[NON-HEARING ITEMS]
STAFF CHAIR. ALL RIGHT. MOVING OVER TO NON HEARING ITEMS. ITEM NUMBER TWO, COACHELLA WIRELESS TELECOMMUNICATIONS FACILITY. STATUS UPDATE. MISS FERNANDEZ. HELLO. GOOD AFTERNOON, CHAIR.AND MEMBERS OF THE PLANNING COMMISSION. ANAHI FERNANDEZ, MANAGEMENT ANALYST FOR THE DEVELOPMENT SERVICES DEPARTMENT. I'LL BE GIVING YOU ALL AN UPDATE ON OUR WIRELESS FACILITIES IN THE CITY TODAY, SO AS YOU ALL MAY RECALL, JUNE 5TH, WE DID PROVIDE THE PLANNING COMMISSION WITH A STATUS REPORT OF THE 11 OPERATIONAL FACILITIES IN THE CITY, FOUR OUT OF THOSE, 11 WERE OBSERVED TO BE OUT OF COMPLIANCE AND OUR PLANNING COMMISSION DID ALLOW THOSE SITES 60 DAYS TO GET BACK INTO COMPLIANCE, SO WE DID HAVE A TOTAL OF FOUR SITES THAT WERE OUT OF COMPLIANCE, THE FIRST ONE IS UP NORTH ON DILLON ROAD, NUMBER FOUR, THE NEXT ONE WAS ON OATS LANE, WHICH IS NUMBER THREE ON THE MAP. AND THE OTHER TWO WERE NUMBER NINE AND TEN ON JACKSON SQUARE NEAR THE NEIGHBORHOOD. WALMART SO THIS ONE IS OUR FIRST SITE ON OATS LANE. THIS SITE DID REQUIRE LANDSCAPING AND IRRIGATION ON THE SITE THAT WASN'T VISIBLE BEFORE, BUT NOW THEY HAVE ADDRESSED THAT. THEY HAVE ADDED LANDSCAPING AND PROPER IRRIGATION. SO THIS SITE IS NOW IN COMPLIANCE. THE PROVIDER IS AMERICAN TOWER. THIS IMAGE PROVIDES A BETTER IMAGE OF THE
[00:05:04]
SITE AND WHAT IT LOOKS LIKE NOW. NEXT SITE IS ON DILLON ROAD, DESIREE. LANDSCAPING AROUND OR THROUGHOUT THE PUBLIC RIGHT OF WAY AND THE PROJECT AREA LANDSCAPING HAS NOT BEEN OBSERVED. THIS SITE IS STILL OUT OF COMPLIANCE. AND THE PROVIDER IS AMERICAN TOWER, AN UPDATE ON THIS SITE IS THAT THEY DID PROVIDE AN UPDATED LANDSCAPE PLAN BEFORE. WE WERE KIND OF RELYING ON THE NEIGHBORING PROJECT, THE CAKE HOUSE, WHICH IS A FUTURE DISPENSARY TO KIND OF DO THE LANDSCAPING, THEY WENT AHEAD AND TOOK INITIATIVE AND SUBMITTED A PLAN OF THEIR OWN, WHICH IS KIND OF SIMILAR TO WHAT THE CAKE HOUSE, SUBMITTED TO THE CITY. SO THEY ARE PROPOSING SOME GROUNDWORK OR GROUND COVER AS WELL AS SOME BUSHES. SO IT KIND OF RESEMBLES TO WHAT THE HELL SUBMITTED AND THEY ARE PROPOSING TO LEAVE THE TREES THAT ARE CURRENTLY THERE. THEY'RE PLANNING ON LEAVING THAT THERE. SO OUR UTILITIES DEPARTMENT IS CURRENTLY STILL REVIEWING THIS, PLANNING IS OKAY WITH WITH WHAT THEY SUBMITTED, BUT WE'RE WAITING TO HEAR BACK FROM UTILITIES ON THE APPROVAL. SO THEY HAVE BEEN MAKING PROGRESS. IT'S JUST A MATTER OF US APPROVING THOSE PLANS. NEXT SLIDE IS, ON BAGUMA PARK. THIS SITE DOES REQUIRE THE TWO PALM TREES TO BE INSTALLED. ONE OF THEM IS CURRENTLY DRIED OUT, SO IT NEEDS TO BE REPLACED. IT SEEMS LIKE THEY DID SOME WORK TO THE IRRIGATION TO ADDRESS THIS, BUT BECAUSE OF THAT, ONE PALM TREE STILL NEEDS TO BE REPLACED. IT IS OUT OF COMPLIANCE PROVIDER IS VERIZON WIRELESS. AND THE NEXT ONE IS ON JACKSON SQUARE. THIS SITE IS CLEAN AND WELL MAINTAINED. BEFORE IT NEEDED TO ADDRESS THESE ISSUES, AND SINCE THOSE ISSUES HAVE BEEN ADDRESSED, IT IS NOW IN COMPLIANCE PROVIDER IS AT&T. NEXT SITE IS ALSO ON JACKSON SQUARE NEAR THE NEIGHBORHOOD WALMART. THEY HAVE THE TWO PALM TREES INSTALLED. THEY NEEDED TO ADDRESS CLEAN UP OF TRASH, DEBRIS AND LITTER, WHICH HAS NOT BEEN ADDRESSED. SO THIS SITE IS STILL OUT OF COMPLIANCE. SO, THAT NEEDS TO BE ADDRESSED AS WELL. AND THIS IS JUST A RECEIVE AND FILE ITEM FOR OUR PLANNING COMMISSION, WE DO WANT TO GET A FEW FEEDBACK, A FEW FEEDBACK FROM YOU ALL ON AND PROVIDE US DIRECTION FOR THIS. BUT, AS YOU ALL CAN TELL, THE TWO FACILITIES THAT ARE IN COMPLIANCE ARE VERIZON WIRELESS, SAME, SAME PROVIDER, WE DID HAVE A CONTACT PERSON FOR THEM, BUT IT SEEMS LIKE THERE WAS A FEW STAFFING CHANGES. SO THERE WAS A LACK OF COMMUNICATION THERE, SO IT TOOK US A WHILE TO GET AHOLD OF SOMEBODY, WE DID EMAIL, CALL AND MAIL OUT LETTERS. SO ONCE THEY WE WERE ABLE TO GET AHOLD OF THE NEW CONTACT PERSON, IT SEEMS LIKE THEY'RE NOW WORKING TO ADDRESS THOSE ISSUES. SO, AS OF TODAY, THEY ARE WORKING ON THE PALM TREE IN BAGUMA PARK, AND THEY STILL NEED TO LET ME KNOW WHAT THEY'RE GOING TO, HOW THEY'RE GOING TO MOVE FORWARD WITH THIS SITE. BUT YEAH, THAT'S MY PRESENTATION. I'M HAPPY TO ANSWER ANY QUESTIONS. I BELIEVE THE PROVIDERS ARE ALSO ON ZOOM TO ANSWER ANY QUESTIONS YOU MAY HAVE. ALL RIGHT. COOL. ANY QUESTIONS FOR MISS FERNANDEZ, COMMISSIONER RICE, NO QUESTIONS. THANK YOU. COMMISSIONER MEMBERS.YES, DIRECTOR, DID YOU PASS ON MY QUESTIONS TO ANNA? I DID WONDERFUL. SO THE ONES, JUST TO BE CLEAR FROM YOUR REPORT, THE ONES THAT ARE NOT IN COMPLIANCE ARE ONLY TWO OUT OF THE FOUR.
THEN, BECAUSE VERIZON RESPONDED. YEAH. AND THEN WE DID AN ADDITIONAL SURVEY OR OF THE OTHER FACILITIES. AND IT SEEMS LIKE ONE MORE WAS OUT OF COMPLIANCE AFTER UNDER. YEAH.
AND SO WHERE ARE WE IN THE PROCESS FOR THOSE TWO. SO RIGHT NOW I'M IN COMMUNICATION WITH VERIZON WIRELESS FOR THE TWO. ONE IN YUMA AND JACKSON SQUARE. THEY'RE ADDRESSING THOSE ISSUES.
SO WE'RE GOOD ON THAT. AND THEN THE ONE ON DILLON ROAD, AMERICAN TOWER. YES. THEY'RE WAITING FROM US TO GIVE THEM THE OKAY ON THE LANDSCAPE PLAN SO THEY CAN START THE WORK. UNDERSTOOD. AND THEN THERE WAS ONE MORE THAT YOU FOUND RECENTLY. RIGHT. OR IS IT OR IS IT THE. YES, IT'S THE ONE IN MAGNOLIA PARK I NEEDED CLARITY, THANK YOU. SO MUCH. THE PALM TREE, THAT'S ALL. SO WHAT'S THE TIMELINE ON ON THESE PEOPLE COMING TO PLAY? AND IT'S JUST THIS HAS BEEN GOING ON FOR, FOR QUITE SOME TIME ALREADY. YEAH. WHAT I'VE NOTICED MOSTLY IS THAT THEY GET INTO COMPLIANCE. THEN THEY GET OUT OF COMPLIANCE, AND THEN THEY'RE BACK IN COMPLIANCE AND THEN OUT OF COMPLIANCE AGAIN. SO IT'S KIND OF LIKE LETTING THEM KNOW, HEY, YOUR RESPONSIBILITY IS TO MAINTAIN THESE SITES. YOU'RE RESPONSIBLE FOR THE LEASED AREA. SO I GUESS I'M JUST GOING TO HAVE TO REINFORCE THAT. I THINK FOR THE VERIZON ONES, SHOULDN'T BE TOO LONG. THAT'S QUICK ISSUES THAT THAT CAN BE RESOLVED. AND THE REASON WHY IT DIDN'T GET ADDRESSED IS BECAUSE OF THE WHOLE STAFFING CHANGE. AND I DIDN'T HAVE THAT CONTACT PERSON ANYMORE. BUT NOW THAT NOW THAT THEY'VE REACHED OUT, THEY USUALLY GET IT DONE PRETTY QUICKLY. YEAH, WE'VE GIVEN. YEAH AMERICAN TOWER, IT WOULD BE LIKE I THINK IT WOULD GIVE THEM A MONTH. THAT'S HOW LONG IT TOOK THEM TO COMPLETE THE LANDSCAPING ON OATS LANE. SO ONCE IT'S APPROVED, I WOULD GIVE IT ABOUT A MONTH TO. OKAY. GOOD JOB. THANK YOU. GET THE LANDSCAPING. MY QUESTION IS ABOUT I WAS JUST
[00:10:01]
GOING TO SAY. YEAH, THAT'S A GOOD QUESTION ABOUT COMPLIANCE. AND I KNOW COMMISSIONER RAMIREZ WAS ASKING SOME QUESTIONS ABOUT THIS, ABOUT REVOCATION. WHEN DOES THAT TAKE PLACE? ARE THERE OTHER STRATEGIES THAT WE WOULD PURSUE, SO, YOU KNOW, WE TALKED TO, HENRY CASTILLO ABOUT THIS.SO PROBABLY THE NEXT THING WOULD BE TO FOLLOW UP ON THIS BEFORE HAVING TO REVOKE A PERMIT WOULD BE, APPLYING OUR CODE ENFORCEMENT POWERS TO THIS. RIGHT. AND SO PROVIDING THE NOTICE AND FOLLOWING UP WITH THAT, WE HAVEN'T DONE THAT AT THIS POINT. A LOT OF IT HAS BEEN FIRST, COMMUNICATION WITH ANI AND THE PROVIDER, BUT REALLY THE NEXT STAGE, WE DIDN'T HAVE TO DO THAT. WE COULD HAVE STARTED WITH CODE ENFORCEMENT IN THE FIRST PLACE. RIGHT? SO THAT WOULD REALLY BE THE NEXT STAGE. ALL RIGHT. THANK YOU SO MUCH. SO MY QUESTION OBVIOUSLY FOR SITE FOUR, IS THERE ANYTHING THAT IS BESIDES LIKE RECEIVING THE LANDSCAPE PLAN BUT HOLDING US UP FROM RETURNING AND APPROVING THIS PLAN? NO, I THINK UTILITIES IS JUST A LITTLE BACKED UP, BUT I THINK THEY SHOULD BE OKAY. I KNOW THERE'S THIS WHOLE ISSUE OF THE HOUSE AS WELL OF WHO'S GOING TO COMPLETE THE LANDSCAPING. I KNOW OUR UTILITIES DIRECTOR DID MENTION THAT THERE'S ONLY TWO METERS ON SITE, SO I THINK ONE OF THEM WOULD BE FOR LANDSCAPING AND ONE WOULD BE FOR, LIKE THE DISPENSARY. SO FOR THE LANDSCAPING ONE, IT'S EITHER GOING TO GO TO THE COMMERCIAL CENTER OR THE CELL TOWER, OR THEY'RE GOING TO HAVE TO INSTALL A NEW METER. SO THEY'RE GOING TO HAVE TO FIGURE THAT OUT WITH, THE PROPERTY OWNER OR THE, THE OTHER DEVELOPER. AND SO IT'S CONTINGENT ON THEIR DEAL OR WHAT'S GOING ON. YEAH. SO THEY'RE GOING TO HAVE TO INSTALL A NEW METER TO DO THE LANDSCAPING ON THEIR OWN, OR THEY CAN GO AHEAD AND CONNECT TO THAT METER. BUT THEY'RE GOING TO HAVE TO KIND OF FIGURE HOW THAT'S GOING TO GO WITH WITH THE OTHER PROJECT THAT'S GOING ON. AND WE CAN'T DECIDE THAT FOR THEM. THAT WOULD THAT WOULD BE UP TO YOU. CAN WE GET A LEGAL RECOMMENDATION ON THAT? CAN YOU REPEAT THAT? SO OBVIOUSLY FOR THE CELL SITE. WELL IT ALMOST MAKES SENSE RIGHT, THAT THEY HAVE THEIR OWN METER JUST BECAUSE THEY HAVE TO OPERATE AND MAINTAIN LANDSCAPE. AND THEN I DON'T THINK THEY EVER DID PUT ONE IN. THERE SHOULD HAVE BEEN ONE IN. THERE'S ONE THERE, BUT CASTOLO WAS THINKING IT'S GOING TO PROBABLY GOING TO GO TO THE COMMERCIAL SITE BECAUSE THEY NEED THEY'LL NEED IT, SO THEY'RE EITHER GOING TO HAVE TO INSTALL A NEW ONE, OR THE OTHER SITE IS GOING TO HAVE TO DO IT. SO.
OKAY. YEAH. AND THAT'S PROBABLY WHERE WE SHOULD LEAN TO. RIGHT. THE, THE IF THE CELL IF THE CELL SITE HAS AN ADDRESS. RIGHT. THERE'S A WORKING ADDRESS THAT THE CELL SITE CORRECT. THE CAKE DISPENSARY HAS ITS OWN ADDRESS. THEN THERE SHOULD BE SEPARATE METERS. SO THEN THAT WILL BE ONE OF THE COMMENTS ON THAT LANDSCAPE PLAN. YEAH. TO INSTALL YOUR OWN METER. IS THAT COOL WITH YOU. YEAH THAT'S FINE. YEAH. RIGHT IT MAKES THE MOST SENSE. AND IF THEY HAVE TO BE THERE AND WE'RE MAKING THEM ENTER INTO A LANDSCAPE MAINTENANCE AGREEMENT, CORRECT? YES. YEAH. SO IT JUST MAKES IT EASIER FOR EVERYONE ACROSS THE BOARD. OKAY. THEN THAT'S COMMENTS. WE CAN PROVIDE TO THE APPLICANT. AND THEN MY LAST QUESTION IS HOW OFTEN ARE WE GOING TO BE DOING ROUTINE INSPECTIONS GOING FORWARD? I THINK WE DO THAT ANNUAL REPORT.
SO LIKE AROUND JUNE RIGHT. YEAH. OR MAY. YEAH YOU'LL SEE THIS COME BACK AGAIN AROUND THAT TIM.
BUT HERE AND THERE, IF WE SEE ANYTHING WE WILL ADDRESS IT RIGHT THEN. AND THERE BEFORE BRINGING IT BACK. SO YEAH I THINK IF, IF THE CODE ENFORCEMENT ACTIONS, IF THAT'S THE NEXT STAGE AND IF NOTHING HAPPENS FROM THERE, THEN WE'D COME BACK TO YOU PROBABLY BEFORE MAY AND JUNE. OKAY. PERFECT ALL RIGHT. ANY FURTHER QUESTIONS FOR MISS HERNANDEZ? THANK YOU SO MUCH. THANK YOU. APPRECIATE IT. ALL RIGHT. MOVING OVER TO ITEM NUMBER THREE, REQUEST FOR A THIRD, 12 MONTH TIME EXTENSION FOR TENTATIVE TRACK. MARK NUMBER 37 ZERO 88. OKAY. THANK YOU.
CHAIR. MEMBERS OF THE PLANNING COMMISSION, GABRIEL PEREZ, YOUR DEVELOPMENT SERVICES DIRECTOR.
SO THIS ITEM IS A REQUEST FOR THE THIRD 12 MONTH TIME EXTENSION FOR TENTATIVE TRACK MAP 37 088. IT'S KNOWN AS THE RAVELLO DEVELOPMENT. IT'S A RESIDENTIAL PROJECT CONSISTING OF 115 SINGLE FAMILY RESIDENTIAL LOTS, THE SITE IS 20 ACRES AND THIS WAS A PLANNED UNIT DEVELOPMENT PROJECT. SO LOCATED AT THE NORTHWEST CORNER OF AVENUE 50 AND CALHOUN. SO HERE'S THE VICINITY MAP, AND THIS SHOWS THE BALANCE OF THE SITE THAT HAS NOT BEEN DEVELOPED. THAT IS
[00:15:02]
WHERE THE PROPOSED TENTATIVE TRACK MAP FOR THIS RESIDENTIAL PROJECT, WAS APPROVED. SO THE OTHER THE REST OF THE SITE IS DEVELOPED. AND SO SOME OF YOU ARE FAMILIAR WITH THE MEDICAL BUILDING, WHICH WAS KNOWN AS THE BORREGO MEDICAL. COMPLEX. AND THEN THE TOWER MARKET, WHICH IS A GAS STATION CONVENIENCE STORE AT THE CORNER. AND THERE IS ALSO A REMAINDER VACANT COMMERCIAL PARCEL, ON THE SITE. SO THIS WAS ALL APPROVED AS ONE PROJECT AT ONE TIME. SO THE COMMERCIAL COMPONENT AND THEN THE RESIDENTIAL COMPONENT. SO THE RESIDENTIAL NEVER DEVELOPED. AND THEN SO SOME BACKGROUND TO THIS IS THAT TENTATIVE TRACK MAPS. SO WHEN YOU APPROVE A SUBDIVISION IT'S GOOD FOR 24 MONTHS. AND SO YOU HAVE UP TO 24 MONTHS TO RECORD A FINAL MAP. BUT THEY CAN APPLY FOR EXTENSIONS. THERE'S THREE ONE YEAR EXTENSIONS THAT, CAN BE REQUESTED. THE PLANNING COMMISSION WOULD NEED TO APPROVE THOSE EXTENSIONS. SO THERE'S ALREADY BEEN TWO THAT WERE APPROVED PREVIOUSLY. SO THEY'RE AT THEIR LAST EXTENSION. PREVIOUS TO THIS THERE, WE DID FIND, NORMALLY THIS WOULD HAVE EXPIRED YEARS AGO, BUT BECAUSE OF SOME, STATE AUTOMATIC EXTENSIONS, IT WAS EXTENDED ALL THE WAY TO 2000, 20, 23. SO THE APPLICANT. I'M SORRY. YEAH. THE APPLICANT DID APPLY FOR THE THIRD EXTENSION, BUT SOME MORE DETAILS OF THE SITE. SO I MENTIONED EARLIER IN THE STUDY SESSION THAT AT THE TIME THIS PROJECT WAS APPROVED, THE MINIMUM LOT SIZE THAT WAS ALLOWED WAS 7200FT■!S. THEY WERE APPROVED AT A MINIMUM LOT SIZE OF 2373FT■!S, TO A MAXIMUM LOT SIZE OF 3789FT■!S. SO SIGNIFICANTLY SMALLER THAN WHAT WAS REQUIRED AT THE TIME. AND THERE IS A PRIVATE ROAD SYSTEM. SO THIS WOULD BE A PRIVATE DEVELOPMENT, SO PRIVATE STREETS, AND THEN AS I MENTIONED BEFORE, THE BALANCE OF THE PROJECT SITE, WHICH IS THE HEALTH CLINIC, THAT'S A 20 ZERO ZERO ZERO SQUARE FOOT BUILDING. AND THEN THE TOWER MARKET FOR THE 9000 SQUARE FOOT BUILDING. SO THIS IS WHAT THE OVERALL SITE PLAN LOOKED LIKE. IT WAS MODIFIED OVER TIME FOR THE COMMERCIAL COMPONENT. OBVIOUSLY, THE BORREGO CLINIC IS NOT IN THAT CONFIGURATION. IT'S LOCATED MORE, IN A NORTH SOUTH DIRECTION ALONG CALHOUN STREET, AND THEN THE SITE WITH THE BUILDING LABELED WEST COMMERCIAL THAT HASN'T DEVELOPED YET. SO THIS IS, AN ATYPICAL RESIDENTIAL SUBDIVISION IN THE SENSE THAT THIS HAD, STUB OUT STREETS THAT EXTENDED FROM THE MAIN CIRCULATING STREET INTERNALLY TO THE DEVELOPMENT. SO THIS FACILITATES SMALLER LOT SIZES AND SMALLER DRIVEWAYS IN THE DEVELOPMENT, AND THEN THERE ARE SOME GREEN BELTS BETWEEN THE UNITS. AND THEN THERE'S A LARGE RETENTION BASIN IN THE MIDDLE, BUT ALSO AN AREA FOR RECREATION. SO THERE'S A PROPOSED POOL. AND SOME RECREATION BUILDINGS, THIS IS A CLOSER LOOK AT THE ACTUAL TENTATIVE TRACK MAP. SO THIS IS HOW THE LOTS WERE DISTRIBUTED. AND THEN THE CENTER GREEN SPACE ON THE PROPERTY. AND THIS WAS THE PROPOSED PHASING FOR THE PROJECT. SO THIS WOULD BE THE PHASE FOUR OF THE DEVELOPMENT.AND SO THESE WERE SOME PROJECT DETAILS PROVIDED WITH THE PLANNING, DEVELOPMENT OF HOW THE UNITS COULD BE CONFIGURED WITHIN THE TRACK MAP. SO IT WOULD HAVE A SMALL SETBACK FOR RESIDENTIAL HOMES. SO IT WOULDN'T REALLY HAVE A FRONT YARD, THE YARD WOULD REALLY BE MORE TOWARDS THE BACK, WHICH WOULD BE THIS GREEN BELT THAT WOULD EXTEND FROM THE BACK YARD OF ONE HOME TO THE BACK YARD OF ANOTHER. AND THESE WERE THE PROPOSED RESIDENTIAL UNITS AT THE TIME. SO, YOU KNOW, IT WOULD IT WOULD BE A UNIT THAT WOULD FIT THE SMALLER LOT, AND SO YOU HAVE, MORE PROMINENT GARAGE WITH THE, THE FRONT OF THE HOME. THERE WAS AN ENVIRONMENTAL ASSESSMENT APPROVED FOR THE PROJECT, AND IT WAS DETERMINED THAT THE PROJECT WOULD NOT HAVE SIGNIFICANT IMPACTS WITH THE MITIGATION PROPOSED. SO STAFF DOES RECOMMEND THAT THE PLANNING COMMISSION APPROVE THE LAST 12 MONTH TIME EXTENSION. I APOLOGIZE, IT'S THE THIRD, 12 MONTH TIME EXTENSION TO JANUARY 13TH, 2026. AND THE REASON WHY WE RECOMMEND APPROVAL IS BECAUSE
[00:20:04]
THE APPLICANT IS TRYING TO SELL THE PROPERTY. I THINK THEY DO HAVE SOME INTERESTED BUYERS, RIGHT NOW THAT WE'VE BEEN MEETING WITH, AND IT WOULD BE OPPORTUNITY TO HAVE THIS SITE DEVELOPED WITH NEEDED HOUSING IN THE CITY. SO THAT'S OUR RECOMMENDATION. AND I'M HAPPY TO ANSWER ANY QUESTIONS YOU HAVE. I'M NOT SURE IF THE APPLICANT MAY BE PARTICIPATING ON ZOOM, BUT IF YOU HAVE QUESTIONS, I CAN ANSWER THEM AS WELL. SO WE CAN GO TO. THANK YOU SO MUCH, MR. DIRECTOR, QUESTIONS FOR THE DIRECTOR. WE CAN START WITH THE VICE CHAIR HERE WHO'S EAGER. SO NOTHING CHANGES ON THE TENTATIVE MAP, BUT WE CAN AMEND THE TENTATIVE MAP. FROM WHAT? WHAT THE EXISTING CONDITIONS ARE, NO. IF YOU WERE TO AMEND THE TENTATIVE TRACK MAP OR RECOMMEND THAT IT REALLY SHOULD COME BACK AS A, AS A PUBLIC HEARING, THAT'S TYPICALLY SOMETHING THAT YOU WOULDN'T DO FOR AN EXTENSION OF TIME. OKAY I JUST WANT TO CLARIFY THAT. THANK YOU.COMMISSIONER ANY QUESTIONS FOR THE DIRECTOR? NO. YOU YOU COVERED IT. ALL RIGHT.
COMMISSIONER MARES. NO. DIRECTOR HELPED ME OUT WITH SOME QUESTIONS ALREADY, SO THANK YOU.
OKAY. YOU'RE WELCOME. SO THIS IS THE LAST EXTENSION, IS THAT CORRECT? IT IS. YEAH. SO WHAT HAPPENS IF IT EXPIRES AFTER 2026? THEY WOULD HAVE TO COME BACK AND START OVER AGAIN. OKAY.
ALL RIGHT. AWESOME. MY QUESTION IS WHAT HAPPENS WHEN IT CHANGES HANDS. THE DEVELOPMENT. SO THEY ARE STILL SUBJECT TO THE CONDITIONS OF APPROVAL AND IN YOUR STAFF REPORT. SO THEY WOULD HAVE TO COMPLY WITH ALL THAT. AND SO WHEN IT CHANGES HANDS THEY'RE GOING TO HAVE TO FILE THE FINAL MAP. ENTER INTO THE SUBDIVISION IMPROVEMENT AGREEMENT. AND THAT WILL HAVE TO GET APPROVED BY THE CITY COUNCIL. THEY'LL LIKELY COME BACK TO YOU. CAN THEY STILL THEY CAN. NO LONGER SEEK AN EXTENSION AT THAT POINT AS WELL. NO, NO. SO THEY'RE GOING TO HAVE A LIMITED AMOUNT OF TIME BETWEEN NOW AND THE END OF OR JANUARY 13TH, 2026 TO, TO FILE THEIR FINAL MAP. YEAH. SO ONCE THEY FINAL THE THAT MAP, IT'LL ACTUALLY SUBDIVIDE THE LOTS.
AND, AND SO IT WILL NO LONGER EXPIRE. SO IS THERE A TIME PERIOD AFTER THE FINAL MAP APPROVAL FOR CONSTRUCTION. THERE ISN'T. NO. SO IT IS OPEN TO CONSTRUCT. BUT THE REASON WHY SOMETIMES THESE MAPS AREN'T FINAL, THERE ARE BONDS THAT HAVE TO BE PLACED ON SOME OF THE IMPROVEMENTS THAT HAVE TO BE DONE. RELATED TO, YOU KNOW, ON ON SITE AND OFF SITE IMPROVEMENTS. SO THERE'S NO TIME FRAME ON IT. NO. SO WHEN THE FINAL MAPS RECORDED THAT, THAT'S BECAUSE OF THOSE REQUIREMENTS. THERE'S AN INCENTIVE FOR THEM TO DEVELOP AS SOON AS POSSIBLE.
OKAY. SO WE'RE SO WE'RE HOPING RIGHT. SO OBVIOUSLY THIS IS JUST THE WAY IT'S GOING TO HAPPEN.
THE TIMELINE HERE IS IT'S GOING TO BE MOVING PRETTY QUICKLY HERE. IF THE DEVELOPER OR THE CURRENT LANDOWNER SELLS CURRENTLY OR SELLS, THEN THE BUYER IS ON THE HOOK AT THAT POINT, RIGHT, AND THEN AT THAT POINT HE JUST LETS IT EXPIRE. IF HE DOESN'T BUILD WITHIN THAT DATE. YEAH DOESN'T SUBMIT. THERE IS A RISK FOR THE BUYER IF THEY DO NOT FINAL THE MAP. YES ALL RIGHT. THANK YOU SO MUCH. WHAT ARE THE. WHAT ARE THE DESIRES OF THIS COMMISSION? GET A MOTION AND I'LL MAKE THE MOTION TO APPROVE FOR AN ADDITIONAL. WHAT IS IT? HOW MANY YEARS IS IT? IT'S A THIRD TIME EXTENSION. THIRD TIME EXTENSION. OKAY. THIRD TIME EXTENSION. STAFF RECOMMENDS THAT THE PLANNING COMMISSION APPROVE RESOLUTION NUMBER PC2 2024. DASH 22 FOR THE SECOND 12 MONTH TIME EXTENSION. THIRD OR THIRD TIME, TIME EXTENSION FOR TENTATIVE TRACK MAP NUMBER 37 088 TO JANUARY 13, 2026. CAN WE GET A SECOND? I'LL SECOND, COMMISSIONER RAMIREZ.
YES, COMMISSIONER. ARVISO. YES. VICE CHAIR GONZALEZ. YES AND CHAIR HERNANDEZ. YES, SIR. OKAY.
MOTION PASSES. ALL RIGHT. THANK YOU. ALL RIGHTY. MOVING OVER TO PUBLIC HEARING, CALENDAR ITEM
[PUBLIC HEARING CALENDAR (QUASI-JUDICIAL)]
NUMBER FOR THE AM. PM TYPE 21 ALCOHOLIC SALES LICENSE. CONDITIONAL USE PERMIT NUMBER 364, MODIFIED. OKAY. YEAH. THANK YOU, CHAIR AND PLANNING COMMISSIONERS. SO THIS IS A CONDITIONAL USE PERMIT. THAT WAS APPROVED, A COUPLE OF YEARS AGO, THIS IS FOR THE AM. PM AT THE CORNER OF AVENUE 48 AND GRAPEFRUIT BOULEVARD. THE CFP WAS FOR AN ABC TYPE 21 LICENSE[00:25:07]
OFF SALE. SO THAT ALLOWS FOR THE SALE OF BEER, WINE, BUT ALSO DISTILLED SPIRITS. CURRENTLY, THEY HAVE A CONDITIONAL USE PERMIT THAT ALLOWS THEM TO SELL BEER AND WINE, BUT THEY'D LIKE TO ADD THE DISTILLED SPIRITS, SO THIS IS THE LOCATION, AS I MENTIONED IN THE CORNER OF GRAPEFRUIT AND AVENUE 448, IT IS AN EXISTING SHOPPING CENTER THAT IS MOSTLY DEVELOPED AND COMMERCIAL ZONED, A CLOSER LOOK AT AN AERIAL OF THE SITE, AND THEN YOU CAN SEE THE UNDEVELOPED PORTION ON THE SOUTH SIDE THAT THIS WAS THE PROJECT THAT WENT BEFORE THE PLANNING COMMISSION RECENTLY FOR STARBUCKS MULTI-TENANT COMMERCIAL BUILDING DRIVE THROUGH. SO, SO THEY, AS I MENTIONED, THEY HOLD THE TYPE 20, OFF SALE BEER AND WINE LICENSE. YOU DID APPROVE THE CONDITIONAL USE PERMIT AND ALSO A ONE YEAR EXTENSION, WHICH IS APPROVED TILL 2025. THE APPLICANT REQUESTS THE CUP MODIFICATION BECAUSE THERE ARE SOME CONDITIONS OF APPROVAL THAT THEY WERE CONCERNED ABOUT COMPLETING WITH RESPECT TO THIS CUP, BUT NOW THAT THE OTHER STARBUCKS COMMERCIAL BUILDING WAS APPROVED, THEY'RE ALSO SUBJECT TO THOSE SAME CONDITION, BECAUSE STARBUCKS HAS SUBMITTED THOSE PLANS AND, THEY'RE IN PLAN CHECK. THERE'S A LOT OF CONFIDENCE THAT THOSE CONDITIONS WILL BE MET WITH THAT DEVELOPMENT. SO WE ARE COMFORTABLE WITH MAKING THE RECOMMENDATION TO REMOVE THE CONDITIONS HERE. SO THIS WOULD BE LARGELY A CLEANUP ITEM. THIS IS A SITE PLAN OF WHAT IF. JUST A REMINDER WHAT YOU APPROVED PREVIOUSLY WITH THAT OTHER COMMERCIAL BUILDING WITH THE DRIVE THROUGH. SO THIS HAS THE CONDITIONS WHERE THEY WOULD BE REQUIRED TO EXTEND THE SIDEWALK, NEAR THE BRIDGE, THE DILLON ROAD BRIDGE AND ANY KIND OF STREET LIGHTS, AND THEN, YOU KNOW, SOME OF THE, THE LANDSCAPE MAINTENANCE REQUIREMENTS THAT WE HAD. I'LL GO OVER THAT IN A BIT. SO THEY WANT TO ADD THE DISTILLED SPIRITS, BASICALLY THE CUP REQUIRED A LOT OF THOSE CONDITIONS TO BE MET FIRST BEFORE THEY WERE ALLOWED TO GET THE ABC LICENSE, JUST A REMINDER OF WHAT THE CUP ALLOWS FOR WITH DISTILLED SPIRITS. THERE IS A REQUIREMENT THAT THEY MAINTAINED, A LIMITED DISPLAY AREA. SO THEY DO MEET THOSE REQUIREMENTS. AND THE DISPLAY AREA IS SHOWN IN THE ORANGE AREA. THIS WAS PRESENTED TO PLANNING COMMISSION BEFORE, HERE IS THE LANDSCAPE PLAN THAT WAS APPROVED IN 2017, AND THIS WAS A SUBJECT OF DISCUSSION ABOUT THE LANDSCAPE MAINTENANCE, AND SO THAT LANDSCAPE MAINTENANCE IS CONDITIONED ON THE, THE NEW STARBUCKS BUILDING. AND THEN THE LANDSCAPE LEGEND. SO SOME OF THE OBSERVATIONS THAT WE HAD WHEN THE CUP WAS FIRST BEING APPROVED WAS THAT THE, THE LANDSCAPE AREAS NEEDED SOME IMPROVEMENT. RIGHT? AND THEN WE ALSO MENTIONED THAT THE LARGE, METAL STRUCTURE SHOULD BE REMOVED. BUT I'LL ADDRESS THAT LATER ON IN A FIGURE THAT SHOWS THAT THEY WANT TO REPURPOSE THAT INTO A NEW SIGN. AND THE PLANNING COMMISSION DID APPROVE THAT. AND JUST, SOME IDEA OF WHAT THE LANDSCAPE DOES. SO THERE ARE SOME AREAS THAT NEED SOME IMPROVEMENT, THE HOURS OF OPERATION THAT WERE IDENTIFIED IN THE CFP WAS THAT IT WOULD BE 24 HOURS, SEVEN DAYS A WEEK, BUT ALCOHOL SALES IS HALTS BETWEEN 10 A.M. TO 6 A.M. AND AT THE TIME, THE SIDEWALK EXTENSION WAS PROPOSED BECAUSE HERE'S THE GAP.THAT SIDEWALK EXTENSION IS GOING TO BE IMPROVED WITH THE NEW COMMERCIAL BUILDING. SO THERE'S A LOT OF TEXT HERE, RIGHT? SO BASICALLY WHAT WE NEED TO DO HERE IS ADDRESS THE CONDITIONS OF APPROVAL THAT WE RECOMMEND TO BE REMOVED. SO ONE OF THEM WOULD BE THIS CONDITION OF APPROVAL NUMBER THREE WHICH REQUIRES THE CARRIES TO ADDRESS, YOU KNOW, MAINTENANCE LANDSCAPE MAINTENANCE. SO THIS IS A SIMILAR CONDITION THAT WAS PLACED ON THE STARBUCKS BUILDING. SO WE ARE COMFORTABLE REMOVING THIS CONDITION OF APPROVAL, CONDITION APPROVAL NUMBER FOUR. SO THIS ONE REQUIRED REMOVAL OF THAT ABANDONED PYLON FRAME, SO WE RECOMMEND REMOVING THIS BECAUSE THERE IS A PLAN TO RE REPURPOSE THAT SIGN, WITH FOR THE WHOLE CENTER, WHICH IS WE BELIEVE IS ATTRACTIVE. AND THEN CONDITION OF APPROVAL NUMBER SIX IS AN EXTENSION OF THE SIDEWALK. SO INSTEAD OF REQUIRING THE AM PM TO DO IT, IT WOULD BE THE NEW
[00:30:01]
STARBUCKS BUILDING THAT WOULD BE REQUIRED TO DO THAT, AND AGAIN, IT ADDRESSED THE METAL FREESTANDING SIGN. AND SO THIS IS WHAT'S GOING TO HAPPEN, THEY WILL KEEP THAT STRUCTURE, BUT WE'LL REPURPOSE IT. SO IT LOOKS LIKE THE NEW DESIGN ON THE LEFT. AND THE PLANNING COMMISSION DID APPROVE THAT PREVIOUSLY. AND THEN THE LAST IS CONDITION OF APPROVAL. NUMBER 13 IS INSTALLING A NEW STREET LIGHT, ALONG THE FRONTAGE WHERE THE SIDEWALK WOULD BE EXTENDED AND SO THAT'S IN PLAN CHECK. THAT WOULD BE SOMETHING THAT THE CITY ENGINEER WOULD BE REQUIRING.WITH THE NEW DEVELOPMENT. AND THAT'S IT, SO LARGELY THIS IS CLEANUP. AND SO STAFF, IS SUPPORTIVE OF REMOVING THOSE CONDITIONS ON THIS PROJECT AS THEY ARE GOING TO BE ADDRESSED WITH THE OTHER SITE. SO WE RECOMMEND APPROVING THE RESOLUTION BEFORE YOU. 2024 DASH 21. AS RECOMMENDED. ALL RIGHT. THANK YOU SO MUCH. MR. DIRECTOR. AND BEFORE WE ADDRESS THE DIRECTOR WITH ANY COMMENTS, AND QUESTIONS, THE TIME IS 640. I'D LIKE TO OPEN UP THE PUBLIC HEARING RIGHT NOW. ANYBODY WISHING TO ADDRESS, THE PLANNING COMMISSION AT THIS TIME, PLEASE LIMIT YOUR COMMENTS TO THREE MINUTES. ANYBODY PRESENT? NO. ANYBODY ONLINE? THERE ARE NONE ONLINE. ALL RIGHT. I'D LIKE TO CLOSE AT 641. ANY COMMENTS AND QUESTIONS FOR THE DIRECTOR, COMMISSIONER? NONE. THANK YOU. COMMISSIONER RAMIREZ. CRYSTAL CLEAR, NO QUESTIONS. ALL RIGHT.
VICE CHAIR GONZALEZ. YEAH. GOOD. ANY QUESTIONS? NO YOU'RE GOOD. NO QUESTIONS. ALL RIGHT.
PERFECT. MY QUESTION IS, CAN WE JUST DIVE INTO CONDITIONAL, ITEM, POINT NUMBER THREE, SPECIFICALLY MAINTAINING RIGHT LANDSCAPE, PRIVATE LANDSCAPE, PRIVATE STREET SIDEWALKS. SO IT'S MY UNDERSTANDING THAT THIS IS PARCELED. RIGHT? THIS IS SECTIONALIZED. THE COMMERCIAL CENTER. YES. YEAH. AND SO I, I DON'T UNDERSTAND WHAT THIS WHY WOULD THIS BE ON HERE IF, IF, IF THAT WHAT WE APPROVED, AT THE STARBUCKS DRIVE THROUGH IT WAS SPECIFICALLY FOR THAT. YEAH. IT WAS FOR THAT. AND TO ENSURE LANDSCAPE MAINTENANCE ACROSS THE BOARD BUT DIDN'T REQUIRE AMENDMENT TO THE CARRIES. OKAY. SO IT WAS TO ENSURE LANDSCAPE MAINTENANCE ACROSS THE BOARD FOR EVERYTHING AREA. OKAY. COOL ALL RIGHT. SO MAYBE I WAS MISSING THAT. SO YEAH. ALL RIGHT.
PERFECT IF IT'S COVERED IT'S COVERED. ALL COPACETIC OKAY. WE'RE GOOD. ANY FURTHER QUESTIONS? BACK TO THE RECOMMENDATIONS. CAN WE GO BACK TO THE RECOMMENDATION, PLEASE? THE MOTION. THERE WE GO. I'LL MAKE A MOTION TO ADOPT RESOLUTION NUMBER PC 2024, DASH 21 APPROVING CONDITIONAL USE PERMIT NUMBER 364. MODIFICATION WITH THE FINDINGS AND CONDITIONS AS RECOMMENDED BY STAFF. PERFECT. GIVE ME A SECOND. I'LL SECOND. OKAY ROLL CALL A COMMISSIONER. RAMIREZ. YES COMMISSIONER. VISO. YES. VICE CHAIR. GONZALEZ YES, CHAIR.
HERNANDEZ. YES, SIR. OKAY. MOTION PASSES. ALL RIGHT. THANK YOU SO MUCH. THANK YOU, THANK YOU. I KNOW THIS HAS BEEN BROUGHT IN A FEW TIMES. CONGRATULATIONS ON MOVING FORWARD. WE APPRECIATE STAFF. THANK YOU. THANK YOU, THANK YOU. ALL RIGHT. PERFECT. THANK YOU.
[INFORMATIONAL]
ALL RIGHT. MOVING OVER TO ITEM NUMBER FIVE INFORMATIONAL DIRECTOR'S UPDATE, JUST REAL QUICK. I JUST WAS GOING TO SHOW YOU A FEW SLIDES ON SOME UPDATES. SO JUST, I SHOULD SAY DIRECTOR UPDATES, I DID SEND A LETTER TO THE TO THE PLANNING COMMISSION JUST ON COMMENTS THAT WE PROVIDED FOR IN THE FACILITY. AND SO STAFF TOOK A TOUR OF THE BUILDING THAT IS PLANNED TO BE DEMOLISHED. AND SO I JUST WANTED TO GIVE YOU AN IDEA OF WHAT THAT LOOKS LIKE. WHEN WE TOURED THE BUILDING, WE DID MAKE SOME COMMENTS THAT THEY, THEY SHOULD, EVALUATE THE BUILDING A LITTLE BIT MORE. FROM MY UNDERSTANDING, IT WAS MOVED FROM ANOTHER LOCATION. SO WE DON'T KNOW WHAT THE SIGNIFICANCE OF THAT BUILDING COULD HAVE BEEN. IT IS OLDER THAN 50 YEARS OLD, SO IT COULD BE CONSIDERED HISTORIC. SO WE JUST WANT TO KNOW WHAT IT IS. RIGHT. AND THEN IF IT WAS CONSIDERED IMPORTANT, THEN HOW COULD THEY MITIGATE IT? IS IT FEASIBLE TO RELOCATE IT[00:35:02]
SOMEWHERE ELSE? RIGHT SO THOSE ARE SOME QUESTIONS THAT WE THINK WERE ARE POTENTIALLY UNANSWERED.AND THEN OUR COMMENTS ALSO ADDRESSED THE MOORISH LOOKING BUILDING THAT THEY CALLED IT IN THE REPORT THAT THAT WE THINK IT IS LISTED AS A POTENTIALLY HISTORIC RESOURCE WITH THE STATE. AND SO WE WOULD, YOU KNOW, HATE TO SEE THAT BUILDING GET DEMOLISHED BECAUSE IT HAS SOME GOOD QUALITY. IT RELATES TO THE HISTORY OF THE CITY. SO I JUST WANT TO SEE AND. OH YEAH, THERE'S ONE MORE. WE THOUGHT THIS WAS PRETTY INTERESTING BECAUSE THERE WAS A SAFE ROOM, IN THERE TOO. SO THERE WAS THAT WAS A REALLY OLD SAFE, PROBABLY FROM THE 1940S. IS THIS A WHITE HOUSE OR THE MOORISH BUILDING? THAT'S THE WHITE HOUSE. YEAH. SO THAT'S THE BUILDING THAT THEY WERE PLANNING TO DEMOLISH. INTERESTING. THE MOORISH BUILDING. ARE THEY PLANNING TO DEMOLISH THAT OR. NO, THEY'RE NOT, THEY'RE NO, NO. SO BUT THEY, THEY DID PROVIDE A REPORT ABOUT IT. AND I WAS GOING TO GO STAND IN FRONT OF THE CATERPILLAR. IT'S A NICE BUILDING. DO YOU KNOW WHEN THEY'LL GET BACK TO YOU IN REGARDS TO WHERE THE, YOU KNOW, THE DETAILS ON THE BUILDING THAT THEY'RE PLANNING TO DEMOLISH, THEY SHOULD PROVIDE A RESPONSE TO, TO OUR COMMENTS AND THEN WHEN WE GET THOSE RESPONSES, IF YOU WANT TO SEE IT, WE'LL PROVIDE THOSE TO YOU. I'M INTRIGUED. YES. YEAH. YEAH THANK YOU. YEAH. THE ONLY THING I WOULD LIKE TO HAVE SEEN THERE IS A LOT OF HEDGING, YOU KNOW, LIKE THE SWITCHING FACILITIES, THE SUBSTATION FACILITIES ARE NOT THE MOST PLEASING THING TO THE EYE. AND WHAT THAT'S GOING TO BECOME IS JUST IT'S NOT GOING TO BE PRETTY. AND OUR PLAN IS TO MEET WITH THEM TO DISCUSS ALL THAT, YOU KNOW, WE POINTED OUT TO SOME OF THE IMPROVEMENTS THAT THEY MADE TO THE SUBSTATION AT JACKSON AND AVENUE 50. YEAH. SO, SO WE'LL WE'LL MAKE SOME OF THOSE COMMENTS. AND THAT'S KIND OF THE EXPECTATION, BUT MAYBE A LITTLE BIT BETTER WITH BETTER HEDGING. YEAH. SO INITIALLY THAT JACKSON SUBSTATION WAS IT WAS SUPPOSED TO BE A LOW PROFILE SUB. RIGHT SO THERE IS EQUIPMENT THAT RIGHT. THE STANDARD HEIGHT OF EQUIPMENT. RIGHT. WHICH IS BUT THERE'S ALSO LOW PROFILE EQUIPMENT THAT THEY CAN PURCHASE. I'M NOT SURE IF THEY MAKE IT IN THE VOLTAGE THAT THEY'RE PLANNING ON INSTALLING. RIGHT. BUT ALSO TO FINISH GRADE THERE IS BELOW. RIGHT. SO BELOW WOULD BE THEIR ASPHALT. RIGHT OVER THAT DATA POINT. RIGHT. AND SO I DON'T KNOW IF THAT'S SOMETHING THAT THEY'RE WILLING TO GO BACK AND LOOK AT AND KIND OF CONSIDER THE DRAINAGE, YOU KNOW, SINK IT DOWN A LITTLE BIT BECAUSE IT'S NOT IT'S NOT BEAUTIFUL BRO. OH IT IS. AND I THINK THAT THAT'S WHAT WE HAVE TO YOU KNOW, WE HAVE TO PROTECT OUR COMMUNITY TOO, IN TERMS OF THE ESTHETICS, OBVIOUSLY, THE SAFETY ISSUE ALSO, WHAT THEY BUILT ON ON SHADY LANE, THAT WAS OBVIOUSLY, YOU KNOW, OPPOSITION, YOU KNOW, THOSE TOWERS ARE 20FT HIGH. THEY'RE NOT VERY PLEASING.
I DON'T THINK THEY WOULD HAVE DONE THAT IN ANY OTHER CITY. YOU KNOW. SO WE GOT TO MAKE SURE THAT THEY JUST DO THE RIGHT THING IN OUR CITY AND THAT WE'RE THERE TO PROTECT OUR COMMUNITY AND MAKE SURE THAT THEY DO. THEY DO THE RIGHT THING FOR OUR COMMUNITY. RIGHT. I THINK AT THE TIME, AT THE TIME. RIGHT. JUST LIKE, COACHELLA PROBABLY WAS THE FURTHEST CITY EAST AND PROBABLY AT THE TIME IT WAS MAYBE, I DON'T WANT TO SAY APPROPRIATE FOR THE CITY, BUT IT WAS MORE RURAL PER SE. RIGHT. AND NOW THAT IT'S DEVELOPED, YOU KNOW, IT'S WE HAVE TO LOOK AT IT AS URBAN. RIGHT. AND WHAT DOES THAT LOOK LIKE? WHAT DOES WHAT DOES THAT LOOK LIKE ON FIRST STREET ON 50, RIGHT WHERE YOU HAVE THESE OLD GRANDFATHERED IN FACILITIES. RIGHT. THAT THE CITY HAS KIND OF BUILT AROUND BUT NEVER ADDRESSED, INCLUDING THAT FACILITY. RIGHT. AND YOU KNOW, THERE'S A GENERATION THERE'S GENERATION ON THAT SITE TOO, THAT THEY CAN POSSIBLY FIRE UP THEIR TURBINES AND PLUG INTO THEIR 92 KV SYSTEM AND WILL IT OUT OF HERE. RIGHT. AND WE GOT TO MAKE SURE THAT THAT, AND I BELIEVE THOSE, THOSE, THOSE TURBINES ARE GAS. RIGHT. SO THERE'S AN ELEMENT THERE THAT WOULD FIRE THAT UP, I'M NOT SURE HOW OFTEN THEY FIRE THEM UP, BUT, WHAT THEY'RE PROPOSING THERE IS, IS A SWITCHING STATIO, AND WHICH MEANS POSSIBLE GENERATION ON SITE. YOU CAN WHEEL THAT POWER OFF AND SWITCH IT OFF, YOU KNOW, USE IT, YOU KNOW, TO OFFLOAD THEIR SYSTEM ON THAT SWITCHING LEVEL 92 LEVEL, NOT DISTRIBUTION LOCALIZED LEVEL, BUT SWITCHING LEVEL MEANS REGION AREA RIGHT. SERVICE TERRITORY. SO THAT'S SOMETHING WE GOT TO LOOK AT TOO. AND I'M NOT SAYING, YOU KNOW, TO OVERSTEP OUR BOUNDARY, BUT WE NEED TO REALLY LOOK AT IT ESTHETICALLY AND SEEING WHAT THAT DOES FOR OUR COMMUNITY IN
[00:40:03]
THAT AREA. YOU KNOW, WE HAVE APARTMENT COMPLEXES THERE. WE HAVE RESIDENTIAL IN THAT AREA, I'M NOT SURE. YOU KNOW, THIS IS A GOOD EXAMPLE OF YOUR, PUD. YOU KNOW, MAYBE WE CAN WE SHOULDN'T ALLOW THEM BECAUSE GETTING SOME THINGS LIKE THIS. RIGHT. BUT SO THAT'S ALL I GOT. SO THE LAST THING I WAS GOING TO SHOW YOU IS SUNLINE TRANSIT HUB. SO I SENT YOU AN INVITE TODAY, BUT THERE'S GOING TO BE THE GROUNDBREAKING, THE GROUNDBREAKING. BUT THE RIBBON CUTTING ON THE SEVENTH ON MONDAY FOR THE FOR THE TRANSIT HUB. SO THIS IS WHAT IT LOOKS LIKE. AND THE REASON I'M BRINGING IT BACK TO YOU. SO ORIGINALLY REMEMBER WE CAME BACK AND WERE LIKE, HEY, THEY DID THEY THEY INSTALLED THIS WITHOUT THE PERMITS AND THEY DIDN'T COMPLY WITH ALL THE ARCHITECTURE THAT WE TOLD THEM TO. AND THEN YOU DIRECTED STAFF TO WORK WITH THEM ON A SUITABLE SOLUTION. AND SO THIS IS WHAT IT CAME OUT TO BE. SO KIND OF WHAT WE DID IS WE FILLED THE AREA WITH WITH TILE.WE ADDED SOME, WE DID HAVE THE WE TOOK OUT THE, THE MORE MODERN TILE THAT THEY WERE GOING TO HAVE ON THE ROOFTOP AND HAD THEM DO THE MORE OLD STYLE LOOK WITH THE MORTAR, MORTAR, GROUT, IN BETWEEN THE TILES. THE, THE WROUGHT IRON ON THE WINDOWS. WE HAD THEM REMOVE IT AND MAKE IT MORE DECORATIVE. SO YOU HAVE IT MORE DECORATIVE TODAY. SO I THINK OVERALL IT LOOKS BETTER.
AND, YOU KNOW, I THINK WE TRY TO DO THE BEST WE COULD TO MEET THE ORIGINAL INTENT. AND I'VE BEEN BY THERE AND I THOUGHT IT THEY, THEY WERE ABLE TO MAKE A SITUATION WORK OUT THERE THAT THAT'S FOR THE BEST. IT LOOKS VERY NICE, VERY NICE. YEAH. THE BUSSES ARE ALREADY COMING IN AND OUT EVERY 30 MINUTES. SO YOU SEE THEM PARKED THERE ALL THE TIME. I'M EXCITED. IT'S SUCH A NICE ADDITION TO OUR COMMUNITY, ESPECIALLY IN THAT CESAR CHAVEZ CORRIDOR. IT'S JUST LIKE SO NICE. SO WELL DONE TO EVERYONE THAT PARTICIPATED IN THIS, GOOD LIGHTING AND EVERYTHING. SO HOPEFULLY IF YOU'RE ABLE TO ATTEND THE GRAND OPENING ON ON THE SEVENTH. SO THANK YOU.
THAT'S ALL I HAVE. AWESOME. THANK YOU. ANY COMMENTS ON LEGAL DEPARTMENT. NO THANK YOU THANK YOU, THANK YOU FOR BEING HERE. I WANT TO SEE SOMETHING. OH GO AHEAD I JUST WANT TO GIVE A LITTLE MOMENT OF SILENCE TO, ONE OF OUR GREAT LEADERS WE LOST ON FRIDAY. VENTURA GUTIERREZ.
VENTURA GUTIERREZ WAS, WAS AN AMAZING MAN. ONE OF THE MOST HONORABLE MEN THAT I'VE EVER, YOU KNOW, CAME ACROSS IN MY LIFETIME. AND JUST A GREAT COMMUNITY LEADER, JUST A SOCIAL JUSTICE ADVOCATING FOR FARMWORKERS, PEOPLE, THE UNDERPRIVILEGED. HE ALSO SERVED ON THE COMMISSION WITH ME. LIKE, WHAT, A YEAR AGO AS AN ALTERNATE, HE SERVED ON THE COMMISSION IN THE 80S, ALSO SERVED ON THE ON THE SCHOOL BOARD. BUT, HE LEAVES BEHIND A GREAT LEGACY AND JUST A MAN OF COMPASSION AND LOVE AND JUST ALWAYS DOING THE RIGHT THING FOR THE CITY OF COACHELLA. BUT JUST AN AMAZING MAN. WE'RE GOING TO MISS HIM GREATLY. AND I JUST WANT TO SAY CONDOLENCES TO HIS FAMILY, BUT IT'S GOING TO BE GREATLY MISSED. I'D LIKE TO END THE MEETING ON THAT NOTE, AND I WANT TO PIGGYBACK ALSO TOO, AND ADD THAT, OUR FORMER CITY MANAGER, DAVID GARCIA, RIGHT. THAT WAS PROBABLY VERY INSTRUMENTAL IN HELPING SHAPE THE CITY. ONE OF THE HE WAS ACTUALLY A GOOD LEADER FOR THE CITY, LONGEST TENURED, CITY MANAGER. THE CITY HAS HAD. SO I'D LIKE TO ADJOURN THE MEETING ON REMEMBRANCE OF THEM TWO INDIVIDUALS. THANK YOU. SO MUCH. THANK YOU EVERYBODY. THANK YOU EVERYBODY
