAT BUDGET TO TRY TO DO MORE, I THINK THAT'S WHERE THAT'S THE GOOD CONVERSATION. BUT I JUST WANT TO MAKE SURE THAT THE STAFF AND WHEN WE DISCUSS THAT AND WHEN YOU GUYS DISCUSS IT AS A REGION THAT WE WE'RE TALKING ABOUT IT TOO, FROM REAL REALITIES THAT ARE HAPPENING ON THE STREET, YOU KNOW, AND THERE'S A I MEAN, THIS PARK NEXT BEHIND US WAS LIKE GROUND ZERO FOR YOU KNOW, HOMELESS THAT WERE SELLING, YOU KNOW, CRACK COCAINE AND HEROIN, YOU KNOW, AND, AND OUR, OUR SHERIFF DEPARTMENT WENT IN THERE AT 4 A.M. WITH STAFF AND CLEARED THEM OUT. AND SO THAT THAT'S SOMETHING THAT, YOU KNOW, WE GOT TO BE VERY VIGILANT UPON THAT. WE DON'T WANT IT TO FESTER, BUT THAT THOSE ARE MY COMMENTS. I WILL ONE MORE COMMENT, THOUGH, WE HAD A PLANNING COMMISSIONER,
[02:20:07]
VENTURA, GUTIERREZ YES, WHO PASSED AWAY RECENTLY. AND SO I WANT TO JUST ADJOURN IN HIS HONOR, MR. GUTIERREZ WAS, HE WAS PART OF COACHELLA FOR THE LAST 40, 50 YEARS AND JUST PLAYED A REALLY INTEGRAL ROLE IN HELPING, PARTICULARLY THE OUR MIGRANT COMMUNITY AND THE BRACERO PROGRAM.
